BY MABON.] It is with great reluctance that I return to the subject of the manifesto issued on Monday with respect to the Miners' Liability Defence Fund, but the ?uille adopted bv the Pontypridd reporter of the South Walt's Jjailý News leaves no course open to me but to state the facts, hoping at tho same time to avoid personal complications with any of my friends and colleagues. There is no doubt in iny in d from f??,t. which 11'i n;íltof'a;en;' I'I r[¡'f '/ill to my knowledge, that the complexion which was put upon the relative positions of the steam and ,:otise eV) men to tho proposed fund was the out- come of an error of judgment on the part of the reporter before referred to, for lam now informed the promised dmft rules were not given by t he houso coal representatives as a code adopted by the steam coal representatives, nor its having been before the steam coal workmen in any way nor were they given for the purposeof publication; and it is not gooll policy, to say the least of it, to attempt to justify the mistake, if mistake it can be called, by "mystifying" the matter with verbosity, and trying to magnify in the eyes of the public any differences of opinion there may he between the two great sections of tho miners of Monmouthshire and South Wales. To enter into the whole of the statements in your contemporary on Wednesday would be t(>dious but I shall just deal with the salient points, and state the facts as ,iiev really stand. One point which is made to appear as justifying the course taken is. that it was intended that the draft rules should be discussed at the last delegate meeting at Aber- dare." Now, it is as well to point out at once that that is not it fact, and that it was impossible that such a thing could have taken place. Had it been intended in the first place, tho subject would have been upon the ciivular con- vening the meeting with the other matters but <ueh an attempt, in face 01 the other work to be done, would by ridiculous; and further, for the reasons already stated, the matter had not been discused by the representatives themselves. For instance, my friend, Mr. Morgan, of Mountain Ash, had some changes to propose in the lulos if we could hiLvo gone on discussing them. That not bping so, and the steain coal representatives having no idea of meeting before tho general dele- gate meeting, they could not have been discussed at the delegate meeting before thov had been dis- cussed by the representatives. Heiice the conjec- ture is as absurd us it is inaccurate. Next, as to the alleged impoachment of the house co,11 representatives, I can only say that the manifesto was not intended to contain, and did not contain, the sweeping impelchment of tho house coal representatives which your contemporary tries to point out. It only contained some of the facts which the course taken in that journal necessitated us to give publicity to, and, as far as I am in- formed, the friends themselves have not taken it as anything of the kind, llut tho most important matter to be dealt with is theinipeacliment by this single individual of the oxeoutive of the Rhondda steam coal district, which further necessitates that the facts of the case should be reiterated. Now, what are they ? At the monthly meeting of the Jiliondda district, held at the Griffin Inn, Pentre, on the 6th of November, n circular was read from the promoters of the Leeds Conference inviting the meeting to send a delegate or delegates to that conference, and their opinions as to the limitation of output. The meeting, instead of pissing a resolution upon the subject itself, recommended that the representatives of the Monmouth- shire and South Wales workmen should be asked to consider the matter at their meet- ing at Cardiff on the following day. The general tone of the delegates was in favour of co-operating in the matter if they were assured that the districts of Durlmm and Northum- berland moved in it, and on tho understanding that they did not compromise their position with the Sliding Scale in South Wales. In pursuance of this recommendation I laid the matter before the representatives at Cardiff on the following day, when they all agreed, without exception, to the advisability of sending a delegate or delegates to the Leeds Conferonœ.ó and, In consequence, tliaf subject was put in the circular convening the Aber- dare delegate meeting in tho aiffrmative. Two or tnree days later on, however, I received a letter from. 1IIY friend, Mr. David Morgan, of Mountain Ash, stating that, since the meeting at Cardiff, he had considered the matter in his own mind, and was then of opinion that it was unadvisahle to send anybody to the Leeds Confe- rence, and that he wrote to me thus in order that there might be no misunderstanding between us upon the point.. This was done, notwithstanding the agreement comr, to between us all. Still, I did not" impe"eh ¡, :11 organ for a breach of faith, or anything of the kind. It would have been absurd to do so. Following that came Nfv. Mor- gan's speech at Mountain Ash, and the resolution of the Aberdare monthly meeting, which was not only averse to sending a delegate themselves, but which supplicated the collieries to send delegates to the Aberdare general delegate meeting in order to ohlijie that meeting not to send representatives to the Leeds Conference. Let the pubhc judge of the different attitudes of the two monthly meet- ings. The Rhondda district meeting, though in 'ur'eselà7d: delogate Ictdstå\ merely not averse to it, as was the complexion put upon it by the Pontypridd reporter of your contemporary—referred the matter to the repre- sentatives, and rested content when those repre- sentatives at Cardiff confirmed their view; whereas the Aberdare monthly meetingused pres- sure to get the collieries to carry out the then views of one of the representatives with themselves, the elfect of that upon the Rhondda district being that one-half of the Rhondda collieries were not represented, and those who were present had come there undecided. This, coupled with the fact that I had to leave the meeting before that question came forward, is most probably the reason why they voted as they did, for they naturally heard 'here but one side of the question. The couno) of the Rhondda district only carried out tho views all along held by the month iy meeting in what they did on Saturday last. Thus, it will be .?(?n that f the Rhondda district have erred since the Aberdare delegate meeting, there can be no two opinions that theerrorcommittedby the Aberdare monthly meeting before tho general delegate meeting, in impressing their views upon the miners before the matter had como on for discussion, was of equal importance. REVIEWS. THE SoRROW OF SIMONA AND LYRICAL VERSES.- By E. J. Newell. London: Kegan Paul, Trench, and Co.—The author of this small volume is an apt versifier and something more. His lays arc not only tuneful and well measured, but full of thought and that feeling which may be said to be deeper than thought. If we had any fault at all to find with the present effort of his muse it would be that the author has not always been able to handle epithet and line in such a manner as to avoid jarring sense and grating sound. But this is a mechanic art," whose acquisition is a mutter of but secondary importance. "The Sorrow f o:ir; giI;ira;ac;e to'f.o:is the longest :,iid most serious of the author's attempts. Tho stanza and the diction are fashioned some- thing after the manner of Spenser. Simona is a Florentine maiden in a humble station of life with whom Pnsquino, who brought her wool to spin," fell deeply in love. His passion is ulti- mately reciprocated, but their attachment ends disastrously for both. In the course of one of their love rumbles l'u>quiuu gathered tlowers to make a posy for his betrothed. Is it a town or a mountain, an isthmus, a lake, an island in the sea, the name of sciie foreign produce, or what ? In favour of tho thousands or hundreds of thousands of sharp lads that are now in process of being ground into a knowledge of everything in general by the Elementary Education Acts we make a decided exception. For the grown up who wish to add to their store of geographical knowledge at the least possible expense of labour this is the very book. It is pleasant reading from first page to last. The compiler's name is modestly withheld, the title page merely announcing the fact that the book is by S. C. W. E." Canwyll y Cymru is the name given to a celebrated Welsh volume by u cele- brated Welshman, Vicar Pritchard, of Llanym- ddyfri, temp. 1579-1644. The vicar, in a sort of Hudibrastic verse, brought home to the Welsh mind a number of religious truths and moral maxims, which struck deep root there, and not only made the author's name famous, but, what is more, endeared his memory to every true-hearted Wdhlllan irrespective of faith or creed. As the compiler of the present work truly intimates in the preface, the book proved a light indeed to Wales during those ages of dense dark- ness which preceded the dawn of a religious re- formation. The compiler's plan has been to select a short Script uial text for every day of the year, and to illustrate it by 1\ verse from the good old vicar's book. We will, as specimens of her methoil and the vicar's rhyming, quote the entry for til. day on which these words appear in type. A more wholesome, appropriate birthday gift it would be dififcult to find than these Sparks from tlie Candle of Wales." Livts OF ILLUSTRIOUS SHOEMAKERS: By William Edward Winks. London: Sampson Low, Marston, and Co.—Wo think the author of this book has done good service in bringing before the public the names and histories of some of the more illustrious n: ii)bers of the craft of shoemakers. The task has been accomplished with taste and tact. and the reader has placed before him a fairly complete list of tho celebrated cobblers of ancient and modern times. Where omissions occur they appear to have been caused more by limits of space and exigencies of copyright than oversight of the author. The biographies ate written in a style easy and graceful, in spite of the compression necessary to a work in which much compilation is requisite. The reader is carried easily aud pleasantly through essays upon moro than 50 celebrated craftsmen, besides incidental sketches of little-known or less illustrious men. Many of the histories have the elements of romance in them, and all exhibit to the full the effect of industry and the persistence in the pursuit of knowledge. We have young Cloudesley Shovel gallantly swimming, amid a rain of shot, from the dismasted flagship towards the reserveof the English fleet, holding in his teeth dispatches, the delivery of which gave victory to the English; we have strange glimpses of English life of the period aliordud by the biography of the Wesleyan orator, Samuel Bradburn; other glimpses into literary coteries over the shoulder of the editor of the Quarterly, William Gifford; the early history of missions to India in the life of the Haptist worthy, W iiliam Carey; the youthful adventures and laborious manhood of Samuel Drew, the meta- physician notices of the poet Bloomfield and the seliolar Dr. among Americans, the Quaker poet Whittier, and a life of Thomas Cooper, well known to so many in Wales as poet and lecturer. This list of a tenth of the sketches will indicate what the reader may expect of a work which might have had for its title the heading of one of its sections-" A Constellation of Celebrated Cobblers." Affording, as this book does, the in- formation most interesting to youth, it is specially welcome at this season. The many accurately engraved portraits which adorn the pages, the good type, and neat crocodile-skin" cover, make good tyfy the book for a present or a prize, and we hope that its success mav encourage the author, so well known in local circles, to do for ottter occupa- tions what he has well performed for the "gentle craft," NATCRE AT HOME is a handsome publication which Messrs. Bradbury, Agnew, and Co., Bouverie-street, intend bringing out early in the present month. The work is from the French of Thoophile Gautier, and will contain a number of finely-executed illustrations by Karl Bodmer. The specimens submitted to us, entitled "The Monarch of the Glen" and" Professors of Swimming," are lovely things in their way. The last-named has a humorous touch about its ensemble that is simply irresistible.

Police-Constable Alderman afterwards received him into custody. NEWFOUT.—(Before the Mayor, Mr. J. S. Stone, per. sons were summoned for non-payment of tines. Orders were made on pain of imprisonment. Coal ^tfahny. Charles Harper and Tiio/nas Johns were charged with stealing coal, the propert"y of the Ebhw Vale Company, from the west side of New- I port Dock. Harper was wheeling a barrow full of coal, and Johns said, I'll have this barrow," and Harper said, "No, you won't; voix may have the next, if you like." Police-Con- stable May, who heard these words spoken, took Harper to the Pill Station. He afterwards apprehended Johns. At the station Johns said he was not there. Harper retorted You were there," and Johns said "I was there only two or three minutes." A dock-constable said he saw three separate wheelbarrow marks near the trucks, and from one truck a large quantity of coal had been taken. The agent of the company pressed the charge, as this was a barefaced attempt at whole- sale stealing. Prisoners' audacity was intensified by taking the company's barrow- to aid them in their theft. Each was sentenced to fourteen days' hard labour. Meaiiity Flannel.—Ann Lewis, wife of a titter, was charged wi'h stealing eighteen yards of flannel, the property of Vincent Alien. Four yards had been pledged. The police asked for a remand, as 2* pawn-tickets had been found in her house. It is supposed that some of them refer to stolen property. Kerr, chairman, and Maynard Willoughby Colchester Wemyss.)—Clutrye of Uttering Counterfeit Coin in Dean Forest.—Caroline Seek, 17, a respectable-look- ing girl, whose fat her is a shop manager at Cinder- ford, was charged by Scr?e?nt Uawkins wfJ)) having on the 2fth and 30th u)t. uttered a counter fffit coin, representing the same to be a sovereign Prisoner on the first-named day obtained change for the coin in question, and in a day or two after- wards, when sent for by Mrs. Morgan, a butcher's wife, from whom she obtained the change, said her mother took it from the drawer. Mrs. Morgan proffered the girl to deduct 129. 6d. due for a pair of shoos, and this was done, prisoner sendin° the balance, 7s. 6d. On the 30th of November th;'?rl obtained change for & Mrs. Meredith w tn fetching a pint of supper beer. The husband of Mrs. Meredith discovered that the coin was bad, and the next night waited upon the girl's mother, and he received a good sovereign in lieu of the bad one. t THE ASSESSMENT OF WATER RATES. IMPORTANT APPEAL CASFC; In the Court of Appeal on Thursday (before the Lord Chief Justice and Justices BaggalUy and Lindley), the case of Dobbs v. the Grand Junction Waterworks Company came on for hearing. The action raised a very important question, both to the ratepayers and tho water companies, which has been decided in favour of the company. The question was whether the water rate is to be assessed on the rateable value of the premises sup- plied with water, as appearing from the poor-rate assessment, or upon the gross value. Mr, Archi- bald Edward Dobbs, Caseda House, situated at No. 34, Westbourne-park, said that his residence was supplied with water by the above-named company. The company subsequently claimed tl?e sum of 44 101. for two quarters' water-rate to Michaelmas, 1881. This chum wi? made on the annual value of the premises, which was A:140, whereas under the poor-rate the premises were aM?sod at £118, Mr. Dobbs in consequence laid a ¡;IInllIl¡eOf:r.IIInUear:ec;¡\' ting the amount of sticii annual v;t'l'ue, contending that such annual value should be taken at £ 118. The magistrate decided against Mr. Dobbs, holding that "annual value" in the Act meant "gross value." Mr. Dobbs subsequently appealed to the Queen's Bench Division, which ([uashed the order of the magistrate, being of opinion that the magis- trates' decision was wrong. Hence the present appeal.—Their Lordships now decided in favour of the company, and allowed the appeal. In the foregoing case Mr. Dobbs depended solely upon the construction of the Grand Junction Company's Local Acts, which contained a pro- vision setting iorth that where the rent could be ascertained the water rate should be assessed on the rent, and where this information was not ob- tainable, on the poor mte, The Carditf Act" how- ever. simply state that the assessment shall be on the annual value of the premises, without pro- viding for cases where the rent cannot be ascertained. The Acts bearing upon the case here reported stipulate that the "annual value" shall be the rent whkh the occupier pays, but tho Cardiff Act. speak of "annual value," and say nothing about rent. In Cardiff the "annual value" must mean annual value, either to the landlord or the tenant, though common sense would have it to the former. If it were otherwise an owner, occupier of one of two precisely similar semi-detached villas, would get water at a less rate thnn the tenant (who is not an owner) hvir.2 in the other semi-detached villa. As bearing upon the case, Weaver v. the Corporation of Cardiff, we may draw attention to the fact that the judges held the annual value of the local Acts to be gross value; they did not hold it to mean actual rent.
