THE CITY OF THE JUST.
THE CITY OF THE JUST. By THOMAS TERRELL, K.C. OF THE SOUTH WALES CIRCUIT (JOINT AUTHOR OF "LADY DELMAR"). CHAPTER XIX-Contin ued. f A Grave Suspicion. "No, I do not. I confess at one time the evidence appeared conclusive, and I wae led into saying that which I ought never to have said." Eccles did not know wha.t to make of it. Thia was so different from what he well knew the rector's character to be—an obstinate man. blindly clinging to an opinion once formed This was a revolution; he was casting about for an explanation; it suddenly occurred to him. "Is Bob better?" he cried, and advanced towards the rector with a. look of inch joy in his eyes that it wae plain he had nothing to fear from her reocvery. No. Dr. Eccles; I regret to say no. Bob is still as she was. Dr. Williams has seen her; he agrees with your opinion." What, then, is it that has changed your view concerning me?" I cannot say. It seemed that I had been unjust, and the more I thought over it the more I felt it. Perhaps it was the voice of God; who knows what it is that comes into our hearts at times and turns us from our ccurse, sometimes for good and sometimes for evil? I am thankful, truly thankful, that I believe you innocent. Cam you believe me?" and he held out his hand, the surest proof that he was sincere. Say no more abont it. Bob, then, is no better; she requires close watching. She should never be left a moment." So Dr. Williams said. Do you forgive me sufficiently, Eccles, to forget what I said the other day and to resume your visits? If you wish it. certainly." Then they discussed at length what Dr. Williams had said. Eccles pointed out that a.t any moment recollection might return. The balance of the unhinged mind would probably re-adjust itself, and at that moment it would be necessary to use every precaution, otherwise a. fresh relapse might end fatally or in permanent lunacy. There was a great deal of speculation in the village when the rector was seen issuing from the house with the doctor arm-in-arm. Something had transpired to so suddenly change Mr. Stepney's views, and that they had changed there oould be no doubt. The detective from London had arrived by the afternoon train; a. sharp little man, with the face of a. hawk, who had been sent because he was familiar with the neigh- bourhood. He had spent a considerable time there a year previously investigating the great will forgery case, and had im- pressed everyone with his prenatural sagar city. As they passed the Dynevor Arms the doo- tor oould not help noticing that there were more people round that hostelry than was usual. There was loud conversation. The London detective was making preliminary inquiries. Everyone suddenly turned and looked. Two or three of the villagers indi- cated the doctor to the detective, who in his turn appealed deeply interested, taking very particular note of his personal appearance— for future purposes, no doubt. Yes, he was a marked man now: what would come of it all? He could not help feeling apprehensive There is great risk, even if you are inno- cent, in a. charge of murder, for there is no saying what an intelligent British jury, directed by a learned and impartial judge, may do. The rector also felt the situation. This was his work. It was his evidence which had caused this suspicion. They walked without speaking until they reached the rectory gate. Eccles opened the catch to let the doctor in. Someone, who ever since the rector had gone on his errand had watched from the bedroom window, came forward to meet them. Steve, I'm glad you've come. I knew you would," and she held out her hand so frankly and with such oonfidence in her eyes that all at once he understood who had brought the rector round. He said nothing; he held her hand in his, whilst she. walking between the two, twined her other hand through her father's arm, and without another word the three walked under the porch. CHAPTER XX. The Arm of Justice. Bob was in a desperate condition. She was suffering from brain fever; sometimes she would rave incoherently for hours together; sometimes she would laugh and ohatter like a child, oblivious of her latter life. Once or twice when Eccles had been there she had suddenly started as with returning conscious- ness, and looked at him eagerly, as if try- ing to recollect, but she had turned away with a sigh; the effort was too great. Ben, constantly inquiring, hovered round the house by day and by night. Would the remember, and would she tell? And if she did what should he say? were questions he was ever asking himself. He had done his best to dispel the sus- picions which had gathered around the doc- tor. He had pointed out that he himself must have come upon the corpse a very short while after the murder had been com- mitted, and that it was scarcely an hour before he met the doctor on the road from Ystrad; that Dr. Eccles was whistling and singing when he came upon him (Ben imagined this), and that people who just come red-hot from committing murders do not whistle and sing on the road. Then. again, an old hand at defying the law, such as be, was able to point out that, had the doctor really been guilty, he would never had left the knife in the body to bear wit- ness against him; and. even if he had been capable of such egregious folly, he would not have owned the weapon direotly he saw it. It was Ben's firm conviction that the broker had been murdered for his money; true, there was nothing missing from the body, probably that was because Miss Stepney had come upon the scene and disturbed whoever it might be. Yet. notwithstanding all this plausible argument, people said Mr. Winstaple stood in the way of Dr. Eccles in a love affair, and it was Dr. Eccles' knife that had done the deed. and the stream of popular feeling ran strong. The superintendent and the London detec- tive soon made up their minds upon the sub- ject. They would have liked further evidence before they advanced a formal charge, cer- tainly; and if Dr. Williams, of Swansea, who had been interviewed in the interests of jus- tice, had held out hopes that Miss Stepney would shortly recover they would perhaps have waited. Again, everyone remembered that Dr. Eccles was not a Welshman, and there was. therefore, no particular reason why they should Ntand by him. The Rev. Elias Jones. of the Baptist chapel, recollected that Dr. Eccles had never made common cause with Dissent, and he saw the finger of Satan." in the business. The lapse of a. couple of days from the time the reotor had given evidence at the inquest was sufficient to set at rest any doubt aM to who was the guilty person. The rector himself had veered completely round. From accuser he had now taken the brief for the defence. His old obstinacy of character came back, but it occupied .itself in a new direction. Everything that was ex- cellent in Eccles' character assumed a great importance in Mr. Stepney's mind. He remembered that from the very first Eccles had been a Churchman, and that he had not been afraid to own to it even in Dissenting Pen-cwm-garw. He bore in mind the times out of number that Eccles had defended him, taken his part. when his enemies-using those hn'hdred and one whips and stings which ecclesiastical litigation brings so naturally into existence-had gone nigh to rendering his life unendurable. And he for- got his latter-day grievances. Every gene- rous trait in his character came into play. He had wronged Eccles; he would make amends publicly if needs be. The fact that the rector now thought Dr. Eccles innocent went a long way towards con- firming- the pofpuiar opinion that he was guilty, and the Bev. Elias Jones hinted at a secret understanding for the purpose of defeat, ing the ends of joetice, a hint eagerly taken up and discussed -at the bar of the Dynevoe Arms as if it were an undoubted fact. Eocles himself lived in a dream of astonish- ment, the kaleidoscope of events turned with such rapidity. His eye had scarcely grasped one pattern when another was presented to him. That a storm was gathering there could be no doubt. He was avoided in every direc- tion; people looked another way when he passed. His patients all suddenly got better, or desired to change their medical attendant. The children in the road stopped their play and hushed their voices when he approached; they looked at him through the corners of their eyes, with half a mind to ran away as from some savage monster. Two daye of this were quite enough; the situation was un- endurable. Two days brought matters to a climax. Eccles had called to visit his one remaining patient, and Winifred was seeing him to the gate, assuring him over and over again of her love and confidence; it was necessary now in the hour of danger. She had pressed his hand for the twentieth time, and was about to offer her lips for a stolen kiss, when the super- intendent of police, attended by the Scotland Yard detective, oaane upon the soene. It was dark; the only light came from the open door, casting loW Bohedoww before therm. Dr. Eccles?" asked the oonstable, coming close, to assure himself of the identity of tha doctor. "Yes." "I have a warrant for your arrest, sir. J am very sorry, very eorry indeed." Winifred grasped her lover's arm. "What is it? WIly?" she asked, for although it was a øtep which they had antioipeitedu it caumm as a surprise when it did come. Eccles was himself staggered; he did nott know how to act. After & minute: "Will yoa rJkxw me to take this lady fctuck? will b. with you in a moment." "I am very sorry, sir, but this is a charge of murder, and in such, oases I dare not loso sight of my prisoner." Murder and prisoner sounded terribla. Winifred broke. down, and began to cry hysterically. "Courage, courage, my darling," he whis- pered in her ear. "Be sure truth and justice will prevail." Then. to the officers, "You will allow me to accompany her to the house. I oannot leave her here; yon will oome with me. If I had wished to escape I could have, done so yesterday." "I don't think so." with a. quiet smiley "however, we will take the lady home." Ecoles led the way, supporting Winifred with! his arm. The two men walked behind. There is some human nature even in polioemen. They did not keep too close. "Do not give way, my love; remember poor- Bob upstairs. It is impossible that such a charge should be established against me. Bear up, and pray to God for me. Tell the rector I shall expect to see him. I must get legal advice. I shall have to consider my position. Never leave Bob, not for a moment; at any time she might recover her reason, and you know the danger then." Winifred struggled with heraetf; she felt that she ought to lend him courage instead of making his misery keener by her own des- padr; but it was to no purpose, she oould only cling to his arm and sob. It seemed to her that he was there by her side for the last time. She oonjured terrible events in her mind. She had been so unnerved of late- what with the struggle against Winstaple and the murder, and Bob's illness, and now the arrest of her lover—that had it not been for the great responsibility which rested upon her shoulders she would have broken down altogether. Eccles saw the position and trembled for her safety; it was horribre to have to leave her thus. He inqtnred of the superintendent whether they oould not. give him time, an hour or two. until the rector should arrive home. He pointed to the hysterical girl. They replied that they bad their duty to perform; it was getting late; they had already delayed long; they must lodge him in the County Gaol that night, and the last train would leave in half-an-hoar. It was not a common charge, and the instructions upon which they acted were peremptory. So he left her, more dead than alive, in the care of the frightened servant* who had been summoned to her assistance. (To be continued).
