"TVI OTICE IS HERERY GIVEN that application i\ is intended to be made to Parliament in the first Session thereof to be holden in the year one thousand eight hundred and sixty-nine, for an Act for all or some of the following purposes (that is to say) To enable the Great Western Railway Company (hereinafter called the Company) to make and main- tain a siding of about one furlong in length, with all necessary stations, approaches, roads, works, and con- veniences connected therewith, commencing by a Junction with the Swansea Harbour Railway of the Company at or near the centre of the Wind Street Passenger Station on that Railway in the town of Swansea, and terminating at the southern end of the Burrows Lodge property of the Company at Swansea, and immediately adjoining Burrows Place, and which said intended siding will be wholly situate in the town and franchise of Swansea, in the parish of Swansea, in the county of Glamorgan To enable the Company and the Bala and D >Igfilly Railway Company and the Cambrian Railways Com- pany, or some or one of them, to make and maintain a Railway of about two miles in length, with all necessary stations, sidings, approaches, roads, works, and conveniences connected therewith, commencing in the parish of Dolgelly by a Junction with the Bala and Dolgelly Railway at or near the present termina- tion thereof, about twelve chains westward of the bridge over the river Wnion, at Dolgelly, and ter- minating in the same parish by a Junction with the Aberystwith and Welsh Coast Section of the Railways of the Cambrian Railways Company, near to and on the eastern side of the Station at Pen-Maen-Pool and which said intended Railway will be wholly situate in the parishes, townships, extra-parochial, and other places following (that is to say): Garthgynfawr and Dolgelly in the county of Merioneth, or one of tlrem To authorise and sanction the construction and maintenance of the Bala and Dolgelly Railway, which is worked and managed by the Company, on the level across the road in the parish of Llanfachretb, in the county of Merioneth, near to the Drws-y-Nant Station on that Railway, and which road leads from the Dolgelly and Bala Turnpike road to Esgair-gtwr andBrithdir; ° gttwr To enable the Company to purchase by agreement or compulsion lands, houses, and buildings for the pur- poses of the said intended siding and other works and also to enable the Company and the Bala and Dol- gelly Railway Company and the Cambrian Railways Company, or some or one of them, to purchase by agreement or compulsion lands, houses, and buildings, for the purposes of the said intended Railway and other works To empower the Company and the Bala and Dol- gelly Railway Company end the Cambrian Railways Company, or any or either of them, to purchase by agreement or compulsion, for purposes connected with their respective undertakings or either of them, cer- tain lands, near Barmouth, in the parish of Llanaber, in the county of Merioneth, on the north-eastern side of the railway of the Cambrian Railways Company, and immediately adjoining the said Railway, and ex- tending along the side thereof for a distance of about 13 chains north-westward of the post on that Railway denoting 100i miles from Whitchurch To empower the Company and the London and North-Western Railway Company, or either of them, to purchase by agreement or compulsion, for pur- poses connected with the Shrewsbury and Hereford Railway certain lands, in the parish of Leominster, in the county of Hereford, near to and to the southward of the Leominster Goods Station on the said Riilwa3, and lying on both sides of such Railway, and also partly on both sides of and ad- joining the Turnpike Road which crosses the said Railway on the level near that station To vary, repeal, or extinguish all existing rights or privileges in any manner connected with the lands, bouses, and buildings proposed to be purchased or taken, or which would in any manner impede or interfere with the conversion and use thereof for the purposes of the intended Act, and to confer other rights and privi- leges To authorise the alteration, diversion, widening, T etoPPing-up of all turnpike and other ducts,' canal"'i"'1bs' ralh™yp- ^mways, aque- cfnvoanid )nnri= f ams> and rivers adjoining to the aforesa lands, houses, and buildings with which it may be necessary to interfere in f"' • j $land* Jinn- n the conversion and use of those lanas, honses, and buildings • And Notice is hereby giveilf that m«pa plans and elections showing the sidmg, raiiWayi and* J0rk posed to be authorised by the said intended Act and Lo .bowing the taken under the powers of the intended Act, together with books of reference to such plans, and also a copy of this Notice as published in the London Gazette, will be deposited on or before^ the thirtieth day Df November in the present year with the Clerk of the Peace for the county of Glamorgan, at his olhce in ,Cardiff; with the Clerk of the Peace for the county of Meiioneth, at his office at Dolgelly; and with the Clerk of the Peace for the county of Hereford, at his office in Hereford and that a copy of so much of the said plans and sections and books of reference as re- lates to each of the before-mentioned parishes, and also a copy of the said Gazette Notice will be deposited OB or before the said thirtieth day of November with the parish clerk of each such parish at his residence; aid in the case of any extra-parochial place with the parish clerk of an adjoining parish at his residence. And it is also proposed by the said intended Act to authorise the levying of tolls, rates, duties, and other charges for and in respect of the use of the said in- geafod aiding, railway, and other works, and the con- veniences and accommodation connected therewith and to grant exemptions from such tolls, rates, and duties. T) extend the time granted by The Great Western Railway (Further Powers) Act 1866" for the con- structor of the Railways to or near to Halesowen, being the Railways 1, 2, and 3, authorised to ba con- structed by "The West Midland Railway (Additional Works) Act, 1862 and to confer further powers on the Company with reference to the construction of the said railways To extend the time granted by The Great Western Railway (Further Powers) Act 1866 for the pur- chase of lands for and the construction of the Rail- ways near Cardiff and in the Ely Valley, being the Railways 1, 2, 3, and 4, authorised to be constructed by that Act; and to confer further powers on the Company with reference to the construction of the said railways To extend the time for the sale by the Company of all or any lands acquired or held by them which are not or eventually may not be required for the pur- poses of their undertaking, and to confer farther powers on the said Company with relation thereto, and for selling the said lands, or any part or parts thereof, for building or other purposes, or for grant- ing buiiding or other leases of the said lands, or of any part or parts thereof, and for disposing, leasing, or letting the said lands, or any part or parts thereof, on chief rents or otherwise To enable the Company or the Company and the Bala and Dolgelly Railway Company on the one hand and the Cambrian Railways Company on the other hand to enter into and carry into effect con- tracts, agreements, or arrangements for the working, use, and management by the Company of so much of the undertaking of the Cambrian Railways Company as is situate between Pen-Maen-Pool and Barmouth, or other portions of their undertaking, or any part or parts thereof, and the payments to be made either annually or otherwise for or in respect thereof, and also with respect to the construction, working, use, nnd management of the Railway between Pen-Maen- Pool and Dolgelly, or any part thereof, proposed to be authorised by the said intended Act, or for the disposal or acquisition of any of the lands, works, or property required for the purposes of the said intended Railway, and the payments to be made either annu- ally or otherwise for or in respect thereof To enable the Company and the Bala and Dolgelly Railway Company to enter into and carry into effect contracts, agreements, or arrangements for the con- struction, working, use, and management of the said intended Railway between Dolgelly and Pen-Maen- Pool, as to the traffic thereon, the division and appor- tionment of such traffic, the supply of rolling stock, and generally in relation to the purposes and objects aforesaid To confirm and give effect to an agreement between the Company and the Metropolitan Railway Company, dated 11th August, 1868, as to the user of the Railway of the Metropolitan Railway Company by the Com- pany, and for other purposes, and to make further provisions with respect to the said agreement, and to alter and modify the agreement between the Company and the Metropolitan Railway Company, dated 14th January, 1865, so far as inconsistent with the above agreement, or as maybe necessary To confirm and give effect to an agreement between the Company and the Milford Railway Company, dated thirteenth January, one thousand eight hundred and sixty-three, for the leasing, maintaining, and working the undertaking of the latter Company by the Company, and for other purposes, and also to confirm and give effect to a supplementary agreement between the above Companies dated fourth September, one thousand eight hundred and sixty-three, and to make further provisions with respect to the said agreements: To confirm and give effect to an agreement between the Company and the Wellington and Drayton Railway Company, for the amalgamation of the undertaking of the latter Company with the undertaking of the Com- pany, for the dissolution of the Wellington and Dray- ton Railway Company, and for other purposes, and to make further provisions with respect thereto, and for the purposes of merging in the Company all the rights, powers, and privileges of the Wellington and Drayton Railway Company with reference to their own undertaking, or the undertakings of any other Companies or parties To confirm and give effect to an agreement between the Company and the Nantwich and Market Drayton Railway Company, for the amalgamation of the under- taking of the latter Company with the undertaking of the Company, for the dissolution of the Nantwich and Market Drayton Railway Company and for other pur- poses, and to make further provisions with respect thereto, and for the purposes of merging in the Com- pany all the rights, powers, and privileges, of the Nantwich and Market Drayton Railway Company, with reference to their own undertaking, or the under- takings of any other Companies or parties To confirm and give effect to an agreement between the Company and the Stourbridge Railway Company, dated the 30th May, 1868, and supplementary to an agreement between the said two Companies, dated the 1st June 1866, as to certain works on the Stourbridge and Stourbridge Extension Railways, and other matters, and to make further provisions with respect to the said agreement To enable the Company on the one hand, and either or some of the following Companies on the other I hand, videlicet, the Midland Railway Company, the London and North Western Railway Company, the Hereford Hay and Brecon Railway Company, and the Mid-Wales Railway Company to enter into and carry into effect contracts, agreements, or arrangements for the use by the last named Companies respectively of the Company's Barton Station at Hereford, and the lines of Railway and approaches leading thereto, and the booking offices, sidings, works, and accommodation connected therewith or any part or parts thereof, and the payments to be made either annually or otherwise for or in respect thereof: To authorise a lease or transfer to the Company of the undertaking of the Tenbury and Bewdley Railway Company, and to enable the Company and the Tenbury and Bewdley Railway Company to enter into agreements or arrangements with respect thereto to confirm aay lease or agreement entered into prior to the passing of the said intended Act; to enable the said Companies to agree as to the creation of stock for the purposes of such transfer, and generally in re- for the purposes of such transfer, and generally in re- lation thereto; and to enable the Company to create and issue stock for such purpose; to confer on the Company all the powers, whether with reference to the levying of tolls, rates, and charges, or other- wise, vested in the Tenbury and Bewdley Railway Com- pany, and, if need be, to dissolve that Company, and to make provi.i >ns with respect to the dissolution thereof and consequent thereon, and with respect to the winding-up of the said Company if necessary To authorise the Company and the Tenbury and Bewdley Railway Company, or either of them, on the one hand, and the Commissioners of Wo)ds and Forests on behalf of the Crown on the other hand, to enter into and carry into effect contracts or agree- ments with reference to certain moneys payable by the Tenbury and Bewdley Railway Company to the Crown, and to authorise the said Commissioners on behalf of the Crown to accept a rent-charge in lieu thereof, and so far as may be necessary for the pur- poses aforesaid to alter or vary all or any of the existing agreements between the said stocks and shares in the Company to aoree with respect to the consolidation of all or any of the different guaranteed and preference stacks Rud abareit of the Company into one or more preference stocks, and in reference thereto to provide for such consoli- dation, and for all necessary arrangements in conse- quence thereof or consequent thereupon to confer powers upon the holders of Chipping Norton 4 per cent. stock to exchange the same for debenture stock to convert the Stratford Canal annuities and rent- charges into debenture stock and to create and issue debenture stock for those purposes to alter the names or descriptions of stocks; to authorise the Company to exercise in their own name the borrow- ing powers of the Stourbridge, Stourbridge Extension, Wellington and Severn Junction, Wellington and Dravton, Nantwich and Market Drayton, Leominster and Kington, East Somerset, Corwen and Bala, Vale of Llangollen, Llangollen and Corwen, and Tenbury and Bewdley Railway Companies respectively, or of some or all of them, and to make agreements with the said Companies respectively for or in relation thereto the interest on the debentures, mortgages, or bonds of those Companies respectively, or of some or all of them being now defrayed or partly defrayed by the Company To authorize the Company and the Metropolitan Railway Company to exercise in their own names jointly, or severally, the borrowing powers authorized by the Acts relating to the Hammersmith and City Railway, and to make arrangements for or in relation thereto. NOTICE IS HEREBY GIVEN, that application is intended to be made to Parliament in the ensuing Session for leave to bring in a Bill to effect the objects or some of the objects following (that is to say)— To repeal the local and personal Act 2nd William IV., cap. 48 (hereinafter called the Act of 1832") incorporating the Festiniog Railway Company (here- inafter in this notice called the Company") and the local and personal Act of the 1st and 2nd Victoria, cap. 80, conferring further powers on the Company, i or one of those Acts or some of the provisions thereof respectively and (if necessary or thought advisable) to re-enact with or without modifications, all or some of the provisions of the said Acts respectively and to make applicable to the Company and their undertak- ing the Companies Clauses Consolidation Act, 1845, the Companies Clauses Act, 1863, the Railways Clauses Consolidation Act, 1815, and the Railways Clauses Act, 1863, or some or one of those Acts or some of the previsions thereof respectively. To regulate, define, and classify the capital and borrowing powers of the Comyany, and to convert or authorise the conversion of their existing share capital into stock. To alter and prescribe the period or periods for holding General Meetings of the Company, and the quorum for such General Meetings, and to regulate the proceedings and the right of the Shareholders and stockholders in the Company to vote at such meetings. To alter, prescribe, and regulate the numbar, election, (qualification, rotation, retirement, dismissal and proceedings of Directors of the Company. To authorise the Company to widen, enlarge, deviate, and alter their existing railway and the stations, sidings, approaches, bridges, viaducts, tun- nels, roads, communications, and other works and conveniences connected therewith, and to lay one or more additional line or lines of rails thereon The said existing Railway and the intended works commencing respectively at a point immediately to the northward of the Entrance Gate at the northernmost end of the wharf occupied by the Welsh Slate Company, and abutting on the Old Quay at Portmadoc, in the parish of Ynyscynhaiarn, in the county of Caernarvon, and terminating at or near a certain Slate Quarry or Slate Quarries called Rhiw-bryfdir and Dyffws slate quar- ries, in the parish of Festiniog, in the County of Merioneth; and which widening, enlargement, devia- tion, and alteration and additional line or lines of rails and other works, will be made, or pass from, in, through, or into the parish of Ynys-cynhaiarn, in the County of Caernarvon, and the parishes of Llanfi- bangel-y-Traethau, Llanfrothen, Llandecwyn, Fes- tiniog, Maentwrog, and Trawsfynedd, in the County of Merioneth, or some or one of those parishes. To anthorise the Company to adapt their existing Railway and the Stations, works, and conveniences thereof, to the carriage and accommodation of pas- sengers, as well as other traffic, and to construct additional stations, ti lings, approaches, bridges, roads, communications, and other works and conveniences in connection with their existing and intended works. To authorise the Company to make and maintain the new Branch Railways herinafter described, or one of them, with all necessary and proper works and conveniences connected therewith, that is to sav First, a branch railway wholly in the parish of Llanfihangel-y-Traetbau and County of Merioneth, commencing by a junction with the Company's existing Railway, at a point about two chains and thirty links from and east of the level crossing over the said railway, in the said parish known as Minfordd Crossing," and terminating at a point about twenty I links from and north of the Bridge, in the said parish, by which the Company's Railway is carried over the Cambrian Railway. Secondly,—A short junction Railway wholly in the parish of Festiniog aforesaid to connect the Com- pany's Duffvvs Branch Line with their main line to Rhiwbryfdir, and to commence at a point about thirty yards from and east of the distance signal on the said Duffws Branch near the junction of that Branch with the said main line, and to ter- minate at a point about sixty yards from the east of the distance signal on the said main line which is to the eastward of the said Junction. To provide for the construction and maintenance by the Company of their Railway as proposed to be widened, enlarged, deviated, and altered under the Bill, and of the intended new Branch Railways on a gauge to be specified in the Bill, and (if need be) to exempt 'the Railway from the operation Jof the Act (9 and 10 Vict. cap 57) regulating the Gauge of Rail- ways To authorise or require the Company to stop npand discontinue the use of so much and such parts of their existing Railway as may become unnecessary by reason of the intended deviation and alteration thereof or of the construction of any of the proposed works, and to sell and dispose of so much of their said existing Railway, as they may not require for siding or other accommo- dation To empower the Company to take, divert, appro- priate, impound, and use the waters of the brooks or streams hereinafter mentioned and referred to, and for that purpose to make, lay down, and maintain the following works, or some of them, that is to say — Firstly—An aqueduct, conduit, or line of pipes wholly in the paiish of Festiniog and county of Merionethshire, commencing in and out of the stream or brook which runs through and adjoins certain farm lands called or known as Criau," in the occupation of Griffith Jones, at a point about thirty-five yards north-east of the Farmhouse on those lands, also called or known as Criau," and terminating at a point on the Festiniog Railway about 330 yards eastward (measured along the Railway) from the north-east end of the iron bridge which carries the railway over the turn- pike road leading from Tan-y-Bwlch to Bedd- gelert. Secondly—An aqueduct, conduit, or line of pipes wholly in the said parish of Festiniog com- mencing in and out of the stream or brook which runs at about forty yards distance from, and south-west of the Company's Railway Station at Duffws, at a point about 160 yards from and south-west of the extreme south-east end of the Company's Station at Duffws and terminating at a point about 130 yards east of the Passenger Booking Office at that Station. Thirdly-An aqueduct, oondnit, or line of pipes wholly in the Parish of Llandecwyn aforesaid, commencing in and out of the stream or brook (which passes under the Company's Railway about 440 yards west along the line of Railway from the western end of station office at Rhiw- goch) at a point about 55 yards (measuring along the stream or brook) from and north of the point where the said stream or brook passes under the said Railway, and terminating at a point about 126 yards measured from, and east of the said Station Office at Rhiwgoch. To deviate laterally from the line of the proposed works to the extent shewn on the Plan hereinafter mentioned; and to deviate vertically from the levels of the works shevaoath* Sections hereinafter mentioned. To purchase by compulsion, or otherwise, lands, houses, and hereditaments, for the purposes of the proposed works, and of the Bil!, and to vary or extinguish all rights and privileges connected with such lands, houses, and hereditaments. To stop up, alter, divert, cross, or break up or other- wise interfere with, either temporary or permanently, all turnpike and other Roads, Highways, Bridges, Footpaths, Streets, Railways, Aqueducts, Canals, Streams, Biooks, Sewers, Drains, Pipes, and Water- courses, within the before named parishes and places or any of them which it may be necessary or convenient to stop up, alter, divert, cross, break up, or interfere with, for the purposes of the proposed works or of the Bill To empower the Company to become carriers of passengers for hire and to enable them or to declare their right, to use Locomotive Engines upon their Railway. To empower the Company to take and receive tolls, rates, and duties, upon and in respect of the use of their Railway for the time being, and every part there- of, and to alter existing tolls, rates, and duties, and to confer, vary, or extinguish exemptions from the pay- ment of tolls, rates, and duties. To enable the Company to purchase by compulsion orotherwise, all outstanding reversions, charges, estates, rights and interests, (if any,) not already acquired by or vested in them, of into or affecting certain lands and hereditaments, in the Parish of Ynys-Cynhaiarn, ir. the county of Caernarvon, and in the plrishes of LJanfihangel-y-Traethau, and Festiniog, in the county of Merioneth, now in the occupation of the Company. To empower the Company on the one side, and the proprietor or proprietors for the time being of the Traeth Mawr embankment, and the beneficial occupier or occupiers, receiver or receivers, for tha time being, of the tol's arising and payable in respect of such em- bankment on the other s:de, from time to time, to enter into and carry into effect contracts and agree- ments for the commutation purchase, or extinguishing of the tolls, or any part or parts thereof, which the Company are now liable to pay for slates carried upon their existing Railway, over or upon the said embank- ment. To enable the Company on the one side, and the person or persons (if any) for the time being entitled to the tolls or sums of one penny per ton payable under or mentioned in the 149th section of the Act of 1832, from time to time, to enter into and carry into,effect Con- tracts and Agreements for commutation purchase or extinguishment of the said tolls or sums. To authorise the Company to raise further moneys by the creation of new shares and stock, with or without priority or preference in the payment of Dividends or interest or other special privileges, and bv borrowing. To capitalise moneys expended by the Company upon their existing Railway, and works connected therewith out of revenue, and to make provision for the distribu- tion of the Sliares, Stock, and Capital, representing such expenditure amongst the proprietors, or some class or classes of proprietors of the Company, To exempt all persons using the Railway or propose works of the Company, and the officers and servant of thtt Company, and all persons to be authorise! in that behalf by the Company, or any officer or contractor of the Company, and all persons engaged in carrying the Bill into execution from payment of tolls for using, or crossing, or passing along or upon the Traeth Mawr embankment. And it is further proposed by the Bill to repeal or amend the local and personal Act 47 Geo. 3 cap. 36 intituled An Act to enable His Majesty to vest the sands of Traeth Mawr dividing the Counties of Caer narvon and Merioneth in William Alexander 31adocks Esquire. And the Bill will a'so incorporate with itself the pro- visions or some of the provisions of the Lands Clauses Consolidation Act, 1845, and the Lands Clauses Con- solidation Acts amendment Act, 1860, or ocf: of those Acts, and will vary or extinguish all rights and privileges inconsistent with its objects, and will con- fer other rights and privileges. On or before the 30th day of November, 1868, dupli- cate plans and sections of the proposed works, with a Book of Reference to such Plans and a Published Map, shewing the general course of the Railway, as proposed to be widened, enlarged, deviated and altered under the Bill, and of theintended New Branch Railways, and also, duplicate plans of the lands and buildings intend- ed to be taken compulsory for the other before men- tioned purposes of the B 11, with a Book of Reference thereto, and a copy of this Notice as published in the London Gazette, will be deposited with the Clerk of the Peace of the county of Caernarvon, at hi. office at Caer- narvon. and with the Clerk of the Peace of the cjunty of Merioneth, at his ofbee at Portrnadoc and on or before the same 30th day of November, a copy of so much of the s.,id plans, sections and Books of Reference as relates to each Parish, and extra-parochial place, from, in through, or iota which the proposed Works will be made or pass, or in whieh any Lands intended to be taken compulsorily, under the powers of the Bill, are situate, 'together with a Copy of this Notice, as published in the London Gazette, will be deposited for public inspection, in the case of each parish, with the Parish Clerk thereof, at his residence, and in the case of each extra-parochial place, with the Parish Clerk of some Palish immediately adjoining thereto, at his residence. GENTLEMEN, having twice contested this c aunty, I again c_me forward in compliance with a requi- sition signed and sent to me by upwards of 1,400 registered electors, forming a large majority of the present constituency. If elected, I shall support the political creed of the great Liberal Party, of which that eminent statesman, Mr Gladstone, is the talented and trusted leader. That support will be based upon my conviction that there is uo other public man who posses e- the same high and pre-eminent qualities for statesmanship ;is that distinguished politician, and on the fact that during the time he was Chancellor of the Exchequer no less than Ten Millions Sterling per annum of the public taxes were taken away, and Thirteen Mil ions of the national debt paid off while under the present Gov- ernment the expenditure of the na'ion has increased by the enormous amount of Three Millions a y-ar, and is still increasing, notwith-tand ng a diminishing revenue. With regard to the Anglican Church in Ireland, I consider that its mission as a State Church has sig- nally failed, and that it ought to be Disestablished, especially as its existence is looked upon by the Irish nation as a monurrent of conquest and ascendancv, and is a constant source of irritation to Six Minions of the population of that country. That there is abundant ground for the disquietude that ex sts on the subject, is shown by the Report of the Irish Caurch Commis- sion, just published, which states that, amongst other enormities, there are in Ireland 119 parishes which do not contain one member of the Established Church ex- cept the officiating clergyman and the parish clerk- that there are 575 parishes which contain e tch less than twenty members of that Church- -and that ^250,000 a year are received by clergymen, whose several flocks number under forty householders. The report adds, that a Bishop lately deceased had received i'SSr.OX) J? m,Churc\Revenues now pi0p ,Sed to be dealt with. These and other starting statements of the evils and abuses of the Established Church in Ireland, as laid bare by that report, are so glaring and of such magnitude that no other remedy cm be applied to them than that contemplated by Mr Gladstone's measure. Financial Reform, and the re-adjustment of Taxa- tion on a just basis, have become pressing National necessities and much of the Social and Commercial prosperity of the Country will depend upon the adop. tion of a searching and thorough economic Admmi tra- tion in all departments of the executive Government. The Education of the Masses has now become a vital question, and as Ignorance is the parent of Crime, and an uneducated Democracy is a source of perpetual danger, the means of acquiring knowleitie should be extended to all classes alike, and practicd education ,placed within the reach of the poorest child in Her Majesty's dominions. To the more advanced of our youth of every creed the universities should be open, and the governing power of those great National insti- etutions should not be cmfined to those who can sub- scribe to the Thirty-nine articles. The increasing importance which the question affect- ing Capital and Labour has assumed will demand the early attention of Parliament.
