11 NEWPORT SCHOOL BOARD. THE TRIENNIAL REPORT. A special meeting of the above Board was held at the offices, Newpnrt, on Monday afternoon, the chairman (illc R. T. Martin) prr-sidinr;, at wh.ch the principal business was the adoption of. the Triennial report. The Chairman moved the formal adoption of the r.-jiort, which dealt with the constitution of the present Board by the. absorption of the Chris-church Board, the in- creased accommodation given in different schools, the necessity for further accommodation at iSt. Julian's, both Barnardtown and Maindee schools bjing overcrowded the abolition of school fees, by which a twofold benefit has acenwd-in the saving of fees to parents and the sav- ing to the rates of £ 400 a year; being tho amount now receivable from Govern- ment over and above that previously received from parents. The question of compulsory attendance, of special subjects of instruction, including cookery, swimming, physical exercises, and Scripture knowledge were also dealt wit-h and after reference had been made to teachers sal aria;?, finance was dealt with, and the report congratulated the ratepayers that the efficiency of the schools had been maintained on a 61 rate, as against an average for the whole country of 7J'id. 1 he conciuoing paragraph was reserved for the proposed Higher Grade School, and the Board said they felt they could not more fittingly end than uy expressing a hope that a Higher Grade School would be soon established in the district, as the need of such a school is felt more and nioro as elementary education becomes more general and creates a desire for more extended knowledge, and they also trust that such a school will include in its curriculum the subject of technical educa- tion.—The report evoked no discussion, there being present only the Sectar.an members, and Mr iiioyd, noticing the array of empty seats on the other side of the" house," pat an interroga- tory to the chair.- T!ie Chairman They ail ap- prove cf the report, or they would have been here. —The Clerk: A copy was sent to every member. —The other business was formal, and the Board rose, after beating record m the matter of dura- tion cf the meeting.

LLANDAFF. ASSAULT ON A GAMKKKBPLB.—Afc the L'an- daff police court on Mouday-brfore Cols. Hill and Woods and Air llenry Lewis —Joseph Saunders, navvy, 110 fixed abode, was charged with assaulting Thomas Davies, R idyr. —The complainant said on tho 9th October, 1889. he was crossing the field at the Alynydd-road about 12 o'clock. He found a net set in the field, and directly afterwards ho heard a voice say, Neck the A dog then sprang at him. The dog was sent by a mau named Browu. After sending the dog Brown ran down the field to Saunders. Saunders then told him to go back and send the dog again. The dog was sent back and caught the complainant by the neck. Com- plainant managed to floor the dog with a kick and both nTm then decamped. The defendant was arrested on his coming out of prison on another cha;ge.— He was now sent to gaol for one month's hard labour. STEALING PITWOOD.—William Rces, boatman, Tongwynlais. and William Dew, Naiugarw, were charged with stealing a piece of pitwood, valued at Is, 011 the 9th ms\. belonging to theNanlgarw Colliery Company.—P.O. F. W. Dagg proved the case, and both defendants pleaded gtiilty.-D, fendants were each fined 5s ti;d costs. STEALING HAY.— Thomas Pryke, haulier, Roatli, was charged with stealing a quantity of hay belong',tig to Charles Jones. Llwyniolo, on the 3th inst., valued at 3.-Th()IIJ"s Jones, Lianotern, son of complainant, proved the case, and defendant was fined 40s, inclusive of costs, or one month. TKKSPASSING IN SKARCH OF CONIEF.—Henry Evans and George Spencer, navvies, hailing from Caerati, wore charged with being in search of conies 011 land the property ot Col. Hill,on Decem- ber 6th. (Col. Hill being interested in this case left the Bench.) Evans did not put in an appear- ance. George Dibble, gamekeeper to Col. Hill, said the defendant was one of five men who were poaching on the Colonel's preserves. When he caught Spencer he had a ferret and 12 nets In his possession. A warrant was issued against Evans, and Spencer, was tined £1 and costs, or a month's imprisonment.

LOCAL FJLLS IN PARLIAMENT The following Local Bills were deposited, on Monday, in the Private Bill Office of the House of Commons by the Parliamentary agents, namely :— BARRY RAILWAY. A BiU to enable the Barry Railway Company to construct a new dock, new railways, and ocner works, etc. The proposed new clock is Lu oa situated in the parishes of Cadoxton-.iuxta-jDariy and Sullv, within an area bounded on the north and north-west by the company's main line of railway from Cadoxton to iiarry Dock, on the south-west by their dock basin ana entrance, on the south by the dam and authorised by the Barry Dock and Kail ways Act. 1888. and 011 the south-east by the Uidoxton brook. Power is asked to disert the water course known as Cadoxton Brook, and it is proposed to construct three railways, 1 six furlongs in length, no. 2 one mile five furlongs in kugdl, and JSo. 3 one mile one hrlüug in length. Power is also asked for to pnrcbase additional lands in th parishes of Cadoxton and Lbmtwit, and the company also ask for power to aaditional capital, not exceeding £450,000, with power to borrow Tne prooosed works are to bo completed as regards Railway No. 3 in five years fiom the passing of the Act, and as regards the dock works, Railways Nos. 1 and 2, and the Cadoxton Brook' diversion in eight years from the passing of the Act. NEWPORT CORPORATION.I
NEWPORT CORPORATION. This is a Bill to aufchoiiso the Corporation of Newport (Mon.) toconstruct and work tram ways, to collect rates for municipal purposes, and for othet, purposes. The Bill is divided into live parts, viz., Preliminary, tramways, lands, and extension of time, rates and finance, and miscellaneous. It is proposed to empower the Corporation to lav down, use, work. and maintain tramways according to the levels shown on the deposited plans and sections. The tramways authorised by the Act will be wholly laid as single lines except at the passing places. The tramways are to be completed witlun six years from the passing of the Act, and the Cor- poration are empowered to demand tolls for passengers not exceeding one penny per mile. Charges are also to be made for any animals or goods or small packages conveyed on the tram- way. The Corporation also ask for power to take tolls on the existing tramways when they acquire them, and power to acquire lands by agreement. The compulsory powers for the purchase of lands given by the Act of 1887 (as amended by the Act of 1888) and the Act of 1889 are extended for three years. The Corporation are empowered to collect municipal rates, and to borrow for the purposes of the tramways (by this Act authorised) £25,000. The speed at which engines and carriages may be driven or propelled along the Corporation tram- way shallllot exceed the rate of eight miles an hour Messrs Rees and Frere, Westminster, are the Parliamentary agents.
VALE OF GLAMORGAN RAILWAY.
VALE OF GLAMORGAN RAILWAY. This Bill is one for extending the powers of the Vale of Glamorgan Railway Company, for the acquisition of land for, and the completion of. their authorised railways. The powers granted by ths Act of 1869 for the construction of rail- ways are extended, and may be exercised by the company for the period of two years from the 20th day of August, 1894. The Bill also contains clauses authorising the promoting company to modify the agreement With th" H:,lrry Railway on the one. hand, and the Great Western Rail- Railway, the'l'alf Vale Railway, and the Cow- bridge and Aberfchaw Rail way on the other, as contained in the Act of 1889. TWRCH AND TAWE VALLEYS RAILWAYS.
TWRCH AND TAWE VALLEYS RAILWAYS. This Bill is one incorporating the Twrch and Tawe Vall-y?. Railway Company. The proved railway is a furlong and nine chains in length, upon, or partly upon, the site of the existing siding of the United Anthracite Collieries, Limited, commencing at the southern end of such existing siding, at or near tho collieries of the company, and terminating at or near the existing junction of that siding with the Swansea Vale Railway. The capital is fixed at £ 18,000. in £ 10 shares, whilst borrowing powers to the extent of £ 6,000 are also sought. Messrs Rees and Frere. agents.
PONTYPRIDD I URIAL BOARD.
PONTYPRIDD URIAL BOARD. This Bill provides for the constitution of Burial Boards and a joint Burial Board for certain portions of the parishes of Llantwit Fardre, Llan- wonno, Llantrissant, Llanfabon, and Ei'lwysiian, in the county of Glamorgan. Such Burial Boards as are elected under the Act shall not provide separate burial grounds for their respective dis- tricts, but shall, together with the Giyntatf Burial Board, act as oue joint Burial Board for the district of Giyntaff and the now districts, which shall together be called the Pontypridd Burial District. MILFORD DOCKS.
MILFORD DOCKS. A Bill to confer further powers upon the Mil- ford Docks Company, and for other purposes. The preamble recites that the dock of the company is open for traffic, but the receipts therefrom, though increasing, are insufficient to euable the company to pay tho interest on their debenture stock. Accordingly the clauses pro- vided a. scheme with respect to the payment of such interest and the arrears thereof. Messrs Rees and Frere, agents.

THE BICKLEY LIFE-SAVING APPARATUS. The first meeting of the contributors in the matter of the Bickley Life saving Apparatus Company, Limited, will be held at the Official Receiver's office, Cardiff, on the 30th instant. The total deficiency amounts to £ 1,808 0s 2d, and tho nominal amount of unpaid capital liable to be called up to meet the same is £ 25 10s. The ob- servations of the Official Receiver on the affairs of the company are as follows :— The winrlingt.p order was made upon a petition by a creditor for AJ76 odd. The statement of affairs, which was lodged on the 14tli December inst,, is sub- mitted by Mr Alorgan Morgan, the late secretary, and has been verified by Air J. Herbert Cory, the chairman of directors. The eoiupany was incorporated on the 30th .lune, 1890, with a nominal capital of and was formed to acquire and bring before the public the life- saving inventions patented by Mr Jh. S Bickley, of Cardiff. Tho capital was divided into 10,000 shares of £ 1 each, and, according to the prospectus, there was a present" issus of o,000 shares. The Company appears, through AIr Morgan Morgan, to have entered into an agreement with Mr Bickley for the purchase of the latter'spatpnt, as fro 11 the 23rd June, 18S0, the consideration being PI,-LOD, payable P, too in cash by instalments nrl tlia remainder in shares, with a royalty of 3d per jacket. At Glasgow Circuit Court on Monday Frederick Thomas Storey (40), outdoor manager of Cooke's Circus, was charged with murdering on November 14th, in Greenock, Elizabeth Stewart, circus performer, professionally known as Lizzie Paston. The evidence showed that after a performance prisoner caught hold of de- ceased demanding why she treated him like a dog and plunged a pocket-knife into her breast pressing the blade deeply into her body. DEATH OF A CABSTAV —Edwin Davies, the cab- man who was seized with a lit on Friday evening as he was driving members of the fire brigade to a steamer which was on fire, died in the In- firmary, whither he was taken, on Sunday. It is supposed that the excitement of the incident brought on failure of the heart's action. The cab had several members of the brigade in it and on the box, and the hose-cart was titelietl on behind the vehicle -The deceased was in the employ of Mr Wheeler, cab proprietor. THE ACCIDKNT TO MI GRANT.—We regret to state that Mr Grant the Commissioner to the Technical Instruction Committee of th.. Reece, district coroner, lwlrl an inquest touching the death of the wife of Mr Benjamin Lewis, 1. lie evidence showed that Mrs Lewis retired to bed with her I husband in a satisfactory state of health on Saturday night. Mr Lewis, at about 5 o'clock next m uning, found his wife dead beside him. I)r Treharne was sent for, and on arriving he lound that the deceased lady had been dead some hours. He attributed the" cause of death to found that the deceased ladv had been dead some hours. RIVKR BAPTISM.- On Sunday afternoon last, a large number of persons assembled on the banks of the Rummy River to witness the public baptism by immersion of four adults prior to admission into the Welsh Baptist Church. Rev M. James, pastor of the church, performed the ceremony and also delivered a very able address on Baptism by Immersion The choir rendered some very appropriate Welsh hymns during the service.

St. JNmholas, was charged with selling whisky without, a licence on Sunday evening, the 6th 111st, Police Constables Rees and Sandford stated that, acting on instructions from Superintendent Wake, they visited defendent's house-a. refreshment house—on the day named, and were there supplied with whisky. In consequence of their report, Sergt. Win. James went to defendant's hous*, and searcaed the premises, finding thereon three oottles, containing respec ively half a pint of winsky, three-quarters of a pint of rum, and one-tinrd of a pint of gin. He also starched tt the back, and found a nine-gallon cask aoout half full of beer. The sergeant stated that he had known the house for three y-ars, and always suspected it. Defendant was fined 4-0s and costd.

Morgan said he would move the adoption of the bye laws as a whole.—This was agreed to.— A communication from the Eastbourne Corpora- tion inviting the opinions of the members 011 the subject of allowing the Salvation Army to play music in the streets, and pointing out a proposed provision for preventing persons from blowing horns, trumpets, &c., in the streets on Sunday, was received, and, upon the mot.ion of Mr Morgan, it was allowed to lie on the table.—Dr E. P. Evans, medical officer, sent in his quarterly returns. The birth-rate was 47'6 per 1,000 per annum, and deaths 22 per 1,000 per annum. In regard to the past he reported there was considerable decrease in the number of ctse4 of scarlet fever and influenza.

LLANDILO. CHRISTMAS SHOW. -'I'ii is event was held in the Market-place on Aionday, under the auspices of the Llandilo Agricultural Society, of which Mr G. Williams, Ring's Head, is the secretary. Generally speaking, the exhibition was a success, the entries being more numerous than those of last year. The cattle made a line show, and the pigs were excellent, but the sheep did not realise the anticipations of the judges. The d..ad and trussed poultry could scarcely be excelled, whilst the butter was all that could be desired. There were some splendid samples of corn, and the live poultry gave great satisfaction. Tho judges were :—Fat cattle, green crops, and corn— Mr Falconer, Gwempa and Mr J. Llovd Thomas, Tanlan, Fert-yside. Live poultry—Mr Thomas, Cockett, Swansea. Butter and cheese— Mr C. Tayleure attended in answer to an adjourned summons for permitting music and dancing in Alexandra-road, without a licence, on the 10th just. It will be remembered that at the last hearing the Stipendiary adjourned the case on the understanding that if ''musical selections" were removed from the programme nothing more would be heard of the prosecution The Stipen- diary now found that the authorities held that the words" pnblic entertainment" were restricted to exhibitions of a similar kind to those previ- ously mentioned in the Act as musical, dancing, or dramatic. Paine and Sir Morgan Alorgan—Henry and Sarah Lloyd, a. young married couple, were charged on a warrant; with keeping a disorderly house in Mill-lane.—Officers Gouge and Dicks proved the ease.—Tho male prisoner said he was a marine fireman, and he was unaware his house was being used for in moral purposes during his absence.— He was ordered to pay £ 5 and costs, with the alternative of a month's imprisonment, tiie wife being discharged. being discharged. ASSAULT AND ROBBERY. — John Thomas. Rowe (26) and Emma Ibnve (31) were charged with assaulting Thomas Winter and! stealing from him £ 0 18s 6d at Mill-lane, on the 17th inst. They were further charged with frequenting Mi!Marie on the same night for the purpose of committing a felony.—The magi- strates dismissed the first two charges, but on the evidence of P.C. Stephens sentenced the prisoners to three months' imprisonment on the other.—On going below the female prisoner said, Come on, Jack. This is what they call justice. I was too clever for them, so they makes up a charge." THKFT AT TONGWTNLAIS.—Ann Cooper pleaded guilty to stealing on Saturday night a watch, value El, from the persom of James II Thomas, a native of Tongwynlais. Titomassaid that he left a public-house in Bute-terrace with the prisoner after stop-tap, not quite sober. He discovered the Joss of his watoh in the street, but could not swear he had it when he left the public-house. He could not say which house it was. — P.C. Wiltshire, who arrested prisoner, spoke to the watch being found on her by the female searcher at the central station. In reply to Dr Paine witness said that he did not inquire which public-house prosecutor and prisoner had been drinking in.—Prisoner was sent to gaol for two months with hard labc)tir.-Dr Paine directed the polica to accompany Thomas to Buto terrace with a view of ascertaining tho name of the puhlic-hon" These robberies, said the doctor, were getting far too common, especially in that neighbourhood.

NEWPORT. A POLLUTED WI:I.L.—At New;X)it police-court on Monday, Air A. A. Newman, clerk to the Newport County Council, ssked the Bench for an order to cloe a well at 34, Albert-avenue, Maindee, the property of Mr David Boweti.—Dr Davies, medical officer, stated the weli supplied 15 cottages, in which resided 83 persons. The water had been analysed, and the analysis showed that there was strong evidence of sewage matter in the water, and it was pronounced dangerous to health. Mr Bowen said the well had been in existence for 35 years, and until he was served with the summons he had received no complaint as tc the water.—Dr Davies said that the drains were laid near the I well .and it was difficult ;0 ensure it against utioii. -.Mr Newman, said no blame was at- tached to Mr Bowen in the matter.—The Bench made an order to close the well forthwith. 1 A PUBLICANS Obw.NOE.—Thomas Evan-, landlord of the Aleciian-c^' Arm- Commer- cial-street, was summoned for supplying a drunken person with drink. Officer Bingham on Saturday, the 12th Îust., saw Michael Nolan go down Commercial-street, staggering, and enter the Mechanics' Arms with another man. The officer followed and told the landlord not to serve Nolan. He then went out, but lookbig through the window he saw the hndlord serve the men with a glass of beer each. which Nolan paid for. The officer again entered the house and pointed to the condition of Nobn. The landlord then took the beer from him.-Air Evans said that he did not hear the police tell him not to serve Nolan, and was not aware that he was drunk. Nolan also denied being drunk.—The Bench considered both cases proved, and fined the landlord 20s, but as the house Lore a good character tlie license was not endorsed. Some unpleasantness has existed between the parties for some time past, and this became accentuated in the Castle Hotel, Commer- cial-road, on Wednesday evening last. Wittia.me told defendant that he had given his men instructions not to render Phillips, his brother, or his father any assistance should either of them get into the water at any time. Defendant told complainant not to repeat this. but he did so twice, and then complainant alleged that defendant rushed at hilil and struck him a severe blow in the face which gave him a black eye. and made him dazed for a few minutes. Complainant, who holds the medal of the Royal Humane Society, admitted that he used the inhuman expressions, and now soriow for so doing. Defendant said that he was angered at the statement of complainant, especi- ally the reference to his father, who is 8j years old, and admitted the blow.-The Bench con- sidered. the assault proved, but said there was very great provocation, and fined defendant 5s only.

A. :1, Davies in Pontmor- iais, 011 the 19th inst. On the way to the police- stati-n defendant became violent. A struggle took place between him and the officer, and when tho latter was in the act of picking him up from the ground, he was kicked 011 the head by the prisoner. The officer, with the assistance of a young man, placed the prisoner on a truck, and was again kicked. Prisoner was fined 10s and costs for being drunk, and 20s and costs for the assault.

Dynamite is used in th.) sinking operations, and it is supposed that in a oabin on the surface Richard Price was preparing a quantity of the explosive for use, when inadvertently he proceeded to heat some water which had already been heated and an explosion occurred which nearly wrecked the budding and severely injured him, more particularly in the lower part of the body.
