Thomas, '1'. J. Witliaiins, C. Cooil, Myrduin Jones, John Wil- liams, G. R. Grierson, J. L. Vaughan, with the town clerk (Jlr Pentir Williams), the sur- veyor ph J. Giii), the accountant (Mr Smith Owen), the sanitary inspector (Mr W. H. Worrail). and the librarian (Mr Griffith Roberts). APPOINTMENT OF SCHOOL MANAGERS. I Mrs Price White and Mr Myrddiu Jones were re-appointed managers of Garth School; Mrs H. 0. Hughes ana Mr Taylor of Glan- a.dda School; Mrs E. O. Price and Mr O. Owen of at. Paul's School; Mrs H. Harris Hughes of St. Mary's National School (Boys); Mrs W. t'. -Uatthews of St. Mary's (Girls); Mr Dargie of Caetop School; and Mr H. O. Hughes of the Homan Cattiolic School. JOINT SANITARY COMMITTEE. I Dr. Rowland Jones and Mr John Williams were re-elected on the Carnarvonshire Joint Sanitary Committee. MR i. J. N% IL.LLA-IJS asked whether it was advisable to have the same representatives on these committees year in and year out, unless there was a special reason? It looked as though there were no other members of the Council who were suitable for the positions. BEAUMARIS PORT SANITARY I AUTHORITY. Messrs Owen Owen, O. R. Hughes, and Dr. Rowland Jones were re-elected the representa- tives of the Council on the Beaumaris Port Sanitary Authority. Upon a remark as to what the Council's re,pretsentatives had been doing on the autho- ritv, MR 0. OWEN remarked that one thing they had saved some hundreds of pounds in the building of the now hospital ship. PAY OF ENLISTED WORKMEN. I The Lighting Committee recommended that the staffs of the gas and electrical departments be informed that in future they would not guarantee half-pay to those who enlisted un- less they first of all obtained the Manager's sanction to join. MR BA y E stated that one of the workmen enlisted without obtaining the Manager's sanction. The recommendation was carried. PASSENGER FACIEITIES AT THE I RAILWAY STATION. MR T. J. WILLIAMS said he understood there were general complaints of the incon- venience caused to railway passengers who were desirous of obtaining tickets at Bangor to travel by train. The other day, when the weather was bitterly cold, he, together with about 40 other passengers, had to wait ten in-inutes for a cierk to issue tickets. If a waiting room was provided there would be less cause for grievance, but the passengers were kept iu a draughty corridor. When a deputation waited upon the District Super- intendent. they were informed that the intro. duct ion of the charge for admission to the platform would not cause any inconvenience, also that passengers would not be kept wait- ing for the olerks to issue tickets. He moved a resolution asking the Railway Company to improve the present arrangements which in- flicted quite unnecessary hardship upon pad- sengers. SfR HENRY LEWIS in seconding said it was a scandal that passengers were obliged to stand in a cold passage to await the con- venience of clerks. The MATOlt endorsed what had been said and added that there were other coanplaints about the arrangements on the platform. For instance, there was only one gate open wnen he was at the station on Easter Monday, and this led to confusion. A crowd wanted to get on to the platform and another crowd washed to leave through the same gate. Surely the Railway Company could arrange to place collectors at the entrance and the exit gates. "It is time," said the Mayor, "that the L. and N.W.R. Co. should be informed of these complaints. Such a state of things would not be tolerated in any place of business in the country (hear, hear). I am sorry to speak like this, but I feel very strongly on the sub- ject." The resolution was carried. SATISFACTORY HEALTH REPORT. I DR. ROWLAND JONES, chairman of the Sanitary Committee, reported that the death rate during March was 14.88 per 1000 per annum, as against 17.04 for March last year. The birth rate last month was 19.20, and for the "Same month of last year the rate was 19.04. Ten of the fourteen deaths which occurred last month were of persons over 60 years of age. HOUSE SCAVENGING CONTRACT. I The'Sanitary Committee reported that the house scavenging contractor had applied for an increase in the price of the contract. They regretted that they could not interfere with the tcrma of the contract. This was agreed to. The SURVEYOR explained that the con. tract was for a term of three years which ex- pired in October next. Recently the em- ployees of the contractor made a demand upon him for more wages, and he applied to the committee to increase the price of the contract. The committee found there was no strike clause in tlfc contract, and under the circum- stances they thought they were justified in not interfering with its terms. MR J. L. VAUGIIAN aaked if there was a fair wages clause in the contract:" If not, the Council should take care in future to see that it was inserted. s The TOWN CLERK: It ought in every contract. PRIVATE STREET WORKS. I A letter from the Town Clerk was read at t-be Highways Committee stating that having regard to the fact that there was some doubt as to whether proceeding under the Private Street Works Act, 1892, were applicable to Gorad-road, he advised the committee to accept the offer made by the owners to con- tribute three-fifths of the cost of making up tike road. It was recommended that the offer be accepted and that the Corporation bear the remaining two-fifths of the cost. The total estimated cost was £ 157 7s. Acting on the advice of the Town Clerk, it was recommended that the making nip of por- tions of Hwfa-road and Bulkeley-road be de ferred for the present. No objections having been received with re- spect to the making up of Abbey-road, it was resolved that the Surveyor be authorised to proceed with the work. The recommendations were carried. COUNTY COUNCIL AND BOROUGH ROADS I MR WILLIAM THOMAS called attention to what he said were serious statements made at thd Carnarvonshire County Council with icgau.1 bo tlic cost of the upkeep of the roada in tha Borough. It was alleged that the roln Bangor were more costly in regard to thoir up- keep than those in any other part of the county, one cause, it was stated, bsiaig that inferior macadam was used. This macadam, it was said, was obtained locally, and was inferior to what was used elsewhere. Allegations of this n/atura should at least be refuted in the interests of the ratepayers. SlH. HENRY LEWIS moved that tha atten- tion of the Highways Committee be called to the a negations made at the County Council and that they be askad to furnish a report to the Council on the matter. MR JOHN WILLIAMS, chairman of the Highways Coni-iiiitte-c-, mentioned tha,t tho com- mittee had the matter lender their consideration, and their report would be presented. TOWN CLERK'S SALARY. t The following appeared in the report of the Finance Cottimittee:-The question of tho Town Clerk's application for a.,u increase in his salary bavin# been fully considered, it was rcaolved, after full discussion of the comparisons with other towns, that an increase at the rate of £10 par annum be granted until the salary reaches a maximum of £ 200. It was furtheu- resolved that tha foitowing al- teration* iJ8 amoo in 4% "Aart of (a) That he be paid scale fee charges for oonvey- ancing and proper legal charge; in Parliamentary work; (b) that all litigation and legal work other than oonveyancing and Parliamentary work shall bo conducted by the Town Clerk free of any chargo to the Council. AIR BAYNE, in moving the adoption of the report, stated that. twelve months ago the Town Clocrk made a similar application, ai;d the com- mittee then suggested that it should be deferred for twelve mouths, and Mr Pentir Williams fell, in with th3 suggestion. It was after fuiil con- sideration that the committee made this recom- mendation. Everyone felt that the Town Clerk's salary was too small, and whilo they could not recommend an increase of J650 right away they suggested that An increase of £10 a year should be granted for the net five yons until the salary reached JB200. MR JOSEPH DAVIES, as an amendment, moved that the inaroaae of £50 be granted two years henoe. He held the Town Clerk in great esteem, for he treated the most ius gniiieant member of the Council like the most imlusiitial, aaid that was a good! test for any man. The oiircumatanoes of the present time, liowaver, did not permit the Council giving an increase of JE50 to any of its officials. The Town CAeik was in a comfortable positioa. Ha was paid JE150 a jcar by the Counoil, and in addition he held another public office, so it could not be said tlijLt the pix>ie.nt application was urgent. BesidcM, the Town C^erk belonged to a profession which never had any bad debts (laughter). MR T. J. WILLIAMS: Th?y ar £ all bad (kiiightc.r). MR JOSEPH DAVIES: There are two medical gentlemen on the Council, and they wiTl a,groCe with ma that, in the medical profession there a-re considerable bad debts. DL". J. E. THOMAS: Hear, hear (la-ughter). MR JOSEPH DAVIES: And you never saw a lawyer allow a bird to escape from his hands (loud ianghteii). M.r Davis* added that he in favour of a," increase, but not at present. MR VAUGIIAN seconded on the ground hat certain co^umittees had refused to increase the wages of workmen, who were in receipt of a very low weekly wage. lie would be pleased to hear that the Town Clerk would accept the increase t \v"o ye-H.r» henoe. Tile M A YOH. whed it macki o!ea.r that the, Town Clerk had not aiked for the advance in his salary. What he asked was that his duties should; be properly defined. The TOWN CLERK I called the attention of the Finance Committee to the fact that the list of mv duties was anything but well dra.wn. MR MATTHEWS bought it would be better to give a gradual mere ass instead of making a big increase of E50 two years henoe. SIR HENRY LEWIS: He may not be alive then. MR T. J. WILLIAMS: Can we bind ouirselves to increabe the Town Clerk's salary in two vciurs' time ? The MAYOR regretted that Mr Vinccnt, th3 chairman of the Finance Committee, was not pre- sent to support the recommendation. Mr Vin- cejit wished to give all increase of £50 at once, and that amount, he t-tgarded a.) a pittance. Tha feeling in the legal profession was that the Town Cierk was not properly paid. MR VAUGHAN said ho seconded the amend- ment because workmen receiving only 20s a. week were refused increases. SIR HENRY LEWIS: We should either ac- cept or reject the proposal. If we grant tho in- crease let us 'do- it in aa gracious a manner as possible. Th;) MAYOR moved the amendment out of order on the ground that the Council could not bind itself to pay the increase two years lienoo. MR POZZI supported the -committee's recom- menda t ion. MR T. J. WILLIAMS said he was glad that the Council was recognising tho principle of a scale of increas*. The first port-ion of the resolution vas cajrried, but the question of the duties wai refoci-ed, back to tho committee. WAR BONUS TO EMPLOYEES. The Finance Committee reported that the re- commendations of the various oommittees on this matter having been fully considered at great length, it wa« resolved that a war bonus of 2a per week be granted to all the omployeeVof the Council, with -the exception of the hospital stiaif, amounting in the aggregate to about J6492 peir annum. In connection with the above a lotig, discussion took place on the extravagant.method in force in certain departments of the Cotporafion, an<f it was unanimously resolved that a strong recom- mendation ba sent to the Highway Committee to appoint a competent man to super intend the scavenging of the town for a period of 12 months, and suggesting the advisability of their limiting tha number of men in his charge with the view ultimately of letting tha work out on contract. MR BAYNE, in moving the adoption of the reooanmeinda.tioii, said the Coiuio l had been changed with paying too little money tio tibcir workmen. Ttii?re was a good deal to be said on berth, skies. JEJvorytuning was working eatis- fcaoto'.rly until the war ctame on. The price Off food had gone up considerably, a.nd tihis serious- ly affected workmen with only moderate wagies. The workmen. woro their employees, land he was sure every member of the Counoil wonkl do right by their employees. The committee were unanimously in f.avour of describing tho tem- porary increaee as a war boisus. An increase of 4 a weetk waa suggested, but the committee tboagihifc that 2* a week would be fairer all round. MR JOSEPH DAVIES moved its an amend- menit that an immediate inorcm^c of 2s be granted to all employees of tihe Coimcrl, and a turbheir iroreafle of 2s to all able, bodied work- men six months aft-eol" the end of the war. Thto MAYOR pointed out- that what the Gouti. oiL had under eons.deration ?as the question of a bonus. As r??t'J'cd the a.mcndntcn?. 110 one. fio-r instance, oou-d say how long the war would last. MR JOSEPH DAVIES: Are yoa goorvg to ru!« everytOifirg I propose out of ord-or7 The MAYOR: Yes everything that binds us to act years ahead. MR DAVIES: The bonus propose! will riot give satisfaction. Our workmen never a moro moderate demand than when they a<sk:l iior 4.s a week. ICAMBRIAN COAST* JOlllNUS.
I CAMBRIAN COAST JOlllNUS. t (By Rhisiart o FadoK.) A deputation from Festiniog pariah inter- viewed Mr H. K. Williams, the Local Govern- ment Board Inspector, a few days ago, and placed before him the serious state ot affairs in the parish. Apart from the distress caused by short-time working at the quarries, the grants towards giving employment to meat out of work had been stopped. Nevertheless the County Council have increased the rata by 5d in the £ The Ffestiniog county coun- cillors, when complaining the other day of the serious trade depression in the distriot, were told that they ought to have stopped ( the County Council increasing the burdenw of the poor ratepayers. Their reply was that the increase was due to the cost of education, and that they were compelled to make the rate higher. Criccieth Urban Council discussed at tbott last meeting a motion by Mr J. S. Griffith to exclude reporters from cüJnmittco meet- ings of the Council in order to lind out, tf possible, how information coucerning matters deait with at the meetings leaked out. At íiriit his remarks seemed to imply that the reporters wore to blame, but Mr Griffith quali- fied his remarks by stating that he cast au reflection on the pressmen and that his de- sire was simply to narrow the circle with the view of ascertaining how committee mattese were divulged. It is, of course, the usual practice for reporters to leave whenever a Council resolves itself into a committee tta- Lesa the Council, through the chairman, in- vite them to stay. After discussion, Mr Griffith withdrew his proposal. 0 It a o It is often the case that mauy ratepayers adversely criticise their representativeii 08 public bodies and threaten to "remember" them at the next election. What the critics regard as the weak policy of the local autho- rity in this or that direction is pointed out, and perhaps some individual members coma in for sharp criticism for what they have done or left undone.
