I ECHOES OF THE FLOOD. Wn have only one comment to make in refer- ence to the complaint raised by Mr. JOSEPH WILLIAMS at the last meeting of the Borough Council in reference to the inaction of the Estate Committee in matters arising out of the great flood last October, and the comment is that the complaint raised was not half strong enough. It will surprise a great many people to learn that the local authorities, have done practically nothing, either as com- pensation for the loss sustained by the occupiers of the town estate, or as protection against a recurrence of the terrible disaster of last year. And four months have passed away since the flood took place. This embodies a policy of culpable inaction which has few parallels in the administration of the affairs of the town. No sooner had the catastrophe occurred than the Borough Council gave the appearance of taking precautionary measures to prevent a repetition of the disaster. References were made, to the effect that at all costs the district would be protected from a repetition of the deluge. It transpired at the monthly meeting of the Borough Council on Monday that absolutely nothing has been done towards redeeming that promise. From time to time since the flood, applications have been received by the Borough Council from tenants of the town estate for compensation for the serious loss sustained by the ravages of the storm. These applications have been referred to the Estate Committee for consideration. There, apparently, they are likely to remain. It was understood, immediately after the dis- aster, that the members of the Estate Com- mittee were to visit the scene of the catastrophe, thus enabling them to submit an exhaustive report to the Council. That visit has not been paid, and no report has been made to the Borough Council. In short, absolutely nothing has been done—nothing beyond the patching up of the old embankment, which has been proved to be no protection at all. This in- action, we submit, is a gross dereliction of duty on the part of the local authorities. The position of the Borough Council would be grave to a degree should another catastrophe occur akin to that of October last, and we have no guarantee that there will be no recurrence. In fact, so long as the embankment is allowed to continue in its present state, reasonable fears may be entertained of another flood, when the contingency of a high tide and a strong wind are combined. Meanwhile, the Marsh, a valuable portion of the town estatei bears traces of the October disaster. The fences are shattered, and the limitations of the various tenancies obliterated. One would have thought that the Estate Com- mittee would have long since taken effective steps to have this mischief repaired. The Estate Committee, however, have been weighed in the balance and found wanting, and the Council should not hesitate to call them to account. We are in an entire agreement with the remarks made by Mr. TOM HUGHES and Mr. J. S. TREGONING, junior, that the town estate on the Marsh has the elements in it of a valu- able profit-yielding property, providing the necessary steps are taken to protect it from the devastating ravages of wind and flood. In the absence of that protection, the property must inevitably be a source of danger and loss. In the interests therefore, of the town estate, in the interests of the tenants of the Borough Council, in the interests of the community dwelling on the borders of the sea, we call upon the local authorities to redeem their promise, and at all costs," to protect life and property V
