BRUNSWICK ANNUAL TEA and CONCERT. Yesterday the annual tea and concert in connec- tion with the Brunswick Wesleyan Sunday Schools was held at the Grand Pavilion. There was a crowded attendance, and the meetings were in every way a success. The kitchen arrangements were attended to by Mrs Evans, 2 East Parade and Mrs Hughes, Abbey Street. Those who had charge of the cutting up were:—Mrs J Pierce Lewis, Mrs Richard Edwards; Mrs Hughes, Mor- ley Road Mrs Thos Davies, Mrs Edwards, Mrs Davies, South Kinmel Street; and Misses Lewis, Wellington Road. In the evening the sacred cantata, in ten scenes, entitled "Belshazzar'g Feast," or "The Fall1 of Babylon," was performed by a choir of 100 voices, Mr J Pierce Lewis being the conductor. The impersonations were as follows:—Mrs Pierce Lewis, soprano (Nitocris, Queen of Babylon); Miss Hannah Thomas, contralto (Lady of the Court); Miss Edith Hughes, contralto (A Jewish Maiden); Miss Bessie Wynne, soprano (Angel, Messenger from the Lord to Cyrus); Mr J 0 Williams, Bass (Belshazzar, King ot Babylon); Mr Dan Jones tenor (Daniel); Mr James Dowell, baritone (Hana- niah); and Mr Denton Davies, tenor (a Lord of the Court). Mr R Llew Jones presided Mr W M Williams was the narrator, and Misses Nance Evans and Annie Owen the accompanists.

RHYL BOYS' BRIGADE. SIXTH ANNUAL MEETINC. CLUB ROOM TO BE ERECTED. Last evening the sixth annual meeting of the Rhyl Boys' Brigade was held at the Town Hall. Thare was a large attendance, the chair being taken by Mr J Y Strachan, in the absence of Mr M A Ralli, who was supported by Messrs WJP Storey, J L Muspratt, and F L Rawlins. In opening the proceedings the Chairman said that he was pleased to see the good work which the Brigade was doing in Rhyl, and said that people could not help noticing that there was a marked change in boy-life in the town since it had been formed (hear, hear). Mr W S Vallance, of Glasgow, then gave interestiug recitals, varied in character, but all delivered in a masterly style. The annual report of the working of the Rhyl Boys' Brigade was read by Mr Rawlins, in which it was stated that the movement was first introduced into Rhyl by Capt Campbell in September, 1891, and was for a time a sur- prising success. They were thankful to report that considering its unfavourable surroundings the progress had passed all the trying periods. Of the many sided work of the Boys' Brigade religious instruction was only one, but of course the most important side, and one they had fortunately been able to carry on with a considerable amcunt of success. Meetings had been regularly held on Sunday afternoons, the proceedings consisting of reading | singing, an address and prayer. The average attendance was 35. The other branches of the Brigade were varied by the needs of the boys. The Brigade had never hnen able to attempt much, owing to the great drawback of having no suitable quarters. For some years Sergt. Parcell had given the boys manual exercise and instruc- tion. They had also had fairly successful ambulance classes, and, at one time a tolerably proficient drum and fife band. The ambition of the officers, from the first, was to build up a club in which to develop the resources of the movement It was not until the annual meeting in 1892 that anything was done, and then Mr Pickop Dutton gave £ 100 to start with. That gift was followed by a like sum from OlnA tn whom the Rhyl Boys' Brigade owed much-Mr M A Ralli Miss Rnth Evans made the fund into £ 300. Since then they had received help from the Duke o! Westminster Mrs Nicholson, Mr Tate, MrR- S. Hudson, andShS' One day ther were star tied by the announcement that Miss Evans had bequeathed £500 to the Brigade, and Mrs Nicholson had also promised to leave a like sum (cheers). NOTICE IS HEREBY GIVEN, that at the expiration of 40 days from the date hereof, application under the Seal of the County Council will be made to the Secretary of State for the Home Department, to sanction and allow the following BYELAWS. For the good rule and government of the County of Flint, made in pursuance of the Local Govern- ment Act, 1888, by the County Council of the said County, at a Meeting held on the Eighth day of December, 1897, at which 41 Members of the Council (being not less than two-thirds of the whole number of the Council) were present. Extent of Byelaws. 1. These Byelaws shall extend and apply to the County of Flint, (except the Borough of Flint wholly situate therein). Interpretation of Terms. 2. Throughout these Byelaws, the following words and expressions shall, if not inconsistent with the context, have the meanings hereinafter respectively assigned to them, that is to say (a) Street means and includes any high- way, public bridge, and any road, lane, footway, square, court, alley, or pass- age, over any or either of which the public havt right to pass or to have access thereto. (b) Words importing the singular number shall also include the plural. Prohibiting the Annoyance of Persons attending Places of Worship. 3. No person shall to the annoyance or obstruc- tion of any persons going to, attending at, or returning from divine service in any Church, Chapel, or other place of public worship, wilfully and persistently loiter about or near the entrance of any such Cfeurch, Chapel, or other place of public worship. e Prohibiting the use of Profane, Obscene, or Indecent Language, Gesture, or Conduct, in any Street or Public Place. 4. No person shall in any Street or Public place, or in any place within view or hearing of any Street or Public place, use any profane, obscene, or indecent language, gesture, or conduct to the annoyance of passengers, or use any abusive language, gesture, or conduct towards any person with intent to put such person in fear or whereby a breach of the peace may be occasioned. Vehicles to have Lamps attached after Sunset. 5. A person driving or having charge of any Waggon, Cart, or other Carriage drawn by a horse or other animal, upon any Main Road or Highway, within the County, shall, during the period between one hour after Sunset and one hour before Sunrise, carry attached to such Waggon, Cart, or other Carriage, a Lamp or Lamps, which shall be so constructed and placed as to exhibit a white or uncoloured light in the direction in which he is proceeding, and so lighted and kept lighted as to afford adequate means of signalling the approach or position of such Waggon, Cart, or other Carriage, provided that where one Lamp only is so carried, ic shall be attached to the off or right side of the Waggon, Cart, or other Carriage; and provided also that where such Waggon, Cart, or other Carriage is carrying a load which projects more than 6 feet behind the body thereof, such person shall also carry a Lamp or Lamps, so constructed and placed, and so lighted and kept lighted, as to exhibit a red light or lights visible to persons overtaking the same. Provided always that these Byelaws shall not apply to any Farm Cart, Waggon, or other Car- riage, proceeding on t'le business of a farm from one to another part of such farm, at a rate not exceeding three niiles an hour. Prohibiting Betting in Street and Public Places. 6. No person shall frequent and use any ^Street, or other public place> either on behalf of himself or of any other person, for the purpose of bookmaking or betting, or wagering, or agreeing to bet or wager with any person. Penalties. 7. Any person who shall offend against any of the foregoing Byelaws, shall be liable on summary conviction for each offence to the following pen- alties, that is to say (a) For an offence against Byelaws numbered 3, 4, and 5, not exceeding 4ft Shillings (b) For an offence against Byelaw numbered 6, not exceeding Five Pounds. Prestatyn under a Cloud. BIB,-It does not require more than a general obser- vation to conclude that business is as bad as is possible, that money is scarce, and the outlook gloomy for Prestatyn, unless matters improve. I am not at all surprised that the Urban Council find it difficult to collect the General District Rate. What is the cause of so sudden a reverse to the prosperity ot the place? Public opinion says we are now paying for the luxury of a District Council, and that unless our Councillors exercise more discretion than in the past they will find the rateable assessment getting seriously reduced. Be this as it may, my object is to try and shew a practical remedy for some of the depression. For many months close observations have been made of the extent of the shopping that is done out" of Prestatyn. In one month alone no less than 465 resi- dents visited other towns, returning home by railway, carrying strong proof of having left a considerable sum of money behind them. This is as unjust as it is unfair to the shopkeepers of the town, who in the aggregate make up a very large proportion of the rateable value for assessment. There does not appear to be any con- cealment on the part of residents in treating their friends and townsmen so unneighbourly, therefore if their attention is arrested by this letter, possibly practice will be discontinued. The residents of neighbouring towns do not come to Prestatyn to shop, therefore why should Prestatyn support outsiders, and by so doing make it easier for them to provide for the payment of rates and make it all the harder for Prestatyn tradesmen to satisfy their Rate Collector ? There is no doubt if the tradesmen could depend upon getting their legitimate share of the trade of the town more encouragement would be given for them to stock every requisite, and thus keep their cus- tomers at home. There is nothing so safe » sfgn of prosperity as a steady increase in the circulation of money in the town. Other causes of the melancholy state of affairs will be found amongst the objectionable licensed and unlicensed hawkers, the support given to and encouragement of tradesmen's vans from other towns making a house to house canvas. To secure the general prosperity of the Place everything that is possible should be done to discourage these poaching elements. And I see no reason why artizans from our neighbouring town should be brought in by train in t e morning) and returning at night without spending a )enny.
