We know of no other Institution for transacting Fire Assurance business started since the passing of the Re- gistration Act, that can be at all compared with it, either in respect of the extent, or the success of it3 operations —The full exposition of receipts, expenditure, profits, dividends, and accumulation, furnished in the Annual Reports of the Royal affords unerring evidence of the state of prosperity which we are desirous to offer as an illustration of what can be accomplished by energy, good management, and high reputation. Looking at the action of the Society from its formation in 1845, we find that at the end of 1848 the accumulated pro- fits amounted to the enormous sum off 108,641 14s. Hd. Of that amount it was determined to appropriate £89,280 as a b-Hius addition to the original paid-up capital of £ 178,560—being a clear realized profit of 50 per cent. in 3g years. THE CARDIFF liNIJ MERTHYR GUARDIAN. FRIDAY; OCTOBER J, 1852. To the disgrace of.Cardiff be it spoken, it is, for its size, the filthiest and most immoral town within the range of our experience. Of its gross immorality the police reports convey but an inadequate representation, for the pen shrinks from recording, the mind revolts from the contemplation of the impurities perpetrated even in the light of day. It seems to be a shame even tothinkof these things; but that they should be committed in a town calling itself Christian—that they should be suf- fered in a town possessing a corporate jurisdiction, is a general reflection on the inhabitants at large,—but an especial reproach to the powers that be. Rut it is not so much of its moral defilement that we intended to speak, as of the proceedings of that Local Board, to which the drainage of the place is committed, and which moved the just asperity of our correspondent, A Ratepayer," in our last paper. We call upon the public spirit of our townsmen to take the question out of the hands of those who either will not or dare not perform the duties en- trusted to them, and at once bring the matter to an issue, by a public meeting. We are more and more persuaded that Local Boards of Health are a mischief, a nuisance, and obstruction, and having been found worse than inefficient for good,—for they are positive hindrances to public cleanliness, and, by necessity, to public health, —they ought to be femoved. Here, for the moment, we pause. But so long all the members of this, what" e must call, confederacy for the permission and defence of tilth, persist in their present course, we thall deem it even religious duty to agitate a queution on which public morals no less than public health greatly depend, until their "ill savour'' shall come up past all the perfumes of Arabia to sweeten. We have not raised the phantom of Cholera to urge on the work ot purifica- tion but woe be to us if that pestilence find us sleeping in the mire, dreaming of" pipes" and biicks." IT is impossible, we think, for any honest, dispassionate leader to peruse the correspondence between the Rev. Mr. JENKINS and Mr. DAVID JAMES, published in our last, without the conviction that the Clergyman has the best of it all the truth, and the better argument. The ftctlayinanutsheH. We fear Mr. JAMES, to use a witticism of ROBERT HALL made his escape at the maggot hole,"—he crept out of it. he charge was specific, that Mr. JENKINS (who is no pluralist aud cannot, therefore, by any figure of speech, be called Clergymen"), recorded his vote specifically in favour of Protection. ,This was the meaning in- tended to be conveyed, and Mr. JAMES must not be permitted to evade it by the phrase, if my information be correct, &c. I did vote, says Mr. J EN KINS, for Messrs. BOOKER, KING, and HANBURY, but on grounds utterly distinct from those of Protection—iu fact, oil religious grounds. I voted for Protestantism -agaiust Popery and yet Mr, JAMES is pleased to say that, by this assertion on the part of Mr. J EN KINS, the charge ia proved, and that he vdted for Protection, because he recorded his vote in favour of those who are said to hold Protectionist principles. Are all the sectarians who voted for Mr. CopriN, Socinianst What would our friends, the Baptists, Methodists, and Independents of the Cardiff Boroughs say to this ? Are all the voters who contributed to the success of Baron Rothschild, Jewat We believe there are many good Christians amongst the Baron's supporters. The question to decide Mr. Jenkin's vote was not whether the gentlemen for whom his votes were solicited held opinions contrary or agreeable to his own on the subject of Free-trade (Mr. JBNKINS has avowed himself a Free-trader), but whether they were gentlemen who on other subjects of far superior importance to that of Free-trade—that of unadulterated Protestantism, for instance—best repre- sented his own views and opinions. This with Mr. JENKINS was the question at issue—he deliberately and conscientiously followed it—and for this, for the purpose of reproach, he was publicly stigmatized by Mr. JAMES at a public dinner given by Sir JOHN GUEST, as having with other Clergymen gone from tha neighbourhood ot Merthyr to Herefordshire, to record their votes sp*cifi~ cally on the ground of Protection. The question- asked of Mr. JAMES was a simple one, but where truth is to be evaded logomachy is sure to follow. Hence a corres- pondence which ought to have been compressed ;ø a dozen lines, but which Reaves Mr. JAMES, we think, utterly prostrate, both as iregards his assertion am* hi method of defending it. Is he so one-sided a liberal as to refuse tu Clergymen the right of exercising their franchise if they possess it, and of maintaining their political opinions 1 But it is ever thus with politicians of this stamp,—their theory is a satire on their practice.

It was conducted by Mr. Robert Evans, who obtained highly remunerative prices. The tradesmen of Duke-street have set the landable example of closing at eit»ht, P.M.—a course of pro- ceeding which, we earnestly trust, will be generally followed throughout the town. CARDIFF STKAM NAVIGATION COMPANY. —An exfra. ordinary general meeting of this company was held at their offices, Bute Docks, Cardiff, on Tuesday last; but reporters for the public press were not admitted. We beg to call the attention of our local readers to Mr. FRY'S advertisement, in another column, in which he announces his intention of re-opening business very shortly-much to the satisfaction of his numerous friends, who highly esteem his worth as a tradesman and a rnl\l1 of business. In our fourth paire will be found a letter from Mr. C. H. J aines, addressed to the inhabitants of Merthyjf» It has reference to the approach of Cholera and it equally applicable to Cardiff as it is to Merthyr. We, therefore, commend it to the attentive perusal of our readers AGRICULTURAL MEETING, SEPT. 28th.—The Countess Dowager of Dunraven, with a party from Duuraven Castte and Lady Morgan and Mrs. Bassett, with a party" from Bonvilstone House, came to Cowbridge with the intention of visiting the Exhibition Field, but it rained so unceasingly that the show field was impracticable.
