THE WOLF & THE LAMB. Mr Richard Jones' Advice to Machynlleth Guardians. Educating the Rising Generation. Protest Against Increasing Rates. Boards of Guardians and Rural District Councils in the County are continually causing: the Montgomeryshire County Council uneasiness- concerning the increase in the rates. At the meeting of the County Authority, held last Friday evening, at Newtown, the Guardians of the Machynlleth Union made a further protest- against the increased expenditure incurred by the Council in connection with education and' other matters. That body also urged that steps' should be taken to keep down that expenditure. Mr Richard Jones moved That the protest of the Guardians of Machynlleth Union will be more effective if the members of the Board condescended to go somewhat into particulars, that we wish to point out in reply to that communication that notwithstanding the con- tinued pressure of the Board of Education in the matter of repairs to school buildings and the fresh obligations thrown on the Education Committee in connection with the medical inspection of children, and the staffing of the schools under circular 709 of the Education Act, still continue at Sd. in the < £ the third year in succession at this amount, that the large increase in the county rate in the course of the last twenty years has been increased by considerably more than it was proportioned, and which was all expended on the bridges and main roads in the. west end of the county, and further, that having regard to the demands made in the county in connection with the' Mawddwy Railway to Walton and Rhiwsaeson, the County Council think that the Guardians of the Machynlleth Union may read with much profit to themselves the fable of the Wolf and tne lamb." Mr David Hamer said he bad pleasure in- seconding the motion. The Guardians, he added, occupy a dnal capacity—one as Guardians and another as the Rural District". Council—and from them there were more appeals than from any other body in the county. Colonel Pryce-Jones said he could not vote for Mr Richard Jones' motion. He felt sure that all were much obliged to the Guardians for drawing the attention of the County Council to the rates, and the rapid way in which they were going up. Mr Richard Jones had informed the Council that the rate was still 8d in the X, but he wished to state that only a few years ago Mr Edward Owen. of the Board of Education had stated that the rates for education in the county should not exceed 4d in the X. Reference had been made by Mr Richard Joues as to the appointment of medical officers tor the medical inspection of school children. Part of the expense in that respect was borne by the Board of Education. Personally he was not surprised that the Guar dians appealed against the increase in the rates, for there could be no doubt that the rates were higher than they should be, and unless the pol:cy of the Council was changed the rates in the future would be much higher. Mr Hurlbutt moved an amendment that the Machynlleth Board of Guardians be informed that the Council would do all they could to carry out the recommendation. Mr E. S. Perrott: I'll second that amendment. Mr John Jones expressed the opinion that it was a very poor Board of Guardians who were afraid of educating the rising generation. He- believed that by taking over and giving attention to the education of the lising generation a great deal could be done for the county. The Chairman said he was vary much indebted to Mr Richard Jones for the motion he had put to the meeting. He was sure that the County Council were trying to keep down the rates and it was certain, as Mr Jones had stated in the motion, that the Council were continually having pressure put upon them for the supply of schools. The Machynlleth Council was one of those authorities (laughter). They urged the building of the Llanwrin schools. The finances of the County Council were not in a very flourishing condition and he did not think anybody's finances were in a. very flourishing conditions (renewed laughter). Upon the motion being put to the vote the amendment was defeated and the motion of Mr Jones was adopted by a small majority.

KERRY. RUMMAGE SALE.—A most successful sale of old and new articles was held on September 10th in the girls' schoolroom by kind peimission of the- managers and Miss Harding. The sale opened at two o'clock, and the room was quickly crowded with eager buyers, who found a splendid assort- ment of goods displayed. Tea was also provided in the classroom. The outside shows consisted of Aunt Sally" and Cocoanut shies and the "Funniosity tent," managed by Miss Susan Williams. The following were the stall holders Refreshments, Mrs J. O. Williams, Mrs Waight, Mrs Tolman, Miss Inglis, Miss Edwards, Mrs James, Mrs Davies, and Miss Nellie Jerman; boots and hats, Miss Poundley, Miss Phillips, Miss Venables. Miss E. Davies, Miss Parry, and Miss Amy Hooper; children's clothing, Misses Milnes, Mrs T. Junus, and Miss Alderson; bran tub, Mrs- Sylvester and Miss M. Griffiths; miscellaneous, Mrs W. A. Williams, Miss L. Harding, and Miss M. J. Bebb; ladies clothing, Miss J. E. Hughes,- Miss M. Harding, and Miss M. Jones; men's clothing, Mrs O. S. Bowen, Mrs Hopkins, and Mrs- Trow; penny articles, etc., Miss Millie Evans, Miss F. Owen, Miss Emily Brown, and Miss Sallie- Davies. The side shows were in charge of Mr J- N. Poundley, Mr Trevor Phillips, and Mr J. Fred Evans; cocoanuts and Aunt Sally, Messrs W. H. Williams, Edwin Brown, Emlyn Williams, Alfred Jones, E. P. Wilding and others. The proceeds, amounting to upwards of .£60, are for the funds of the Reading and Recreation Society. The society is fortunate in having an indefatigable hon. secre- tary in Mr C. Burn Callander, to whom much of the success of the sale is due. A successful soiree was held in the evening in the Reading Room, when upwards of eighty attended, and dancing was enjoyed until one a.m. Miss Maggie Jones supplied the necessary music. Mr J. E. Venables was an efficient M.C. The dances were inter- spersed with songs and recitations given by the Rev T. Phillips, Mr Burn Callander, Mr Edwin Brown, Mr E. Rowlands, Miss F. Owen, Miss Parry, Miss Inglis, and pianoforte solos by Miss Olive Williams. The complete success of the whole proceedings is due to the hard work and energy of the ladies -and gentlemen who assisted and the generous subscribers.
