TO THE ELECTORS OF EIRIAS (COLWYN) WARD. LADIES and GENTLEMEN,— In offering myself a« a Candidate to re- present Colwyn on the County Council, I conQ forward as one who has long been connected with the district, and deeply interested in the welfare and prosperity of Colwyn. In Elementary Education, I fully recognise and accept the principle of Public Control, while I am most -trongty in favour of every parent having the right to decide the religious instruc- tion which shall be given to his child. The extravagant expenditure of the County Council appears to me to demand close atten- tion. The County Rate has been nearly doubled during the past ten yeans, irrespective of all ex- penditurc on Elementary Education, and a.t the same time the County hw been saddled with a heavy load of debts. If elected, I will endeavour to make my voice heard on the Council against reckless expendi- ture, which is injurious both to the Ratepayers and non-ratepayers alike. To this growing and popular health resort, it is most important that the roads should be kept in perfect order, and I see no reason why the roads in West Denbighshire should not at least be as well kept as thoee in East Denbighshire, and a.s one who uses them continuously, I think that I can, with rnodeety, claim to bo an autho- rity on their condition. x Another matter of great importance to all those who reside in a health resort, is—the ad- ministration of the Contagious Diseases of Ani- male' Acta, 1894 fo 1903, ina&much as the health of the public depends almost directly on the health of the meat and milk-producing animals of the district, as the majority of the contagious and infectious diseases of these animals—such as Tuberculosis, Anthrax, etc., are communicable to man, and the prosperity of the farming and breeding community of any district depends on the health of its stock. In this respect. Ladies and Gentlerpen, I think that I can be of particular servioe to you, as I have spent the whole of my life in studying dis- eases of animals, and for many years have acted as Inspector under the Act for this district. MY FRIENDS and NEIGHBOURS,- For over half a century I liavo lived in your midst. We have shared our joys and mingled our sorrows. For two generibtion-s-my father boforo mc, and I have constantly endea, voured, as far as our moans allowed, to improve your material, social and moral welfare, with- out distinction of creed or party. I therefore think it my duty, when requested by so many of you, to offer, onoe again, my services as your Representative on the County Council, with the object of stemming the tide of RECKLESS EXTRAVAGANCE upon which the existing majority of the Council have em- barked. I am convinced that the heavy burden of the Rates can be lightened, and ought to be lightened. The debt of the County has risen from £6318 in 1897, to £ 56,353 in 1906, to which must be added £ 128,453 liabilities of the Educa- tion Committee, making the huge total of £ 184,807. This entails the raising of £13.714 annually for interest a'n d re-payment; a.bout the equivalent of a 6d Rate, which all we, Rate- payers, have to pay. Three years ago, in their Election Addresses, tho Party in tho majority promised economy, if you re-elected them. Have they kept their pro- mises? Have the Rates gone down? Acts speak more eloquently than words. Con- trast my action oonoerning the Llangerniew Water supply with what is taking place in the neighbouring Parish. Which will tend to keep the Rates down? With regard to EDUCATION, I think that overy child should receive in the Elementary Schools such religious instruction as its parents desire. I strongly advocate that School Teach- ers should be appointed strictly upon their merits and educational qualifications without favouritism, and I desire larger powers dele- gated to the I/ocal Managers, who have greater knowledge and experience of local requirements than the Central Body can possibly have. I hope to call upon you shortly, but mean- while, I request you NOT TO PROMISE YOUR VOTE until I can give you details (rarely seen by the general body of the Ratepayers) of the huge increase of expenditure of County Funds, and of the County Loans, for which we all, as R-tepu-y. %•), arc li-a. COLWYN BAY DIVISION. TO THE ELECTORS OF THE SOUTH WARD. LADIES and GENTLEMEN,—An appeal has been made to me by a number of in- fluential ratepayers to contest this Ward as the Rev. Thomas Parry (who has been a member of the County Council since its formation), much to our regret, does not seek re-election. In response, I beg to offer my services and to solicit vour vote and influence. We are well aware that the duties of the County Council are becoming more and more important, and in all probability the present Session of Parliament will add still more to then- duties by giving them more power. I understand that more power will be given them in connection with the Liquor Traffic, and the Administration of the Education Act was never, perhaps, more important than at the pre- sent time. I am strongly of opinion that more power should be given to the Local Education Authority in carrying out this noble and im- portant work.. I consider that it is time that Colwyn Bay should demand fair treatment frfm the County Council in connection with the maintenance of our roads, esoceially as the, rates are continually increasing. For instance, in 1904 the Call was 1;6960, and in 1906 was £ 8055. LADIES and GENTLEMEN,— Up to last Wednesday I had no intention of offering myself to the- Ratepayers of Lbin- gwstenin and Penrhynside as a Candidate to re- present them at the Carnarvonshire County Council, but on that day. to my surprise, several prominent Ratepayers who strongly opposed and voted against me at the last Election, inter- viewed and pressed me to contest the Division upon Independent lines. Several of my nomina- tion papers arc signed by Ratepayers who voted against me at tho last Election, and in parti- cular I wish to thank those gentlemen and all others who are similarly disposed to support me. This generous action on the part of my old opponents stimulated me to oiler my services to you once more, and in doing eo I declare that my aim is primarily an endeavour to do all I can to secure for the Parishes of Llangws- tenm and Penrhynside their full share of County Council administration consistent with economy and efficiency. I believe that economy was practically un- known under the late administration, and statis- tics prove it. Fifty per cent. of the members' time was spent in debating abstract political que:-td-ons, while administrative economy was en- tirely iost sight of, and the Ratepayers have had to suffer in greatly increased rates." Ftfteen yeans ago the County Rate was only ;653.3,5. Last year it reached £ 11,192, or double what it was in 1891. This increase is entirely apart i.rom educational requirements. The Edu- cation Rate has C'one up from £ 15.000 to £ 31,000 from 1902 to 1906. This shows an increase of 100 per cent. in four ycarp. The debt of the county has increased from £ 97^7 m 1902, to E43, M-, m 1906. face of these figures I respectfully sub- rait that the jx>licy of economy ie absolutely im- penative for the county, or the position of the Ratepayers will be intolerable. Local industries and general trading in the county am already handicapped severely with rates quite inconsistent and out of proportion to the benefit derived from them, and I believe that unieas the Council elected for the forth- coming throe years will adopt an economic policy, and give more time to consider their financial position, results may be serious to the Rate- payers. The present depression in county indus- tries will 00 prolonged, the depressed building trade, which is so essential to increased rateable value, may come to a standstill, with only a. remote chance of recovery. As to my qualifications, I shaH leave you to judge. You are aware that I have taken my share in public life for 25 years. I am one of the three largest Ratepayers in the Division, and a property owner, and you- interest is also mine. I desire to declare my candidature is on strict- ly Independent lines. My only ambition to be ek etea is to help others to promote the better interest of the I Division which I desire to represent, and aho the general welfare of the Countv of Carnar- von.
