The Bank of England directors have raised tha rate from 2 per cent., at wh:.cb it was fixed on April 18:L last, to 3 per cent, The movement was J not unexpected, though had it been delayed for another week or two no sw.-prise would have been felt, the depression in the French Exchange having become less acute. However, aa the future of the market is invol-red. in so much uncertainty, the ear.y adoption of pr? cautionary measures is to he commended. Not improbably, the late abun- dance of money will i^iva place to comparative soarcty. A moderate busines w»-i done in money to-day. Short loans werfi 2 to 2 per cent. Three months' bank bills are discounted at 21. Discount houses now allow l pf;r cent. for money at call and Ii if with notice, and banks 1 per cent, if with notice. In a few instances a slight relapse took place in sympathy with the upward movement of the rate vi discount in London. Three per Cent. BURIED ALIVE. A lady residing at Dorbisch, near Kolia, in Bohemia, whsro she owned considerable property, was buried last week, aftQr a brief illness, in the family vault at the local cemetery. Four days afterwards her granddaughter was interred in the same place, but as the stone slab covering the apertnre was raised the bystanders were horrified to see that the lid of the coffio below bad been raised, and that the arm of the corpse was pro- trading. It was ascertained eventually that the unfortunate lady, who was supposed to have died of heart disease, had been buried alive. She had evidently recovered consciousness for a few minutes, and had loujod strength enough to burst oped her coffin. The authorities are bent on taking measures of the ntmost severity against those responsible.

CARDIFF EXCHANGE, BUTE DOCKS, THURSDAY. 'Change to-day was well attended, and a fair I amount of activity pervaded the coal, coKe, and patent fuel trades. Steam coal was in unabated demand at yesterday's quotations, while the sales of bituminous coals were quite up to the average of the month. Patent fuel was firm at last prices, and there was a large inquiry for furnace and foundry coke. In our local freight market catering for steam was somewhat inactive, and with only a limited quantity of tonnage offering for employment, more particularly Mediterranean way, the business effected was again below the average of the past few weeks. Outward rates for the Egyptian, Sicilian, Adriatic, Italian, and Biack Sea ports have undergone little or no material alteration, similar remarks applying to lalta Constantinople, Gibraltar, and coasting freigbfs, Baltic rates were firm. I The Swedish schooner Spes, from Alloa for Ahns, With coal, is aground near Copenhagen, The steam tug Gem has sunk in Spencer Basin, Belfast, The Friendship, for Plymouth, and the Hope col- lided on Wednesday near Bristol. Both were damaged. The steamer Lyon, of Sunderland. and the yacht Vol au Vent collided at Cowes on Thursday morning. The latter lost bowsprit, etc. lbe Lyon proceeded ap- parently uninjured. The schooner yacht Florence, cruising, grounded near Cowes on Wednesday evening, but was afterwards assisted off n d arrived at Cowes. The steamir Fi Belmsby, from Coosaw, has arrived at Dartmouth with tubes leiking. The schooner Alice Bannister grounded near Totland Bay, but afterwards floated. The Dominion Line steamer Montreal, from Montreal for Liverpool, was totally wrecked on Belleisie on Sunday lt during a fog. All lives were saved. The I Baasengers, crew, and a few sheep are on the island, ihe cattle were all drowned. A telegram from Elsinore states that the French "rig Emma, in ballast, is ashore at Anholt. Assist- ance is with her. The steamer Chipchase, of Newcastle, in ballast, has collided with the Norwegian barque Christine Sophie, rom London, in ballast. The former has her bows uamaned, and the latter damage to broadside. The towed the barque into Bridlington Quay, foe yachts Acorn and Union collided in Cowes ««ads on Wednesday. (SPECIAL REPORT FROM OUR OWN CORRESPONDENT.] CARDOT, Thursday Night. — The only feature that has occurred during the present week to call for special comment has had the usual effect on the exports of coal for the period. I refer, of course, to the general cessation of work which took place on Monday last in conseauence of the observance of Bank Holiday. The general movement of business at the port has, therefore, suffered more or less, and the returns for the week are not to be considered as any- thing near the usual average. In the coal shipments there has been a considerable falling off, and in the entries outwards of tonnage for loading an important depreciation has also taken place, so that it is doubt- ful whether next week's coal clearances will be any- thing more than a repetition of the figures recorded below. Stems are, nevertheless, full all rouud, and none of our best shippers are complaining of being inactive. Prices are still continuing steady, and there is, apparently, no immediate prospect of any change in current quotations, The freight market has offered good employment generally. There is fair enquiry for vessels, but the supply of tonnage offering for employment has been somewhat limited, so that chartering has not been quite so brisk as usual. French rates are firmer out- wards, and,the demand for the Spanish ports has also become firm. Homeward iron ore rates have advanced both from Bilbao and the Mediterranean ports in that trade. Italian business is firm, whilst the rates for Malta, Gibraltar, and Port Said keep steady. This latter remark also applies to the higher Mediterranean and Black Sea rates outwards. Baltic coal freights are very firm. Homeward Black Sea business is steady. East and West Indian employment both outwards and homewards is also steady. Brazilian rates are very firm. The outward iron-carrying trade with the States is quiet, but homeward employment thence is steady. Exports for the week Coal, 115,126 tons; iron, 565 tons; patent fuel, 6,400 tons coke, 1,445 tons.

The entries of tonua-o in ballast have been substantial. The imports amount to 7,995 tons, and exports foreign to 31,471 tons, including 22,781 tons coal, patent fuel 3,100 tons, and general merchandise 5,590 tons, the letter shipments being 280 tons for France, 800 tons for Genoa., 280 tons for Hamburg, 500 tons for Philadelphia, 1.000 t.-ns for New York, 2,200 tons for Baltimore, 2no tons for Montreal, 100 t ns for Port Nolloth, and 230 tons for St. John's (N.F.), Tin-piate makers have advanced their quotations by 6d per box in consequence of the higher values of pig iron and sreel. Copper displays an improvement in tone, and Chili bus are quoted at S42 5s to £42 15s. Spelter maintains a strong tone, and quotations are tirm at £19 17s 6d to £20. The exports of tin plates for America were 10,368 tons, as against 9,093 tons — an in- crease of 14-0 per cent. NEWPORT TRADE REPORT, [SPECIAL REPORT FROM OUR OWN CORRESPONDENT ] NEWPORT. Thursday.—The shipments of coal for the presdut week have naturally fallen off in consequence of the holidays, the quantity cleared amounting to only 30,968 tous. The tonnage in port and at hand will in all probability enable shippers to keep their pits going regularly during the coming six days. There is no material alteration in prices for the best Monmouthshire Western Valleys coal, but for some of the inferior sorts the tendency is downwards. Steam freights—For the ports of the East there is no altera- tion. Business for the Upper Mediterranean ports is sufficient to keep rates steady. For the West Indies the inquiry is somewhat better, but there is not any great inquiry for the Baltic, charterers being limited in their requirements. Ore freights are unchanged. Sailing rates for South America and the West Indies are firm, and tho same remark holds good for the Mediterranean. The inquiry for trance and coastwise is quiet. There is a better feeling in the iron trade, but the manufacture of rails and SUCil kinds of iron and steel as are made in this district can still only leave a very small margin of profit. The shipmeiltf1 have consisted of 979 tons of rails. The price of fuel is well main- tained. Shipments have been limited to 400 tons. Imports of iron ore amount to 13,350 tons. Prices vary from 13s to 13s 6d. Pitwood arrivals amount to 3,487 tons; prices are firm at 17s 9d to IBs. Other imports include a cargo of manganese ora from Alicante, a cargo of deals from Miramichi, and another from fleaborg and Soderham, one of boards and spar from I.aurvi, some mining timber froIQ Norway, and a cargo of onions from France.

NORTH OF ENGLAND IRON AND COAL TRADES. MIDDLESBROUGH, Thursday —The pig iron trade bas been very firm this week, the late improvement being maintained, an I prices being in the ascendant. The pig metal trade is very healthy. There is mere doing, stocks are being reduced, and pcaple who been holding off are »'«tt- ing to buy, apparently having made up iftSeir minds that the longer they postpone purchasing the more money they will have to pay. The shin* ments are doing better this month, holidays notwith- standing, and there seems no reason to doubt that the heavy decline of stocks which has just appeared will be repeated in coming months. It does not seem as if much more iron can be made to bo put upon the market within the next few months, as, indepen- dently of the dearth of coke, there are very few furnaces available and ready to be put into blast even should there be a sufficiency of fuel supplies. For the moment there is a rather better supply of coke, but the general opinion seems to be that this will not con- tinue, for the belief is that the pitmen having got more money, will work less instead of more time. Theblast furnace men, as well as the colliers, have now been arranged with, so that the wages questions, which disturbed the district and caused more or less appre- hension, are now out. of the way. The quotation for No. 6 is 42s 9d for prompt, and 433 is offered forward, but sellers are shy. Grey forge is41s9d. Manufactured iron and steel show very little change. There has not been much inquiry, taking both trades aU round, but then manufacturers are full of orders, and cannot well take more work for early execution. Prices of manufactured iron, under the influence of higher rates for pig metal and other condi- tions, are somewhat strengthening, and ship-pfate producers ill some cases ask £ 6 5s common bars being £5 17s 6d to angles, £5 15s, less 2i per cent. There is more doing in steel rails, and steel sleepers. Heavy rails are £4 15s. Steel plates are Ann, at S7 to jB7 2s 6d. The coal trade has been better. There is more inquiry for steam coals, and the improvement which was made in the price about 10 days since is maintained, and they are firm at 10s per ton for best qualities. There is an im. proved requirement appearing, and sellers are not very ready to commit themselves forward, believing that the present price will be exceeded. The rate for second. class coals is 8s 9d to 9s 3d per ton. Small very firm at late rates, In the manufacturing coal trade prices are stiff, and likely to be firmer. Gas coals maintain the late advance, and are 9s per ton. Coke is firm at 15s to 15s 6d delivered at Middlesbrough.

ADVANCE IN PRICES. WOLVERHAMPTON, Thursday.—The upward move. ment in Staffordshire finished iron prices continues. On Wednesday black sheet iron makers declared an advance of 10s per ton. This brings singles from jE7 15s to £858 doubles from jE8 5s to £1$ 15s and £ 10 5s for 28-gauge. Gal- vanised sheet" were also advanced by 10s, makin 24. gauge £ 13. The causes of these advances are increased prices for pigs and fuel, and the booking by galvanisers of large forward orders.

NEWCASTLE TRADE REPORT. NEWCASTLE, Thursday.—No<v that the wages dig. pute in Durham is practically settled, business in the coal trade is regaining a steadier tone. There is a stron demand for all sores of coal, several Iargu con- tracts for "aa coal being in the market. Prises are firm a.t 10s for best steam sorts, 5s for steam small, and 9s for best gas. Coke is very scarce, and realising 19s to 20s. The iron and steel trades are pressed with orders, owing to the activity in ship- building, and prices are advancing. Freights keep steady chemicals are quiet and unchanged.

THE GENERAL'S HUNTER DAMAGED. COUNTY. COURT ACTION AT NEWPORT. At Newport county-court on Tbnrsday, Major- General Watson, of Llangibby, sued the Great Western Railway Company for £.30, damages alleged to be caused to a hunter by tbe negligence of tbe defendants' servants. In March last plaintiff's purchased the horse at Limerick for £102, and the animal, which was Dye years old and 153 bands high, was despatched, via Waterford and Milford, to New- port, accompanied by a certificate as to soundness. At Milford the hunter was placed in a horse- box, and attached to the Irish express. When taken out at Newport by the groom it was at once seen that the back of the near fore hoof had been cut or wounded, as was suggested by Mr Cousins, of Cardiff, for the plaintiff, in 'consequence of a hole in the side of the box into 'which the animal got its foot when rearing. The halter was tied loosely and negligently, and the hunter was thus enabled to Ret its hoof entangled. The groom telegraphed to the general that the animal was damaged, but the "owner at first thonght it was only a trifl9 which would disappear in the course of a few weeks. It was bathed, and subsequently a leather protection was strapped over it. The wound buppurated, and when Mr Edwin Sayer, veterinary surgeon, Newport, was called in on the 10th May he found a permanent injury to the coronary substance, caused from the coronet having been cut. There would be a permanent deficiency of horn, because portion of the sub- stance had been cat away. The animal was still lame, and was not much good for galloping pur- poses.—His Honour Or for selling purposes- General Watson said he could not get £20 for the- animal at the present time, and, therefore, ^pointed out that the claim was below the actual ) amount of damage sustained.—The defence was 'that the horse was probably fastened up at Milford innder the personal eye of the night inspector. The Inly aperture in the box was 4ft. 6in. from the Boor, and it was impossible that the animal, held by two short ropes from the head, could have k reared so as to get its foot into the bole. Two other horses, consigned to London, and tied in the j>same way arrived safely.—His Honour decided that the accident [happened through the horse, f which was not tied up properly, putting his leg over the rope. He thought that the claim was a very reasonable one. ,aod:gave judgment for the full amount claimed.

DEFRAUDING SPILLER AND CO., CARDIFF. LIVERPOOL COMMISSION AGENTS CONVICTED. At the Liverpool assizes on Thursday—before Mr Justice Stephen—William Ellison, aged 35, and William Jones, 39, two commission agents, were [indicted for having conspired to defraud Messrs Spiller and Co., Limited, millers, of Cardiff, by obtaining 1,000 saclrs of flour by false preteuces, at Liverpool, on the 16th March last.- Mr Addison, Q.C., and Mr A. H. Hamilton appeared for the prosecution; Mr Shee appeared for Ellison; andDrO'Feely for Jones. It appeared from the case for the prosecution that Messrs Spiller, who do a large business in the corn trade, appointed Ellison as their agent in Liverpool. Jones had carried on a small business in Liver- pool, but in 1888 LIe compounded with his credi- tors, and paid 9d in the ,pound, and Ellison at the time was appointed the trustee under the deed of assignment. Introduced by Ellison, Jones had done a email amount of business with Messrs Spiller, and the accounts were duly paid, and confidence being thus inspired, Ellison, in March, sent an order for 1,000 sacks of flour, at 19i 91 per sack, amounting to the sum of JB987 10s in all. The flour was sent to Liverpool, Jones making out the bills of lading. Subsequently, Ellison sold the flour at 33 per sack less than cost price, and after remitting about 2100 to Messrs Spiller on account of the flour,he, as was alleged by the prosecution, appro. priated the balance, and when Jones was applied to for the money, he said he was.unable to pay it. A letter was received from Ellison on the 28th of June, which was in effect a confession of the offence. He said that he was broken-hearted and ashamed as regarded Jones's matter. He wished to make an explanation, but dared not ask for an interview, as the transaction would never have taken place but for him. He commenced with pure motives, and with the intention of acting honestly, but matters went wrong, and heavy losses were made. Then in order to recover him- self he plunged more deeply. It was only for the sake of his wife and children that he asked for leniency at all. He bad no money, and could pay no compensation, but, if allowed to work his passage, he would go to Australia, and make a great effort to earn money and pay. When apprehended, Ellison said, "Things have gone wrong with us for some time. I am very sorry. I never intended to do people out of their money, but the money seemed to fly through one thing and another." Jones's statement was, Anything I have done was through Ellison's instructions." He added that the most he had bad at a time was L3, and that he did not know anything was wrong till about a month ago. Messrs Spiller received a letter from Ellison on the 15th of August, stating that they would find Jones's orders quite satisfactory. The letters were put in, and wit- nesses deposed to the facts stated.—Jones, in defence, urged that be believed that Ellison was doing an honest business, and on Ellison's behalf it was submitted that there was no evidence of a fraud having been committed that a number of transactions bad been quite regular, and the prisoner's only error had been in not informing Msssrs Spiller that he was acting for himself through Jones's agency.—The jury found a verdict of acquittal on the charge of conspiracy, but convicted them of obtaining the goods by false pretences, and they were each sentenced to three months' imprisonment.
THE HEALTH OF CARDIFF.
THE HEALTH OF CARDIFF. The return of the Registrar-General for the week ending Saturday last (3rd Aug.) shows that there were registered in the borough of Cardiff in the last week 89 births, as compared with 83, 70, and 82 in tho three previous. Those 89 births comprised 46 boys and 43 girls, and corresponded to an annual rate of 4-1 2 per 1,000 of the popu- lation, estimated to have been in the middle of this year 112,712. The deaths in the last week numbered 47. being 4 lower than the preceding one. Those 47 deaths were equal to an annual rate of 21'8 per 1,000. It was 1'3 higher than that of the 28 great towns in England and Wales. There were, however, 11 of them with a higher rate. In Bristol it was 15'7, being 6'1 lower than that of Cardiff. The deaths in the latter included 28 males and 19 females, and of the total 21 of them were those of mfants under one year, and 13 referred to adults who had attained 60 years and upwards. The principal zymotics in recent weeks have been little felt, for the deaths in the three preceding the last were 6, 5, and 5. This week gives 8, but of these 7 were from diarriiao,t and 1 from fever. There was 1 death from violence, An inquest was held on 1 body, and 9 persons died in the public institutions.
