Dalton, Assistant-master at Eton College, has been returned unopposed tie the repre- sentative of the Eton Division of Bucks. It is stated that instruotions have already been given for the presentation of a petition against the return of Lady Sandhurst for the Brixton Division of Lambeth on the ground that women are not legally qualified to nit as County Councillors. The question will come in the first instance before the learned counsel appointed to try election peti- tions.

COUNTY COUNCIL CANDIDATES. On Monday Mr Justioe Denman and Mr Justice Stephen had before them no less than seventeen »ppn.;atious that County Council candidates might be relieved from penalties which they had inadver- tently incurred by breaking provisions of the Act of P&iU*u.cut. Tiiti offences were of the same kind, which had already been dealt with on previous g ?' wi *th o? t printer's or pub- lisher's name,holding meetings in fi icensed premises, &nd employing paid ageuts.The Court granted relief in fifteen of the cases, and the other two stood over for the court which had already dealt with so many of them.- -Mr Justice Denman intimated that their action upon the present occasion must not be regarded as a precedent for fature occasions.

COUNTY COUNCIL PENALTIES. LOCAL CANDIDATES IN TROUBLE. In the Queen's Bench Division on Wadnesday, I before the Lord Chief justioe and Mr Justice Raw. kins, sitting as a divisional court, Mr Ellis J. Griffith appeared on behalf of Mr Owen Williams, ft candidate for the Llanfaohreth division of the county of Angiessy, to the County Council, for reo lief from penalties incurred under the Corrupt Praotioes and Local Government Acts, through omitting to have the name and address of the printer and publisher at the bottom of his election address. As there was no opposition the relief ad granted. Mr Griffith made a similar application on behalf of Thomas Berry, a candidate for the County Council of Anglesey for the Llanwenllwyfo division, whioh, being unopposed, was also granted.

HARD LINES: A LOCAL CLERICAL CANDIDATE. In the Queen's Benoh Division on Saturday, before Mr Baron HnddleBton and Mr Justice Wills, Mr Lewis Coward applied, on behalf of the Rev. John Rowland Thomas, to be relieved of penalties which he had inadvertently incurred in prosecuting his candidature for RhJI, He had employed, at 3s a day, two canvassers for four days, and two other. for two and a half days. Three of these persons were electors. He had, be stated, no knowledge that in doing this he was breaking the law.—Mr Joseph Walton opposed for Mr Ames, a solicitor, and Mr Griffiths for another person.—Mr Baron Huddleston said that Mr Thomas was a gentleman of ednoation, and not in the position of two persons whom the Conrt hadjexensed—a stonemason and a farm-servant, or something of that kind. Mr Thomas pleadod that be was ignorant of the law, but the employment of paid canvassers was no new offence. It was made an offence as far back as 1867, and Mr Thomas must be taken to have known something of the matter. He had also received all the benefit that was to be derived from employing paid canvassers. Under these circumstances the application would be refused.

LLANFAIRFECHAN: COUNTY BOARD ELECTION. Gre&t interest has been taken in the above election, and both sides have fought hard for their respective candidates. On Tuesday evening large meeting of Mr Platt's supporters was held at the National School. The sabool was crowded to excess, and a large number were nnable to find even a standing room. Mr Luck presided over the meet- ing, and the speakers were Mr Sydney Platt, Colonel Platt, Mr Thomas Parry, and Mr J R. Griffith. The polling day passed off quietly, but great enthusiasm was shown towards the even- ing. The counting of votes commenced at half-past eight, and the result was as follows :-Platt, 209; Hughes, 161; spoiled votes, 8; total, 378. About balf a dozen only abstained from voting. A tremendous crowd was anxiously waiting the result of the poll, and upon itbeing declared in favour of Mr Platt,tbe cheering was deafening. The crowd escorted the successful candidate as far as BronymaeD. Captain Lempriere'i residence. Mr Platt then addressed the people, thanking them heartily for returning him. rtorchligl,, procession was then formed, which Mr and Mrs Piatt joined. During the procession the crowd sanfr several popular songs, such as The march of ilie, men of Harlech," For he is a jolly good fellow," &o. Most of the houses in the village were illuminated.

THE ANGLESEY LIBERAL ASSOCIATION AND THE COUNTY COUNCIL. A meeting of the Gerieral Committee of the Liberal Association, together with the Liberal coun- cillors, was on Thursday held at the Llangefni Town Hall, under the presidency of Cptain E. H. Vemey, R.N. Upon the motion of Mr J. Henry Hughes (Llangadwaladr), seconded by Mr W. Edwards (Menai Bridge), it was resolved "That this meeting of the Liberal Association desire to suggest the desirability of every Welsh- man UBicg the Welsh language in the Council," The subject of the election of aldermen also came under consideration, and it was decided, upon the motion of Dr. Roland Williams, seconded by Mr B. Gwynedd Williams (Holyhead) That the association beg to suggest that all the aldermen be elected from outside the Council." The councillors present then retired to consider the best mode of procedure. The conclusion they came to was that the Liberal councillors should meet on the morn- inlt of the first meeting of the Council, and take into consideration the names of candidates pro- posed by members of the Council, and select fourteen, whom all the Liberal councillors will be expected to support. Several names were pro- posed, and one of the councillors was appointed to take other names from the members.

DENBIGH COUNTY COUNCIL. FIRST MKETISG ELECTION O. CHAIRMAN AND SIXTEEN I ALDERMEN. The first meeting of the Denbigh County Council was held in the County Hall, Ruthin, on Thursday, when the whole of the Council, cousisting of thirty- three Liberals, fourteen Conservatives, and one In- dependent attended with the exception of MrMiddle- ton Biddnlpb, Chirk, who was absent. Major Crose, acting returning officer for the high-sheriff, Captain Beet, R.N., ooenpied the chair, and each member presented his declaration of having been eleoted a councillor, after which, on the proposition of Mr Lester, of Wrexham, seconded by Mr Isgoed Jones, Mr Thomas Gee, of Denbigh, was appointed provisional ohairman by 28 votes, as against Captain Griffith Boacawen, ohair- maD of tbe Quarter Sessions, who was proposed by the High-sheriff, Captain Best, seconded by Mr Fitzbugh, and gained 14 votes. lhr Thomas Gee, in taking the chair, said he had bad nothing to do with the administration of aounty matters. He felt the honour they bad done him, and with their assistance would do his best, although they would find him somewhat left- handed. He would not make any further remarks but proceed to business. He then asked Mr Adams to be the clerk for the provisional Council, to which he consented, and, in answer to Mr Gee, eaid he had no agenda. The Chairman said they should pro- ceed to elect aldeifnen, which was the business of the meeting. Papera were then distributed by the eJerk of the peace. But the Radicals had come armed with a list of aldermen ready written. The following are the aldermen elected, and the number M?nt- obtained :— J.P., Wrexham 44 Colonel Barnes. CARNARVONSHIRE. I THE POLLING IN THE COUNTY. The poliine stations extend over a very great area, the County Council of Carnarvonshire consisting of 48 members, 10 of whom are eleoted by the boroughs and 38 by the oonnty. The polling began at eight o'olock on Thursday, there being 21 contests. Eleven divisions were uncontested. The Returning Officer (Mr S. R. Dew) and his aitent (Mr Meek) made arrangements that the results should be de- clared in the various divisionq and not at the county town, so that if our appended list of returns is not compute it will be accounted for by the fact that the result had not reached ns at the time of going to press. BOROUGH OF BANGOR. THE POLLING. Polling commenced at 6ight o'clock on Thursday morning in the four wards into whioh the city is divided, for the eleotiou of four representatives to the County Counoil of Carnarvonshire. The polling began quietly, there being scarcely more interest shown than in a School Board eleotion, aid as the day wore on it became apparent that there would be far from a heavy poll. THE NORTH wOlD. The candidates in the North Ward were the Rev. Thomas Lewis Jones, B,A., vicar of Glanadda (Conservative), and Mr Thomas Charles Lewis, Caederwan, merchant (Liberal). The polling-station was the National Schools, HIli-street, Upper Bangor; the returning officer, Alderman Piatt; the presiding officer. Mr H. B. Kindersley; and the poll clerk, Mr Griffith Roberts, The Liberals made a great display of power. They had emissaries posted at convenient centres, whilst they had at their com- tnand a number of carriages. The supporters of the Vioar of Glauadda made very little fuss, but it was apparent to the keen observer that they were UBiDg their best endeavours to secure a ouocessful result. There are in this ward 509 persons on the register, bat as will be seen from the result of the election 444 came to the poll. Up to 3.30 p.m. 260 had reoorded their votes, but between the hours of six and eight, especially the hour preceding the close of the poll, there was a regular rash of voters whose ocoupa- tions prevented them attending previously. THE SOUTH WABD. Dr. Henry Grey Edwards, 275, High-streot, was the Conservative candidate, and his Liberal oppon- ent Mr John Evan Roberts, Snowdon Villas, Upper Bangor, draper. There were signs of much aotivity in this ward, although it only possesses 335 persons entitled to record their votes in favour of candidates lor seats on the County Counoil. The polling, from the opening to the close, may be described as steady, and there was an entire absence of excitement. Remarkably few carriages were brought into use. Upon our repre- sentative remarking upon this fact, one of the supporters of the Radioal candidate said, We don't want carriages for our voters, who are all able-bodied men and women. They are wanted on the Conservative side, who wish to retain the services of a doctor." This, we believe, was the solitary joke cracked in the city throughout the day, but it was not a bad one. But the electors after all secured the services of a doctor,who is both capable and oompetent. Up to five o'clock 230 votes bad polled, showing that both parties had worked well in bringing up their respective supporters. Dr. Grey Edwards bad his committee room at 62,Dean- street, where Mr A. Bromley, Mr Owen, and others worked energetically. The polling station tor the South Ward was the Skating Rink, and here Alderman John Evans aoted as Returning Officer, Mr E. Smith Owen as presiding offioer, and Mr Richard Jones 8S poll olork. EAST WARD. There are 412 persons on the register in this ward but, as an indication of the aoathy which prevailed, we may mention that up to live o'clock ouly 186 voters bad visited the Board Schools, Garth, and reoorded their votes. The candidates were Mr Evan Williams, Gartb-road, builder and contractor (Conservative), and his opponent Mr Hugh Wil- liams, Greenbank, Garth, aooountant, who exhibited tbe Radical tioket. Mr Evau Williams' committee- room was at his own residence, and here Mr John Pritchard and Mr D. Wynn Williams acted as agents. Mr Lewis Thomas was actively engaged on tehalf of the Conservative candidate, who was himself a zealous worker. Alderman Edward Jones acted as Returning Officer, Mr J. H. Edwarde as Presiding Offiser, and Mr P. Hughes as poll clerk. WEST WABf" I Mr John Williams, Wylfa, Upper Bangor, ohampioned the Conservative oause in this ward against Mr Samuel Evans, Bodifyr, the nominee of the Bangor Reform Club, who treated with an entire want of consideration the strong claims of Mr David Owen, solicitor, who was first in the field, and had inourred considerable expense before be was called upon to withdraw. Beyond Vote for John Williams, coal merchant," th3 Conservative candidate did not dabble much in printer's ink, but Mr Evans placarded the walls "Vote for Samuel Evans and liberty and justice." The railing of Pendref Chapel were adorned with this gentleman's election- eering literature. 00 a huge board he had some- thing less than a dozen handbills upon whioh were printed the names of those who had nominated him as a fit and proper person to represent the West Ward on the County Counoil of Car- narvonshire. The prevailing opinion was that Mr Williams would head the poll. Voting was very brisk between eight and nine o'clock in the morning, but it soon afterwards slackened very considerably till noon was reached. At four o'olock 260 voters out of 508 on the register bad voted. The Returning Offioer in this ward was Alderman Richards, whilst the presiding offioer was Mr Ashley Jones, and the poll clerk Mr W. Price Smith. Immediately atter the close of the poll in the various wards, the ballot boxes were conveyed to the Masonic Hall, where tbe oounting commenced about half-past eight o'clock. Immediately after the declaration of the poll, Colonel Platt. Mr R. H. Pritchard, Dr. Grey Edwardø, Dr. Langford Jones, and other prominent Conservativei;, proceeded to the rooms of the Workingmen's Conservative Association where an impromptu meeting wan held, the chair being taken by the president (Mr R. H. Pritohard), who delivered a brief address. Colonel PLATT congratulated the suooessfnl Con- servative candidates, atd dwelt at some length upon the political topics of tba day. He was followed by Dr. GREY EDWABDS, who had a warm reception. He thanked the committee fIX their eneretio efforts, and said he felt proud of the posit ion in which the electors of the South Ward had placed him. Mr HUGH WILLIAMS, Garth, delivered a Welsh speech, after which God give the Queen" was sung, and the proceedings, which did not lait more than half-an-hour, terminated.

I Sini-At this period, when schools are re-assem- bling, permit me to direct attention to the culpable indiscretion of Bonding children among a large number of others within a abort period after their recovery from measles, fever, or other infections illness. Schoolmasters know well how serious a difficulty this is to deal with; how often. the unpardonable crime of carelessness in this matter is. oommisted-aye, and how many young hopeful lives are thus sacrificed. I have always insisted that a period of two months should elapse after the recovety of the last person attacked by the illness in the home where the pupil resides before the child be re-admitted to the school—of oourse, no fees whatever to be charged during that period. I contend, sir, that this is not too great a precaution. alike in the interests of the child himself as in that of his schoolfellows. There are but a few of these Btrioas (often fatal) childish ailments, and the ..lIoted time cannot ba better spent than in th: renewal of physioal strength and in endeavouring to avoid subsequent complications. But the plea is so often put forward—" Willie is losing his I schoo'- ing. Let him lose it for so short a period. Far better that than lose his life, or aaprifioe the lives or ooostitutious of twenty other children.. THE PROSECUTION OF MR: O?BRFEN. I STRANGE SCENES. MB O'BBIKN ESCAPES FROM THE COUBS. I Mr W. O'Brien was prosscutsd en Thursday at Carrick-oo-Suir, tor having incited tenants not to take evicted farms. A turbulent mob assembled about the courthouse, and it was found necessary to use force frequently. Counsel for the aocused demanded summonses against Lord Salisbury and Mr A. J. Balfour, which were of coarse refused. Towards the end of the proceedings a rush was made for the door; and Mr O'Brien succeeded in esoaping among the orowd, leaving his coat tails m the grip of a constable.

A question of considerable importance to Poor Law authorities, was recently raised at Doncaster. A womart was charged hy the guardians with" desertiDg her children, but the summons was dismissed on the ground that it had not been shown that the poor woman had means enough to snpDort them. It was, how- ever, strongly contended on behalf of the prose- oution that such evidence was unnecessary, and that it was sufficient to prove that the accused was "able-bodied," and tbe decision was appealed against on this ground; but the Queen's Bench have now upheld the magis- tra=' decision, so that the mere fact of the defendant's being "aMe bodied" is BOtyr M sufficient to warrant conviction.

VISITOBS.—A match was arranged between these elevens, and was played on the Port- madoc ground on Saturday the 12th inst in fine weather, and before a good number of spectators. It appears the policeman was from home on doty when the girl went to his honse and asked, for something to eat, the policeman'!) wife asked her in and gave her some refreshment in the form of tea, &0., and whilst she was sitting at the table the constable returned,, and after qaestioniag her found out she was the young lady who was-wanted in the hne and cry. Be was lodged in the county jail, and after communication with Sergeant Jarvis, Denbigh, she was sent for.
