Mr. Thomas Lewis in seconding said he hoped that another public bath would soon be erected at Aberaman. The Parks Committee recommended the letting of the Baths by tender for the re- mainder of the season. It was, therefore, decided to advertise for tenders. Upon the suggestion of the Clerk it was decided to call a committee to go over the bye-laws of the Swimming Baths before submitting them to the Local Government Board. SCAVENGING. Tenders for scavenging were read. For the Hirwain Division. Mr. Thomas Davies's tender was accepted. Cwmdarc District, Mr. Carter. Cwmaman and Capcoch: the three tenders received for this district were higher than the Surveyor's estimate, there- fore, on the proposition of Mr. J. Bucknell, seconded by Mr. Thomas Lewis, it was un- animously passed that the Council under- take the work themselves. For the haulage of metalling: Hirwain district, Mr. Carter's tender was accepted; Cwmdare, Mr. Thomas Williams; Llwyd- coed, Mr. Carter; Trecynoa, Mr. Thomas Williams; Gadlys, Mr. Carter; Town, Mr. Hek Abernant, Cwmbach and Aboraman. Mr. Hek; Cwmaman, Mr. Hopkin Hopkins. Street Improvement Tenders: Clarence- street, Aberaman, Mr. Hopkin Hopkins, JM5 16s.; Cynon-street, Mr. J. D. Wilkins, £ 46 Is. 9d. MEDICAL OFFICER'S REPORT. Dr. Davies, J.P., reported 36 cases of scarlet fever, one death during the preced- ing four weeks; diphtheria, two cases, one fatal; typhoid, seven, one death; erysipelas. In. It was futher reported that a young man had contracted small-pox by visiting Swansea, and that he had declined to be re- vaccinated. Dr. W. LI. Rhys reported 11 patients in the Isolation Hospital. Five suffering from scarlet fever and six from typhoid, one death. The two cases of small-pox had been discharged. Dr. Rhys complained that a partition had not been put up divid- ing the male and female wards. In con- sequence of that he had been obliged to put male and female patients in the same'room with only a screen between them. He also complained of the delay in obtaining a new ambulance and in disinfecting the rooms. The Surveyor observed that patients when removed to the hospital did not suffer by the removal. The present ambulance could be put right at a nominal cqt and would prove quite as conducive to the com- of the patient as a new one. Referring to the partition he remarked that no suggestion whatever had been made of constructing a partition. As for the other work of dis- infecting and painting the room, he could not sent have men there while there were small-pox and typhoid cases inside. Mr. Thomas Lewis complained of the dilatoriness in whitewashing and papering the hospital. The same delay was ob- vious in this case as in the Baths. Surveyor: The Baths were ready six weeks ago. Mr. Thomas Lewis: But we are not ready. Surveyor: I cannot help that. Mr. L. N. Williams proposed that Dr. Rhys attend the Hospital Committee. Aid. Evans seconded, and the motion wras earned. i SANITARY INSPECTORS' REPORTS. The Clerk read the reports of Inspectors James and Lewis. Mr. Thomas Lewis asked that in cases of infectious diseases, the Inspectors should give full information of who were the owners of the houses in which such cases arose, together with the number of rooms and inhabitant of such houses. POLICE REPORT. The Police reportce George Phillips and Thomas Rawlins for overloading their brakes.—It was decided to take the usual course. Communication was read from LIwvd- coed Police Station concerning the rick" of hay which took fire on Wednesday night. The hose being too short, the police were obliged to fetch one from Aberdare. The damage was estimated at 1!50 which was covered by insurance. COMPLAINTS. Complaints were read from Mr. Howell Morgan, Canal Head, from Mr. A. L. Gregor and 60 other inhabitants of Cwmbach. owing to certain nuisances arising out of the scavenging depots. The Inspector of Nuisance was requested to visit the place and report thereon. Mr. Percy J. Burkle complained that there were more than four brakes standing in IVIiitcoiiibe- street at the same time. n The Clerk observed that they could be proceeded against under the bye-laws. Mr, Frank T. James wrote pointing out that a drain ran under the dining-hall at the Industrial School. Alderman Evans moved that the Inspec- tor of Nuisance visit the place. PROPOSED NEW ROADS. With regard to the proposed new road to Cwmbach, a letter wa,s read sanctioning part of land necessary for same. No further communication had been received from the G. W. R. The Clerk said nothing could be done until they heard from the G.W.R. Letters were read from Captain Roberts and from the Cwmneol Estate with regard to the proposed new road to Cwmaman. This matter was deferred until Mr. Hauu should write as to the attitude of the Powell Duffryn. A DANGEROUS ROAD. T. J." 4tl 1 r lower road by Park School to vehicular traffic. The Clerk said he was afraid they had no remedy, that it was a parish road. Mr. W. T. Morgan observed that the chil- dren were exposed to great danger on that road and suggested that they should go to Quarter Sessions to obtain power to close it to vehicular traffice. It was being used too freely by drivers as a shorter way to Harriet and other streets in Trecynon. Mr. L. N. Williams strongly objected to this course. Upon the suggestion of the Chairman, it was agreed that the Surveyor report 011 the matter. SURVEYOR'S REPORT, GENTLEMEN,—Rainfall.—The rainfall re- corded at the Nanthir Reservoir for the month of Juno was 3'92 inches, being an in- crease of '88 of inch on the previous month, and an increase of 1'13 inches on the cor- responding month of last year. Rain fell on 19 days, the greatest fall being on the 30th, viz., '49 of an inch. Private Street Improvements.—Clarence- street and Cynon-street, Aberaman.—I beg to submit tenders received for the repair of the above-named streets. Scavenging and Haulage of Metalling and Gravel.I beg to submit tenders received for Scavenging and Haulage of Metalling and Gravel for the various districts. Hospital Ambulance.—I beg to lay before you particulars and prices of ambulances. Jubilee Hoad.-In accordance with your instruction, I have inspected the above- named street, and beg to report that it has been constructed in accordance with the Council's specification and to my satisfac- tion. I therefore recommend that the same be declared a Highway, repairable by the inhabitants at large. Water Main Extension, Capeocli.-Tlie now houses in course of erection at Capcoch arc now nearly completed, and in order to supply the same with water it will be necessary to extend the three inch main in John-street for a distance of 200 yards at an estimated costs of J643 10s. Sewer Easement, Aberaman,—111 COlli- pliance with your instructions. I have measured the 9 inch sewer for which claim of easement has been made by Messrs. The Powell Duffryn Company. The total length is 42 chains. The rate previously paid to the Company for similar sewers was £1 2s. 6d. per chain. FREE LIBRARIES. The Clerk said he had received a draft of the lease from the Ecclesiastical Commis. sioners for the proposed Pu blic{Librar v( Mem orial Hall). He suggested that a committee consisting^ of Alderman Evans, D. P. Davies, J.P., the Chairman and himself should go over it. This was adopted. A letter was read from the Cwmbach Committee which have the arrangements of the proposed Free Library at Cwmbach in hand. They asked that a Library Rate should be levied and left to accumulate in their favour. Mr. Morgan John supported this requsst. The Clerk explained that this could not be done. They would first have to erect the building. The Clerk mentioned the case of the Rhondda Tramways. In view of the strange way things had turned with the Rhondda scheme, lie thought it would be wise for the Council to wait and see what form the Rhondda Bill would eventually take. It would then be wise and proper to asked the opinion of an expert engineer whether there could be a fair prospect of succeeding by going to the House for powers. He would suggest that the Coun. cil stay their hands for a while. Mr. T. Lewis suggested that they should go in for powers under the Light Railways Act. Alderman Evans pointed out that they would have to join another Council in order to do that. Mr. L. N. Williams concurred with the Clerk's view and further suggested that a committee be appointed to consider the matter thoroughly and report to the Coun. cil the probable expenditure of a Bill and, furnish them with such information as to enable them to form a better judg. ment. MISCELLANEOUS, A letter read from Mr. W. Davies, Cardiff-road, Aberaman, asking for compen. tion for damages incurred by his horse fall- ing over the embankment in Incline-road was ordered to be left on the table. On the motion of Mr. W. T. Morgan an application from the residents of Belmont. terrace, to remove the back boundary wall. was referred to the Surveyor. Applications for increase of salaries from Mr. Ben Lewis, sanitary inspector, and Mr. Price, road foreman, were referred to the Finance Committee. Mr. Thomas Lewis asked that a fixed maximum be laid down with so much ad- vance of salary every year until that maximum be reached.

County Court Humour. On Wednesday week at Aberdare. Judge Gwilym Williams waxed humorous and philosophy.* on several occasions. A Hebrew, who could speak no English, applied for a summons to recover wages due to him. An interpreter was obtained.'and the monoglot while airing his grievance in Yiddish, used the word "business. "Ah!' said His Honour, "I believe I have heard that word before in English. I suppose you are like some Welshmen of the Dic-Sion-Dafydd type." A woman complained that her 'husband was bad- "111, you mean," said the Judge, "we are all bad since tne fall." In one instance where a sick person had remained at his lodgings for some time prior to his removal to the hospital. His Honour remarked, Some people regard the hospital as a chamber of horrors, I hope Mr. Chamberlain's example will cure them of this (Iread."
