I FROM THE Editor's Chair. The strictures of a correspondent in our columns this week on the proceedings of the Rhondda Council at its last meeting will find considerable support from the Rhondda public in general. The hunt by the Council for what Councillor Dan Davies termed a first-class man has not been, according to the report of the meeting, very satisfactory. The Council members are no doubt trying, according to their lights, to do their best; but un- fortunately, in the matter of making their premier appointments, they are more frequently befogged than otherwise. The Chairman's question to Mr. Thomas Griffiths, whether any of the applicants present were capable of fulfilling the duties of the post, was decidedly sugges- tive of a wide feeling of dissatisfaction with the issue of all the processes of selection up to this stage. Here were a select few invited before the Council for the final interview, and yet the Council was at "sixes and sevens" and hesitant to make up its final selection. It was far from being a dignified position for a responsible and representative body to be placed ill. The late Surveyor died seven months ago,, and even last week the Council were still in doubt whether they would appoint his successor. If we were asked to pass judgment on the qualifica- tions or otherwise of a public body of elected men who dilly-dallied for seven months, and then were asking themselves whether they were bound to make the appointment that day, or, as another asked, "Are we bound to appoint an- other man," what should we say? Really the Council at this meeting managed very successfully to prove, whatever we may think of the Engineer, that they as direc- torates of a great concern for the public good are not expeditious. It has almost passed into a proverb in the Rhondda that the Council is never very despatch- ful in filling up vacant posts. If a head- ship of a school becomes vacant, months and months must pass before it is settled. That appointments present difficulties, we admit; but a Council of capable men should not require the time which in- variably has to elapse before the Rhondda Council generally does act in the matters. The discussion at the Council meeting on Cinemas and Pubs. was interesting, and showed that the Councillors generally had grip of the subject. It was a clearer atmosphere than that of the appointment, as Councillor Roderick defined it, of a "Napoleon." The Councillors know what are the functions of a Cinema and what are the attractions of a Pub. We think the Cinema to be a very excellent deterrent to the Pub. If the Pubs. are undesirable places as the Rev. James Nicholas thinks, then, in our opinion, the nearer to them you fix the Cinema the I better. The Cinema is an attraction to those who, like Burns, could not easily pass the Pub. "Let them all come is our greeting to the Cinema, and we would not limit its advent because of the proximity to a Pub. It is difficult to find places in this crowded Rhondda, and the ) Picture Gallery is the poor man's cheap opportunity for physical rest and mental recreation and stimulus. Morally aiid educationally the Cinema is a great force, and, if anything, it is the most successful opposition that the Pub. has yet met. People can come and go at their pleasure. The choice of spending an hour for three- pence at the Cinema is infinitely more alluring than the spending of threepence on a pint of beer, ii [itch is generally gulped in a tenth of the time. We are not advocates of drinking, but because we believe the Cinema as an antidote we would encourage it wherever it can have a standing, and restrict it only so far as I the character of the pictures it displays.

Presentation at Pontygwaith. On Wednesday evening, the 10th inst., a well-attended public meeting, under the chairmanship of the Rev. D. D. Hopkins (pastor), was held at Hermon Baptist Chapel, Pontygwaith, for the purpose of conveying a testimonial to Mr. and Mrs. Thomas Perrott on their departure from the church to take up membership at Salem, Porth. They have been residing at Porth for some time, consequent upon the removal of Mr. Perrott as superinten- dent of the Refuge Assurance Company from the Upper Rhondda Fach to take charge of the Porth No. 1 District. Their connection with the church at Hermon covered a period of 13 years, during which time they contributed of their best in con- i scientious and unstinted devotion to the various phases of church work. Mr. Perrott's usefulness while at Hermon was such that the brethren knew that he could be relied on in any contingency but what were found to be particularly con- genial were things musical and routine church matters. In music Mr. Perrott was in his element, and sustained many important roles in local cantatas with zest and distinction. Also, the sound training acquired in his daily occupation, allied to inherent business instincts, en- abled him to render inestimable services in the handling of church finances. The church gift took the form of a beautifully executed illuminated address, with inset photos of the recipients. After appropriate introductory remarks, the Chairman called upon Mr. Theophilus T homas, secretary of the church, to read the address. The presentation was made by the oldest deacon, Mr. W. Evans, in a few well-chosen words. He was followed by Mr. W. J. Davies, who said lie keenly regretted Mr. Perrott's departure, con- cluding his speech with the following couplet: — Henffych i'r dydd cawn eto gwrdd Yn Salem lan oddeutu'r bwrdd." Other speakers included Mr. Williams, Cash Stores (deacon at Seion C.M., Ponty- gwaith), who testified to the widespread respect felt for Mr. Perrott in the dis- trict. Alluding to Mrs. Perrott, Mr. Williams humorously gave it as his opinion, and lest Mr. Perrott should forget him- self, that the wife was responsible and entitled to three-fourths of the respect and honour attributable to the husband." Mr. Perrott, in responding, expressed the reluctance he had felt for a long time in deciding to sever his connection with the church at Hermon. On his wife's behalf and himself, he warmly thanked the donors for their kind words and beau- tiful gift. He would for ever cherish both as reminders of the happy associations" he had formed at Hermon and Pontygwaith. Mr. W. J. Davies, in whose capable hands had been entrusted the arrange- ments for the evening, had provided an attractive programme, in which the fol- lowing took ;art: -Songs, Yr Hogyn Drwg and Friend," Miss M. J. Davies; songs, Ynys y Plant" and Love Divine," Miss A. M. Davies; songs, "Gate of Mercy" and "Hark! the Herald Angels Sing," Miss Annie Jones; song, "Glory, my God, to Thee, this night," Miss Bessie Price. A recita- tion of "Bill Mason's Bride" was ably rendered by Mr. J. Davies (Murmur Cynon), who had also composed some eulogistic verses to Mr. Perrott, which were read at the meeting.
