CARMARTHENSHIRE COUNTY COUNCIL BYE-ELECTION. To the Electors of Quarter-Bach Division. LADIES AND GENTLEMEN,— I have again been urged by many Electors to contest Quarter-Bach Electoral Division for a Seat on the Carmarthenshire County Council. Therefore I place myself unreserved- ly in your hands, sincerely assuring you that, if elected, my every action will be governed by one ever-present consideration—the wel- fare and advancement of our Division. Having an intimate knowledge of County Council Work, I would, if elected, enter the arena of active service with full confidence that I could serve you as well as an ex- perienced member. Besides, I enjoy the confidence and friend- ship of the majority of the Carmarthenshire County Councillors, with whom I have been associated in various public matters. These have generously promised to sup- port me in the work that would devolve upon the Representative of this important and rapidly-growing district. My aim, above all others, will be to secure for my fellow-ratepayers a fair share of the advantages and benefits for which we pay our Rates. It is impossible, within the scope of an Election Address, to place all that 1 have in view for the advancement of the District, but I hope to have an early opportunity of addressing you on questions relative to my candidature. If you honour me by a Seat on the Coun- cil, it will a'lways be my duty and pleasure to serve you to the best of my ability. Yours faithfully, CWtLYM VAUCHAM. IN Re LiEUT.-CoL. DAVID MORRIS.
