COMIEROALmmiGENGE. LONDON, THURSDAY EVENING, The directors of the Bank of England, at their lVeekJy court to-day, decided to make no alteration in their minimum rata of discount. The weekly return issued this afternoon showed the proportion of resarv^to liabilitiea to be 4y.22. There is no change in the commercial situation. The StockExchange markets have been flat. The Kngtish Funds have been quiet. The Three percents at the finish were 96g to 96i, both for money and the acconnt. The New and Re- duced Three per cents were done at 94| to 94 £ India 5 per cents, 107 £ ditto, 4 per cents, 102$ to 102$; Bank of England, 232; Metropolitan Board of Works, 101 £ to 101 J. In the foreign market there is very little new business, and the statement that the English Government dissent from the resolutions adopted by the three great Powers has had an adverse effect. There has been a very sharp fall in Argen- tine Stock, and all other descriptions left off at about the worst points of the day. A BRAVE WORKMAN. We (Builder) have much pleasure in recording an act of courageous self-control and presence of mind which may be compared with advantage to the honours won by deeds of daring on the lield of battle. Two workmen were engaged in fixing a lightning con- doctor on the summit of the steeple at Villa- liiur- Ourthe, in Belgium. To accomplish this somewhat difficult and delicate task it was necessaiv that one of the workmen should stand on tho shoulders of his companion. While in this position, a violent gust of wind made him spill some molten lead, which fell on the hand and forearm of his fiTend. Notwithstanding. the sudden intensity of the pain thus inflicted, the victim of this accident had the courage to remain motionless while the lead burnt its way into his flesh. He knew that the slightest movement might suffice to precipitate his companion from a. ht ight ot seventy feet into the street below, and he bravely endured the pain rather than im- 1 peril the life of his fellow-worker. STATE OF THE LABOUR MARKET. Referring to the Home Labour Markat, the f."tthour News L-ays:-It has undergone few important changes during the past week. In the Midland coal-field the great Strike still continues, but shews some signs of settlement. Pending an adjustment- of wages several large branches of industry remain very depressed, and in the Wolver- hampton district only D8 out of 140 blast fur- naces are in operation. In the Forest of Dean there is at Dresent great want of employment, and at Newport the steel industry is now sharing the general depression. In North Wales difficulties have arisen be- tween the union and non-nmon qnarrymen, and at C^faithfa in South Wal-8 the ironworks are on half- time. The textile trades are not generally Very busy, but in Lancashire prospects oi an early revival seem good. At Coventry ribbon weavers are very slack, and at Macclesfield the silk operatives are also bat partially employed. At Huddersfield the mills are mostly running full time, but at Leeds some flax spinners are on short time. At Birmingham the jewellery trade remains in a very inactive state,but the heavy trades are doing somewhat better. At Calne, 'n Wiltshire, there has been a strike of agricultural labourers; otherwise rural workers seem fairly settled, and as yet emigration is not very brisk. In the Cape of Good Hope railway extension is being pushed forward, and Germans are likely to be imported for the work. In New Zealand all recent immigrants, except those to Auckland, have been rapidly absorbed. Advices from the United States indicate a some- what improving condition of all airs workmen are, How- ever, strongly urged not to go to Philadelphia in search of employment, as that city is already overcrowded "U'ith artisans. Both Western IItnd Southern Australia continue to invite emigrants.

MR. GLADSTONE ON GHOCKHS' LICENCES. In reply to a letter received fiom Messrs. Leverell and Frve, of Greenwich, relative to Sir Harconrt Johnstone's bill. which proposes to stop the further issue of grocers' spirit licences, Mr. Gladstone fays :—With reference to your letter of yesterday. I beg to acjnaint you, as I have already acquainted others, that I should retrard the creation of a new monopoly in the liquor trade as a great public evil, and t hat- I think the holders of grocers' licences are perfectly justified in their demand that no legislation favourable to such monopoly and ad- verse to them shall he adopted until the facts bearing ppon the case shall h.avs been ascertained by careful inquiry. Pray use this note as you think fit.

From a return to the Horse of Commons, procured by Mr. Heygate. it is shewn that from 1851 to 1875 inclusive the amount contributed by the Church of England towards building was £ .0,702.210 and maintenance £ 0,623,707 by the British Wesleyan and "tier Nonconformist bodies £ 389.699 towards 'the building and £i, :25..853 main- tonazice by Roman Catholics, C12-2,473 building and £ r>94,436 maintenance. By the Government the amount contributed was—building £1.:1R5,G76, and maintenance £ 11.005.452. The total amount bv the Government from 1839, when the Education Department "a formed, to 1850 was £ "19,926 far building purposes. It has had many shades of significance in the same direction since then, but I really do not think it an unfair word to describe the widely prevalent, practice by vrhieh merchants are compelled to subscribe for local sectarian purposes all over the country on pain of having their business inter- fered with. Here are a batch of letters before me. ad- dressed to firms in London with which I a> acquainted, in chiefly from Wales and Lancashire, and mainly, I am sorry to say, by TYesleyans. demanding pecu- niary aid for a bazaar, chapel repairs, a deficit in the minister's salary, and so focth. and in each ease the application rs coincident with some settlc- ment, or negotiation, or the visit of a traveller. Having inquired of several firms, I am assured that re- fusal of such applications, wherever attempted, has been promptly followed by the applicant's transfer of his ctistom to some less scrupulous firm. In some cases commercial travellers dependent upon percentages on orders have/interfered to save a customer by offer- ing donations from their own purses. A modern philosopher has remarked that •• Our customer is the immediate jewel of our soul, but it is to be hoped that even amid the tempta^ons of business there are some to whom that jewel still is honoiy, and who will not betray their priu- oiples by submitting to, such exactions. If a zealous Methodist were asked to aid in building a new synagogue, or a Puesbyterian to subscribe for a secularij-t hall, it would be regarded as an invitation to betray their prin- ciples, and any pecuniary considerations accompanying the same as partaking the guiltiness of the thirty pieces. It is not the best way of encourag- ing men to sell honest articles to bribe them to adulterato their religious principles.
