I BARRY POLICE COURT. FRIDAY. F T, Y. Mez4- Before Mr J. <\ MeggifcC and Captain F. Murrell. CLAIM BY A SEAMAJS. Fred Moss, kite fireman on board the s.s. Dowgate, entered a claim for All 19s lOd, wages and expenses, against George Willis, master of the ship. Mr J. A. Hughes, solicitor. Barry, appeared for the plaintiff, and Mr G. F. Forsdike, solicitor, Cardiff, defended—Mr Hughes stated that the amount of wages was E7 15s 4d, of which defen- dant had paid 44 15s 4d into court.—Plaintiff said he signed for a voyage on the s.s. Dowgate. On coming from Bom-bay to Port Silid he was taken ill, and was treated by the captain. On arrival in London, he went to a doctor. The Dowgate pro- ceeded to Mostyn, North Wales, and a substitute was engaged in his stead, although he remained on board the vessel. At Mostyn he was paid off, and A3 was deducted from his wages, the cost of a substitute.—Mr Forsdike suggested that plaintiff was drunk in London, and read the log, in which the captain alleged that Moss was drunk, and refused to work after leaving London.—After hearing evidence for the defence, the Bench came to the conclusion that the claim had failed, but made no order with regard to costs. EXCESSIVE CAtiGO, Captain Alexander Mollund, master of the Spanish steamer Arechondo, lying at Barry Docks, was charged with carrying a deck cargo exceeding three feet in height. The vessel arrived at Barry Docks on February 14th from Bayonne with a cargo of pit props. On deck there was a total excess cargo of 6,196 cubic feet. — Defendant admitted the offence, but claimed that the excess was not 6,196, but 3,888 cubic feet.-Fined £25 and costs. FOIWIBLE LANGUAGE BY A WIDOW. A Cadoxton widow named Jane Forse was charged by P.C. Beirne with using indecent language in Bassett-street on the 5th ultimo.— Defendant, who denied the offence, was fined 10s, or seven days. CHIMNEY AFIITE. Me mb ranee Parker, a widow, of 7, Laura-street, Cadoxton, was fined Is 6d for allowing the chimney of her house to be on fire. THE DRUNKS. For being drank and disorderly, Mary Evans, George Harris, Josephine Burchell, John Riley, Neils Neilsen, Daniel Hurley, and Patrick Murphy were fined 5s each, and warrants were ordered to be issued for the appearance of Mary Williams and Richard Roch. MONDAY. Before Mr J. Lowdon and Mr J. T. Thomas. DAMAGE TO PAVEMENT. Thomas Bryan. haulier, 45, Church-road, Cadoxton, was charged with driving a vehicle over the pavement in Tydvil-street, Cadoxton, in con- travention of the Highway Act. Mr T. Ross Pratt, Sdeputy-clerk to the District Council, appeared for the prosecution, and the charge having been proved by William Clemo, labourer in the employ of the Council, a fine of 5s was imposed. SMUGGLING OF SACCHARINE. Demetrius Corstantakes, 'Nicholas Jonakis, and John Gilouris, chief engineer, second engineer, and chief officer respectively of the Greek steamer Attiki, lying at Barry Docks, were charged with smuggling a quantity of saccharine, the treble duty and value of which was about -£50. Mr W. W. Boucher prosecuted on behalf of H. M. Customs, and Mr Harold M. Lloyd, solicitor, Cardiff, defended.—Mr Boucher explained that saccharine was a substitute for sugar, but 500 times stronger. When duty was imposed upon sugar in 1901 it was materially increased on saccharine, which offered temptations to smuggling. The Govern- ment had made special regulations with regard, to the importation of saccharine, that it should only be received at certain ports in the United Kingdom, in which Barry was not included, and that it be imported into packages not less than 11-lbs., so that it could not be concealed on the person. This case was considered by the Customs authorities to be very important. The defendants were officers, and not ignorant men. It was their duty to show a better example to the men in their charge, and Mr Boucher urged the imposition of the maximum penalty.—Phillip B. James, preventive officer of Customs, Barry Docks, said the vessel arrived at Barry Docks from Rotterdam on the 22nd ultimo, and he took a declaration of the officers and crew of the dutiable goods in their possession. Witness admitted that saccharine was not mentioned on the declaration, but he applied for the production of everything.—David Evans said he searched the B.B Attiki on her arrival, and found a tin of saccharine on the chest of drawers in the chief engineer's berth. He asked the chief engineer if it was saccharine, and he replied, It's sugar for making sweets."—George S. Selley also corrobo- rated, and proved that he saw the second engineer emerge from amongst the machinery in the engineroom, and proceed on deck. In the crank pit he (witness) found a parcel in which he dis- covered two tins of saccharine wrapped up in an old pair of trousers. The second engineer admitted that one tin belonged to the chief officer and one to him.—Mr Michael O'Dea, chief of the Customs officers at Barry Dock, proved hearing the chief engineer say that he was going to take the saccharine home to make sweets with.—Mr Lloyd contended the goods were never imported, because they were not landed. There was no evidence of concealment against the chief engineer, and when the second engineer heard the chief and the Customs officers talking about the saccharine he became frightened, and ran down to the engine- room and hid the tins. The chief engineer bought the saccharine at Rotterdam for his wife, who was suffering from diabetes. Mr Lloyd added this was the first prosecution of the kind in South Wales, and he hoped the Bench would not impose the maximum penalty, which was A200 each.—Mr Lowdon said the Bench thought that the defendants, being officers, should have known better. They took into consideration the re- marks of Mr Lloyd, and imposed a fine of 46 7s 6d (half the treble value) and costs in each case, in default 14 days' imprisonment. GAMING. John Hopkins, Richard Jones, and Thomas Sullivan were fined 5s each for gaming with coins Thomas Hopkins was ordered to pay 2s 6d and shilling penalties were imposed upon William Keuzie, Joseph Taylor, and John Jones. A warrant was ordered to be issued for the appearance of James Hopkins for a similar offence. P.C. Love- luck proved the cases, and said he found the lads, whose ages ranged from 14 to 21 years, gaming at Cadoxton. AFTER CHAPEL. John Hopkins, Thomas Hopkins, Richard Jones, John Jones, Edward Lewis, Daniel Johnson, Mattie Parfitt (aged 20), Mary Johnson, and Mary Ann Fry were charged with jostling foot passengers in Vere-street, Cadoxton, on Sunday night, the 18th ultimo. -Po C. William Rees supported the charge, and said the defendants jostled people as they were going home from places of worship.—The girl Parfitt said she had not been out of chapel ten minutes before going home.—Defendants were dismissed with a caution. MISCELLANEOUS. David Thomas, Penmark, was fined 2s 6d for driving a vehicle without lights after sunset. William Young, boatman, was fined 58 for causing an obstruction on the highway by fighting. A warrant was ordered to be issued for the appearance of Faiiiiy Duncan on charges of being drunk and disorderly and indecent behaviour. EXPEStilVE THIRSTS. William James Boyd and William O'Dare were each fined 7s 6\1 for being drunk and disorderly. Fred Brace and Thomas Cawser were ordered to pay 5s each Mary Ann Seaward was mulct in 2s 6d and warrants were ordered to be issued £"1' the appearance of William Brows and Sarah i Harrison for the same offence.

BARRY PUBLIC WORKS. PRIVATE IMPROVEMENTS AT BARRY AND CADOXTON. Mr J. A. Manaton, J.P., presided at the monthly meeting of the Public Works Committee of the Barry District Council, held on Monday evening last, when there were also present, Messrs D. Morgan, Dr P. J. O'Donnell, and W. R. Lee. The caretaker at the cemetery reported that two rose trees had been stolen from flower beds thereat, this being the third case of theft during the past few weeks, children apparently being the delinquents.—Mr Lee In any case it is a very mean action.—Instructions were ordered to be given to the caretaker to admit no children into the cemetery in future. Mr J. C. Pardoe (surveyor) submitted plans and estimates of private street works in Laura- street, Cadoxton, which he said would cost JB562. -It was agreed that notices of apportionments be served. At the suggestion of the Chairman, it was decided to erect twelve rustic seats at the Romilly Park. Sanction having been received from the Local Government Board for borrowing L150 for making the lane at rear of Miskin-street, the Clerk (Mr T. B. Tordoff) was instructed to advertise for tenders for carrying out the work. Several Cadoxton tradesmen forwarded a petition complaining of the bad state of the road leading from the Wenvoe Arms Hotel to the Goods Yard at the Railway Station, and urging the desirability of raising the road a few feet at the most dangerous part.-The Surveyor was asked to interview Mr W. W. Waddell, the engineer of the Barry Railway, to see what steps the Company were prepared to take in the matter. This was the only business of any importance.
