It is now more than ten years since r18 notorious offender was first cited before the Eccle- astical Courts for flagrant violation of the law twice has been placed under suspension—once for six ^eeks, and again for three months monition after has been served upon him he has been cau- ?°&ed and admonished again and again opportunity *8 been afforded him, with all patience and forbear- Ce» to reconsider his position, and abandon his ille- £ Practices he has ostentatiously set the law at de- a°Ce» and treated the authority of judges and courts, a<* bishops and archbishops, with contempt; and an exemplary penalty has been inflicted; but J?rely, it must be admitted by every Churchman, of ^«ataver school, who has a particle of respect for law order, not a whit too severe for such audacious ^°n3-continued contumacy and disobedience. For years, notwithstanding the sentences pronounced ch"0,i by Ecclesiastical Courts, Mr. Mackono- j, l? bas continued the ritualistic practices for which i. ^as been repeatedly condemned. As an honest and nourable man, only two courses were open to him, to those who were like-minded with him—either he obey the law, or to leave the Church. Jones, J. H. Hillier, S. Scard, and W. Baker. STATISTICS. Newport Union Workhouse.—For the week ending June 8tb, the number of inmates was reported to be 239, as compared with 239 for the corresponding period of last year including sick 39. Out-door paupers, Adults 1,108; children, 697 amount of relief: £ 175 lbs 4d. Gaerlion Industrial Schools.—There were stated to be 146 children in these Schools, as against 43 for the corresponding week of last year. Total number re- ceiving Industrial training, 150, viz., 73 boys and 77 girls. POOR-LAW CONFERENCE. The Clerk (Mr W. D. Evans) read a communication from the Hon. Secretary of the Poor-Law Conference for the South Wales District, inviting members of the Board to the Conference, which was intended to be held at Cardiff on the 6th June. THE CARDIFF UNION AND THE CAERLEON SCHOOLS. The Clerk read a letter from the Cardiff Board of Guardians, asking whether a deputation from the body would be permitted to visit the Caerleon Industrial Schools. NEW WATER SUPPLY. The Vice-chairman remarked that as there were means now available to the House to improve its water supply, he desired to draw the attention of the Build- ing Committee to the matter. He trusted that the Board would sanction such an outlay as would make the water supply more perfect as regarded its healthy distribution. A short discussion took place, and the matter dropped without coming to any issue. PROPOSED NEW WARD AT THE WORKHOUSE. The Cuairman referred to its being in the know- ledge of many Guardians that persons often succeeded in getting into the House under the plea of suffering in getting into the House under the plea of suffering from bad legs, and they enjoyed all the luxury that the Infirmary could give them. It was proposed now that a new war' should be opened. The persons he alluded to could be placed therein, and they should not be allowed the dietary of the Infirmary, except by the permission of the medical mau. There was a small building outside that several Guardians had visited that morning, and the total cost of its conver- sion would be something like JE15. It would be simply IODya-ting old building into a ward. I Mr Stratton Is there not room in the House now ? The Chairman replied iu the negative. He also apprehended that the sanction of the Local Govern- ment Board would be required, because it was au alteration in the House. The Vice-chairman thought the sanction of the Government Inspector would be sufficient. Mr Bebell remarked that M r Bircham, the Inspector of the Local Government Board, would be down here shortly. The matter was referred to the Building Committee, and the meeting was brought to a close.
SUPPOSED MURDER.
SUPPOSED MURDER. A murder is bblieved to have been committed at Sharpness, Gloucestershire, on Monday. The crew of a Norwegian vessel, after drinking at a public-house, quarrelled with some of the villagers. A fight fol- w lowed, and when the latter succeeded in driving oft the foreigners, they found one of their companions, Thomas Whitby, 30, a labourer, lyirfg dead on tKe ground with a shocking wound in his neck. It had apparently been inflicted with a sheath knife, which, entering the neck just beneath the right ear, had gone right through. Six of the Norwegians have been apprehended. An inquest was commenced on Wed- nesday, and was adjourned to Thursday. bp I

SHOCKING BATHING ACCIDENT AT PLYMOUTH. Monday's Western Morning Ntios says :— "We have this morning to announce a must distressing and lamentable event. Mr Edward Spender, of West- bourne-terrace, Paddington, arrived in Plymouth on Friday, on a visit connected with the business of this journal, of which he was one of the founders, and of which he has ever since beeu the chief proprietor and managing director. Mr Spender was accompanied from Honitou by his two sons, Reginald and Sidney, aged 13 and 11, who were being educated at Honitou Grammar School in preparation for Winchester. Mr Spender and his sons, with Mr Russel Rendle, of Plymouth-Ðrother of Mr Spender's wife-went for a walk on Sunday afternoon to Whitsands, and while there the three former bathed, Mr Rendle remaining on a rock a few yards distant. A surf was breaking on the beach, but not of unusual force, and the bathers, each of whom could swim, apparently en- joyed their bath. Mr Rendle, however, noticed that one of the lads had floated a little further from his father than seemed desirable, aiid tbi.iking that he would also bathe, and thus could, if need be, assist his nephew, Mr Reudle threw off his clothes, and ran into the water. He stumbled in a little pool, aud fell forward, and as he raised himself he saw Mr Spender standing with his face towards the shore, in water apparently only about four feet deep, with a wave advancing upon him from behind. As it approached, Mr Spender seemed to rise with it but when it had passed over, neither he nor his sons were to be seen. In vain Mr Rendle—at that moment more surprised than alarmed—looked for them round the rocks and out seawards. They were gone and after a few minutes' fruitless searching and watching, Mr Rendle ran to the coastguard station, a mile distant, and fetched the men but they only confirmed his fears. Evidently Mr Spender and his two sons had been swept under and drowned by the action of the wave on the treacherous sand. Not five minutes had elapsed from the time they had entered the water to the time that they disappeared. Up to sundown nothing had been seen of either of the bodies. Mr Spender was the second son of Mr J. C. Spender, surgeon, of Bith. He married a daughter of the late Dr Reiulle there are three younger children, daugh- ters. Mr Spender came to Plymouth in 1860, and four years afterwards removed to London to assume personal oversight of the Loudon office of this news- paper, which, in conjunction with Mr W. Saunders, one of his brothers-in-law, he had established. His activities in connection with journalism did not wholly absorb his literary energies. He was a frequent con- tributor to the quarterly and other reviews and he also wrote a volume descriptive of his journeyings in Norway, for he was a frequent traveller in Europe. He was a man whom to know was to esteem and love, and, outside the literary world, his death will be de- plored by very many in the metropolis and elsewhere with whom lie was accustomed to co-operate, gene- rously and actively, in works of practical philan. trophy.
