MR HALDANE AND THE FLASH The answer of the Secretary of War to the question of Sir Howard Vincent, in reference to the suppression of the "flash" ot the* Fusiliers, was prefunctiory and banal. It is simply stupid to say that it is not desirable to "set up a distinction in dress." The distinc- tion is already old and honourable. It is one which the Welsh Fusiliers and the people of Wales prize. In defence of ab-olishing the "flash," Mr Haldane said there waa no smoke- lesa powder in the daya of William IV. He might as well have asserted that there were no I bicycles in the time of Julius Coesar. Both assertions would be about, equally wide of the mark. It is disappointing to find an insult levelled at, the Welsh Fusiliers by a. Liberal Administration, which has been so strongfy backed by Wales. The whole thing is so gra- tuitous, so utterly uncalled for, that we can- not understand why Mr Haldane backs up the Tailoring Department of the War Office ex- cept on the supposition that he thinks that firmness,and stubbornness are synonymous. We trust Sir Howard Vincent will persevere, and that some day a Tory Government will restore what a Liberal Government has so needlessly and wantonly taken away.

A TRUCE AT GWESPYR We are not at all surprised that the friends of Syr Pyers Mostyn have prevailed upon him to witibdtraw the notices to quit given to thir- teen of his tenants. The reputation of the Talacre family for kindliness and fair dealing has been so high that the news of the intended evictions was almost incredible. The sup- porters of tihe present landed chaos-we will not call it system—must Siave been bewildered by the anno\incemen>t; for as fairly shrewd persons, they are well aware that a crisis has been readied. Soon, the whole arrangements which we have inherited: from feudal times will 'have to be, overhauled; and no time, therefofre, could- be iless convenient tiham. the present for a display of arbi- trary power. The Talacre tenants who had re- ceived notices, as well as those who had not received any, were unable to place upon them any construotion except one. At the inquiry, Mr Amphlett did his utmost for his client; but Sir Pyers's ,fetter, tihe fact that he kept away (as advised), and the statements which Lady Mostyn insisted on making, proved rather too much for him, as they would have proved too much for any adrvocate in the world. As the Commissioner pointedly said, the only satisfactory, metlhod) of dealing! with the alJega- tions of terrorism,, "mas to put Sir Pyers Mos- I tyn in the witness Sox. It was impossible for the Flintshire County Couincil to refrain from providing, a firoe public schools in the parish of laan,asa. The public inquiry conducted* with thorough- I ness and reported in all the daily papers of the kingdom let in the :1igJ¡,t on a dark place. The matter was being taken up vigorously in Parliament, as will be seen by our report of questions asked by Mr Ellis Griffith and answered by Mr Lough and the 'Prime Minis- ter. We trust there twill be no need to pro- ceed further, but that peace with honour wifl prevail. At the same time the rights of the free men of Wates must be vindicated without lunching.

As will be seen in another column, the successful candidate I was Mr David Breese, the son of Mr Edward Breese, who had filled the office for several years. The new clerk is a young man of great ability.. In 1894 he qualified as a seLlicitDr, and became a partner in the 2rm of Breese, Jones, and Casson; and since t.iat time he has actively assisted in the duties connected! with the office de has now been apjpointed to. He has regu- larly attended, Sthe meetings of the County Council, the Quarter Sessions, and the Stand- ing Joint Committee, and during the last few years, owing to the failing health of the late clerk, he has, in conjunction with this partner, Mr Casson, conducted) practically tine whole of Mr Jones' duties in connection with the county I work. We heartily congratulate Mr Breese upon his appointment. • • • The^ following I quote from the "Musical Tunes" for this month:—"Dr Rolsand Rogers is to be congratulated upon his re-appointment to the office of organist a.nd master of the chor- isters of Bangor Cathedral, in succession to Mr Westlake Morgan, who has resigned that office. Dr Rogers held the post with distinction for 21 years, from 1671 to 1892, when he re- signed because he refused to be controlled by the Dean and Chapter as to his private profes- sional engagements. The re-appointment of an organist to a cathedral is not unknown. The | most famous instance in that of Dr John. These men, finding no accommodation in the towns, sleep out on limekilns-to their own danger md to the annoyance of the proprietors. The authorities would: do well to take a sensible and kindly interst in the matter. Only to-day, I heard of a, large Carnarvonshire farmer who always provides siupper, a shakedlovsaa, and breakfast for all tramps. He finds it pay. He never loses anything.
