I A Mtw Use for Welsh Coal. t It is confidently anticipated that L It(' new coal washery constructed at the Glamorgan Collieries by the Rhond la Engineering awl Alining Co., Ltd., III mark a new epoch in regard to the utilisa- tion or waste material from the collieries. AVIiat is known as sump slurry has hitherto been regarded as an unsaleable produet. but by an ingenuous but practically simple process it is now demonstrated that the pure coal can he sepa rated from the sii;?I,, and utilised for the manufacture of a liI ,-I) grade coke. Many attempts have be; made in the past to separate the coal from the shale, but these have been a failure. Air. J. M. Draper, who was, by the way. ;i demonstrator under Lord Kelvin, has lor some time been conducting experiments, and he has at last succeeded in construc t- ing a device which will effect the object in view. This is shown by what has alreadv been accomplished at Llwynypia. By Air. Drapers device, patents of which have been taken out in all parts of the world. 40 tons a day of the waste materia is recovered, while research work is being carried out by analytical chemists of great experience. The Rhondda Engineering and Alining Company is a new concern which has been formed to carry on the work on. a com- mercial scale. The directors are Ladv Alaekworth (chairman). Air. J. Draper. Mr. H. SeymoUt Berry. Mr. L. J. Davit and )fr, Hedlev CJ;k, with Mr. P. ? Lt'wf'r as s('('r('tar?', For the purpose << securing the necessary n?chinerynndt" den.lope the undertaking, the company have acquired a controlling interest in g'? well known Bridgend firm of Aless:> Shepherd and Sons. When Lord Rhondda visited A'al- Rhondda on Saturday he evin<ed the keenest interest in the undertaking, and was much impressed hy the en'ectiven'?- and simplicity of the contrivance. 1?;" lordship was accompanied bv Mr. Berr? Mr. Plisson, Mr. H. J. Hill, Mr. Le?.r and other gentlemen who are interested i,, the project. Samples of the material exhibited in their various stages of word- ing, and also pieces of hard coke a bsoluMv free from shale. It is believed that i!- new venture will lead to the estahlishn of another new and great industry in t i>< South A\ ales coalfield. This material, which contained upwards of 26 to 27 per cent. of ash. can now bo j purified by Mr Draper's washing proc ■ so that a maximum of only about 5 per cent, of ash remains, while olll.v ]It! ] per cent, of coal remains in the shah' The new plant is under the direction of Mr. E. AT. Bow en. and he explains that I they are now able tojproduee over 40 ton per day of the finest washed coal of gr— commercial value, which was formerly wasted.

LORD RHONDDA'S VISIT TO AHD-RHONDDA. (Continued from Pago 2). were told three years ago that the count! would respond in the way it-had, one wou.< not have believed it. Very strange change had taken place. would not have be lieved three years ago it he had been that he would have been amen) her of t;, Government at the head of which was .A!, Lloyd' George (applause). In tact, in would have looked upon it as a good j i (laughter). The speaker proceeded to that he was in the House of Commons lo many years, and even twenty years ago 1: would have given a gre;it deal to a member of the Cabinet. That was i. am bition. He shook off the dust of politics six years ago and never intent> entering politics again had not Mr. George asked him to join the GOVNnn.1 and assured him that he would be of as*, tance to him (the Premier i and i Government in this national c (applause). Lord Hhondda did HotL: it as a matter of choice, but felt it his duty to help the present Prime Mini in the work lie had in hand. Ho (?■ i Lloyd George) had a terrible responsih;, on his shoulders to-day. The speaker not believe that there was any man in country at tne present any so qualified, possessing energy and 0; qualities to lead us to victory, as Lloyd George (applause). He proceed I am sure of this, there is no man in i country to-day or among our Allies v. enjoys the confidence of the great mas- people, not only in Great Britain or British Empire, but among our Allie well as Mr. Lloyd George (choc. We must help him by showing abso' loyalty and allegiance to every direct that he gives us. I am going to carry Mr. Lloyd George's direction in e- ■ thing, whatever he tells me to do or w1:. ever his wishes are. The new Governn" enjoys the confidence of the country to-( in a very high degree. I do not think 1 country will stand criticism of the fact;, L-ind to-div (hear, hear). There had ) a suggestion in London papers that new ministers under the new system v not co-operating and working in harmo- No doubt there had been a gi-e-it ching, our constitutional system as inar rated by the Prime Minister. The \Cabinet of five has taken the Cabinet of 23. That 23 were collecti responsible for all the actions of Government. Now, in the case a mini.1 like iiivself-I am not in the Cabin there is no collective responsibility in t sense there was under the old syst The new system is working exceedin: well. It is on its trial, and it is to( I to say whether it will continue to w My department, the Local Governn; Board, has never worked with more operation or with less friction than it < at the present time. Under the pro.. system, if there is anything connected v lily department going to be discussec go to the Cabinet meeting for the c. cussion. When Mr. Lloyd George asked nu join the Government, I felt my spc capacity would not be so fully used a- might be somewhere else. I have beei the Government now for two months, have come to the conclusion that t1 are very great possibilities, and I bel if I am allowed a reasonably free hoi should be able to do really big thiiv The Local Government Board is the gi health department of the country, am1 want to make it even more the lie:, department. The Local Government Be touches the home life of the people of country to a greater extent than other, and I think it should be called i Ministry of Health* To-day there; several departments connected in s way in looking after the health of 1 people, and there is some overlapp: Under the present system a child f birth to maturity is looked after by medical officers of three or four del): ments. That does not lead to officio and certainly not to economy. I am g< to concentrate my energies upon I matters of urgent importance in the mediate future; one relates to vene; disease, and the other to child well: (applause). Both these two Bills of it will have an overwhelming mass of opinion behind them. A 11111 deiiiiig child welfare, should have been passed i- law years ago. We cannot allow to present condition ot things to couth. <. and I do not think the public will all; it to continue. One child out of every f. born into this world to-day dies before ■ is a year old. There is no question a 1)< it, a great deal of that infantile mortal. can be avoided by looking after the he: of the mothers, giving them adv.t > feeding them and supplying milk to II children. The Rhondda Valley an- Merthyr hold an excedingly bad record i: this respect, about the worst in Wale-. We must change all that, and I want yu: to help. It cannot be due here to mother going to work, but it may be due to the overcrowding and bad housing conditions. That brings me to another matter thul I hope to deal with before I leave my office, the matter of housing (applause). AYe cannot do it now, but later on I am going 1"1.1 • J i • T + I, to give all tne consiuerauon i can iu ine housing question, so as to be in a position to deal with it as soon as the war is over and conditions have altered. If I-can onty he instrumental in saving the lives of 20,000 or 30,000 children per annum I can feel I have not lived in vain (applause).. Lord Rhondda then, on behalf of the in- habitants of Mid-Rhondda, formally handed over the motor ambulance to Lieut.-Colonel Hepburn, representing the War Office. Returning thanks, Lieut-Col. Hepburn said he assumed that the real reason why he had been asked to come there was bev cause it was his privilege and high honour to be head of the 3rd AVestern Genera ) Hospital. This hospital covered an area of (j,000 square miles, and it had close upon 6,000 beds. It was situated south 01 a line drawn from Aberystwyth to Mon- mouthshire. He proceeded, the AYar Office tenders to you and to the .numerous subscribers its deepest and warmest thanks. You might ask why the War Office does not buy its own am bulance cars. I believe the reason why the AYar Office is so doubly grateful to you is be- cause it brings you personally into the field of self-sacrifice and interest (hear, hear). There are many lessons to be drawn from your ambulance car. There is the help that the wounded will get from it. In modern warfare it is speed that tells in helping the wounded. How dose we are to the battle that is going on now! It takes 36 hours, and no more, for your son, your brother, your husband to reach Cardiff when he is struck down on the AVestern front. There was a train-load came into the hospital at Cardiff this afternoon, t: l second this week. Alter a soldier reaches your hospital-I think it is the greatest < earth, at all events it covers the hx. ground—his chances of recovery are follows: Up to the present time, of 4!1.(,. patients who have been medically tre;u.. since the war began, the death rate is than four per 1,000 (cheers). 1'lia, what vou are helping in. When vou -t > the car you give 99(5 men out of every 1.( a ct)anceot recovery. Yott told men are wanted for the present war; also say that men will be required ;1, the war as well. You are doing great v. in joining in the personal sacrifice wit, the presentation of this car expresses. I know nothing about labour troubit but I win say that hundreds or your I., have served me with a loyalty I shall n< forget (applause). I think they are i: < who would earn large wages as miners, but who are now earning Is. 2d. a day soldiers. I have never heard a won complaint that these men (onsiderik, they have lost anything. Lord Rhondda is doing for the »>edi ■ profession what no other man on Jiiiis e. has tried to do (applause). He is goin; save the population not by ones or tv ■ as he says, but by tens of thousands.. will save the population twice over unborn population. He is going to you a healthy population (applause) Mr. AY. P. Nicholas, proposi ng n nIL thanks to Lord Rhondda, could not hut say that if the teeming mass of valley had heard the eloquent speech Colonel Hepburn, and could have heard description of the influence of onp t) cars upon our soldiers, it would not be but a much larger number would hc. standard for this district (cheers). Mr. Tom John, M.A., seconded the which was carried. Lord Rhondda, responding, thoughi would return to business agaill; it very lascinating, more so than polii A man in business could be of imnu service if he utilised his money propt not to himself only, but to the coinmir at large. A man had only one life, and was his great and sineere desire to be Ii as much use as he possibly could in SI. form or another. A vote of thanks to CtMenel Heph, was proposed by the Rev. J. E. Dei; and seconded by Mr. David Jones. similar compliment was paid to the d, man on the proposition of Evans, seconded by the Rev. I). V Davies, B.A. (Vicar).
