SOUTH WALES FINANCE MONDAY, December 21st, 1891. There has been a free market to-day for London and Provincial Bank Shares, which are in demand and have now advanced to 21, at which price business took place m them to-day. The rise of the last few days is no doubt in consequence of the proposal to issue new capital, and the pro- spect of the operations of the company being still further extended at no distant date. The divi- dend paid by the bank i'3 a splendid one, and the probabilities are that it will increase as the various new branches come into more general recognition. As was notified in this column on Saturday the extraordinary general meeting of the Cardiff Pure Ice Company had been abandoned, the resolution which it was proposed to move thereat, and which was adopted at a meeting of the directors, at which only four were present, having been withdrawn. The three directors who sup- ported the resolution were opposed by the chairman, and the two other members of the Board were absent. The resolution which it was proposed to submit to the shareholders was as follows:— That as this Company has decided not to erect an ice factory at Milford Haven, this Company hereby grant to Messrs Neale and West the right to join with any other company in erecting a factory there." On Monday afternoon the Chairman (Mr Massey) and the Secretary (Mr W. McDonald) attended at the Royal Hotel in case any share- holders might turn up, but no one else put in an appearance, the secretary's notice that the resolu- tion above-mentioned would be withdrawn having had the desired effect. During the time usually allowed for the formation of a quorum the Chair- man stated, for the information of the representa- tives of the Press, that statements which had been published relative to the company were not correct. He asserted that individuals might be benefited by proposals which were on foot, but that the carrying-ou^ of such proposals would not be bene- ficial to the shareholders as a bodv. He stated that although he himself had at first decided to invest JE500 in the new factory at Milford, he had, upon further consideration, found that there was a probability of that new undertaking not being worked in such a way as would be for the best interests of the shareholders in the Cardiff com- pany as a body. We have been given to understand that largely owning to the very great success which the com- pany hs.3 experienced, arrangements m:tde at its institution are now such as it is desir- able to vary, and this more parcicularly in regard to management. Whereas only about £7,000 of capital was needed for the company originally, and consequently its operations were of a limited character, there is a capital of three or four times that amount now employed, and the operations are proportionately more exten- sive than were originaiiy contemplated. The opinion now held is that the working arrange- ments, which were suitable during the earlier stages of the enterprise, are now equally unsatis- factory under existing circumstances, and cer- tainly ought not to be brought into operation in regard to any such extension of the company's undertaking as would be involved in the opening of a new factory at Milford. Again there is a rather less favourable return in the matter of shipments from the port of Cardiff, though this is in some measure accounted for by heavy weather and consequent irregularity ^in the disposal of tonnage. For the week ended Wednesday last the total amount of shipments was 225,164- tons, of which the Bute Docks took 133,109 tons in the shape of coal, coke, and patent fuel. The imports for the same period amounted to 19,608 tons. At Penarth Dock for the week ending Saturday last, the shipments were very satisfactory, giving a total of 55,637 tons. This is certainly one of the best records in recent times. The volume of trade for the same period at Barry Dock was also satisfactory, the quantity of coal, etc., placed on board being 73,554 tons, while on Saturday, which is generally regarded as a slack time, in which much less than the normal amount of work is done, the shipments came to 11,449 tans. There has been business to day in Barry Rail- way Stock at 210, and their quotation remains at 210-212. South Wales Union Bank Shares have been negotiated at IIV4, and National Bank of Wales Shares at 18Vo- 2, Main Colliery Shares have been transferred at 11. LONDON STOCK EXCHANGE. LONDON, Monday. The Money Market was steadier. The gold demand for Germany and the weakness of the Ps4ris Exchange appear to be attracting more attention at all events, the tone is stronger. Although supplies of capital are ample, loans are not much wanted, and are quoted at 1 to 1V2 per cent. In the matter of discounts three months' Bank bills are negotiated at 2 to 2% per cent. Paris Cheque Exchange is 25'20. Although Stock Exchange business was very quiet, the Markets are still characterised by firmness. Consols closed at 95% to 95% xd for delivery, ?lS x(' *or t'le account; perjCent. i/i i '? ^,4 t096)i xd; 212 per Cent., 9312 to 94 xd Local Loans Stock, 102% to 102% xd. The Foreign Bond Market is firm in tone. Spanish and Portuguese both marked a slight improvement. Egyptian and Turkish issues were steadier. Hungarian, Russian, and Italian all met with attention, and left off to better. Greeks firm. Argentine stead v. Brazilians gave way on receipt of disquieting political news. The feature was a continued demand for Peruvian. Ordinary rose 1, and Preference 1%. In spite of the gloomy weather, British Rail- ways have, on the whole, been firm, though Southern Deferred lines closed weak, Brighton A falling and South-Eastern A Brighton traffic showed an increase of 24,554. Chatham issues strong. Preference closing up. There was some demand for Scotch Stocks, Caledonian rit-ing and North British Great Eastern further recovered %,and Hull and Barnsley, Shef- field.Deferred,and Underground lines were steady. Scarcely anything was done in heavy lines. iSorth-Wessern and North-Eastern weaker. American Railways have continued ta improve. The bonds of the various lines are being quietly locked up for investment. Mihvaukees were steady, and 1% better. Louisville rose 1%, and Wabash Preference were 1 up. Atchison Shares were firm. Eries, Atlantics, and most others fractionally improved. Grand Trunks were firm during the greater part of the day, but the First and Second closed a shade easier than on Satur- day. Canadian Pacific Shares rose Amongst Foreign Railways, Mexican (Vera Cruz) issues declined to Lombards quiet. Nitrate- group quiet, and with no special change. With reference to Miscellaneous securities, Bank of Egypt fell AlJsopp Preference re- lapsed 1. London and St. Katharine Docks 1 up. Eastmans dull and rather easier. The bullion operations at the Bank comprised the receipt of 23,000 sovereigns from Portugal and the withdrawal of 40,000 for Germany. Silver remains at 43d for bars, and 42/gd for Mexican Dollars, Rupee Paper was flat. Four per Cents, fell lA, to 734 to 73)f per Cent. to 72) t-) 72%. Tenders for £ 1,500,0C0 Treasury Bills were opened to-day at the Bank of England. The total amount apphed for was £ 5,337,000 amounts allotted were three months, £ 1,207,000; and 12 months, £293,000. Tenders for three months' bills at 299 10s Id receive about 79 per cent, above in full. Average rate per cent. for three months' bills is £ 1 18s 6d and for 12 months L2 14s 7d.

CARDIFF EXCHANGE. BUTE DOCKS, MONDAY. There was an average attendance on 'Change to-day, and a moderate business was done in the staple industries of the port. For steam coal a steady business was doing at Saturday's quota- tions. The patent fuel trade continues quiet, and there was a moderate inquiry for coke and iron ore at last values. Extreme quietness prevailed in our local reight market to-day, and with steam tonnage offering very sparsely, parti- cularly for the higher Mediterranean ports, only a very limited chartering business has been effected. Rates for this direction closed weak. Spanish and West Indian freights were quiet. Coasting quotations remain unaltered. The fol- lowing comprise the latest operations :— La Rochelle, 512fcs. (Brittany). Genoa, 8s 6d (Hesleden). Alexandria, 8s 3d, clean terms of charter. Rouen, 6s. St. Nazaire, 5fcs. (John Byng). Havre, option Dieppe, 5s, option Rouen, 6s (Eugene). Constantinople. 9s 6d (Stathios Vlassopulo). La Rochelle, 51ftcs. (Dowlais). London, 4s 6d. Port Said, 8s 6d (local steamer). Sail.—There is little new movement to report either in outward or homeward freights. The demand for this class of tonnage from the South Wales ports for Monte Video and Rio Janeiro continues quiet, while homeward rates for the United Kingdom remain unaltered. Ore.—The ore market continues quiet, and steam tonnage was in only moderate request from Salta Cabello and Povina for Cardiff, Newport, and the Bristol Channel ports. From Benisaf, Mazarron, Garrucha, and Ergasteria there was a moderate inquiry for handy steamers to load for Terneuzen, Rotterdam, and other continental ports at about last rates. Carthagena, Huelva, Porman. Elba, Marbella, and Poma.ron quota- tions were practically unaltered.

At the Baltic, to-day, there was a de- cidedly better tone in the market for floating cargoes of wheat, as well as those for shipment, at 3d to 6d over last week's prices. There is less offering, and sellers are very firm, especially for distant delivery—40s bid for red winter steamers, January- February, and 43" 6d to 43s 9d prompt. Californians, according to size for 3,000 qrs. superior quality 44s was paid. Indian parcels are also harder to buy. Maize, ld dearer- 27s 6d bid for steamer Nelson, Galatz-Foxanian, on passage. Barley steady, Saturday's bids being repeated and refused. Freights—American and Indian steady Black Sea quiet.

WRECKS AND CASUALTIES. ("SPECIAL TELEGRAMS FROM LLOYD'S AGENTS. 1 The British steamer Chicago, from Sunderland, has arrived at Baltimore with three propeller blades lost and the fourth broken. The disabled steamer Kansas, from Liverpool for Boston, arrived off the Old Head, Kinsale, on Monday morning under sail, making about three miles an hour, apparently malting for Liverpool direct. The Norwegian barque Byfoged Lindahl, from Lisbon for St Ubes, struck a rock near San Penedo and filled with water. She will probably be a total loss. Crew saved. The Dutch barque Cornelia, previously report-ed ashore at Kugelbooke, has floated and anchored in Cuxhaven Roads. The Greek sUsamer Kyrni, from Constantinople for Bom-gas, was wrecked on the 18t,hinst, near Agatopoli, south of Bourgas. A Patras teiegram states that the steamer Cybelc is ashore. No further particulars. The Vixen, of Pndstow, from Fowey, with china clay, struck the dock gates in entering Batliurst Basin, Bristol, on the 19th inst., carrying array several feet of her starboard bulwarks, mainrail, &c.

Evans, who was formerly tiiS general secretary of the Amalgamated fcjuoiety 01 Railway Servants, writes us as follows:—The death of my canine friend Help will ba a cause ot regret to a very large circle of railwaymen. I met Help" at Euston Station that night, and the next day ho began that course of duty by which tho orphans of the British railwaymen have be^n £ 1,000 the richer, whilst no single giver can realise that Help's appeal made him or her one mite the poorer. Mr Ciimpson rejoiced. His ida was realised, and from then (1382) till now Help's journeys and work have, been to him a constant source of anxious pleasure. The purest gratifica- tion was his that of well-doing lorothei-s without other reward than the consciousness that food was done. I should say that Help « was the dog's original tiamo. OUTRAGE IN A TIN MINE. A, dastardly outrage has just been discovered to have been committed at Killifreth Tin Mine, Cornwall. The lift being found to be not work- ing properly, the pumps were thoroughly examined, when it was ascertained that a large piece of iron and a quantity of wood and stones had been thrown down the lift of the pumps, with the apparent object of stopping pumping and allowing water to run into the mine. Fortunately, the discovery of the outrage has prevented much possible damage and suffering. The mine authorities have offered a reward for the discovery of the perpetrator.
