THE POSTPONEMENT BILL. So the Welsh Radical members will still protest. At their meeting held at Llaudrin- aod Wells last week, after a two hours pri- vate discussion, they passed a resolution, with apparently only one dissentient, declaring that "whilst prepared at the end of the war to deal with any financial loss occasioned, to the Church by reason of the war," they de- clined to proceed further with the dilcubbiou of the Welsh Church Act Postponement Bill, for which, they affirmed, there is no present, necessity," which "provokes acute contro- versy at a time of political truce," and which if passed will nullify the operation of the Parliament Act." This description of thu eftect of the Bill is, of course, the merest travesty of the actual facts. The Government liare admitted the necessity for their Bill; and, so far from it provoking controversy, the measure only gives effect to the political truce which was wantonly broken by the passing of the Act without an adequate Suspensory Bill. It will no more nullify the operation of the Parliament Act than the suspension of the Irish Home Rule Act has done, and even the most ardent HomeR-uler has cheerfully ac- cepted the Government position on the Irish question. The fact of the matter is that our friends have found out how thoroughly Ull- popular the Welsh Church Act is in the country, and they are nervous lest anything- should be done which may prevent them from reaping the fruits of their ill-gotten victory. They have no sense of justice, much less of generosity, but it may be hoped that the Government will not yield to their unscrupu- lous pressure. Parliament will reassemble next week, and undoubtedly the most important domestic matter, apart from the war, which will engage attention will be the Postponement Bill. The Government are positively pledged to pass the Bill into law at once--it ought really to have been passed before the adjournment— and the country will look to them to redeem their pledge. The Welsh, Radical members seem to have determined upon a course of opposition, but the Government have it iu their power to bring these recalcitrants into line, and the urgency of the present crisis demands that action shall be taken at once. The case for postponement is unanswerable, and even so ardent a Welshman as Mr Lloyd George admits the reasonableness of tk* Bill, which, it should be' rem'enflbefed; it* origin to the persevering demands of the jpuk« of Devonshire, speaking as the representative of Church interests, that the suspension of ■' the Welsh Church Act should be 011 precisely the same terms as the Irish Home Rule Act- It is intolerable that an Act such as that grievously affecting the Welsh Church should be brought into operation during the war.

BY FORCE OF EXAMPLE. [ If all classes vied with each other in set- ting an example in sobriety, the probleti2 with which the country is now faced would, disappear forthwith. His Majesty the King, has now definitely prohibited the consump- tion of alcoholic drink throughout the Royal Establishments, and has; tints set an example which in itself should be sufficient to solve the difficulties which, have caused complaint. The King's action impresses on everyone the seriousness of the problem confrontiug us, and should have the far-reaching effect that customarily attends every Royal appeal te s the nation for the nation's good. With the rival opinions of prohibitionists and purvey- 1 ors and consumers of alcoholic drink, we are [ not now concerned. The outstanding point I seems to us to be that while the nation ie fighting for its very existence against powerful and unscrupulous foe, nothing must be allowed to impair its efficiency. Wisely used, neither alcoholic drink nor any, other factor in ourda i Iy trade and customs is likely to have that eftcct, but it alcoholio drink or anything else is impairing the. national efficiency, it is the dutv of all patriotic people to sec that a suitable remedy is devised and applied. The authorities will decide how far legislative action is warranted by the real condition of affairs and will, we hope, temper such action as they take with a just appreciation of HK> legitimate needs of the 2,000,000 or more people "ho arc directly, or indirectly dependent on-the br.-wing in- dustry and its companion trades for theif J means- of existence. It is encouraging tO remember that the general spirit of loyalty, and patriotism could itself cifect the neces- sary remedy by force of example; the lead. given by the King affords the nation. aM opportunity itself to settle its affairs jnth important connection. There is hardly a man in the country wh. would deliberately prefer any of his personal luxuries to the welfare of our gallant eolidjeM and sailors. The well-being of our troops and the continued success of their efforts: de- ponds on the unimpaired efficiency of "the men who stay at home," and are engaged in the production of armaments. In his gracioufl comniunication to the Chancellor of the Ex. chequer, the King points out that "we hay. before us the statements not merely of the employers, but of the Admiralty and the Was Olfice officials responsible for the supply of < the munitions of war, for the transport of troops, their food and ammunition." Thie evidence goes to show that the intemperate use of alcoholic drink among a section of tho workers has made us "unable to secure the output of war material indispensable to meet the requirements of our Army in the field." There has already been serious delay in the conveyance of the necessary re- inforcements and supplies to aid our gallant troops at the front," and the continuance of such a state of things must inevitably result in the prolongation of the horrors and burdens of this terrible war." The wise re- striction of personal appetite can avert such a calamity, and we trust and believe that the Royal example will have that effect. We pride ourselves on the fact that our me. voluntarily go to fight the nation's battles iN time of need. We boast that we have ne need to constrain them to serve. We ought so to regulate our habits as to render equally unnecessary the forcible restriction of any of our accustomed indulgences. If we seek the common weal with which our own welfare ifl 'j bound up as wholeheartedly as does the monarch whom we all delight to honour, we shall ourselves be effective physicians for tiuda failings as exist among us, and thus render unnecessary the application of any harshew remedy.

I THE LATE MR BRODRICK. 1 In the lamented death of the Hon. Laurence Brodrick the Church in Wales h;vs lost faithful and devoted son. He was one of the leading laymen in the diocese of St. Asaph, and his intimate connection with the Prin- cipality gave point and force'to the strenuoue efforts he made in opposition to the Govern- ment scheme for disestablishing and disen- dowing the Church in Wales. Mr Brodrick allied himself with the Central Church Com- mittee, and worked indbfatigably in its be- half. He became honorary secretary of the London branch, and arranged many large demonstrations against the Government Bill at the principal centres of the MetropoliQ,, whilst the great Hyde Park demonstration*, organised by the Central Church Committee, owed much to his powers of initiative ano" resource. Failing health, caused in part by. his unstinted devotion to the cause of Church defence, compelled him to retire from his work active labours, but he retained his ?ereon? interest in the work till the last.
