CAKDIFF EXCHANGE. BUTE DOCKS, THURSDAT. There was a good attendance on 'Change, and the tone of business in all branches was very satisfactory. The steam coal market was in a buoyant condition, and prices, especially for best qualities, maintained an upward tendency, In the house coal trade a moderate "cquiry waa in evidence, and there was a good demand for patent fuel and coke at last figures. In our ]3ca{ freight market to-day outward steam chartering ruled moderatively active, and about an average business was effected in all departments. Rates for the Italian, Eyptlan. and many more of the Mediterranean ports closed weak. West Indian, Eastern, and Gibraltar freights were moderately steady. According to the Barry Dock and Railway Company's official statemrmt the total shiomants 011 Wednesday at Barry Dock were 6,206 toii3 9 cwt. BIRMINGHAM, Thursday.—There was a faif amount id business stirring on 'Change this after- noon, notwithstanding the occurrence of the Tip- ton wakes, which have temporarily withdrawn a large amount of labour from the Tipton district, and virtually put operations at the various iron work and foundries thereabouts to a standstill. This annual holiday will be quite as long as usual, if not longer, for business, although slightly im- proved, is by no means so abundant and pressing as to necessitate the man being called together any earlier than is customary. This, at any rate, is the case with regard to the blast furnaces and iron works, but at some of the engineering estab- lishments there is a good deal of work in band which it is desirable to got on with rapidly. In the finished iron trade a continuance was this afternoon, observable of the improve- ment which has just lately characterise! this department. Marked bars remain steady at £ 8 1(K Common bars are in rather better demand than of late, and ire realising somewhat better prices -irorn £ 6 12s 61 upwards. Galvanised sheet makers are slightly better off for foreign work. Black sheets are selling at j37 for singles and about 10s above that price for doubles. R oops are in better demand for America at £7 10s. Gas-tube strips and mains 27 2-i 6d. Tbe steel makers report a satisfactory amount of work on baud at slightly batter prices. Con- siderable interest continues to be taken in the Midlands in the very decided attitude Suelfiald is taking up with regard to the McKmley Traffic Bill, aDd this firmness is held to be the right course to adopt if the Ameri- can market for cutlery and some other metal manufactures is to be retained. With regard to the pig-iron trade an improved demand is ex- perienced, and whilst open market quotations are not materially changed on the wees, yat sellers are rather firmer, LJeiDIf rendered so by the in- creased dearuess of coke, and also by the unproved exports which are to hand from Glasgow and Middlesbrough. Cold blast all mine iron is quoted £ 5; ami all mine hot blast about JE3 10s. For part-mines 45s is asked, and for cinder sortli 40s. Northampton and Derbyshire pigs command from 47 > 6 i to 5(js. In the coal trade there is a fair amount of ousinesa stirring at from 8 to 10s for forge sorts, and 10s to 12s for furnace. Tiiere was a (food deal of comment oil the an- anouncement from South Wales of the proposed new scheme for creating a "corner in anthracite coal. It is thought that the imnaeuse amount of capital that would be required, and other difficulties incidental to a movement of so much magnitude, would scarcely permit the pro- ject to be carried to a successful issue.

MIDDLESBROUGH, Thursday.—The pig metal tirade has been firmer as a whole this week, though there was a slight weakening of warrants yester- day as compared With the early part,of the week. No. 3 has kept about. 43" aud this price has been paid both for orompt aud forward. Some sellers want moro for delivery over the rest of the summer seeing that there is somewhat of a scarcity of No. 3. It IS 'ue to the fact that there is more demand for this number that the prico of No. forge has been 2; per tloll less, v.z., 41-. Warrants and ordinary No. 3 iron have lately run very much on a j?ata!iol with each other. The ship- ments have been pretty good for the time of the year, but they are not equal to those of last month. In th coal trade there has been great stiffuoss iti steam, although just now there is a httle relaratiou of th« pressure for the best clashes on the Tyne aud Wear, it is stated, because Scotch coals are taken instead. The price of best has, however, been 13J per ton r.o. b.; secondary classes, lis tc lis 6 1 .small, 6s to 61 ód. There is still a lari-a supply cf small on the market. Steam coal f ivaers now apparently believe that tl-ey will be able to lhamtain present rates over the sur-^ner ani autumu and hence are not much inclined to sell forward. Manufacturing coals have been in good request for bunkering and general purposes, and are 7s 61 to 8i at the pits. Household coals quiet. Coke is lirm, and shows a stiffer rather than r weaker tendency. Furnace coka is generally 14s delivered on Teeside.

NEWCASTLE TRADE REPORT. NEWCASTLE-ON-TYNE, Tnursday.—Freights out. ward to the Mediterranean and Baltic are still depressed, with'a tendency to further weakness. Genoa race has falleu to 6s 31, at which extra- ordinarily low figure more than oue fixturo has been made. However, business is slack all round, with the exception of the Black Sea and the Baltic. Timber coal trade continues brisk, many large consumers being now in the market for supplies. Gas coal steady at 128 61 to 13. Steam at 13'. The improvement in the chemical trade is still maintained. Soda is cuoted at 53 bleaching powder, 25 10s to ES 12s 61.

The charge for them i s 3 to 4 per cent. Discount 2 business keeps firm, although there is not an animate-.i demand, and tines months' bank bills has been taken at 4 p-r cant. Paris Cheque Exchange is 2527. The Bank return is moro favourable. Reserve has increased £ 595,936, and the proportion to liabilities has risen from 34'87 to 33 93 per cent. SOUTH WALES FINANCE. THuRsDAY, July 24. The Tail Vale Railway dividend was to-day decided upon by the directors, who will recom- mend the shareholders to agree to a distribution at the rate of 3 per cant. p"r annum. The balance carried forward will be £319. It is an imperative necessity that the dividend should be not less than 3 per cent., for, if it were lower, the preference securities of the company would fall out of the rank of trustaw*Investments. As has been previously stated, the Trust Invest- ment Act, 1869, empowers trustees to invest funds in (timong other securities) the debenture, rent-charge, guaranteed, or preference stock of any railway company in the United Kingdom, having during each of the preceding ten years cefcre the date of investment paid a dividend at the rate of not Jess than 3 per cent. per anuum on Its ordinary stock." We are informed that, especially in Bristol, very large amounts held in trust have been put into Tail preferences under the powers of thie &e;t imci that therefore powerful influences Wat, tho directors to keep up the status of their stocks. When the statement of accounts is issued there will be very close scrutiny of the figures in order to arrive at an understanding how the 3 prr cent. has been made up, for strong conviction prevails that not more than 2k can have come from actual earning?, and that the balance must have been made up from reserves. This is, however, little more than speculation, although based on the traffic returns. Mention of traffic returns leads to reminder of the fact that we have now entered upon the period when the returns will compare, not as hitherto, with a pre Barry time, but with the times of competition. For five or six weeks the comparison will not be so marked, but thereafter the returns must be re- garded as contrastad with what must henceforth be the normal state of affairs. For the second half of 1889 the dividend distributed was at tfco rate of 4 (10) per cent. per annum. That this was not a full indication of the altered state of business is to be seen from the new dividend, and each week, now, as the traffic rpturns aro studied, they should be considered as put in comparison with a period when not much more than 3 (7) per cent. was earned, the corresponding period of last year having given the Taff Company only about four months of Barry opposition in its fulness. Considering the present price of the stock in relation to the dividend just decided upon, very diverse opinions are expressed. Whilst on the one hand the 3 per-cent. is held to warrant a higher price than 71, that figure is, on the other hand, held to be above the market value of the stock. With the reasons advanced on both sides we shall deal in a future article. All that need now be stated is that, in the present condition of doubt, the announcement of dividend is hardly likely to influence the market one way or the other. The great question put is-How is the amount of dividend money made up ? Does it contain a heavy draft from reserve?, or is it made up solely from earnings ? These questions can be answared only when the statement of Accounts is presented. Taff stock has been offered to-day at 71, but without finding buyers, a fact duo more to the utter lack of business generally than to any other cause. There is scarcely any movement at all. Barry's are offered at 195; but no purchasers come forward. Tho price will, it is said, have to go lower if business is to be done. Hancock's fractions are better, to-day's dealings having been all at 30-. Tha new shares have been dealt in at 4i and 4. The Rbymney dividend, which also was resolved upon to-day, and is at the rate of 7 per cent. per annum, is most satisfactory, for it shows an improvement upon the dividend of the preceding half-year, which was at the rate of 6 per cent., with £ 2,283 carried forward. The sum now t, be carried forward is X658. Notwith- standing the loss of traffic and reduction of rates which has during the past half-year caused a reduced income of close upon £ 9,000, the Rhymney management have been able to improve their dividend distribution, and the position of their stock in the market is likely to bo therefore strengthened. Rhymney Ordinary Stock to. day, with the dividend at the rate of 7 per cent., is 13n. Tho Barry directors-meet to-morrow (Friday), also to consider the question of dividend. It is generally accepted that the amount resolved upon will be at the rate of 10 per cent. per annum, The earnings certainly justify this, and more, for the position is such that if the board wished to .announce a sensational dividend they might fairly do so. They held in hand last half-year enough to have paid nearly 4 per cent. more than was distributed par cent.); and as the earnings during the first six months would have permitted a distribution of 9i per cent., the earnings of the half-year just ended must have been more than 10 per cent. The market position of the three local railway stocks is peculiar; for the purpose of comparieon TalLo¡ are restored to their old denomination, B250 new ordinary equalling £100 of old stock. Stock. The comparison indicates which way profit lies. It is the labour question which is absorbing attention just now, for indefinite suggestions of a great strike or lock-out are current in every direction, and there is talk-only too likely to stir up ill-advised action—of a confict with the whole body of wage-earners, "once for all, and have done with it." If matters are dealt with in this spirit only mischief can ensue, it being im- pos3ible to disguise the iact that organisation of labour is so far advanced as to have entirely altered, the conditions of negotiation. The in- fluences which make for industrial peace are more powerful when both capital and labour are organised than they can be when either side remains in chaotic confusion and they make for peace because skilled and ex- perienced leaders on both sides take in band the adjustment of disputes. It is not too much to say that a strike in the coal trade at the beginning of this year was avoided by the influence of the men's leaders npon their constituents, t\ey having fuller knowledge of the condition of trade, and knowing how far to push demands, and where to stop. So with all classes of dock or other such unskilled labour. Organisation has in it the elements of more satisfactory regulation of work. Extravagant demands cau be best pruned down by th" medium of the men's leaders, who, to do them justice, are full well ^vva.re of tha unsatisfactory outcome, of resort to strife, and who, therefore, are usualiy earnest to prevent strikes. The meeting of to- day, wherein 8-ine attempt will be made to com- bine employers' interests, has also a tendency ta peaceful solution, for whilst preventing attack and defeat in detail, it will also enable employers to estimate both their own strength and weakness. No good can be "done co either side by tall talk indeed, the danger is that indulgence in this luxury may precipitate a crisis which all are anxious to avoid. It would be intolerable— especially, in tlJo present state of steamship trading—that vessels should be delayed from five o'clock on Saturday till Monday morning, merely because the men would not work an hour or two extra to complete their loadiug. But this—and points like these—should not be beyond the power of arrangement by a representative com- mit te". A telegram from Liverpool states that the steamer Harold of Liverpool, on tlier 22nd, at Widnes, carried away all blades of her propeller by a steamer flagstaff bending over guard. The ship Iolanthe, of Liverpool, collided with the Norwegian barque Prinz Christian, at Sunderland au Wednesday. The latter had her jibboom, main, and mizentop-masts and yards carried away. Iolanthe un. damaged, A telegram from Athens states that a collision is reported to have taken place between the steamer Berenice, belonging to the Austrian Lloyd Company, and the British steamer Holway or Holiday, off Cori,-o, at three a.m. on July 23rd. The Berenice was compelled to be run ashore at Cape Spattri to prevent sinking. British steamer also. The report received relative to this vessel lacks confirmation. The steamer Douro, belonging to the Messageries Maritime Company, with 57 passengers from the wreck of the Berenice, anived on the 23rd at Syra. Fire broke out on board the Dutch steamer Oranji Nassau whilst discharging at Amsterdam. The cargo in the mainhold has been damaged. The steamer Manhattan, from New York for Hull, passed it. Catherine's Point, Isle of Wight, at 10.20 Thursday morning,and mado the following communica- tion :—The National Line steamer Kgyuc, irom New York for Liverpool, was destroyed by fire in latitude 40 north, longiitode 3b west; all hands saved, and all on board intend landing at Dovar.

BAND OF HOPE FLOWER SHOW AT CARDIFF. In connection with St Andrew's (Cardifi) Band of Hope a most successful flower show was held at Catb.aya National Schools on Wednesday. The children had been for mcnths past most enthusi- astic in their preparations, and the result was shown by there being something like 15C exhibits, many of them being really b-autiful plants. The most interesting feature, perhaps, was the large show ot wild flowers and grasses, which deservedly received a threat "e[\1 of attention, many of the exhibitors iravina scoured tho country tor some :miles early cn Wednesday morning in their anxiety to produce a choice variety. Tha prizes consisted chiefly of books. Mr George Drake, of Cithays, kindly acted as judge, and bis awards gave general satisfaction. There wan a large attendance of the children's parents and parishioners, inclujing the vicar and Mrs Han £ ord, who took much interest in the proceedings. Mr Alfred Ellis (nurseryman) had a fine ebow of plants, &c., and among others who sent plants and flowers were Messrs Phelpi and Co., Mr H. Gillet, Mr G. Drake, Mr* Hanford, and Mrs Brett. The Band of Hope committee, viz., Mr Fred W. Brett (bon. superia* >tendent), Misses B. Williams, Stauiforth, 1 £ » Stephens, and J. Gadrych, and Mr A. H.
