WELSH IN SCHOOLS. A largely-attended public meeting under th. auspices of the Barry District Young Wales Society was held at the Taber- nacle Chapel, Hoi ton-road, on Tuesday evening, the Rev .T. W. Matthews (president) in the chair Ths Rev \V. Willnvms proposed, and Mr WatkiB'i Williams seconded-" That this meeting is of' opinion that the Welsh language should bo taught in tho day schools, and that the Scheol Board be approached in reference to the introduction of tho same." SOUTH WALES FINANCE WEDNESDAY, February 1st, 1893. The market to-day has been quiet on the whole, and with few changes in any depart- ment. Rails are still neglecbed almost entirely, with the exception of Taff Vale Siock, and this shows a steady dis- position to go lower upon the announce- ment of the crisis that has been Teached in connection with the Sliding-scale question. There are cffers of the Stock at. 81, but buyers hold off, and few people would be surprised to see a decline gradually to 75, or even lower. In Rhymney and Barry Stocks there is absolutely nothing doing. ( Sellers do not seem to be disposed to come down in their demands, and buyers are holding off in the expectation of getting the Stocks at a much cheaper rate, than they are now quoted at. Rhymney Stock has been marked down to 185-190, a decline of 2y2. Great Western Stock has been done at 166%. The quoted price of London and North-Westerns is 1% lower, at 174-175. Midland now stands at 158%159%. In Bank Shares there has been a fair amount of business, London and Provincials having hanged hands at 19% xd, Lloyds at 2711z. and Bank of Wales at 13 xd. On the Rhondda and Swansea Bay Rail- way last week the traffic receipts amounted to £ 435, as compared with B470 for the cor- responding week of 1892, tue decrease being thus £35. The aggregate of the four weeks to date is or £ 211 less than in the corresponding period of the previous year.—The return of traffic on the Barry line for the week ending the 28th ult. shows the receipts to have been 25,519 as compared with an average of £6,640 for the same week last year, or a decrease of £ 1,121. The aggregate for the past four weeks is m4,373, which, as compared with £ 26,563 for the correspond- ing period, shows a decrease of £ 2,190. For the past week the receipts on the Pembroke and Tenby line were £440, showing a decrease of E3. The aggregate from the 1st January is £ 1,697, or an increase over the same month of 1892 of E,86, The; receipts last week en the Cambrian Railway amounted to £3,770, or a decrease of ClO3 as compared with the corresponding period. The aggregate from .1 gr the commencement of the hdf year is £ 13,622, or Y,119 more than that for the same period of the preceding year. Messrs E. T. Lyddon & Co., in their monthly South Wales Investment Circular, furnish a number of interesting figures, showing how the port of Cardiff has pro- gressed during the past year. In 1882 6,446 vessels, of a net registered tonnage of 5,970,474, left the port with oversea cargoes, 'while, including vessels leaving in ballast, the total is raised to 6,717 and the tonnage to 6,267.218. These figures show an increase over the totals of 1891 of 17 vessels and 306,774 tons. In 1891 Cardiff not only maintained the premier position gained in 1887, but obtained the first plpce for exports of cargo and ballast com- bined. In the matter of imports there were during the past year 4,286 vessels entered, with a registered tonnage of 3,511,961, as compared with 4,287 vessels and a tonnage of 3,425,891 in the previous year, this giving an increase in tonnage of 86 per cent. The number of coasting vessels cleared in 1892 was 7,430, of ,1,123.046 registered tonnage, against 6,774 vessels and a tonnage of 977,927 in 1891, or an increase in vessels of 656 and in tonnage of 145,119. The number of coasting vessels entered last year was 9,710 of 3,594,221 registered ton- nage, an increase of 614 vessels and 408,344 tons over the returns of 1891. There are on the register of Cardiff as belonging to the port 303 vessels of 176,936 tons, as com- pared with 309 vessels and 171,477 tons in 1891, an increase in tonnage only of 5,459. Mr George Thomas's useful monthly list of investments, with latest prices, divi- dends, &c., has just been issued. The report of the directors of the Porfty- pridd, Rhondda Valleys, and East Glamor- gan Bill-Posting Company, Limited, with I the audited accounts for the half-year endod December 31st, 1892, have been issued. The directors are pleased to recommend that a dividend at the rate cf Y,10 per cent. pier annum be -.1t{t.i4 on the 7th February next. They further recommend that the sum of B10 be paid towards the reduction of the formation e^mpses. Messrs Chas. massy and Co.'s weekly report is as follows Banks.—A fair amount of business has taken placf- in National Bank of Wales Shares, at 13 and 13%. The present quotation^is 12 J8 —13'/g- London and Provincial are 19%—20 ex div. Lloyds, 27; Metropolitan, Birmingham, and Scut!) Wales, 16%—% and Glamorgan Ordinary, 5%— Brewerie,fl.andcock' remains steady, ab 14>8—15%. Swansea United are firmer, at 6%— on the announcement of a half-yearly dividend at the rate of 7 per cent, p.,r annum the 6 per cent. Preference are quoted 6%—7%. Nell's Ordinary have improved to 12%—% on the announcement of a dividend for the naif-year at the rate of 14 per cent, per annum, making a distribution of 12 per cent. for the year. Collieries.—With the exception of a few trans- actions in Internationals at JB2 14a 6d and E2 15s, this market has been idle. Davis and Sons are firm at 12-— and Albions at 10— North's Ordinary are quoted a.t 32s to 33s, and the Pre- ference 4-%—5. Rhymney Iron Shares are dull at /4- Rails.—Barry Ordinary has further declined to 189 -191. The dividend ab the rate of 9 per cent, per annum, declared last week, caused general disappointment. It is difficult to see, however, how a larger distribution could reasonably have been expected, as anyone who carefully examined the traffic returns, etc., might have concluded, Rhymneys show a fall of 10 per cent., having oeelined from 195 t,) 185 on the announcement of a divi.lend at tl.e rate of 7 j./r cent, per annum. Taffs advanced to 32% .:1 a di .-i-len,-i at the rate of 3% per cent. psr annum, with £ 5,GOO carried forward, but have since Inclined t,) 81 to 81%. The traffic return for this w-ek is £ 13,153,against 215,020, showing a d-^cr-'ase of 21,862. This makes an aggrfgate decrease for the four weeks of the present half-year of 2395. In the preaent strained condition of affairs between employers and employed all local railways are extremely sensitive, and should there be a strike the values are likely to recede considerably. Rhondda and Swansea Bay Shares are unchanged at 6— Miscellaneous.—There is very little change to record here. A few transactions have taken place in Spillers' Ordinary at 10%. in Parnall ani Evans' at 5%, and in Tucker's fully-paid Ordinary at JE6 10s. Cardiff Ice A have changed hands at 11, ex the dividend recently j declared. Business has abo been recorded in Bevan and Co. 7 per Cent. SIR,-In commenting upon the recently- declared Taff dividend in your issue of Saturday last you state that "The statement issued to-day must be accepted as unquestionable proof of the wisdom of the decision come to when the Board, with ics adherence to the traditions of liberal expenditure, was set aside in favour of new directors who have made economy their watchword without any neglect of that efficiency which is the indispensable ac- companiment of business enterprise." Now, sir, economy may be a nne watchword, but an ex- amination of th* Taff balance-shett leads me to ask whether efficiency has not taken rather a second place to the much-lauded economy. I find there) is an increased profit of about £ 30,000. The amount saved in wages and one or two oth r items about balance the extra amount spent for materials I and management expenses, so that the L30,000 is made up roughly as fallows £ Increased earnings 14,000 Saving cn coal 7,000 Saving on repairs 5,100 Parliamentary expenses and compensation 3,300 Saved on carriage and waggon greasing. 400 Total 29,800 One important fact will strike the careful ob- server, viz., that while in the second half of 1891 £ 6.225 is entered under revenue for three new engines, and £ 14,025 under capital for six new locomotive tank engines, i.e., nine engines in all at a cost of £20,250, the last issued balance sheet shows no renewals of either engines-, ccacties, or waggons, and one entry only, amounting to £ 700, under capital for one locomotive tank engine. This appears to me economy with a vengeance, and as the only other change in the return of working stock is the conversion of eight coal and coke waggons into three goods and five covered goods waggons, it certainly appears as though the retrenchment policy was being some- what overdone. A new feature is also introduced into the permanent way and rolling stock certifi- cates in enumerating the number of engines and waggons which have been repaired but, seeing that one of the principal items amongst the savings is shown to be repairs, it looks as though the patching-up was of a very temporary and superficial nature. That the now directors hav-e influenced some amount of mineral, traffic over the line is undoubted. It is also patent that the company have benefited by oheap coal and immunity from accidents, but whether shareholders would not be permanently better off if another £ 10.000 or £ 15,000 had been spent on the line instead of handed over to them as divi- dend at the present critical time is another matter.—I am, &c., S. — —■ —- LONDON STOCK EXCHANGE. LONDON, Wednesday. The Money Market remains much in the same position. The only support is derived from a demand for gold for export, which keeps strong. There is plenty of money offering. Loans are but little wanted, and have been had on easy terms. Day-to-day money is to per cent. and advances for a week are 1 per cent. Discount busi- ness is inactive. Three months' Bank bills are done at 1% to 1% per cent. Paris Cheque Exchange is 25,10%. The price of bar gold has advanced to 78s 0%d. Stock Exchange Markets have been dull in tone. In all departments business has been very quiet, and some foreign bonds have been distinctly weak but as a rule the changes have not been important. Consols closed at 98-itr to 981\ for delivery and 98 to 98% account 2% per Cent. (Childers), 100% to 100% 2% per Cent., 97 to 97% Local Loans Stock, 104% to 105% Foreign'Bonds were quiet. Spanish and Portuguese were dull, the former fall- ing Portuguese are affected by the fear that there may be some fresh attack on the rights of the bond- holders and Spanish by the illness of the King. Egyptian, Italian, and Turks were steady; Hungarian and Russian quiet Greeks steady. Peruvians were weak, and to lower. Buenos Ayres Gold Pre- mium has risen to 215 per cent. Argentines were flat, and lower, partly because of the rise in the Gold Premium and partly because of the less favourable financial advices. Rio jBxchange remains at H. Brazilian, up. British Railways have not met with much attention. Traffics failed to exercise any influence. Sheffield showed an increase of P,312, Great Northern of R226, South- western 21,202, Chatham £ 54, and North British an increaee of j5600. Heavy lines were weak at first, but rallied later, and closed steadily. North-Eastern rose Scotch Stocks dull. Great Eastern was rather easier. Hull and Barnsley relapsed Southern lines quiet. Brighton A rose South Eastern A fell Ys. American Railways have been very quiet. At the finish the tendency was good, on a belief that no gold shipments of importance will be made from New York this week. Union Pacific rose and Milwaukees and Louisville to the same extent. Atchison Common Bonds rose %>, and "A" Eries, Atlantics, Wabash, Denvers, and Readings were firm. Canadian Railways were quiet. The steam coal market continues to show a downward tendency, and it was stated that a local firm had succeeded in obtaining a contract for the supply of coal required by the; Altos Hornos Company, at Bilbao, by tendering below the market rate in anticipation of a further decline in the,price. Colliery small was quoted on 'Change bnlow 4-s, which is probably the (lowest point ic has reached for many years. House qualities in fair demand, but sales were chocked by the combination which exists in local circles to ke^p up the price. Freight showed no further improvement on that noted last week. Belknap, from Japan for New York, was totally lost, ship and cargo, at Natuna, on January 16th. All on board supposed saved. Boats containing 20 persons arrived at Singapore. A telegram from Malta states that the British steamer Kendal, from Genoa for Batoum, has been towed into Malta, with propeller lost and main shaft broken. No atrreemenn for towage. A telegram from Boulogne states that tho Valkyrie, of Greenock, from Calcutta, stranded in entering that port. The British steamer Twilight, from Blyth for Genoa, with coals, sank o{r Gorton Lightship early on Wednes- day morning, after collision with a steamer, supposed the Ida, in ballast, bound north. Fifteen of the crew, including the captain, landed at Lowestoft. The remainder, tive, are on board the colliding steamer. A telegram from Gravesend states that a steamer, supposed the Caroline, of London, is reported to have sunk in Swin Middle. The report telegraphed on Tuesday that the British steamer Corinthia had stranded at Kaiffa was erroneous. The steamer referred to is probably the Clutha, before reported. The German barque Felix Mendelssohn, from Pen- sacola for Ostend, has been abandoned. The British steamer Parkrcore, for Liverpool, is aground in the Patapsco River. The Norwegian schooner Velox, from Apalachicola for Conway, before reported abandoned, has been picked up and towed into Queenstown. The British steamer German Empire, from Hartle- pool, grounded at Schweinsand, in the river Elbe. Unsuccessful attempts have been made to float her by four tugs. The steamer Clifton Grove, for Dublin, grounded in leaving St Valery on Tuesday evening, but floated during the night and proceeded. The Swedish barque Ida, from Shields for Warberg, has been abandoned in the Kattegat. Crew landed at Christiania. The Marie, fish carrier, of Glasgow, from the Clyde, has been beached at Storneway to trace a leak. Tem- porary repairs are being effected.

The lioval Alfred, of Liverpool, Capt Low, which left Talcahuano for Queenstown on July 20th last.

The following vessels, which have previously been referred to as overdue, were on Wednesday posted at Lloyds as missing The Maria Rickmers, of Bremerhaven, Captain Wietlioff, which left Saigon for Bremen, with a cargo of rice, on July 15th last, and passed Anjer on July 24th. The Selma, of Newcastle, official number 56,053, Captain Bach, which left Dalhousio, N.B., for Glasgow, with birch wood and spruce, on October 12th last.

FAILURE OF AN ABERSYCHAN GROCER. The first meetingol creditors to tho estate of James Caradog Morgan, grocer, of High-street, Abersychan, and formerly of Pontypool Market, Pontypool, was held on Wednesday at the cilices of the Official Receiver, Newport. The debtor's liabilities were £ 6730s 5d, and the assets, £ 254 138 8d deficiency, £ 404 16 3d.The Official Receiver's observations on th", debtor's affairs wero to the effect that the receiving order was mado on the debtor's own petition, and that he commenced business at Abersychan in May, 1890, in partner- ship with Mr John Henry Williams, his previous employer. The latter contributed £ 120 oapital, and the debtor £33, in respect of wages duo tj him from Mr Williams. This partnership was dissolved in.January, 1891, when the debtor took over the business. ihe liabilities were between B400 and L500, and the assets about £ 380. These the debtor undertook to discharge. The liabilities ccnsisted ehiefiy of a sum due to his late partner. During the past year the debtor was sutd 24 times by creditors, of wVum 20 were paid out; and he attributed his failure to these numerous processes, to losses in partnership, and to bad trade. He was aware of his insolvency at the dissolution in 1891, but hop-id trade would improve, and that lie might b all., to retrieve his position. The debtor (f jr whom Mr Webb, solicitor, Pontypoo!, appeared made no offer to the creditors, and no resolutions were passed.— The Official Receiver notified that adjudication proceedings would folljw.

H, told this gentleman he had a manuscript which he would ild lika him to peruse, with a, view to purchasing it. At the request; of this editorial relative he left the copy and arranged to call on the morrow. A couple of days after this he called at the office fondly hoping that the royal road to fame and foi tune as a litterateur had been paved, and that bis success in tha world of letters wa9: assured. But his anticipations were doomed to-s disappointment. The manuscript was declined, <1 and, according to the complainant, four chapterst of the book were missing. He told the' defendant he should like to have it made goodf|! and the next day called again in search of the connecting cnapters. One of these found, but there were still three missing. Thi" aroused complainant's ire, and h8 deetared that the chapters had been stolen,.t whereupon defendant knocked him down in the, passage.—The Stipendiary Did you say that he had stolen it ?-Complainant No, I didn't; definitely say he had stolen it. DefendaDi threw me in the passage and kicked the man1 script down the stairs. The; Stipendiary Why do you charge him wlth-J having committed damage?—Complainant B cause there was part of the manuscript iniiising.- The Stipendiary Well, damage in a criminal court means wilful and malicious damage. If he has detained part of your manuscript you should sue him in the county-court. There is no case of damage. (To the defendant) Confine yourself to the question of the assault.—Defendant pleaded that he used no more violence than was necessary in ejecting the complainant from the office. He called a witness named Day, who said that complainant charged Goodby with having stolen the "copy."—The Stipendiary (addressing the complainant): We think that you, accused prosecutor with the theft, and that he r very properly ejected you from the premises with considerable violence. The deaths included 10 of infants under one year of ago, and 16 of persons aged up' wards of 60 years, and each of these numbers showed a slight increase since the preceding week. Four deaths last week were referred. to measles, two b diarrhoea, two to diphtheria, one each to whooping couglf and to" fever," but) not cne either to scarlet fever or to small- pox; thus, in all ten deaths were referred to the principal zymotic diseases, and ivert equal to a rata of 37 as compared with 2'0 in the 33 towns.
