A PERTINENT QUESTION.
A PERTINENT QUESTION. MR T. J. CALLAGHAN, of Cardiff, addressed a very important question to Mr Alderman CAREY at the Irish banquet on Saturday night. He wished to know how Mr CAREY was going to vote to-morrow at the Muni- cipal contest, and with what party—the Liberal or the Conservative—he meant to show his sympathy. This was a very per- tinent observation. Mr CALLAGHAN is evidently not one of those politicians who are willing enough to support the Liberals from purely selfish motives. He does not fraternise with them merely to get their assistance in the struggle for Home Rule. He ia prepared to acknowledge his in- debtednesa to the party by identifying himaelf with them in all their enorta to get rid of the Tory yoke. He will not only vote for Sir EDWARD REED, for whom he has always a good word to say, but also for the Liberal candidates whoso return to the Council Chamber of Cardiff to-morrow is a matter of supreme im- portance. The true Irish patriot will do all he can to strengthen and invigorate the Liberal party everywhere. To stand by the Liberal only where a Home Rule vote is directly at stake, and to desert them in all other connections, is alike selSsh <tnd im- politic. The selnahnoss of such a policy is too obvious to need pointing out its im- policy must be clear to those who consider ¡ how far it may dishearten and discourage many Liberals who are striving to secure justice for Ireland, and even consenting to atlow their own grievances to remain unredreased until Irish aftairs have been put straight. In all local matters CardiS has hitherto been too much under Conservative influence. It is only now throw- ing off the nightmare of territorial oppres- sion. The fathers have suffered, and the children are entering into an inheritance secured for them at great cost. The door is not yet wide open, but little by little the rusty hinges are yielding to the pressure brought to bear upon them. Some of the senior members of the Liberal party are still going in to the enjoyment of perfect freedom with great caution, as if they were not quite sure that the giant of oppression is dead, but the younger Liberals have little of this timidity, and are pushing forward as if there had never been anything to dread. We must, therefore, appeal to every Irishman and Irishwoman who has a vote to give it to the Liberal candidates to-morrow. Those of them who do anything to weaken or dishearten the Liberal cause are the enemies of Ireland. A general Parliamen- tary election can hardly be regarded as far off, and whatever can be dune to spoil the hopes of the Tories, to enfeeble them in the local parliaments of the country, and to take patronage out of their hands will con- tribute immensely towards securing a splendid majority for Mr GLADSTONE. The two last. general elections were blunders. There must, if possible, be no mistake about the next. We do not ask, we do not want, bare victories. Time was when it was customary to be jubilant about the return of a candidate even when he got in by the skin of the teeth, but the present custom is to count up the minorities as well as the majorities. The effort now-a-days is to secure, not mere victory, but a brilliant success. The struggle for Home Rule will make a heavy demand upon the individual loyalty of the members of the Liberal party. Every voter has his duty. In these times the man or woman who is absent from the poll from sheer apathy or indolence incurs a serious responsibility. We cannot spare one vote if we are to show our full strength. With regard to the municipal contests at Cardiff, we would ask the Liberal ratepayers to read a letter addressed to us by Mr HALL, the Liberal Agent, who will put anyone wiiling to work into the wny of contributing towards a complete victory.

THE IRISH VISIT TJ WALES. THE meetings of the Irish National League now being held at Cardiff are not likely to weaken in any way the strong bouds of sympathy between Wales and Ireland. The omcers of the League acted wisely in selecting Cardie for their Sixth Annual Convention. So far as it might be claimed as an honour to Wales, it is an honour which Welshmen have richly earned. So far as we can remember, there has never been an Irish grievance which Welshmen have not readily, as if by instinct, taken up warmly and struggled to remove. One could almost imagine that the burden was equally shared by both nations, that both felt it in common, and that the moment one of them struggled to be free the other put itself in motion. Those who enjoyed the privilege of listening to the Irish speakers at the Convention and at the banquet must have noticed the resemblance between the We!sh and the Irish in nuency of speech and in rhetorical power. Mr T. P. O'CoxNOR figured as one of the most brilliant orators of the day, and to a country in distress there are few blessings more valuable than loyal and reliable leaders endowed with the gLft of eloquence. It is not necessary that we should enter into all, or even any of the subjects discussed at the meetings. Our readers are already familiar with them all. It was often observed by the opponents of reform during the progress of the Irish Land Bill through Parliament, that if certain concessions were made to Ireland they would have to be made to Wales also, and even to Scotland and England. This is surely a most extraordinary objection to urge, because it can only mean that we must not do justice to one country lest we should be called upon to pay our debts to another. A man might as well refuse to deal fairly with one creditor on the ground that another of his creditors might expect to be similarly treated. There is no doubt whatever that Wales will make a precedent of Ireland. There is as little doubt that Irishmen will consider themselves bound to give a strong helping hand to Wales when its turn comes. Again and again have Irishmen pledged themselves not to desert Wales in its coming struggles. ;.g They will be the better able to accom- plish this if, under a Homo Rule regime, they still continue to return representatives to the Imperial Parliament. In the course of his speech at Carnarvon, on Saturday, Sir GEORGE TpEVELYAN took occasion to refer to a remark made the day before at Lampeter by Lord SELBORNE. His lordship said that they must not look to the opinion of the Welsh members to find out what Wales thought, and no doubt there are many more who would say the same of Irish members. But we should like to know how we arc to get hold of the opinions of a nation if not at the polling booth. Would Lord SELBORNE recom- mend us to poll the constituencies and then accept as the real opinion of the country that of the defeated minority ? If we are to adopt this policy we shall have to warn our party against going to the poll. Unfortunately Lord SELBORNE'R later yeara do not justify the hopes once entertained of him as a legis- lator. Stupid remarks like the foregoing come with little grace from the lips of a man held everywhere in the highest estima- tion, but they only prove to what an extent the judgment even of the best of men may be warped by religious bigotry. They also go far to vindicate the right of private judg- ment, for when nven the most distinguished leaders fall into such grave errors, it is but natural for ordinary people to make use of their own common sense. Englishmen who come into Wales professing to know better what Welshmen think than Welshmen r themselves know it might be more usefully I occupied elsewhere.

There is now an unscrupulous majority in thetown council whose sots object ts to further their own ends. The most solemn obligations have been treated as nought, .and in this manner the good name of the borough is bein seriously injured. It is not whispered but shouted abroad that the Cardiff Corporation having secured the college by specious promise* now refuses to carry out the bargain. This <s a matter into which no party considerations enter. The integrity and uprightness of the borough must be a matter which con coins Tory and Radical alike. Neither can afford to witness with indifference the credit of the town bein damaged. If con- tracts are to be broken with every change in the composition of the council, who in future will place any faith In its protestations? Take the two schemes for opening up the Haycs. Few of the Tory members methinks will have any objection to it. The more expensive one of the two proposes to commence at the Hayes Bridge. Of course the affair is not legally settled. but it is practically. If any- one is of the opinion that the a.Sa.irs and business of the town can bo safely entrusted to Alderman Jacobs and Councillors Jackson and Hopkins, Jet him or her give a vote to the Conservative candidate. This is no time for men, but one for measures. It is a disgrace to the Liberals of C.trdifl that in view of the inaults which have been heaped upon them no opposition was forthcoming against Sir Morgan Morgan. Personalty I have nothing to urgzi against the late mayor, but as his vote was invariably with his party, there is not the slightest doubt that he will follow as meettty in the future as he has done in the past. Why quarter was offered is diSicult to understand. Botter to have fon?ht and lost than never tf have fought at all. But. the Liberals in Cardiff are badly !ed. The rank and file are full ot battte, but whd<t they cry "Forward," those in front cry Back." TKPID COUNSELS. IT is reported that the absence of a contest In the East Ward is duo to the action of Mr Peter Price. It is said that he refused to stand if any opposition was forthcoming. WeH, if this was tho case, all I cau say is that it would have been far better to have let Mr P. Price resign than not tc have brought forward a candidate. Such tepidnesa is the ruin of any party. The working men of CardiS are full of ardour, and why should that ardour be damped simply because a candidate threatens to resign ? No man is of such importance that his place cannot be ulled, and I am of the opinion that even the loss of the seat —presuming that should have been the result— would not do so much d*ma(;e to the cause as to stiiJe the zeal of the supporters. Defeat seldom has an enervating effect, but, on the contrary, brings about a combination ot circumatancas which lead on to victory. Every general knows that inaction has a most demoralising tendency. An army which avoids engagements speedily loses all its toue, but the excitement of the eucounter, even if the battle be not won, tends to preserve and increase the spirit as well as to consolidate, It is another example of hope deferred. In CardiS there is excellent belligerent material, but if it is to be continually kept passive for feac of consequences, it wi.l part with its aggressiveness, and in time be of little use as a body.

The latest minis terial arrangement which the busybodys have axed is a cabinet in which Lord Hartington is to bear the principal part, und is to. take Sir Henry James and Mr Fmlay with him. The story is that Lord Hartington has refused to act for Lord Salisbury unless he can have these gentlemen as his colleagues. No doubt tbcra is some point in assuming that Sir Henry James and Mr Finlay would naturaHy go, or wish to go, where Lord Hartington went. Both are devoted Hartingtonians. Sir Henry James is a gentleman whose delight it is to gather the great, if not the good, around h.m. If he is surrounded with 11 sufficient number of peop!e with titles, and if they are sutacientiy intimate with him, he is a happy man. There is nothing particularly unworthy in this, hut it is a trait of Sir Henry character. One of his specia) attachments is to Lord Hartington, whose Whiggishness is exactly on a level with Si'' Henry James's idea of politics, and who will never have a. more devcted henchman than tha man whc might once have been Lord ChancaHor. Mr Fmiay is another lawyer who, in spite of an old reverence for Mr Gladstone has attached himself to L ird Hartington, and is ready to serve him whenever and wherever he wishes. Neither these men. however, wilt be popular with the Torie- and I should say that tf Lord Hartington makes their admis- sion into the Cabinet a condition of his own ¡ entry, the plan cannot possibly come oS. The Tory wire putters are by no means prepared to get rid of three of Lheir men in order to make room for three Whigs, especially tor a. rather prognos- tics], though very ctover Scotchman like Mr Finlay. The fact is that, with ait the ta!k about the union, Tory politicians to-day are exactly the sam" kind of persons as they word 18 months ago, with just as keen an eye to the sweets of otncc, and just as tittle inclination to admit outsiders to the banquet. The JBct'Mtp distinguishes itself tins week by one of its now almost periodical assaults on the Government. This tune the cause of otftJnce is not in Ireland, but in London. Mr Matthews is severely lectured fot having over- ruled Sir Charles W.trren'd resolutions, and ordered the Chief Commissioner of Police to let the demonstrattons alone instead of breaking up their meetings. There is not the sHghtest doubt that, in countermanding, or, at att events, iu modifying Sir Charles Warren's tactics, Mr Matthews hM done one of the few wise things which mark his Honao Secretaryship. The change for good is unmista.ka.ble. The crowds have became more paaceabia in language and de- meanour, and though, a I said on Friday, there is still the danger that they may get the better of the police, the prospect ha..s distinctly improved.They have not the slightest objection to seeing London governed on Batfourian principles. It would not tU the slightest degree shuck them if half-a doxen men were shot dead iu Trafalgar-square. There is a kind of contagion in coercion, and the Tory mo< all round is that if the democracy ahews the slightest sign of temper, it must be crushad at once. Mr Matthews is not a popular minister, and pro- bably never will bo, but he wHl be very footish to go out before ha hits done something to better the very bad record of his tirst f\!1 months of onice. I do not think he wants to tfo or intends to gu; but:, if the outcry against him continues, it is well that the public should know its cause. I had occasion yesterday to see Madame de Novikoff, who is shortly leaving London to rejoin her husband in Russia, where he has important duties in connection with the universi- ties. Mdme. NovikoBf was as bright and enthu- siastic as usual. She chatted gaily about Verest- chagm's pictures, thought that the English public are not paying sufHcient attention to them, and told, in her vivacious way, a, very funny story of bow the visitors treated the three pictures in which the Russian painter depicts three forms "f execution— n.meiy, a hanging in Rnssia, a crucifixion by the Romans, and the blowing of Hindoos from the m'lales of guns in the mutiny .of '57. Hunds f p:ou:i horror were held up a.t the picture of the hanging of the Nihilists, and comments of the usual character were made on the tyranny of Russian Governments; but when the critics c;tme to examine M. Vere&tcbagin'g treatment of the shameful passage in our. own Indian It i story, a cry of indignation went forth against the calumny on the British name. Madame de NovikoG laughed merrily as she told this very characteristic story of the British public. Then she launched into some interesting details about Count Tol- stoi'o life, and the success which Russian novels were having in England—avery sentence teveal- ing her as the keen, steady patriot who has doue such wonderful work for her own country, and, for that matter, for ours aa well.} The Caaa case begins to-morrow, when a very disagreeable piece of business wilt, it is hoped, be brought to a close. Jules Grevy is not a great man, but he is a very honest and distinctly able man. He very nearly succeeded in blocking Louis Napoleon's way to power in 1848, and, though anti-Radical and no frtend to Gambetta, has oeen as true to his earlier Republi. can ideas as any man in France. The leading feature of his character has always been h'a uprightness. He is the Aristides of French politics. There is not the slightest danger what. ever that he will shatter M. Wilson if anything dishonourable is proved against him. The only thing is that his attachment to his grand- children is so great that be wiil think the departure of the Wilson family from the Eiyt.ea robs the place of nine-tenths of ifa charm. On the other hand. ho is very fond of his posi- tion as President, and is very anxious to fultii bis term. Moreover, he is a very healthy old tnao, his only complaint being a just perceptible ten- dency to apoplexy. I fancy the chances are that ho will retain the Presidency even at the coet.of parting with M. Wilson and the little oaes ho so loves.

She also sprung a leak, and was making water heavi)y when the barque hove in sight. It having been decided by the captain and crew of the under the circumstances, t« abandon the Nicholas Henry, the crew of that vessel were ultimately safely transferred to the barque. Before leaving the brigantine the captain. set tire to the Nicholas Henry as she was tbeo lying in the fatrway and dangerous to navigation, and in a short time she was seen to founder.
