CHAPTER VII-Continued. fr. 13 Directors and Promoters t: This is fatal, because it gives the cue to other Y papers who are honest, and they give the cue to the public; the public stand aloof, the r anderwriters find themselves, as they call it, y landed, and the scheme is at an end. So it happens, that whilst promoters try to keep E themselves in the background, the financial r newspaper ferret, strain every nerve to dis- ¡ oover them, and the underwriters look on so B as to know whether or not they have been sue- 11 cessfully propitiated before they agree to underwrite. a To unravel and lay bare the whole fraud c would take a volume, so infinite are the J: kaleidoscopic arrangements which are devised by the promoter to swindle a. confiding public, and the corresponding devices of the leaches to fasten upon him and stick some of his blood. Suffice it to say, that "The Silver c Streak" promotion possessed all the usual f intricacies of commission notes, bribes, under- 1 writing contracts, fees to all manner of i people, followed ttp by a crowd of more or less vague promises of all sorts; and these f increased as time went on. Every day brought a new batch of demands, which it was necew- { eary to deal with; so it was urgent that the the matter should be got out of hand at onoe. Mr. Oobiham and Mr. Winstaple spent an anxious hour or two making their final arrangements. So much depended upon the final roup. If they succeeded in striking the 1 public taste all would be well; if not. neither of these respected members of City society could contemplate the result with equanimity. The City judges by results, and measures this result only by the standard of the pound ster- ling. A man gambles headlong with other people's money-fraudulently, recklessly, wickedly, as you will-he succeeds, and he is held up to respect and dies in the aldermanic: chair; he fails, and human ingenuity has not discovered language adequate to the occasion; and yet the line between failure or success is an exceedingly fine one; the weight that turns the balance may be but a. single hair. When he got back to the privacy of his own sanctum Mr. Winstaple sat down and wrote a long letter to the rector. The company would be brought out now in a. few days; there would surely be a. rush"; he would do his very best to secw»rector the promised thirty thousand shares; he would strongly advise him to sell out two-thirds the moment there was a substantial profit; he might stick to the rest. There had been a board meeting for the formal matters, which he had not con- sidered it worth while to drag him up to town fdfr; his name would appear on the pros- pectus, and he might well be proud of the position he would occupy. Then he came closer home. He hoped to be able to run down early next w"li. wfcsa he would try and remain a few day?, a,nd he trusted the rector would allow him to pay his devoirs (he bad got tiid ward from a. French novel) to Wini- fred. He had spoken to a friend of his who was much in the confidence of the Bishop of London, and had not forgotten the rerttor; he had no doubt hot that he would be easily able to influence the Bishop, aund if not, a good West-end living could readily be purchased. The golden years of one's life are not to be picked up again. CHAPTER VIII. I A Proposal. It was very unfortunate for Stephen Eceles that he did not find an opportunity of asking the reotor for the hand of Winifred before the reverend gentleman received Mr. Win- staple's letter. His prospects would not have been bright at any time since tbe rector had heard of the intentions of Mr. Winstaple, but they were infinitely worse now. The compact between t Mr. Stepney and the broker was signed, sealed, a.nd delivered; the rector had got his shares, and was a member of the new com- pany, and his preferment in London had been put in train with business-like exactitude; so of course be must perform his part of the bargain, and although it had not been put in that way. still he felt that if he wished to continue in the fair path of prosperity Wini- fred must marry Effingham Winstaple. What amid the girl do better—he was wealthy, young enough* good looking enough, steady and business-like. It was the duty of a father to wotcih over his children, and to give them the benefit of his superior experi- ence in the world, and surely he must not fail in that respeoL It was juet when the rector had reoited these arguments to himself tsmes out of nmmiber, and had fully convinced hiaMeU of the juettaoe and oonrectness of the judgment which he had come to. that Eooles called at the rectory cipon his important mission. He had no reason to doubt. bait that he would be well received. The rector, when he was informed that Dr. Eccles wished to see him privately, was not long in coming to a. conclusion as to the nature of his errand. He had no suspicion that the doctor had actually proposed and been accepted, and he decided that with a little equivocation, which would not amount to anything more than a slight suppressio veri, he would be able to dispose of this young man's pretensions easily enough. He met Eccles with his usual affability; he would not anticipate in the slightest degree. "Ah. doctor, glad to see you; always glad to see old friends; nothing serious, I hope. The parish priest always dreads the approach of the parish doctor; when you can do no more, then. you send for me. and I know that another of my flock is about to leave as; nothing of that sort, I hope?—I see it isn't; your smile betrays you. Well. what is it?" "The truth of the matter, rector, is that I am a beggar on my own account this time. and I have come to beg for a great deal-eo much, that I scarcely dare to mention it." "Everything I have—everything, my dear Eccles, that is. within reasonable limits is. as you know, at your disposal; any little trouble we shall easily get over I'm sure." The rector felt the importance, from his point of view, of commencing with a misun- derstanding; it would simplify matter for him when they came to the point. "I am afraid I shall tar your generosity to its utmost limits." "Ah, of course-I did not at the moment lppreciate-I understand. I can, as you mow. doctor, have no possible objection. "I had hoped that pou would not look with disfavour; and, aa p-ou know. my income has improved very nuch, and is improving." My dear Eccles. don't mention such a. ihing; a. month ago—aye, even a. week ago— it would have been otherwise; but now you must give up all idea of such a thing—indeed pou must. It would be most dishonourable." "But why, sir? Why?" "I would rather you had heard it from someone else. It is most painful to me-most. painful, I assure you; but I suppose it is my duty, my sad duty, to tell you. My daughter Winifred is—well, not exactly engaged, but as good as engaged to someone else." "What is that you say?" cried Eccles, now thoroughly alarmed. "I did not wish to say it. but you force me to. It is the truth." "Who? Who?" "You must have observed, surely! Mr. Win- staple. And when I was asked, what could I say r It is my duty to study my child's inte- rest and happiness, whatever I may have wished myself. I was obliged to say yes. He is rich, honourable, prosperous! I was obliged to say yes, and I said it." "And what did—she say?" "I believe his suit is not unfavourably received." "Great heavens! and only four days ago. ehe accepted me, accepted me! Do you hear. Mr. Stepney? Ah, but it cannot be, it cannot be!" The rector was disturbed. What was be doing? He had not known before that instant that Eccles had proposed and been accepted & it was well he bad^not gone further. At onCt moment he had had it in his mind to say tha& the engagement was an accomplished fact. What right had Eocles to propose to hi. daughter before aeking his permission? Win- staple certainly ha.d done nothing of the sort. How much better Winstaple had behaved than Eccles! Eccles's procedure had been to entrap a. young, innocent girl into an engage- ment behind her own father's back. A most contemptible move. A man who could do such a thing was not the man that he. as a father and as a clergyman, ought to have confidence in! How could he have confidence in him? Hie was very angry, very indignant. "I don't know. Dr. Eccles, if what you say is correct or not. but this I do know, that your conduct is—well—not exactly that of » gentleman!" "What?" j "That your conduct in not coming to me to the first instance was not that of & gentle- man." The rector assumed an air of pained supe- riority. He was bound to condemn, it was his duty to. Eccles's conduct had been exceed- ingly reprehensible, and the more he thought of it. the worse it appeared. Eccles was greatly tempted to retort fiercely. Since when had it been considered incumbent upon a man in England to propose to the parents before he bad ascertained the state of the lady's heart. He could scarcely realise the attitude the rector had assumed. It was so unexpected, so strange. "I desire, sir," he answered after a moment, "to treat you with every possible respect, and "You select, you will excuse me for say- ing," interrupted the rector, "a very strange way of showing that respect." "I have until to-day believed that my atten- tions to your daughter were received by you and by the other members of your family with approval." "Aa to the other members of my fa-miiy I know nothing," replied the rector, with. thing approaching a. sneer; "but this I do know, that until to-day, to use your own word. the notion of any proposal for the h.a.D4 of my daughter never entered my head."
