I I¡¿\-TI¡J'¡; I I IN WALES. in attempting a review of the paat rear 8 occurrences in the Principality it is not necessary that we should deal in other than a general way with purely political questions. The movements whieh agitated the country were almost entirely of a soial charackr, politics, except as a collateral pursuit, having, apparently, been thrown to the (i'V'. It is true that the agitation in favour of Higher and Intermediate Education with which the year 1"2 began and with which it elided was a political one. But it was political only in a secondary sense. Primarily it wa a sociul one, and it was lifted into t.hi; domain of the political simply as a mtans of giving it the status iicc-ssary to bring; il to a practical and successful issue. Or in other and plainer words, its promoters wanted money in fur- i •.U.-rauco of tIkiI' plans, and they knew of no better ttiesris of obtaining it than by applying to the (Jovei nmeiit, In the early days of last January we find Cardiff resolving ui form a deputation to wait on tb, Edueatioll ] iepart- ment in refeieiict* to the location of the < ollege for South Wales contemplated by the fccbeme ,f tliii Commissioners. To disgraceful doings in the border district* on Sunday* plentiful testimony ha- btrn alreaily forthcoming, and shall be very iiiach mistaken if, when the year's drunkenness comes to be summed u P, it will not be found that, so far from diminishing, the Welsh Sunday Closirg1 Act has increased the evil which it was originally Intcwkd to remedy. Having thus iirietlv t.)\I"hl,,1 upon the two movements j .itlt,(-ting as a whole let us turn to matters which, while they possess a general interest, are primarily interesting because of their connection with particular districts of the country. No more welcome or magnificent III New Year'* gift was probably ever made to the Principality than the one that emanated from the late Mr. William] Mknklai s, the manager of the great iron- works at Dowlais.who transferred his splendid collection of paintings, valued at ten thousand pounds, to the Free Library at Cardiff, the new buildings for which were opened in the latter half of the year under circumstances I tllt) most favourable a.i(i satisfactory. The late Judge F-MA OXKii'sgift to the same inati- j tution of a thousand volumes, valued at three hundred pounds, made later on in the year, is also deserving of special mention. The same month of January saw letumed for Carmar- then Mr. John J, I-, ES .Tlnkinr, who was sub- sequently knighted at the hands of Royalty, Swansea has been particularly fortunate J in this respect, for during the year another | gentleman connected, like Sir John, with the town by long and intimate association was j created a baronet, an honour admitted on nil hands to have been abundantly well deserved. Affecting an important section of the com- munity is the action of the Farmers' Alliance, of which we lind traces early in January, when a discussion of their proposed HiUMokptaoeatCowbriJtj?. Thfrehave! -.1 been agitation* of a somewhat pronounced charndl'r in Cardigan, A berptwith, Car- marthen, Newtown, and elsewhere, but the Farmers' Alliance has not found much favour in Wales, a country notyet ripe for Fcnianism I or any cognate movement. True it is that a I foolih attempt was once made to int imidate I)urcha?ers at a land sale in Cardiganshire, but the whole thiiia was -oo absurd for serious notice. That the agricultural community have busied themselves in other and more practical directions than the one indicated is proved by th(? successful gatherings which they have held during the year. Tile great t'xhibition of the Bath and West of England Show at Cardiff was followed or preceded by those of Neath, Bridgend, Laugharne, Talgarth, Lampeter, Llanboidy, Carmarthen, Tredegar, Brecon, Al,rg&N-c-i?iiy, Pontardawe, and St, Clear's, all aiming at improvements in either agriculture or the kindred scienocs of horticulture and flori- culture. Tho various public bodies in the Princi- pality have had their hands full of work, of which the most striking portion* were the movement made at Mertliyr at the be- ginning of tho yeer for memorialising giiiiiiiig of t ti-.i y, f Parliament in favour of a measure for taxing royalties and ground rents, and that undertaken by. the Cardiff Corpora- tion for the construction of new waterworks, and the formation of a harbour trust, none of which projects can boast of more than a very I limited progress. That national illatitl1tion, the Eisteddfod, has presented itself to us under three heads. January opened with particulars of the disposal of the surplus at Merthvr; next, we find a revival of interest by the meetings at Denbigh, and after that I the steps whioh were taken at Cardiff for the holding of the Eisteddfod in that town ill the veav 1383. Of mat- ters connected with an4 labour there have been plenty to interest il nothing t.) startle lis during the year. Any. thing like a serious dispute between employe! and employed has been happily r.voided. A readjustment of the Sliding Scale removed tht tension at the Ocean Coll ieries, and the (lifti- culties at Landore.Ogmore, and Maesteg werrf not of long duration. TLe unanimous adoption of the new Sliding Scale was a pleasing feature in the history of the relations between capital, and labour. A tone of hopefulness was raised in the Merthvr district by the settle- ment of the Cyfarthfi lease aud the declaiaiions m?de before a Parliamentary Committee with resp.-rt to the intentions of the proprietors of the works in the direction of rteel making. The possibilities of tb« future may be divined frolll the number of railway and dock schemes which are on fcot from Cardiff to Milford. There are mativ of other matter# which might be thought deserving of notice, but we cannot more than ( mention them. Thus we have had visitations of scarlatina, Moody and Sankey, I;ra(Ilau;,fi the Blue Ribbon, and things of that sort Death, too, has been busy in our I111dot, loi we have lost Mr. William Menelaus, .1ur1; l-alconer and Herbert, Joseph ICdwards (tb scu ptor), Bishop Ollivanl, Thomas Joiki (the poet preacher of Swansea), Dr. Rov. larif (the surgeon oculistRev.
