It is proof that the Llangollen wornrn who pained benefit four years ago is as weil as ever to-day. Let every reader form an ho neat opinion. On 22nd December. 1915, Mrs. A. Notes of the Week. The Ceal Question Again. That the Trade Union Congress at Glasgow, last week, would reject the Government scheme for managing the collieries was [ a foregone conclusion. Not even the enor- I mous majority in favour of this course was | altogether surprising, in view of the Congress's past resolutions on the subject of nationalisa- j lion, and if the language of the present proposal, with its reference to "compelling" and insisting on" the Government adopting the ni-.tiority report of the Sankey Com- mission sounds a little peremptory, we have to remember that it is the habit of all of us to put into resolutions strong phraseology in order to make them sound sufficiently emphatic. All sections of the community, in fact, have their methods of "insisting" that a Government shall do this or not do that, but it does not follow that the Government always immediately obey such dictates. In the long run we all, whether employers or trade unionists, must rely on the constitutional method of forcing the legislative pace. Govern- ments are, or ought to be, under direct influence of Parliamentary opinion and Parlia. mentary opinion, in its turn, is moulded by the electorate. True, Mr. Smillie talks of a possible strike if the Prime Minister refuses the miners' demand, but, as Mr. J. H. Thomas, M.P.. and others of the wiser, heads of the Trade Union movement pointed out, this is "a citizen's question," and the miners could never carry out a strike successfully against public opinion, and if they have public opinion behind them a strike would be unnecessary We take it, therefore, that the real aim of the Trades Congress resolution is to focus public opinion on the question of nationalisa- non at the next general election, and this, of course, means that it is the elector, who is in a very large majority of cases, the consumer, with whom the issue eventually lies. Even the miners must accept that verdict as final, or the appeal of miners' candidates, like Mr. Tom Morris, in the Oswestry Division, would be a mockery and a farce. But it is most desirable in the national interest that the vote given on so vital a matter of economics should be a fully informed one, and thoroughly thrashed out beforehand. To help to that end locally we would remind both the ex- ponents and the opponents of nationali-salion that our columns are open to the freest expression of their views.
