Priiehard Di-vi" was the only fireman on duty. The CJerk: Apparently, Mr. Da-vies was the only fireman caik-d out. ¡ The miuutos of the Roads Committee tihowed that a deputation from the brigade had urgad upon them to arrange for the acquisition of the promised appliances, m particular escape ladders and hebytets. The j committee agreed to meet a.t an ea.rly date to consider the matter*, a.nd the oapta,it was aaked to preipare a list of the needa of the brigade. Sir. Wm. Evans inquired if any eteps had been taken with regard to the remoriKs- of the fire station to a more central position. SWANSEA ACCIDENTS. A serious aocidcnt occurred in I'enti^e- pooth-road, Mcn-iston, on Wednesday. Ivor Morgan, aged 11, of Midland Cottage, Benthall-plao^ St. Thomas, Swansea, met, with a nasty accident on Wednesday after- noon. ¡I Ivor, in company with seme other boys, was playing in St. Thomne Kchoolya-rd, { when. he dipped and fell, iaju-int his leg. MARKETS REVENUE. I Tenants' Petition for Lower II Rental Deferred. A meeting of the Swansea Markets and Slaughter-Houses Committee was held on I Wednesday, Mr. H. Buckland (vie,&-chair- m&n} presiding. The Markets Manager (Mr. John Pavies) presented a report on the petition of the tenants for a reduction of rental owing to the effects of the war on trader consideration of which had been deferred From the meeting before Christmas, but in view of the absence of the chairman, it was decided to postpone the matter again till the next mooting. The revenue from the Market for the 14 weeks ending January 30th was reported to be £ & £ i2., compared with < £ 6,174 last year. an increase of £ 66 7s. 2d., or an average increase of J21 103. 7d. per week. The receipts for the last four weeks totalled < £ 536, last year, a decrease of < £ o 19s. 2d., a loss of .£1 9s. 9d. per week. Mr. Parker: You must expect a loss now. It is the worst time of the whole year. Mr. J. Davies: Our biggest decrease is in the butchers1 stalls. ["n c, income from the slaughter-houses. Mr. Davies continued, for the 44 weeks was < £ 1,610 17s. 2d., compared with XI,540, -in increase of £ 73. The increase for the last four weeks was £ 25, or £ 6 a wtek. whereas the last time he reported they were increasing at the rate of Jil2 per week.

-4. WHAT SWANSEA'S PROPOSALS MEAN TO THE DISTRICT. The inquiry opened at Swansea fn-dat- ) into the Swansea Corporation's proposals, to greatly extend the borough boundary I and to provide a new main drainage scheme is of a somewhat novel eharact.?r I for Wales, inasmuch, as it implies the de-1 centralisation of what are usually flar- liamentary proceedings. This is owin (I I to the decision of the Swansea Corpora-: tioll to carry through their important j scheme b Ixxral Government Order and not by a Parliamentary Bill, as has always hitherto been the practice. The proceedings will partake, therefore, of the character of Parliamentary com- mittee work, but at Swansea instead of in. London, as it is thought that so far- reaching are the issues and so ken 11? contentious matter likely to ari&o that the proceedings may bvst for three weeks, tho Commissioner sitting each day from ten a.m. till five p.m. In the olden days the Swansea Corpora- tion li-ad to obtain special Acts of Parlia- ment for what appear now to be very in. significant public works: to enable them, for instance, to erect a market, for the better paving and lighting of the town, to enable the town to take shares in the dock company (1850), to abolish franchise prisons in Swansea. Castle and elsewhere (1858), for regulating the oyster and mussel fishery, and so on. Now powers for a. scheme wbi(?h indndes <be extension of the borough "o as to inrl??Ie places so far away as Mumbies, and to add a popula- I tion of 32,9*8 aDd a ratable value of • £ 130,694; also to carry out a new scheme of drainage which will cost soniewhe-i-e about < £ 350,000, are b-Ping sought without going to London at all. The last, extension of Swansea, borough took place by Act of Parliament in 1889, l the extension being almost entirely north- ward. It added to the borough 512 houses, a population of 1,052, and a ratable value of .£il,07!. Tha Extensions. I The ortension now songht is of a rpry I important nature, as will be seen hy the fact that it is proposed to add 17.964 acres to the borough, the total extent cf which is at present only G.22!} acres: so that tho new Swansea will be nearly fouri times as largo in point of arm as at present. The present estimated popula- tion is 120,300, the population proposed to' be added 82,988, making a total of 153.2S&. Llansamlet, Cookefrf, and Mumbles, are; at present considerably higher than those j of Swansea, which are. Ss. 9d. in the J0; Cocker's being 12s. 6d., Llansamlet. 9?. 8d., and Muitfbles 6d.. whilst the mtcs of the others are all 8s. or more. Th-I economy which will be dretted in regard, to payment and expenses of witnesses by J the local government method of procedure is, of course, evident. The expense of the' inquiry as it is, however, will bo great.! A large number of legal luminaries have; been engaged to represent the yariOllS in-: terests which seek a hearing, roost of which also have engaged experi-s to report I on the pnrtitular aspect of the matter, 1 The Opposition. I The most important opposition is proll-I abh that of the O%ierm0n\J1 DistrM?. Council, who are not. only interested In j the proposal to include their district! within the borough, but also in the! scheme to make the new main outfall of j the Swansea drainage scheme within their district. The Swansea Corpora- tion, it will be remembered, only a year or two ago failed to carry through Par- liament a scheme almost precisely simi- lar to this drainage scheme. The outfall is fixed in practically the same spot, but the detail's have been varied, and the I scheme is supported by some of the highest experts in the country. The cor- poration have held "educative meet- ings in tho different, districts, and there has been sharp division of opinion, but on the whole it is fairly clear that the authorities" concerned are more strongly opposed to the proposal than the actual ratepayers. Time was when the rates of rural parishes round Swan- sea were so small that inclusion in tho urban area was natnrany regarded with aversion, but. expenditure in the county I of Glamorgan has of late years -one upon I such ample lines that now many parishes are more highly rated than Swan- sea. One parish council (Cockett) has petitioned the corporation to take them in; their raft.,s this half-year being about 12?. 4d. in the £ as compared with Swan- sea's 8e. 9d. The Mumbles ratepayers are promised a reduction of rates from 9s. 60. to 8s. 9d. in the 9, water charges at 51! per cent. instead of 7 per cent.. and a supply of Cray water as against the pre- sent snpply they have. The ballot of the Mumbles ratepayers taken this week showed that out-of 1,300 ratepayers about 770. or not many more tl>ar> half, voted, and there was a majority for the scheme and apUnst their own district council's opposition of some 63.
