jpariiamcntarg dress Parliamentary Election, 1906. TO THE ELECTORS OF EIVION. Gentlemen, The fifth period of my service as your representative in the Imperial Parliament ends to-day. I have now spent twenty years in Parliament. In reviewing thac somewhat long period I do not find a single vote that I have given which. I would wish to expunge nor a single speech that I have there delivered which I would wish to with- draw. However important and numerous may be the defects of my parliamentary career, I think I mav claim that it has throughout been consistent with the pol- itical principles I believe in, and which I have unequivocally expressed in your midst throughout my parliamentary life. I do not suppose I have pleased everybody. That has not been my aim. To court popularity has not been an important object in my view, but nevertheless the majorities with which I was returned to mv first three parliaments, my subsequent unopposed re- turns, and the kindly warmth with which, without exception. I have been received in every meeting I have held in my constitu- ency during the period afford me reason- able grounds for believing that I have not been unsuccessful in gaining, retaining, and I hope increasing your confidence in me as your representative. My political opinions are known to you all, but it is nevertheless fitting that I should in seeking a renewal of your confidence refer to the principal subjects. I am as convinced as ever that to extend to Ireland a full mea- sure of Home Rule in respect of its domestic affairs would be the best method of bringing peace and prosperity to that country, and that it would also be a great advantage to us in Great Britain. I have not the least sympathy with the notion that we may hon- ourably abandon our principles on this ques- tion because the Irish in accordance with their religious convictions, disagree with us on the education question. I have never altered my view that Mr Gladstone's first measure of 1886 was and is the best plan of Home Rule. At the same time I entirely agree with Sir H. Campbell-Bannerman that under existing circumstances the surest and speediest method of obtaining it. is to go step by step. I believe nevertheless it will be found that it would have been better if the Liberal Party had adhered bravely and unan- imously to the policy of Mr Gladstone instead of allowing itself to be influenced by Lord Rosebery, Mr Perks, and the "British Weekly," and the other weaklings who fled from their principles during the Jingo fever. The Disestablishment or the Church of England in Wales should be effected in the next Parliament. The Establishment of a sect, which is a small minority of the people, as a State National Church is a crying in- justice, the cause of social and religious bit- terness, an injury to religion and a disad- vantage to the Episopal Church itself. Simi- larly the national system of elementary education ought fu be entirely unconnected with any particular religious sect. Denomin- ational Schools ought to be supported entirely by the denomination as originally was the case. If the denomination is unable to per- form the trust that attaches tc the School Buildings by virue of the school deeds the buildings snould be handed over to the County Councils who carry out the secular portion of the trust and facilities should be given to the denomination to give religious instruction to its own children at its own expense and by its own exclusive teachers. I will support the reform of the Licensing Laws so as to restore to the Licensing Authority unfettered discretion as to the re- newal or otherwise of any license, and also to bring the regulation of the Trade more completely under local popular control. The law of labour combination should be altered so as to confer on Trade Unions the rights of combination which it was considered they possessed before the recent judicial decisions. i hope that effective progress may be made in the coming parliament with the questions of Leasehold Enfranchisement, security of Agricultural Tenure. fair taxation and rating of Ground Values and other measures of the Liberal programme. This will depend an the electors returning a sulticient majority of thorough Liberals. I will oppose every attempt to impair in the slightest degree our system of Free Trade. I believe that the preservation and progress of our industrial supremacy and our prosperity depends upon it. There is 110 political question on which I have stronger convictions than this. The annual military and naval expendi- tue of the Kingdom has more than doubled under the last Tory Govenment. It in- creased from £ 34.069,000 in 1894 to £ 71,593,000 in 1904-an increase of £ 37,524,000. It is estimated that buch expenditure was further increased last year by over two millions and a quarter. This astounding and unnecessary in- crease is due almost entirely to tne agreSr sive and warlike spirit that was festered ly the Tories and Liberal Imperialists. If a return were made to the peaceful, un- aggressive, and Christian spirit uiat dis- tinguished Mr Gladstone's foreign policy the greater part of this increase could be avoided. I will strenuously urge this. The money thereby1 saved would be much more than sufficient to provide adequate pen- sions for all the aged workmen of the United Kingdom. GENTLEMEN,— THE COUNTY LIBERAL ASSOCIA- JL TION has nnanimeusly adopted me aa the Liberal Candidate for this County, and I therefore venture to offer you my services as your Represen- tative in Parliament. In seeking thus to fill the position left vacant by the lamented death of our late esteemed Member, Mr A C Humphreys-Owen, the loss of whom Wales to deeply deplores, I feel that I am undertaking a great responsibility. If I am returned to Parliameut, I shall endeavour to fulfil the trust reposed in me to the best of my ability. I consider that the system of party government in this country has many disadvantages, and: I shali always eodeavour to promote the best inter- ests and welfare of the people, especially of my constituents, regardless ot party coasiderations. At the same time, I recognise that the Liberal Party stands for Progress and Reform. The great principles animating it« policy are Religions Equadty and freedom from privili-ge. Moreover, it is the party which has shown most sympathy with the highest and nohiest aspirations of the Welsh people. I fed therefore that 1 can hon- estly and conscientiously support a Liberal, Government which wii! Dot ignore the naeds and requ;rem, nte of the Principality. The late Government p,esed an Education Act imposing great hardships t pon the Nonconformists of Wales, and I Ii In, wherefore, strongly in favour of an Immediate amendment of thai Act. I am not prepared to express an opinion as to he form which the amendment sr.ould take, hut I would support the two gmat principles involved, v:z. First, that taxation and control must go together, and, secondly, tilat there must he no secariaa tests. The removal of the injustice imp>»ed by the Act of 1902 will be r)ne of the first duties to be undertaken by a Libera! Government. Too exact form of the amendment is not importaut at this stage, but I wish to emphasize what I huve pre. viously declared that there must be absolute public control over all the schools maintained by the public, that there must not be any sectarian tests for the scholars or teachers, and t .at the trainiug colleges for teach-rs must be undenomi- national and under complete public management. I could not, however, support a proposal t" deprive any denomination of its school prop: rty without fair compensation, but I consider that, in calculat- ing the amount to be paid, building grants that ave from time to time been made by the Govern- ment towards the erection of such tchoo a should 1 De deducted. With regard to the suggestion that there should be a purely secular sj ste m of t ducation, I am entirely out of sympathy with any proposal to prohibit simple B ble instruction in our public schools, and I am confident that such a prop-aal would not find favour with the overwhelming majority of my countrymen. I cannot con eive of any reasonable objection to a syllabus II: Bible instruction which is unsftctarian, and, at the same time, embodies Christian principles upon whicr, ail denomination- of the Christian Churcti a e agreed. For years past attempts have been made to remove the anomaly which exists in the conaectioa between the State and the Church of E'ig!and in Wales. I believe in the great principle of the separation of the Church from the State, and I shall be prepared to give cordial suppoit to a Bill for the Disestablishment and Disendowment of the Church in Wales on the lines ot the Irish Church Act, 1869. I regard this as a matter of very greafc importance, and I consider that the retults cf such Imeasure would be beiiefic al to the canse of religion and ultimately to the Church itself. We have been assured that a Bill to tffect this referm will be accorded a prominent place in the Liberal programme, and we can rely upon a Liberal Government to pretø forward such a rutaaure at the first possible moment. Another important matter with whic-, a Liberal Government will be catled upon to deal is that of Temperance Reform, and I would heartily su, part a Bill calculated to minimise tn" eviia of the drink traffic. I regard licenc a for the .ale of intoxicant* as a monopoly which should be strictly controlled and regula-ed by the Stare. In order to admit of a satisfactory solution of this difficult problem, think that there should be placed on all existing licences a time-limit, on the expiration of which they at ould revert to the State. The Government would then be free to take whatever steps it deemed advisabl-. VVitb regard to the Fiscal Question, I ana in favour of measures for the re arrangement of the existing tariff, designed to improve British trade and strengthen th" bonds of union between the Colonies and the Mother Country. I would not, however, vote for the taxation of food before the matter has bten threshed out at a Colonial Con- ference aud the conclusions arrived at sabmitted. for the approval of the electors of this country. I would strongly urge the early meeting of such a Conference to discuss not only the question of Preferential Tariffs, but also other proposals for the promotion of the great ideal of Imperial Federation. The Conservative party has for some time past endeavoured to make Home Rule for Ireland a main issue at the forthcoming election, but we can rf-st assured from the statements made by members of the new Ministry that this policy does not form part of the Liberal programme. I could not support any scheme for the a-para- tion of Ireland from Great Britain such all that embodied in the proposals of Mr Gladstone for establishing an Ilish Parliament at Dublin. I am, however, of opinion that the Imperial Par- liament and Government departments are over- burdened with certain work which might with advantage be delegated to subordinate lacal authorities. Moreover, J 80Dsider that any scheme of devolution should be applicable to all four countries alike, and that it should be framed simply and solely with a view to greater efficiency in the transaction of public business. The importation ef Chinese labour into Sent. Africa has been severely criticised, and I think that it is to be regretted that the late Govern- ment should have deemed this course necessary. I consider that it is a matter which concerns primarily the people of the Transvaal and should not be treated as a party question in this country. It is a fundamental principle of Liberalism to avoid interference in the internal arrangements ot our Colonies. A new constitution has recently been conceded to the Transvaal, and the Colony will soon b. in a position to express its views upon this subject. I would, tht refore, resist any change of policy which had not first of all received the ap. proval of the citizens of the Transvaal by means of a referendum. I have endeavoured to give concisely and hon- estly an outline of my views on what I believe to be the principal queetions before the country at the forthcoming election. With regard to other matters, such as the problem of the unemployed, the re-organisation of the Army, and electoral re- form, which will, I trnst, occapy the attention of the new Government, I can onhesitatingly say that I am in favour of legislation on Liberal lines. With a strong Administration in power, oem. posed of most of the prominent men in thi Liberal ranks, and representing various shades (if rpiuisn, we can confidently look forward to a prolonged period of good government and anexampld pros- perity throughout the country. In conclusion. I would say that I appreciate the havour conferred upon me by the Liberal Association. At the same time, I am conscious of the responsibility which I nave assumed in coming forward as a Parliamentary Candidate for my native county. If there should be a content, I appeal mr.st confidently for your support, not for myself, but for the measures which I shall advocate on your behalf, and I hop", that, the contest will be fought with the same strrnuousness and fairness as characterised similar struggles in the put. If I am returned to Parliament, I will do my utmost to discharge faithfully and conscientiounly th- duties that I shall owe to you ai your representative.
