SOUTH WALES FINANCE FRIDAY. Dec. 16th, 1892. The market for local rails has been fairly brisk to-day, and among dealings which have taken place therein are Rhymney Ordinary Stock at 183%, and Rhymney Scrip at 164%. The former is now quoted at 188—189, and the latter at i £ 4.—165. Barry Stock has been dealt in at 191, and Taff Vale Ordinary at 78% and 78%. Great Western Stock has advanced *4, to 163—164. Among miscellaneous transactions there may be mentioned Hancock's Ordinary,lat 14% Inter- national Colliery Shares, at £ 2 13s and North's Colliery Ordinary, at 1&. Tucker's Old Ordinary have been transacted at 7%, and Spillers' and Bakers' Ordinary at 11%. Metropolitan, Birmingham, and South Wales Bank Shares have been negotiated at 16. These latter are now marked 16-16. Lloyds Bank Shares have improved to 27%—23. It seems that, from the standpoint of the shipowners, this charter contains certain objectionable clauses. Among the principal to which exception is tak-n is that which provides that jute brought from tne interior is to be measured at the rate of 54 cubic feat to the ten, instead of 52 as formerly. This will mean a loss of something like 4 per cent. to the shipper. Another clause objected to is that the captain has to sign bills of lading on the mate's receipt, whether the vessel is loaded or nct, and the charterer can stop the loading until the bills of lading are signed. It is stated that these new conditions have been imposed without consultation of any kind with European shipowners. The Chamber of Shipping of the United Kingdom hava written to the Calcutta Chamber of Commerce protesting against this new charter for sail and steam, and stating that the Central Chamber of Shipping can recognise no validity in documents which were drawn np and put in circulation in such a man- ner. It has been pointed out by the Cardiff Ship- owners' Association that their opposition (which is to take the form of a memorial) to the new terms may be strengthened by owners instructing their agents in Calcutta not to sign under the charter until further action has been taken in the matter. The coal trade statistics for the eleven months' of the present year ending November 30th, which are to be laid before the Cardiff Chamber of Com. merce at its next meeting, are as follows :— cl Increase Decrease ,-1- „ Tons Percent. CAUTION. By inadvertence which 'we regret, Messrs Thackeray and Co.'s name did not appear over their weekly report-published in this column in yesterday's issue-the name of another firm of brokers at the Docks being given. The Free Labour Association has just issued a manifesto to the workmen of London and the provinces, showing how much, from their stand- point, has been done by strikes and labour dis- turbances, to hamper trade and deprive work- men of regular employment. This document claims that during the lasb three yearg strikes have cost the workmen of London ;6952,000in wages alone.

LONDON STOCK EXCHANGE. LONDON, Friday. The ease in money is undisturbed, bin¡r, in fact, rather confirmed by the notification of fresh gold shipments from New York. There id an abundance of money offering. Loans met with but little attention, and day-to-day monoy was to be had at 1 per cent., and advances for a few days were 1% to 1% per cent. In diaconnte thbrt» te scarcely anything doing. Three mgutw Lank bills are taken at 1% to 1 8 per cent. The Paris Cheque Exchange is 25'14. On the Stock Exchange dealings have been very small, and the disposition to adjust accounts, usual at the end of the week, has been very apparent. Weakness has in consequence been, prevalent, but it has not led to any great changes. Consols closed at 97% to 97%xd for delivery, •vnd 97A to 97rgxd for the account 2% per Cent. (Childers'), 99% to 100 xd 2% perCent., 95 to ^96%xd Local Loans Stock, 103% t. 104xcL Foreign Bonds were very quiet. Ihtor- nationals hava been irregular. Spanish were rather easier, but Portuguese were steady. Italian fell Hungarian and Russian were at the same. Greeks were still quiet. Turks were, strong, particularly Tribute and 4 per Cent., Loans, which improved to 1. Egyptian Unified were rather better. Peruvian were steadier Ordinary rose and Preference Mexicans were firmer on the Budget statement, which. shows a decrease of 3,200,000 dollars in ex- penditure, and an estimated increase of 3,800,000 dollars in revenue. Buenos Ayres Gold Pre- mium has fallen to 179% per cent. Arentind were firmer, and Uruguay up. The feature of the British Railway market was a sbarn reaction in Brighton A stock, which closed 1 lower, at 148%. Chatham issues also were weak, falling to and South-Eastern A declined Scotch Stocks were dull, Cale- donian and North British receding a little. Sheffield Deferred fell I/s. Heavy lines were dull. North-Western dropped Great Western and Midland, and North-Eastern, Great v Eastern dropped Hull and Barnsley, Wall-street having again become disquieted by continued gold shipments, American Railways havo shown increased weakness, and they have closed to-day at a marked reaction from yester- day's prices. Denver Preferences have fallen 1%, closing at 52. Northern Pacific Preferences were 1 down Union Pacifics, 1% Wabash Prefer- ence, Erie, and Atlantic First. Canadian Railways have suffered in sympathy. Grand Trunk Preferences receded to and Canadian Pacific Shares In the Mexican Railway Markot there wore renewed sellings, but at the close the only change was a fall of a quarter in First Preference. South Americans were irregular. Buenos Ayres Great Southern rose 1 Buonos Ayres Ensenada Port Debentures, 1; Central Uruguay, 2% Buenos Ayres Ensenada Port Preference fell 2; Buenos Ayres and Pacific Preference, 1. Nitrates continued active without particular change. Imperial Bank of Persia roso Breweries were firm. Allsopp Ordinary im- proved 1 do. Preference, 3 Dublin Distillers Debentures were 6 up. PONTYPRIDD NATIONAL EISTEDDFOD. GENERAL MEETING OF GUARANTORS. On Thursday evening, a general meeting of the guarantors of the National Eisteddfod of 1893 was held at the Parish Rooms, Pontypridd. under the presidency of his Honour Judge Gwilyni Williams.—A^ letter was read from the Kev Cynonfardd Edwards, Cardiff, statin? that owing to his approaching departure for America he would not be able to adjudicate on the recitations. -He would, however, retain the appointment of adjudicator on the essay, "Weishmenwho have risen to eminence in America and the Colonies," if the committee Avished. -At the recommendation of the Literary Committee, it was decided that the services of the rev gentleman, as one of the adjudicators QH the e..aŸJ HE r-staiuedi it beingt considered that he is specially qualified to act iu that capacity.—It was resolved to ask Dafydd Morgan\vg to adjudicate on the collection of Welsh ballads, for which lie has offered a, prize.—A long letter was read from Mr David Jenkins, Mus. Bac. (Cantab), with reference to the sugges- tion that his oratorio, David and Saul, be pro- duced at the forthcoming Eisteddfod. He had, he said, a choir new learnmg the work at; Swan- sea, and he was willing to bring this choir to Pontypridd, if necessary; therefore the excuse that the Pontypridd Choir could not have time to learn the work fell to the ground.—The Secre- tary (Mr Joseph David) explained that he had received the letter only that morning, so that it jlad not be £ ;n laid before the Musical Committee. ^Cfiat committee, however, now recommended that the order of the EisteddfoJ concerts be as foltows Tuesday night, performance of Athalie; Wednesday night, ballad concert Thursday night, performance of Israel in Egypt; Friday night, a Welsh eciieert.-On the motion of Mr J. Sprague, seconded by Mr W. R. Davies, the recommendations of the Musical Committee were adopted, and the secretary was instructed to communicate this fact to Mr D. Jenkins.—Mr Hopkin Smith Davies, aschairman of thePavilion Committee, reported having received communica- tions from a large number of Engbsh firms,a,sking for details on the proposed pavilion, the plans for which were to be in hand by the 1st of January next.—Mr Sprague intimated that at the next meeting he would propose that an Executive Committee be appointed to carry on the business in future, so that general meetings need not again be called.-Mr H. Porcher also gave notice of motion that a temporary bridge be constructed from Tafl-otreet over the river Taff to the eisteddfod field.-The Committee then adjourned until the 12th of January.

CARDIFF MUSICAL FESTIVAL. A meeting of the Provisional Committee of the Cardiff Triennial Musical Festival was held at the Park Hotel last night. There were present- Mr H. M. Thompson (in the chair), Rev W. A. Downing, and Messrs W. H. Johnstons, T. Evans, E W. Waite, W. P. James, W. Roun- feldt, J. E. Gladstone, Dr Treasure, and W. Scott, lion. ,ecretary.-Sir Joseph Barnby wrote accepting the position of conductor of the festival of 1895.—The Musical sub-Committee reported with reference to the production of new works at the next festival, and it was resolved that the chairman, and Mr W. H. Johnstone, Mr S. Aitkin, and the hon. secretary be a deputation to wait upon the conductor to endeavour to arrange with Sir Arthur Sullivan, Anton Dvorak, and Mr Haydn Parry to compose new works for the festival.

CRITICAL CONDITION IN THE IRON TRADE. A critical condition has appeared in the Mid- lands pig-iron trade owing to a dispute with the ironstone miners. Eigkt furnaccs have had to be damped down in North Lincolnshire, baing nnable to get ore. This greatly curtails the pro- duction of pig-iron available for filling Midland consumers' orders, and on Friday much anxiety was expressed by the Midland finished iron- masters lest the deliveries ot pigs should bo stopped. If th i« dispute extends it may also lead to the closing of furnaces in South Yorkshire and Derbyshire, in which event the situation will become serious.

THE BLISS OF IGNORANCE. Yesterday, at the Cardiff Borough police- court—before Dr Paine, Mr Evans, and-Dr Taylor—three doltish-looking Russians named respectively Nichol Brinkman (24) Fitz Arenmer (23), attd Lenkale Plutim (37) were charged with smuggling a quantity of tobacco on board the Russian vessel Matens on the 13th December. Mr Mitchell, chief rummag- ing officer, appeared on behalf of the Inland Reve- nue Authorities.—A boatman named Jackson, in the service of the Customs, stated that he boarded the vessel m the basin of tho West Dock. He the vessel m the basin of tho West Dock. He asked them if they had any tDbacco, and tti-y produced about half a pound each. The follow- ing day another Customs officer visited the ship I for the purpose of rummaging, and in the prisoners' bunks and chests found considerable quantities cf tobacco.—The prisoners throughout the proceed- ings seemed to be perfectly unconscious of what they were charged with, and the efforts of an ignorant and loquacious interpreter served only to make confusion more confounded. Unde these circumstances the Bench ordered their acquittal.

Few people probably know batter the ways of schoolboys than the Rev Mr Edward Lyttelton, head master of Haileybury, who has appended to a little volume entitled "Mothers and Sons," published by Messrs Macmilian, some homely practical hints on boys' clothing. This gentleman has observed that some wrong-headed but; thrifty parents" allow their sons to wear cutgrcwn collars, which cause disorders of the blood vessels of the head and neck, besides other mischiefs. Mr Lyttlelton approves of the round jacket and trousers, but not when boys have been allowed to grow out of these garments, because then, when the jacket has ascendel above the waist and the trousers have been lowered to make a decent show round the ankles," the result is an interregnum" of shirt, which may be seen when the wearer sits at a desk writing with square elbows. "Enter (as Mr Lyttelton quaintly puts it) the east wind, making havoc of tin liver and kidneys. This is bad economy." Further, boys often wear incredibly had boots, which mean long doctors' bills. Mr Lyttelton is dead against mght shirts and linen sheets. It is, he believes, the oppres- siveness caused fey these that makes young boys throw off their clothing in their sleep. Mr J"errQtr.(Jacob, Hunt and^ Hunt), of Cardiff, appeared for the plaintiffs, Anû n-fils (Morgan and Rhys), Pontypridd, for the de- fendant.—Mr Henry Thomas, agent for the plaintiff, proved the contract and that the defendant had accepted delivery and paid for a portion of the flour, and that in August, /lour having fallen in price, sho refused to take delivery of the remainder.—Mr Roberts, manager of de- fendant's branch at Cardiff, corroborated, -bor the defence, the defandant was called to prove that sha had entered into no written contract for the sals and purchase af the 200 sacks of our. His Honour, however, found that the defendant had accepted delivery under the contract,and gave judgment for the plaintiffs for £ 15 and Ccsts.

Other men had made offers of the same kind-to him.—Witness, cross-examined, denied that be had offered to go away, or said that 'Jlis price was three figures. Samuel CaRolo said lie was employed in connection with the election, first receiving 25s week, and then J32. He signed- receipts book when paid. Mr liobson, petitioner's coun- sel, asked for the book, and Mr Jelf, for respondent, said it was not forthcoming. Cross- examined, witness said he did combined registra" tion work and election work, and be never asked for a single vote. He was now employed by tha petitioner's solicitor. Sampson Symonds said that on the day of the election he drove in a vehicle with Mr Green, bringing voters to the p011. He saw Green give a voter named Bloomtield half a sovereign. Witness drove Bloomfield to the poll. Bloom- field did not wish at first to take the money. Green brought other men to the poll, and was frequently in communication with Mr Harris, who was in charge of one of Mr Isaacson's committee-rooins. Green also saw a voter named Hyams, and gave him three half-crown?. Witness drove Hyams to the poll. Witness also saw Green give money to a man named Isaacs. Witness saw three acts of bribery committed, and he had an idea there were ten pounds for him, which Green had kept back. He was promised wlO when lie was engaged. The books of the Conservative Association were then produced shewing a subscription in May of JS100 from Mr Isaacson. He had given a similar sum other yecrs. Evidence was then calied to prove that priests had taken pa.rt in the attacks made on known supporters of Mr Mahony before the polling-day. The shipping demand for pig- iron is vory limited, but a considerable quantity is going into consumption at home, andConnals stocks show a fair reduction for the week. The steel makers have arranged the wages question of a portion of their workmen and hope to come to terms with tho rest. Inquiries show that there is a good amount of work to ccrae cut, but the steelmakers are holding for prices which merchants hesitate to concede. Ship-plates are quoted JB5 15s, and angles 24 17s 6d, less 5 per cftnt.. and makers are reported to be adhering more closely to quotations with practically no underselling.
