EditoriaL Mr. Lloyd George is singular in his speeches for some phrase or phrases which will always remain historic. His speech at Aberdeen will stand magnetic for his appeal for "fair play for the men in the trenches." The persistence with which he, pursues his social campaign in onr present-day politics stands inspiring and encouraging fe the sons of the soil who have to toil. On the Land Question, he gave ample assurance that it will soon be placed in the poltical arena. Those who expected a cu"ktnd-dried programme have been disappointed. We never expected that he would be in a position yet to do anything of the kind. 11 The Land Ques- tion is a huge problem in this old coun- try. The present conditions of land tenure have been allowed to exist for generations, and it will be no small task to right the wrong of centuries. "Well, now," asks the Chancellor, "what has to ,?ntial con d it i oii be done? The Srst. essential condition to every social reform, every real oppor- tunity to the lot of the people demand a thorough, complete change in our land system. The land is at the root of most burning questions, such as housing, wages. food, health, and aiming at the develop- ? ment of a viril&. independent., manly race. Free land is an essential condition prior to all these cardinal reforms. Right heartily will this evangelism be received. In the Rhondcl:t, we have one incident of the Land Question which is depressing every other enterprise. The royalty- owner receives his thousands yearly with- out any local toll, and heedless of the rising cry that the rates are on the up- ward move. If such a reform were brought about, so as to compel him to be a contributor to our civic progress, an ideal Rhondda would be acceptably accelerated by all sincere reformers. The Chancellor severely trounced the Unionists for their attitude to the Insurance Act, while eloquently declaring the need of land reform. "Though," he said. "the Par- liament Act can still postpone for two years the issue of rearms throu¡rh the action of the House of Lords, there is one thing their power cannot do. not even for two months: that is, stay the benents of the Insurance Act. Despite the mis-statements, the distortions, the downright falsehoods uttered by the Unionists in the maturing stages of the Act, the benents are already flowing in. and their party tricks are being jinstly exposed before the people. The Unionist opposition are in a paralytic state, and their failing efforts to disestablish the Government reveals their impotency. Facts are stubborn things, and one fact that there are over seven million pounds already banked for the benents of the insured. January 15th of next year wiU mark an epoch in statesmanship, that the concern of an Empire was not limited to designing and providing means and machinery for slaughter alone, but also transferred and ennobled to nght sick- ness, disease and wretchedness of the people. Dr. Addison. M.P., a member of the Advisory Committee, made an important speech on. the relation of doctors to the Insurance Act. He thinks that many of his professional brothers had taken too much of the representations without care- fully investigating the provisional regu- lations for themselves. In respect to the clerical work which will be involved in the keeping of records, he assures them that the Commissioners have decided to reduce the work to the lowest minimum, and wit at will he wanted was merely a simple sickness record shewing how long people were ill, what they were suSering from; and the amount of work required from medical men in giving their attend- ance. The confidential relations now existing between the medical man and his patient would be undisturbed. Being a State duty, the State has A right to a guarantee that the work is done, but it has not even been suggested that. the appointed Medicat Inspectors should examine the work of medical men, .and tOI be present at the interviews between them and their patients. In fact. such a routine will be a physical impossibility for the few inspectors that will be ap- pointed to attend to the sickness records of 12 million persons and many other arrangements necessary in a State ser- vice. of the magnitude of the Insurance Act. A handful of medical men would be appointed without intrusion mto the private relations of doctors and patients. Again, objection had been raised in con- nection with the statement that the medical service would be under lay con- trol. No doubt memories of the contract practices has something to do with this fear, but it is assured that under the Act the relationship between doctor and patient would be quite different. Every doctor will be entitled to be enrolled on the pa-nol. and cannot be engaged nor dismissed by anyone but his patient. There is, however, a tribunal and report machinery to operate before removal is possible from the panel. The Committee of Complaint will be an impartial body. and available to the patient as well as the doctor. The procedure of this com- mittee contrasts much in favour of the doctor to what prevailed in the past in tiie various societies. Dr. Addison urges careful study of the model rules for the administration of medical benefits, a.nd is confident that great pains had been takon to protect medical men from vexatious calls, or calls on trivial mat- ters at unreasonable hours.
