--------THE CHURCH CONGRESS.
THE CHURCH CONGRESS. Tun annual congress of the members of the Established Church of England assem- bled at S'.iemeld, yesterday. 0 The Arch- bishop of YoRK was present, and tho com- pany of the preachers was doubtlesa very great. There is always a large number of Churchmen, and Churchwomen, too, who like to attend the congress. Mother Church jealously excludes her child- ren from the ancient Convocation, but at ths modern congraaa layman and clerics rub shudders. The vast chasm even between Bishops and Curates is partly bridged. Every school of thought can assert ita innuence, and there is enough of the Democratic spirit infused into the unwritten law of the meetings to anow even the feminine members of the Church to express indirectly their views, and thereby to bring the bent of their minds and feelings to bear upon the questions under di.3put:e. There are many meetings held besides those on the oSicial programme. At social pardes, the discussions of the day are re-discussed with a freedom of expression which would astonish the president of the day could he hear them, and what we call opinion in the Church of England is formed in mode3 of which we little dream. The love of taking and of hearing others talk is sure to draw a large attendance. jChen there are so many classes and sections in the Church, and being afraid to trust each other, they all go to watch each other and see fair play. The result is not always in favour of unity. We get a little confusion of tongues now and then but, on the whole, there is an absence of "scenes which are in any way disagreeable. No ou3 ca.;i coal- plain of a, discussion being characterised by animation, and certainly there is generally enough animation in the discussions at the Church Congress to light up some of the dul- lest subjects. Some people seem to think that the annual assemblage is intended to promote unity. Whatever the intentions cf its promoters may be in that respect they are net realised. It is clearly impossible to weld together as one band of brothers an ecclesiastical community diSering so widely, while professing the same faith. When you bring diverse elements together you must not be surprised if you get a coition of opinion. For instance, there is Father IcNATics. He has hastened from his Monmouthshire retreat, and in good tima has taken lecture halla at Shef- field, where he inveighs against a great deal of what the Congress aims to accomplish. The Archbishop of YoRK, in his open- ing speech yesterday, entreated his brethren to have some regard for unity but Vt'hen we measure the gulf which separates Father iGNATius from the Arch- bishop, we see how didcult it is to have a united Church. There are the leaders of other parties in the Church quite as con- scientious and as resolute as the Monk ofLlanthcny, but who happen to differ com- pletely from him, and from each other and in their case how can we hope for unity ? How vain it is for the Archbishop to ask his brethren, as he did, to lay aside their unhappy divisions." To lay aside their divisions men must lay aside their con- victions, and agree to forget the history of the last few centuries. It would be very desirable to see all the members of a National Church able to agree on points of doctrine, or at least on matters of ritua.1. It is little enough upon which the Church can unite and ths condition of an important corpora- tion distr?ct'?d by'? divisions, yet hoping to pas3 through a great crisis by frantically huhlmg on to some principles of secondary interest, is as desperate as that of the crew of a vast ironclad, hoping to ride through a hurricane by a single cable. The different "parties" in the Church of England could hardly jom in repeating their ov,n Cresd. without dinering. For in that ,Cre-d occur such phrases as these: "I belisva in the Holy Ghost, the Holy Catholic Church, the communion of Saints, the for- giveness of sins, the resurrection of the body, and the life everlasting." In this short compass there is enough material to set ltittitlist, Evangelicals, and Broad Churchmen by the ear.?. Upon scarcely any one clause could they all agree and upon any one they would adduce argu- ni?iits enough to occupy not a single Church Congress but a dozen of such congresses. Far be it from- us to exult over such a state o: things. So far from that, we cannot but feel profoundly grieved at the spectacle pre- sented by the Church of England. Our contention, and the contention of those 'rho belong to the Churches which arc not estab- lished is that it is unreasonable to expect the English nation to adopt a form of re- ligion wh'ch even those who offer it to us cannot agree upon. How can v/e tru.jt that it is right when its own professors are not certain upon that point ? We could take higher ground than this, and prove on the words of their o\vn Bishops,that the clergy teach a great deal that is abso- lutely wrong. This, however, is a. needless labour, and 'e merely call attention to the tone of the ARCHBMHOP's speech, yesterday, to show the hopeleaanesa of a desirable reform. Tho priesthood, it seems, must all cling together, RttuaUota, Broad Churchmen, and al!. They are bidden to hold fast to that upon which t'iay can unite. "Except these abi Ie in the ship, ye cannot be saved." This is the gist o the Archiepiscopal utterance. We shall kuo-v more of the Congress than we did of the Pan-Anglican Synod and we ahalt bo able to tell whether the cisrgy follow the advice of their superiors better at Shenield than they do in their own parishes.

Everything depends ucoii the rate of interest at which the purchase-money can be borrowed, for the amount of purchase-money is so great in itself that an eighth or a, fourth of ono er cent will run the borough into twenty thousand pounds extra in the course of a few years, com- paratively speaking. That, however. Is on]y one way, and not by anym'3a.n3 the moat importa!H:,in which to test the commerci.il soundness of the project S.!pp03e the water-supply of Cardie were left in the hands of a private company for the next 20 years, what would bo the additional value of the Company's interest, computed by its power of paying handsome dividends and bonuses, aa at present ? As a mere dividend-pacing specu- lation, the Waterworks* shareholders dsem their property good to hold, and consequently we take it that it is good to have-on the part of the Cor- poration, inasmuch as five months fgo, the Town Council agreed to purchase on a four per cent. basis, while the current value of the shares showed about five per cent. Since then the price has nominally increased—we say nominally, for the actual transactions In Cai\liS Wa.tei'o:-ka Shares are f-;w, because they are amons: the gocd local investmenta which ii; pays to hold. As the value of a thi:1g, all the world over, is what it will fetch, the test in question really settles the point whether or not the Corporation are likely to get value for their mo.iey. The report of the investigating Committee, submitted yesterday, is eminently satis- factory especially as by a moderate ex- penditure the watcr-aupply can be doubled. It is necessary, however, to keep increas- ing the reservoir-power p.s the demand in- creases, and the Corporation should be able io do thi-; aa cheaply as the Waterworks Company. It v< ill be seen, from our report of yesterday's meet- ing, that a fsll, and it is hoped, exhaushivereporton the subject is being prepared,and we submit that, as soon aa it is ready for dMtribu')n to the members of the Council, it should also be placed at the I disposal of the Pre, ia the public in- terest. If the public are made fully familiar wi!.h the facts and da.Ict bffore the nnal vote is taken, no one can grumble, but if a vote is taken, and public approval afterwards asked, an unpleasant complication may ari'=e. As the Waterworks Company is pledged to sell at JE3C'0,COO, there really is nothing to conceal, and to do the members of the Corporation justice, they do not desire to hide anything, except what might be used against the;n. We have been favoured by Mr Alderman Bowen with the notes of his speech on the pur- chase of theWaterworks which he delivered at the private meeting of the Corporation on the 24th ult.
