Conway Board of Guardians. At the Conway Board of Guardians' monthly meeting held on Friday, December 16th, the Chairman (Rev W. Venables-Williams) presided, and there were also present County-Councillors John Davies and John Porter (Vice-Chairmen), the Worshipful the Mayor of Conway (Mr Ed. Jones, A.C.C.), the Rev E. Hughes (Llanbedr), and Messrs Borthwick, Wm. Tones, Daniel Phil- lips, J. H. Elias, R. Lloyd Jones, E. J. Watkins, John Littler, John Roberts, David Jones (Eglwys- rhos), David Jones (Gyffin), and David Davies, and the Clerk (Mr T. E. Parry), the Surveyor (Mr T. B. Farrington, C.E.), and the Sanitary Inspec- tor (Mr Elias Davies). THE WORKHOUSE'S CONDITION SATISFACTORY. The Chairman reported that County-Councillor John Porter, and Mr F. Nunn, had gone through the Workhouse, with the condition of which they expressed their satisfaction. TH3 WORKHOUSE-PORTER'S RESIGNATION. The Clerk reported that the recently-appointed Workhouse-Porter had offered his resignation (giving no reason therefor), to take effect one month hence.—The Board accepted the resigna- tion, and decided upon advertising for applications for the vacant berth.—The Board raised the monetary emolument of the position, from £26 to £3°' The Surveyor reported upon the condition of Penrhynside, and also laid before the Board his plans for dealing with the drainage of Penrhyn- side. The Clerk was instructed to officially com- municate with certain owners of land, as to their willingness to have the sewage-scheme carried out. The Surveyor was instructed to make a large- scale plan of a certain Penrhynside road land that the Rural Sanitary Authority considered ought to be improved by widening. LIGHTING AND WATER AT GLANCONWAY. The Board gave their sanction to the Glan- coaway authorities to take the necessary steps towards putting in force in Glanconway the Lieht- ing and Water Acts.
OLD COLWYN.
OLD COLWYN. THE OLD COLWYN CHRISTMAS-TREE' The sum of £ 80 8s 8d was the amount of the 2 takings at the Old Colwyn annual Christmas-Tree held (in aid of the Colwyn Parish Church ex- penses) at the Assembly Room, Old Colwyn, on Wednesday afternoon and evening, December 14th. This amount (which compares with 73 taken in 1891) is but one proof out of many, of what can be done by a thoroughly united Church, a Church where there is not one single dissatisfied member in the congregation,—everyone helps, each a little, and it is truly marvellous what can be done with such unity. About eighty people paid for admission in the afternoon, and over three hundred in the evening, when the room was literally packed with, happily, a very orderly crowd. There were four Stalls (each doing good business), besides the Christmas-Tree, a bran-tub, and a draw-well. The room and Stalls had been decorated, on the two previous days, by the stall-holders.—The Christmas-Tree (generously donated by Mr William Jones of Minavon, Colwyn), was beautifully decorated, by Miss Lloyd, of Tanycoed, Colwyn. The adornments (toys and knick-knacks) made the Tree very pretty and very popular to its numerous patrons, who kept both Mrs and Miss Lloyd busy selling articles from the Tree and from the neighbouring Stall.—The next Stall was under the charge of Mrs Frost; and Miss Jones, of Minydon, Colwyn. Mrs Frost worked with a will, and all her many friends were glad to see her looking as hale and as bright as ever, carrying on the good work she has done during the last twenty years and more. The tact that, aided by Miss Jones's willing assistance, Mrs Frost managed to turn £26 worth of goods into cash, shows that her energies are not abating.—The Refreshment Stall, presided over by Mrs D. Owen (Colwyn National Schools) and Miss Fleming (of Foryn Uchaf, Colwyn), was well patronised iu the afternoon, the tables at the i first fairly groaning under the weight of excellent comestibles.—The Vicarage Stall, "as usual, was fairly laden with good things, and the ladies were kept busy, attending to the many customers they attracted, so that here a substantial sum was realised, under the superintendance of Mrs Pryce- Jones (The Vicarage), assisted by Mrs Eden and Miss Brittain, Colwyn House Mrs Taylor, Narellan Mrs and Miss Margerison, and the Misses Wilks.—The bran-tub and the draw-well, whose respective presiding geniuses were Miss Llo3'd (Tanycoed) and Miss Constance Taylor (Narellan), were great sources of attraction. Among those present was the Vicar of Colwyn (Rev D. Pryce-Jones, B.A.), whom all the parish- ioners present were pleased to see looking much better,—his health had so much improved, indeed, as to permit him not only to make his appearance, but to stay for an hour or two. During the afternoon and evening, valuable assistance was rendered by the Rev D. Stephens, B.A., Curate of Colwyn; the Rev T. H. Vaughan, B.A., formerly Curate of Colwyn, now Curate of Rhyl; and the Rev T. Jones, M.A., Curate of Portdinorwic Miss Lax, of Ormskirk Mrs House Roberts, of St Asaph Mrs Jones, of Brynymaen, Colwyn Bay Miss Sri tl-, Marine Terrace, Colwyn and Miss Vaughan Jones, of Denbigh Mr D. THE RIGHT OF RATEPAYERS TO IN- SPECT LOCAL BOARD BOOKS, etc. SIR,-If the various newspaper reports of the proceedings of the Colwyn Bay and Colwyn Local Board at their last meeting, on Tuesday, the 13th inst, are coriect, the statements made by some of the Members, and the advice given by the Clerk thereat, on the above subject, are erroneous and liable to mislead the public. The law on the right of inspection, is very clearly stated in Sections 218 and 219 of the Public Health Act, 1875, as follows Section 218.—Every urban authority, before pro- ceeding to make a general district rate or private improvement rate, under this Act, shall cause an estimate to be prepared of the money required for the purposes in respect of which the rate is to be made showing- The several sums required for each of such pur- poses and The rateable value of the property assessable; and The amount of rate which for these purposes it is necessary to make on each pound of such value and the estimate so made shall forthwith, aftei- being approved of by the urban authority, be entered in the rate book, and be kept at their office open to public inspection during the office hours thereat but it shall not be deemed part of the rate, nor in any respect affect the validity of the same. Section 219.-Any person interested in or assessed to ANY rate made under this Act may inspect the same AND any estimate made previously thereto, and may take copies of or extracts therefrom without fee or reward any person who, having the custody of any such estimate or rate, refuses to allow or does not permit such inspection or such copies or extracts to be taken, shall be liable to a penalty not exceeding five pounds. It will therefore be noticed that every Urban Authority (meaning a Local Board) must every year before making a Rate cause an estimate to be prepared of the money required for the pur- poses in respect of which the Rate is to be made. When this estimate is so made and passed by the Board, it must be copied into the Rate-book, and it (viz. the estimate) must be kept, at the Local Board Office, open to public inspection during office-hours. Further any Ratepayer or any person interested, has a right not only to inspect the Rate-book AND Estimate for a current year, but also the Rate- books AND Estimate "made previously thereto." You will therefore see, Sir, that to say that Rate- payers have no right to inspection except at Audit times is either a betrayal of ignorance or an attempt to hoodwink the Ratepayers. I further contend that, legally, an Officer of the Board (whether instructed by the Board to the contrary or not) has no right to refuse such inspection without rendering himself liable to a penalty under the above Section (219). An Officer, moreover, has no right to ask or consider the object or the purposes which any Ratepayer may have in seek- ing inspection of the Books, and any Ratepayer, or person interested, has a perfect right and ought to have free liberty at all times during office- hours to such inspection for any and every purpose, in default of which the remedvis a simple and summary one. The Clerk is indisputably the proper custodian of all Books and documents belonging to the Board, except of course the current Rate-book, which of necessity must be in the hands of the Collector.
