ELECTION OF URBAN DISTRICT COUNCIL, YNYSOYNHAIARN. TO THE ELECTORS OF THE WESTERN WARD. LADIES AND GENTLEMEN,— As one of the Candidates in the above Election, I respectfully solicit your support. During the time I have had the honour of serving you on the Coun- cil, I have endeavoured to do my duty towards the Ratepayers and have always supported what I con- sidered their best interests in ail matters relating to this district. The question that appears to take the most prominent position in the present contest is the Free Library" question and, as one that has taken a leading part in the matter, I wish to draw your attention to the following statements with the view of correcting a few misconceptions in reference to the movement. (1) The Public Libraries Act, 1892, Section II, is as follows:—"A rate or addition to t rate shall not be levied for the purpose of this Act for any one financial year in any library district to ao amount exceeding one penny in the pound. This is conclusive as to the maximum rate that can be levied. (2) In 1893 Parliament evidently considered the Establishment of Frefl Libraries in Urban Dis- tricts so important that an Act was passed whereby the mode of adoption in Urban Districts is faciii- tated, for under this Act of 1893 the power to adopt the Free Libraries Act is given to the Urban Councils without any provision for an appeal to the ratepayers. It is therefore left to the discretion of the Urban Councils to adopt the Actor no", and I am of opinion that our Council would have failed in its duty to the public if it had not adopted the Act as a first step towards establishing a library. The question of exercising the powers thus cbtaintd is in abeyance until the Library Committee which has been appointed will have ascer-taid, d what voluntary subscriptions towards the establishment and maintenance of a Library are likely to be obtaiued, as it is clear that without a considerable amount of voluntary support it will be impossible to have a Library worthy of the District. (3) The Council have not, so far, decidfd to levy a Library rate, nor have they decided that in the event of such a rate berng levied it will he the maxi-num of JrJ, in the X. They can, under the Act, make it d or fd., but in no case exce, dirjg Id. in the jE. So much depends on private sup- port. In conclusion, permit me to point ou t that there are other and very important questions which the new Council must take in hand, and if you thick proper to return me as one of your representatives I shall continue, in all matters, to watch your interests to the best of my ability. ELECTION OF URBAN DISTRICT COUNCIL, YNYSCYNHAIARN. TO THE ELECTORS OF THE EASTERN AND WESTERN WARDS. LADIES AND GENTLEMEN, We are Candidates in the above Election, and as such we solicit your support. With the excep- tion of one, we are at present Members ot the Council, and as such we desire to place before you our views on some of the local questions which we think should be cons;dered in this Election. THE FREE LIBRARY.—We would respect- fully refer you to an address published by one of us in the local papers dealing fully with this question and to state that there are other questions of far greater magnitude before the electors which are in danger of being overlooked. We will therefore refer briefly to some of them and state what has been the policy pursued by us in the past in refer- ence to them. BEDDGELERT RAILWAY.—This was the test question at the last Election and we have done all that we could, both in our official and private capacities, to push this matter forward. As the matter now stands, there is a Bill before Parliament this Session for the construction of an Electric Railway and, with the exception of a few minor points, it has our cordial support and we have every hope it will pass. GAS WORKS.—A good deal has been said lately about the amount that is going to be spent on this Department. There is no doubt but that the states of the Gas Works and Gas Mains require j considerable attention, and the Council are fully alive to this, but at the same time they have not lost sight of the possibility of the Electric Light being available in the near future, and the policy they have adopted is to defer making the altera- tions at the Gas Works until the fate of the Electric Lighting Bill uow before Parliament is known, as if we come to terms with the promoters and the Bill becomes law it will necessarily modify the Expenditure on the Gas Works. TOWN HALL.- The Council are blamed fcr not takiog the alterations in hand, but the delay has been quite unavoidable, and we are strongly of opinion that it will eventually be t ) the benefit of the Ratepayers in more ways than one. The business of the Council has, we believe, been carried on in the best possible way, great care being taken with all matters relating to the General Health of the District and considerable saving has been effected in the work of scavenging, &c. We have endeavoured to serve you faithfully and ungrudgingly and wish very respectfully to point out that our opponents have declared by their nominations their intention of ousting ALL THE OLD MEMBERS from the Eastern Ward and ONE OF THE OLD MEMBERS from the Western Ward, and we would respectfully ask the Electors whether they consider this right towards those who have faithfully served them in the past.
