I have great pleasure in conceding to their wishes. I am one of the largest individual ratepayers, and have no connection with any com- pany or syndicate, and am therefore at liberty to act unfettered and individually for the benefit of my fellow ratepayers, and owners of house pro- perty. THE REMOVAL OF MR. CECIL BERESFORD. A few weeks ago Mr. D. Lloyd George, the young Nationalist Member for the Carnarvon Boroughs, moved a resolution in the House of Commons condemning the appointment of a monoglot Englishman, Mr. Cecil Beresford, to the County Court Judgeship of Mid-Wales. In the course of the debate, it was mentioned that in 1872 the House passed an unanimous resolu tion that Welsh-speaking judges should be appointed, when practicable, in the Principality. The condemnation of the action of the Lord Chancellor, in acting contrary to the spirit of this resolution of the House, was not oonfined to the Nationalist members for Wales. The Welsh Tory member, Mr. Kenyon, the Welsh Tory aspirant, Sir John Puleston, and the English Tory, Mr. Knatchbull-Hugessen, all spoke and voted against the Government. Indeed the members of the Government themselves did not attempt to defend the action of Lord Hals- bury, but only endeavoured to condone it. Had it been possible to accept Mr. Lloyd George's resolution, without at the same time practically passing a vote of censure on their Lord Chancellor, there is no doubt but that the Government would have listened to the una- nimous voice of the Welsh people. A few years ago, the nobleman who then and now graces the woolsack, and who has now gone out of his way toprovide for Lord Salisbury's god- son, removed a gentleman of the highest legal attainments from the Mid-Wales Circuit, solely on account of his ignorance of the Welsh language. It was difficult, nay it was im- possible, for the members of a Government which had done this to disagree with the principle laid down in Mr. Lloyd George's re- solution. So far were the members of Her Majesty's Government from disagreeing with the principle that they said over and over again that they fully endorsed that what had been ;said by the Welsh members, and Mr. Balfour, the first Lord of the Treasury, went so far as to say that he cordially sympathised with most of what the member for the Rhondda had said. The Government, however, found it impossible to desert a member of the Cabinet,, and Mr. George's motion was lost by a small majority. We cannot blame the Government very much for supporting the action of Lord Halsbury, even when he was in the wrong. Though Lord Halsbury was immediately respon- sible for the rank bit of jobbery, there is no doubt but that he would have acted up to the convictions he ex- pressed when he promoted his great friend Mr. Bishop to the County-court Judgeship a few years ago, had not the claims of Lord Salis- bury's godson pressed so heavily. Mr. Balfour 11 y would therefore be censuring his revered uncle if he agreed to Mr. George's motion, and Mr. Balfour will do anything but brave the kind uncle, who has done more to advance him than the possession of the most brilliant talents and the most unwearied industry could have done. But Mr. Balfour and the Government said that they sympathised with the principle, and would in future carry it out. If their professions are sincere, as we have no doubt they are,, they should take advantage of the first opportunity possible to remove Mr. Cecil Beresford to an English-speaking circuit. This could be done either when the next vacancy arises through the death or resignation of -a County Court Judge in England, or inatanter by an order of the Lord Chancellor to. the effect that either his Honour Judge Edwin Jones, who. is a thorough Welsh speaking Welshman from Merthyr Tydvil, and who is now Judge on the Manchester Circuit, or Judge Brynmor Jones, of the Gloucester Circuit,, should be removed to Mid-Wales instead of Mr. Cecil Beresford, and that Mr. Beresford should take the place of one of them. The Welsh members have nobly responded to the appeal that we made to them before to protest against the appointment of Mr. Beresford. We trust they will now compel the Government to act up to. their professions and procure the removal of Mr. Beresford to an English circuit, where we have no doubt he would dispense justice with credit to. himself and fairness to the litigants.

THE DISSATISFACTION ON THE BARRY RAILWAY. A few weeks ago we published a paragraph which drew forth indignant protests and denials from certain interested quarters to the effect that there existed grave dissatisfaction among the employes of the Barry Railway Company. Week after week this dissatisfaction has taken a more definite form, and this week Mr. Harford, the secretary of the A.P.R.S., has visited the district to inquire into the genuineness of the men's alleged grievances. Mr. Harford is a calm, sensible, moderate man, and one of the best types of labour "agitators." His conduct during the great railway strike of two years ago drew forth the eulogy of even his opponents, and he has ever since possessed the unbounded confidence both of the railway men and of the general, public. Mr. Harford has been down in Barry to inquire into the men's grievances, and was so struck with the reality of these grievances that he has had several interviews on the subject. with Mr. Richard Evans, the general manager of the Barry Railway Com- pany. We do not anticipate that the dispute will end in anything very serious. As our readers will presently see, there is no doubt but that the railway company are in the wrong, and the men in the right, on most, if not all, the points of dispute and we cannot believe that any fair-minded man will refuse to act up to what he has already agreed to do. It may be of service to recapitulate shortly what the points are. One of the greatest of the men's grievances is the way in which they are paid for overtime. According to the agreement which was arrived at when the late strike was settled, eight hours' overtime wa* to count as one day but it seems that the company make the men work nine hours' overtime before the additional day's pay is conceded. The men contend that, not only did the strike settlement provide for this, but that the pilotmen on the Taff and Rhymney lines work under those conditions now. Again, according to the strike settlement, signalmen were to be paid time and a half for Sunday's work, while now they are only paid at the rate of time and a quarter. The firemen also have their complaints. According to the strike agreement, a fireman's wage should be 3s, 6d. a d&y-^th&t
