The Government and Compensation. IT is pretty obvious, despite the qualms of our temperance friends and their allies, the extreme teetotalers, that the Govern- ment will sooner or later bring forward a measure for compensating publicans who have lost their licences. We observe that the Vale of Conway Presbytery have passed a resolution condemning the extraordinary language of the Lord Chancellor and the Prime Minister which, they say, is tanta- mount to interfering with the administra- tion of the licensing law. To this gallery of reckless politicians we have to add the distinguished names of Mr Cham- berlain and Mr Walter Long, who are both in favour of compensation. The latter gentleman, who is President of the Board of Trade, has gone so for as to assert that the confiscation of licences without compen- sation is decidedly immoral. Further, Mr Losg says:- The Government believed that publicans were as much entitled to the protection of their property as any other citizens. If it were no longer possible by ordinary means to prevent a body of men governed here and there by a set of fanatics to rob homes and respectable people of their living, then steps must be taken to make the continu- ance of that state of things impossible in the future. We regret that a member of the Govern- ment should go out of his way to use this kind of language concerning men of his own party, and we strongly object to the 0 term a set of fanatics being applied to 0 gentlemen who have the interests of the community at heart quite as much as Mr Walter Long. In asking for a reduction of licences the advocates of temperance were performing a wise if unpleasant duty. The question of compensation did not con- cern them—could not concern them that was left to the discretion of a wise (?) and all-powerful (?) Government whose duty it is to see that the fortunes of His Majesty's subjects are not wantonly confiscated through no direct fault of their own and no doubt the most extreme member of the most extreme party will recognise the justice of this. But it is no part of the duty of any minister to use such. strong language as that attributed to the Presi- dent of the Board of Trade, and we strongly protest against it. 0 10 We quite recognise the danger of a too liberal display of magisterial zeal. There are houses, and houses, and those full licences which supply a recognised need in a community should be spared as much as possible, irrespective of any question of compensation. Under the circumstances, the forthcoming appeals at Quarter Sessions are awaited with considerable interest, an interest greatly intensified since the recent remarkable utterances of Mr Balfour on the subject.

The Cowlyd Water Dispute. IF the extraordinary vicissitudes through which the Cowlyd Board has passed since its birth in 1891 ever come to be written, when Parliament, perhaps, is approached to end so unfortunate an alliance of constituent authorities, the historian will most surely describe tile most r rulnarkalle ever known in the cliequsretf career of that ill-fated authority." If he did, he would not be far wrong. Mr Chamberlain, as the legal representative of the Cowlyd Board, made the best of a difficult position which had been created by disagreements on the Board. Like his more famous namesake, he is a good lighter, but in this case he was, metaphor- ically speaking, lighting with tied hands. 11 C) The application was made under peculiar circumstances, which we briefly recapitu- late for our readers. Owing to the remark- able increase in the resident and floating population of Colwyn Bay during the past few years, the water supply in summer has grown appreciably less, and the local representatives desire the Cowlyd Board to lay a new main from the lake to Sarn Mynach at a cost of £ 25,000, which would be distributed between the three authori- ties who form the Water Board. To this proposal the Conway Corporation and the Conway Rural District Council, the partners in this unfortunate alliance, ob- ject. They are first on the pipe and have enough water. They further main- tain that ths scarcity of water in Colwyn Bay is due to wastage and leakage, and this, in substance, is their ground of objection to the laying of any additional pipes. Water meters, at a cost of £ 1,000, have been fixed to all the mains, and the opposition claim that the leakage in the pipes and the various sources of waste will now be detected and stopped, so that the pressure will automatically rise and give everybody water. Then, they argue, in this case, Colwyn Bay could build a reservoir and pump water to those honses on the higher levels. The acrimonious proceedings at the various meetings of tli3 Cowlyd Board are common knowledge how, at one meeting, 0 01 the Colwyn Bay members obtained a majority by the casting vote of the chair- man and decided to invite the government inquiry, and how at the later meeting, when Conway's representatives mustered in force, they, by sheer weight of numbers, rescinded the first resolution. Therefore, as Mr Graham, one of the opposing counsel aptly put it, the Board at the present moment are actually against making the very application they are making," and paradoxical as it may seem, it is actually the case. Undoubtedly the best and fairest mode of procedure is to do what the inspector intimated at the inquiry he would do, i.e., withhold his recommendations from the Local Government Board until he receives Mr Farrington's report giving the result of fixing the meters. If this report however is to be authentic, it is imperative that the Cowlyd Board should have the absolute charge and control of all the water mains from the lake, up to the door of the con- sumer. At present the Board's waterman is not allowed to examine the pipes within the districts of the various constituent authorities. They alone are responsible for the fixings and any waste which may occur, but,—and this is another extra- ordinary anomaly,—the Cowlyd Board is responsible for the poor pressure which numerous leaks and bursts must naturally cause. This question should be investi- gated at once, for, until the Cowlyd Board can control its own mains, friction and com- plaints of no pressure will continually arise. Mr Farrington bore the heat and burden of the day in a manner calculated to enhance his reputation as an expert witness. His witty retorts to counsel and solicitors did much to relieve the tedium of the inquiry, and his inquisitors could not congratulate themselves upon having got much, if anything, out of him.
