For the purpose of considering the draft scheme for thf administration of the Wells' Charity a special meeting of the Cardiff School Board wns held at the Town-hall on Friday afternmn, Mr. Lewis Williams (chairman) preqiding. There were ?<o prwnt the Rev V. S?u'?t, the Rev. FaUxr Williams; Drc Edwards, Wallace, end Trebarne and Messrs. J Gunn and T. Rees. SCHOOL BOA BP RIIPBEIIENTATION. Upon the consideration of the fourth clause, which provides that the School Board should be (represented on the governing body of the charity by two members. Dr. Tbshabnr contended that the representa- tion was totally inadequate for the educational Institution of the town. The board was divided into two elassen-ttie denominational and the un- denominational-but he held to the opinion that the Voluntary Schools should be equally repre. seated. (Hear, hear.) The Chairman concurred, Mr. TIiomas Rbes remarked that it had been urged the re&.«on why the corporation had five representatives was that Craddock Wells in his will pl>iced the matter in the hands of the alder- men of Cardiff as trustees. Dr. Wallace considered that the School Board was much ioure competent than a municipal authority to deal with the charity. Mr. Gunk said that it was absurd that out of a total of fifteen members of the governing body (theSchool Board and the University College, the two edncational establishments In the town, should be represented by four only. Dr. KnwiRDS followed in the same strain. The Rev. V. 4ALILFZ agreed with Dr. Treharne that the Voluntary Schools in the borough should have a voice in the representation. Smith called attention to the practice of taking criminal prosecutions to the office of the town. clerk at Cardiff. For many years the system had been that every olicitor practising at the court had in his tern the prosecutions for the particular sessions or assize, and gave his services to the police, together with a contribution to their funds. L. Daniel, the official receiver, eaid that about eight or nine years ago he took his brother into partnership, but a dissolution took place after it had oulsisted for about two and a half years. The brother brought into the business about J660 or M2, which would cover half the value of the stock then .xi.tin¡¡, and the turms upon which the separation was effected was that the brother should have all the material, worked or unworked, together with the book debts, ard that lie (the debtor) should discharge all the liabilities of the tirm. This arrangement constituted the beginning of Ills downfall.-In reply to the Official Receiver as to whether he had been drunk for 26 weeks at a time, the debtor said that if more than that were stated it would not be far wrong; but not regu- larly-off and on. For twenty years he had been drunk off and on. Drink had been his greatest enemy. The debtor said lie had never been out of debt, but he had been struggling for years to pay his way, and the Net 01 hIs not being able to do so had made him despondent and cartlese.—The pro- ceedings were eventually adjourned for a month to enable the debtor to file certain accounts.
