GENTLEMEN,— Accepting the unanimous invitation of your Central Liberal Association, confirmed, as it has been, by resolutions passed without a dissentient at eight public meetings, held in the principal centres of popu- lation in the division, I offer myself as a Candidate to represent you in the Commons House of Parliament. I am a firm Liberal, belonging to the more advanced school of that historic party. All the measures of reform which our great leader Mr Gladstone, with his ripe experience and unrivalled knowledge of the limits of parliamentary possibilities, mentions in his manifesto as being ready for settle- ment, I shall be glad to support. Mr Gladstone's statement of the principles by which our foreign policy should be guided is, in my judgment, sound. These principles were in some pleasure de- parted from in the treatment of the Egyptian diffi. culties, but the admission that has been made that there was such a departure affords to me firm founda- tion for the hope that these principles will by any future Liberal Administration be more closely ad- hered to. Although the safeguarding of the interests of our Great Nation, with her numerous Colonies and vast possessions, requires that our Navy should be main- tained in a high state of efficiency, I am convinced that the annual votes taken for the Army and Navy might be much reduced without impairing the value or influence of either of those services. Recent enquiries only confirm the opinion that a most searching inves- tigation into the administration both at the War Office and the Admiralty is necessary. The continuance of the House of Lords in its present unreformed condition is a menace to the quiet and orderly discussion and settlement of political reforms, and presents obstacles to the most effective administration of National affairs. Not the least of these obstacles is the obligation which every Premier has to recognise to so constitute the Ministry as that each department of the State should be represented in the Peers' House of Parliament; that is to say for half the great offices of the State he has to choose not the best man for the position but the best man for the position having a seat in the House of Lords. Any reform should include a provision giving to all ministers of a certain rank (say members of the Cabinet and Under Secretaries of the State) the right of audience in each House. I shall endeavour to assist in passing through Par. liament well-considered and practical measures for the repeal of what is called the Law of Primogeniture and the law by which a man is allowed to tie up his pro- perty for 40, 50, or, it may be, 60 years, and for so simplifying the title to land as that it ln iy be capable of easy and inexpensive transfer. I see no objection to Mr Chamberlain's Allotment Scheme representa- tive local bodies may well be entrusted with the powers he proposes. I shall be glad to assist Mr Broadhurst in passing into law the Leasehold Enfranchisement Bill. I am in favour of a reform of the laws by which the taxes are levied upon real and personal property the burden on each should be more fairly apportioned, Indirect taxation should be reduced, and realised in- comes may with justice be taxed on a higher rate than those arising from business. Land capable of cultiva- tion, but devoted by the owner to purposes of mere pleasure, should be taxed as a luxury. Local rates should be levied not only upon houses, lands, &c., but upon royalties and rents received in respect of mines, lands, and houses within the lucal area. On all hands it is admitted that the reform of local govern- ment—certainly not less for Ireland than for Great Britain-presses for immediate settle- ment. No reform will be satisfactory which does not combine the various existing local authorities, and it should establish, on a strictly representative basis, a local board for each area (parish or union, as the case may be), and a Central, or County Board. The power to grant and deal with licences to sell intoxicating drinks should be conferred upon these new local boards. I shall be prepared to support all such amendments of the Employers' Liability and Mines' Regulation Acts (including the appointment as Inspectors of men who have the most practical acquaintance with the subject), and also to promote such further legislation on similar lines (for example, the Inspection of Boilers Bill) as are necessary to secure the due protection of workmen engaged in dangei ous employments. Opposed on principle to any interference by the State as such in religious matters, convinced as I am that any patronage by the State of a particular form of faith is hurtful to the State and violates the true spirit of Christianity, I should be prepared to vote for the disestablishment and disendowment of the Church in England, Scotland, and Wales. I shall, however, bow to the mature opinions of the leaders of our party as to the opportuneness of bringing forward such a measure for the Established Church in England, but in regard to the Welsh dioce,es his re form is long overdue. The objection that is urged by our opponents that the disestablishment and disendowment of the Episcopal Church in the Princi- pality and Monmouthshire would promote infidelity is unjust to many of the sincere and self-sacrificing members of that Church, and contrary to the history of the last two centuries, during which the mainten- ance of true religion and virtue has been the work, principally at all events, of the Voluntary and Noncon- formist Churches. In furtherance of Religious Liberty, I should sup port the Affirmation Bill. I am in favour of free Elementary Education, and this boon ought in my opinion to be secured without any addition to the local rates, the extra expense must be defrayed from the National Exchequer. One of the first measures which would be introduced by a Liberal Government would be the Bill for the I in provement of Intermediate Education in Wales and Monmouthshire. A Bill on the lines of that brought in last Session by Mr Mundella improved so that the County Committee should consist of a few ex-officio members and the rest should be elected by the rate- payers of the County, might easily be so shaped as satisfactorily to secure the objects desired. Greater attention should, I think, be paid to India, and I hope the administration of Lord Ripon, by which the cc-operation of the natives of India in the Govern. ment of that continent was sought will be imitated and carried further. The number of reforms still waiting to be effected I could not in the limits of this address particularize. So great are the difficulties arising from vested rights and class privileges that I should despair of accomplishing many of these reforms did I not hope that the vigour which the enfranchisement of the working classes will give to the House of Commons will enable it to work out more worthily than it has hitherto done, the well. being of all members of the community.
