THE NAVAL REVIEW.I
THE NAVAL REVIEW. I The fiftieth year of Her Majesty's reign hat been iignaliied by many imposing pageant* and brilliant oeremoniea, but none will bavu a greater hiitorio interest than the magnificent and unparalleled spectacle whioh will be witnessed at Spithetd to-day. The fleet which will then be gathered together for the inspection of Her M ajksty will be the most powerful that the world has ever seen. It will oooslst of no fewer than 116 vesaela. Of these 34 wiU be iNMMh, with a tannage amounting to 10!)/) 18 and engines equal to 180,870 horse-power. These huge engines of war carry 302 Runs, and are manned by 13,250 sailors. Though some of the biggest and best of our warships are not included in the list, there will be several whose displace- ment exceeds 10,000 tons and whose arma- ment consists of 80-ton guns. In addition to the ironclads, theie will also be assembled 37 of the frigates and guuboata employed in coast defence, 38 torpiilo boats, and six train- ing brigs. There is no means of contrasting this enormous show of power with anything that has preceded it. As pointed out by one of our contemporaries, numerically it exceeds the force with which Drake dispersed the Spanish Armada, and it is only twenty ships fewer than the full strength of the Armada itself. Hot when this fact is stated all chance ofoonipariaion ceases. Some of our existing ironclads could actually sto\» five or six of the Elizabethan ships in their holds, and the cannon of the Indexible coulcl accommodste the heaviest weapons of that period as ordi- nary shot. At the death of good Queen Bkss the British Fleet had begun to exhibit signs of improvement; but even then the vessels in commission numbered only 42, and more than half of them were less than 600 tons burthen. ;\0 wonder that Portsmouth and tiosport, Southseaand Uyde, and many other places more or less distant from the locale of the fleet assembled at Spithead, are crowded with visitors anxious to witness so memorable and unexampled a demonstration. There have been great strides in naval architecture sinoe the Queen ascended the Thronp, At the close of the Crimeau War the liet which Her Majesty then reviewed consisted of the traditional "old wooden walls." In honour of the Shah's visit in 1873, a col- lection of ironclads and wooden vessels was brought together. While the conclusion of the Huauo-Turkiih War in 1878 witnessed the assemblage of a fleet composed exclusively of ironclads. Those whose memory oan take them back to these periods, atid who will have tbe privilegeof seeing the unequalled fleet which will pass ill review before Her 31AJESTY to-day, will h.. inevitably driven to the conclusion that the progress inadn in England's tirst line of defence has been inore delinite and more revolutionary in the last decade than in any period since the scare caused by Napoleon's plated flot; Ila, and which determined the Constructive Department of tb'j Hritish Admiralty to turn tbeir backs on line-of-battle ships and frigates, and go in first for ironclads, and ill later years vessels znstruotcd entirely of steel. Tho many thousands of all ranks and classes who will to-day flock to the chief naval arsenal of the country will have an opportunity such a% they have never had before of judging for themselves how England's supremacy on the seas has been looked after by the Commis- sioners who execute the ullioe of Lord High Admiral. True, our tirat iron-plated ship, the splendid Warrior, will not be among the squadron wh ioh "ir G gOHG 1!.U; will have under his command, but her counterpart, tho Black I'riiice, will be there, ar,d will afford to landsmen al well ad to mariners an oppor- tunity of comparing how we have advanced in design, armour, armament, and rig. III addition to later specimens of broadside ironcladti, there uill be preaent the iirst production in the shape of turret-ships- the Prince Albert, which has but 4ill, of armour, but which mounts four 12-ton guns 111 her turrets. Ihe splendid broadside turret- ship -Monarch will also be there, This vessel will always be noteworthy from the fant that she was built as the ocean-going turret-ship to compete with the ill-fated Captain. While the latter capsized owing to her top hamper, Sir E. J. Heed's design in the shape of tho Monarch still floats, and is able to keep her station under sail with any ordinary broadside ship. The .Monarch has IOiu, of plating, and carries four 25-ton guns in her turrets, "shutters having to be let down on binges when the vessel is under lire. Four other turret ships designed by the member for Cardiff tor coast defence, or, if necessary, cruising, will be seen in the Hecate, (jorgon, Hydra, and Cyclops. Neither of these ships had more than a foot of freeboard when originally turned out of band, all the ollicers and crew being quartered below the water line, and the vessels navigated from a hurricane deck. Sir Nathaniel IJabnady, during his occupancy of the position of Director of Naval Construction, suggested that tbe addition of a superstruc- ture would make the vessels more seaworthy, and the Hecate and Oorgon have been ex- perimented upon iu this way with the most satisfactory results. All four of these ships have Din. of armour, and each has four guns in ber turrets. Tho heaviest ahip in the fleet which the Qubkn will pass will be the Inflexible, and every detail connected with her ia, therefore, worth mentioning. With engiues which will propel her at the rate of 13-8 knots an hour, this floating monster is plated with 24in. of armour, and oarries 111 her turrets four 80-ton guns. Her other armament consists of six 2:?cwt, guns, four 0-pounder quick-tiring guns, ten Norden- feldts, four machine guns, and four torpedo tubes. Ibis vessel was engaged at the bom- bardment of Alexandria, and the JIect her guns must have had on the forts of tbatcity may be imagined when it is stated that the weight of the projeodle discharged from each 60-ton gun is 1,7001b., and the charge of powder -jOlb, Of new vessels, and which have been specially put in commission for this event, but which are sure to boist the pennant permanently in a short time, there will be a orooitable display. In fact, the ships assembled for the Jubilee naval review at .-pithesd to-day will, as wo have said, com- prise the most powerful in the world.

Lord U.-irtington hus a slroog conviction of the necessity of maintaining ii Liberni Unionist orgrfiisitlion. He be- lieves that it is the only way of effectually defeitino Mr. Gladstone's policy and preventing the settlement of the Irish ques- tion on moderate lines, but lie knows that if he was joined by a Conaervalivo Government that maintenance of the separate Unionist organisation would be a matter of great difficulty. The con- sideration of this alona will lead him to hold his prnaent position of political umpire as long as he possibly can. Ministers themselves had to confess that they were wrong in tiie attitude they bad taken on the Land Bill, and after wasting some hours Mr. Balfour explained the nature and scope of the Government amendment. THE LAND PURCHASE BILL. Anions; the questions put to the fritno Minis- ter at the meeting ou Tuesday the most impor- tnnt of ail and its answer were not recorded. "Minll we," inquired a prominent Conservative member, be right in saying to our constituencies that the Land Purchase Bill of which wo hnve heard so much of late will not necessitate the out- lay of a single penny of the ratepayers' mosey V" Lord Salisbury's reply was," You may say that with perfect safety." It is as well that this should be known, for already the party of Separation are engaged in the manufacture of unt, ruths on this head. We shall be told no doubt that Mr. Glad- stone's scheme consists of an inexpensive Home Rule Bill which Deed not be accompanied by a Land Purchase Bill at all. THE AFGIIAN BOUNDAIY QUESTION. The conclusion of an arrangement netween mn country and Russia with regard to the Afghan Boundary question has been an agreeable surprise to most people. For a considerable time there seemed to be reason to fear that the Russian Government had no with for a favourable issue to the negotiation, which have laterly been carried on at St. Petersburg on this subject- On the whole there teems reason to hope tbat the lettlement arrived at, which naturally is of titenaturoof compromise, will be IL8 satisfactory n, any corn. promise with regard to his territorial claims will be likely to be to our ally the Ameer. Tiie small slice of country near Herat which it has been arranged that he aliall give up is said to have been not occupied of late by any tribe dependent on him, and the territory upon the Oxus which Is to be retained under his rile would, if sacrificed, have probably been regarded by him as a serious and even humiliating loss. No settlement on the subject of the northern boundary of Afghanistan can be regarded as free from many possibilities of disturbanoe j but the chances of asrious Motion 10 that quarter are no doubt appreciably diminished I by the fact that An understanding h-is been arrived at between Englnnd nnet Russia on the delimitation question. I THE CLAIMS OF DHCLEEP SIN(ITI. Tho claimaof Dhuletp Hingh In hard cosh on the Government are enormous, and, I aiii told, amount without interest to more than two millions atcrlin?, which he makes up In this way. lIf the treaty of 1648 it was expressly provided that ho was to have a pension of not Jess than £40,000 or more than L50,000 a year. At first lie got L12,000, which a few years later was increased to il5000, and finally, on his attaining his majority, tn £25,000, at which amount, In place of from 140,000 to 150,000, it has since remained. These arrears since 1848 without interest, are not far short of a million. Then he chums that it was never contemplated by himself or by the British Govern- ment of the day that In handing over tJie i'unjaub to British rule other than ftate pro- perty should go to tho new rulers. It was not intended that he should be deprived of the private property of his family and in support of this con- tenti?n ho points )ut that the only item of private property which he agreed to give up, viz., the Koh-i-Noor, was the subject of a special arrange- ment, This private property included land which his father held as a piivate gentleman, and Dot as a Sovereign—ornaments, jewels, weapons of war and the eha.p, furniture, plate, L-c. These were sold in 1848, and the proceeds nover accounted for to him. But although lie claimed an account of these RS a right., he implicitly stated that he did not expect at this date the payment of all that was due to him, but would have been content with the payment of the arrears of his pension. This was his last offer to the India Office prior to his depar- ture for India and his Issue of the now notorious manifesto to the Sikh people. A 8EPABVTIST NEWSPAPER. The Separatists are really in earnest In their intention to bring out an afternoon paper. The proprietor, however, will neither be Sir Charles Dilke, nor Mr, I.iwsod, of the Telegraph, nor the proprietors ollhe Daily Ntte" The founder of the new Kngluh Ilome Rule sheet is to bo Mr. f, P. O'Connor, M.P. The friends of Separation, there- fore, mny depend upon having aome very strong diet every aflornoon. But what will be London'. gain will bo a loss to the provinces. Mr. O'Connor, energetic though lie may be, will not be equal to the task of conducting his own IHpcr and con- tinuing to provide certain country papers with their political opinions. The parcr, which will be called The Clarion, will be produced almost immediately. Mr. O'Connor has behind him, I believe, several capitalists in tho shape of opulent (iladstoniang. TUK BOXK SETfEU AND HIS PATIENT. Mt. UUIlOII, th bone'Better, of Queen Aune- streei, always dUduinod the title of "doctor" whenever so called by his patient*. Lut year 1 was witness to a cure performed by him which in former times would have been deemed miraculous. Ihe patient in this c?e was a young lady, an artist by profession, who ""d sprained her ankle in a most violent manner. A surgeon was sent for, who bandaged the foot and ordered complete repose, with lotion according to formula. In ppita or all care the unkle continued to increaaein size, the pain becomiug iutense, the fever and uhaus- tion growing more alarming. For one whole month did the poor girl suffer the most in. tense agony, until at last she ventured to call in Dr. HuUou to her id. The moment he beheld tho t?.d.g,a he uttered an exclamation which sounded very like an oath. Teaiing them off, be dung them in disgust beneath the grate. M Now walk," said lie to the patient, who lay trembling with affright and pain. In vain she expostulated. "Walk, I say," repeuted he sternly, "don't lie shivering there, but rise this instant and open tho door." The miserable patient rose with the moat painful e ffort. The bone-setter seized her by the arm, and, in spite of her resistance, forced her foot into the tit at position. She uttered a piercing frluiek, then sank back upon the sofa ia a fit of hysterical laughter. All pain had ceased, and she could" alk with ea.«e! To the honour of Dr. Ilutton it must be stated that in thif, as in every other case where artists were concerned, tie would take no fee, but, in wishing the grateful patient farewell, said, in a wUiaper,w You would never have walked again had I not come in time." HKCKLIG A MAKQITKS3. Tho Mavquefcsof Carmarthen, the new member for Brixton, ia of extremely youthful api>earanco. Of thin his opponents made much capital during the recent cauipitign. At one meeting a Separatist i?)utaki. 61 I)o? your mother know you are out Y" "ho doeR." «(*< the prompt reply ollbe Mar- quesd, u and on Tuesday next she will know that I am in." Ou nnolhcr occaaion someone made the ejaculation, Why, he's only a baby." Thie caused much merriment. At the conclusion of his address the candidato was heckled wilh .omo very wkwnrd questions. One or two puzzled him com- pletely, so, taking up his papers, he remarked, I think it's tim., all babies were in bed," and left the platform amid the cheers of the people. ELKCIIilCITY APPLIBD TO LINE-FISUING. I The true sportsman w ill eltninly scout the idea that electricity can possibly lay claim to any legitimate share in the placid delights of the di80 clplea of rod and line. It may possibly, however, be ncceswiry to remind him that fly-fishing is not the only method of pursuing the business. Float- fishing, although undeniably the very luzieat kind of" spot-t" undor tha sun, is still followed, and, such being the case.there can belittle doubt that its devotees will welcome any development which still further diminishes the necessity for any exertion in the pursuit of tbeir ignoble art. The only room for Improvement in this direction appears to lie in the possibility of rendering it un. necessary for the fisherman to keep hit eye upon the float. For this end an arrangement lias been devised whereby a pull upon tho line closes the circuit of a tiny battery carried In the bus of tho rod, and this is made either to sound an alarm or to gpntly tickle the hand of the fisherman as he grasps the butt. The sport has thus been brought to a state of the highest perfection, for nothing nON hinders him from going comfortably to sleep.
ICONSIDERATE ACTION OFI THE…
CONSIDERATE ACTION OF THE MAliQUESS OF BUTE. A TIMELY BOOX. The Marquess of Buto Inia just caused to be done a piece of work very generous and con- siderate, and very characteristic of his lordship. Every day of the week hitherto a veritable eye- sore has been presented near the Dock Post-office in the groups of men wearily waiting on tiie street corners. The majority of theui are not indulging in dawdling propensities, for the necessities of their calling compel them to stand about. It is this deserving class that, will benefit from the Marquess's latest act of generosity. In the spare plot of land abutted on the ono side by the Post-office Buildings and on the other by the premises of the N at ional Provincial Rank his lorJship lias caused a number of neat, substantial seats to be placed, and tiie space formerly closed to the public will be thrown open. The value of the boon to those chiefly interested can scarcely be over-estimated. Here, In the arid, dusty locality, perfect oasis is provided, for the land is thickly studded with trees, the branches of which, heavily-Mea with foliage at this warm period of the year, completely keep away the scorching beams of the sun. The Marquess of Bute to continually makinir the Cardiff publio recipients of his bounty, but we question whether of the many actions credited to his lord- ship there has been ono that makes more manifest his considerateness and generosity.

MYSTERIOUS VISIT TO " MORIEN."
MYSTERIOUS VISIT TO MORIEN." rossini.E WISDOl roml THE 31OUTII OF A WITLING, "Morion" writes:—I hive jast had a very strangs visitor; one who cuscd my nerves to vibrate, and I am not certain my nether limbs did not tremble. I was uear my own house, speaking to the Vicar of Glyntif, who had just called, when a smart looking man, nearing middle age, walked briskly up tho path, carrying a fl-tt paper parcel under his left arm. I had uot, to my know. ledge, seen tho man before. He looked sharply about as he approached, but seemingly without noticing the clergyman. lie lirted ilia hat to me and said, ,4 Please can I have" few minutes' privaie conversation with you r" with a slight emphasis on the word private." I answered Yes, certainly," and, bidding my friend the vicar good morning, I entered the house and was followed by my visitor into the study. I closed the door, and requested the man to be seated. He did not seem to notice that request, but, placing his hat on a table and the fitit parcel near it, be stated that he desired to consult me as to whether it was better or not for him to disclose certain things he knew to the Government, Ho then, with an air of great secrecy, began to umie the flat parcel, which [ found to contain a thick copy-book. He opened at the first page, and there i saw, written ia a fine, bold hand* some of the most extraordinary statements I ever came across. The book contained 67 pages simi- larly written. It has been alleged," said my visitor, that I am a lunatic "-and be eyed tne as I sat (he stand, ing over nw)-a., if he wished to ascertain whether I, too, alleged it. M But had I been a lunatic," ba went on, would I have cut my throat rideways ? Would 1 not have cut my throat thus ? (drawing his finger right across his wind-pipe). The door of the room was closed and we wero alone, ao I made a virtue of necessity. "I ap- pose a lunatic would have adopted the most effectual way to carry out hla purpose," I said, with all tho steadiness 1 could muster. "Did you at any time cut your flimte M Yes," was his quiet reply, and he showed me a scar obout two inches in length, running straight down froon bolow the right ear. I was conscious of an uneasy feeling while the visitor stretched forth his head over me to show me the exact location of the self-inflicted wound. M Did VOIl bleed much I aek<»d, I juat did," he replied, "and I was expecting every moment a particularly warm reception io tlie next wnrid. But I felt I could not endure the manager of the conspiracy against me any longer. The Romish Popo and priesthood are deceiving the whole world with electrical science," he declared emphatically. Turn. ing his ryes full upon mo, he asked me whether 1 w.-h a believer in Mr. Gladstone. I made the best reply I could, with a view to fiah out whether my visitor was inclined that way, 1 soon found out his views on tho Irish problem. "It is strange," he nil)." Air. Gladstone's views on the Irish question and the state of his hoalin changed about the same time. And," he added," I am convinced the Grand Old Destroyer ia the Pope's tool; and I ti.ii)k the Pope is likely to prolong Mr. Gladstone's liie by means of the phenomenal scien- tific processes which were llSa upon me at- Asylum." He then went on to state that the MS, before me had been penned by him privately; only heand I knew, he said, of its exigence. It was a rom- pletc exposure of tho Pope's plot to destroy the British Government." I hive since read it, and it is one of tb,, strangest productions ever written. After deecribiog how lie was taken to the lunatic asylum after be made the attempt to destroy his own life, my vifcitor went on to describe in the most graphic style his experiences in the said asylum. u There was a Welsh draper mmed from b-, thero. He could write shorthand. He was said to be mad, but he was no more insane than I was my- self. De was always watching me. Bo, DO doubt, took down In shorthand everything 1 Mid. and then copied it and sent it to Romish agents, or probably to t), Vatican at Rome. This Welsh draper, who had been a fortnight staring at me, stood up suddenly one day ard cried out, I Oh, God It is time to begin to have a bit of fairplay!' He then went to a window nnd began to copy hit I"hMth""11 nottrs. 1 new thoy were aU about me. the answers I had given night when under mesmeric influence. I decided to kill him, and I went behind him and dealt him a blow, frthllaalr. of Old England, with an iron grating 1 picked up for the purpose The blow aid not stun him, and he turned round, caught hold of me, and shouted for one of the attendants, by whom I was taken to another ward, and did not see the Welshman any more. On looking about my new quarters X was astonished to find so many people with faces similar to those of old friends. One of the patieots was repeating the words, I Take yo.r seats, devils and angols of the Kingdom of Gone! God save the Quecn-happy and glorious--Long to reign over us. God save the Queen I Confound their politics. Frustrate their knavish tricks-»God save theQlHen Take your seats as statuettes. Spell1 red rum' backwards and it will be 4 murder.' Spell lived1 backwards and it will be 'dsvil.' There was aGerman named K—-there who had been a soldier. Ho often saog, 4 Arise, proud children of Fcance; let the bloody banner wave. O. Britannia^ lovely women, come and help the poor Frenchmen. After sinking those words he would roar out Britons never shall be slaves-never!' fia w: in the habit of sketching ashop. Over the windows of the shop was the name • John Bull.' From a flagstaff attached to the roof floated the Union Jack. But there was nothing in the window. LnJerneath the shop was written ITI-is shop to let at any price.' There was an Irish patient who often tossed up a penny, and on the penny falling to the cround tlie Irishman would perform a sort of shuffling jig while locking down at the coin. This tossing of the coin always reminded me ot the Pope of Rome's well-known inaxim, viz., Heads I win, tails you lose/ This Irishman said to me one day, What about the Pope in tbe pillory, and tho Devil pelting him with priests now ? Leaving the extraordinary MS. in my charge, the visitor went away, after promising to call again to ascertain my views as to tbe best way of re- porting the danger the country is in at tbe present moment frcm tlie Pope of Rome.
