BOROUGH OF NEWPORT, MONMOUTHSHIRE, I LORENZO AUGUSTUS HOMFRAY, 9 Esquire, Mayor and Returning Officer for the Borough of Newport, in the County of Monmouth, do hereby publish and declare that at the Election of Nine Members constituting a School Board for the said Borough, held in the said Borough, on Wednesday, the First day of February instant, there having been Twelve Candidates nominated who had not, within the time required by law, signified their refusal to serve on the said School Board, the votes were as follows :— 2105 Rev. LADIES AND GENTLEMEN,-We return you our sincere thanks for the honor you hav conferred upon us, and congratulate you upon the result of the election. That result confirms the decision of the meeting of ratepayers, held at the Victoria Hall, on the 12th of December,—" That it was inexpedient and unneces- sary to form a School Board for the Borough of Newport and we consider that the position in which you have placed us is a conclusive answer to the statements which have beeu put forth by the ad- vocates of the School Board, that the meeting was packed, and did not represent the views of a majority of the ratepayers. As members of the School Board, it will now be our duty to do all that lies in our power to give full effect to the provisions of the Elementary Education Act, in a spirit of impartiality, and with judicious economy and, by so doing, we shall endeavour to refute the charge which has been brought against us, of desiring to make the Act of no effect. TO THE BURGESSES OF THE BOROUGH OF NEWPORT. T ADIES AND GENTLEMEN, — The official declaration of the result of the recent contest must, I think, be as gratifying to many of you as it is to me. The place which your favour has as- signed to me in the list of candidates elected is no dubious one hence I can have no doubt that a very large majority of your number wish me to serve you at the Board. Equally assuring to themselves and equally pleasing to you must be the very large majorities of votes recorded for the gentlemen who stood with me on the Voluntary side in the contest. I shall enter upon my duties at the School Board deeply sensible of the responsibility which your gene. rous confidence and the grave and critical questions to be considered, alike impose. It will be my desire to show the fullest appreciation of your confidence by devoting time and thought to the duties devolving upon me, and by a faithful execution of the trusts imposed by the Elementary Education Act.
