MONDAY.—Before the Mayor (Councillor Thomas .J.H1,), T. P. Jones-Parry, Esq., Captain Gladstone, and Alfred O.ven, Esq. A BEGGING IJIPOSTOS. Deputy-Chief-Constable Edward Jones charged *Jam-?s Thompson, of Belfast, with begging by I' rneui-i of a forged letter. D.C.C. Jones stated that on Friday last about ten p.m. prisoner went to the County Buildings and give himself up for having been obtaining money byfalse pretences. Having known him for the last nine years as a begging letter impostor, com- plainant took him into custody. Prisoner then j;\ i.viueed the letter handed in to the Bench. The lcUer stated that one David Lewis, an old resident of Wroxham, had sustained a severe loss bv the death of Ilia horse, and therefore be had not the me:1.S to support himself and his wife and famiiy. He had insufficient money to pur- chase another horse, and therefore was soliciting a little aid from the ladies and gentlemen of "Wrexham and Denbighshire, and would be thank- ful for any contribution towards the sime. The letter was stated to be signed by Messrs H. and T. ,Jones, corn millers, Wrexham, and a con- tributes of 10s was put down from t!nt firm. The other Bubscriptiona alleged to have been received included 3'; Si tbo Wrexham Young Christian Association, and T. W., Li'bsrai j Club, 3s 6d. The Deputy Chief Constable added that most of them were forgeries. Prisoner told him that he had been to see the Hon. The first conviction was in 1887. Prisoner There is not a third there that I have committed. Deputy-Chief Constab'e Jones I know that myself. The Clerk said he had been convicted under various names, eucii as David Johasou, James Thompson, Thomas Watson Pries, and Jamas Thomas. D.C.C. Jones: He is au expert at drawing these letters out. Prisoner was committed to gaol for three months, with hard labour. Prisoner I would rather go to the Assizes or Sessions. ALLEGED srr.ious WIFE ASSAULT. P.S. Harvey charged Louis Solar:, of Mary Ann Square, for an aggravated assault. Janet Jones, a neighbour, said that on Saturday night, at eleven o'clock, as the prisoner's wife was coming up the yard, prisoner went round a corner, and caught her just opposite witness's house. He kicked her very severely. Prisoner had had some drink at the time. Dr. William Morris Williams, of the Wrexham Infirmary, said the prisoner was admitted at half- past one on Sunday afternoon. She was taken in a cab. There was a bruise on the right arm, another on the left forearm, and a wound on the bodv. She would not be able to leave the It.-firma for nine or ten days. Prisoner was remanded a week, bail being entertained. VACCINATION. Mr Joseph Bentley, grocer, made application for a certificate of exemption from vaccination.— The application was granted. TRANSFER. A temporary transfer of the licence of the Albion Hotel was made from Thomas Jones to Charles Jones, of the Commercial Inn, College- street.

WREXHAM COUNTY. MONDAY.—Before General the Hon. Savage Mostyn and Colonel Hutton. THE PISTOL NUISANCE. I Edward Evans, 21, Gilbert Houses, Ponkev, I was charged by Mr Lyons, of the Inland Revenue, with carrying a gun without a licence on Sunday, August 12th, in the parish of Esclusham.—Mr Lyons said the firearm used was a small pistol, with which ball cartridges > ere used, and which was said to carry a distance of fifty yards. He under- stood that of late the neighbourhood of Rhos had been flooded with these dangerous weapons, and these proceedings had been taken mainly with a view to suppressing their use, and to warning other persons that they could not use these weipens without a licence.—The case was proved by A.S. Jones, of Johnstown, and defendant, who pleaded guilty, was fined Is and costs, 7s 6d. HUSIiANDS AND WIVES. Robert Evans, of Crab Tree Green, Eyton, was charged with persistent cruelty toward-; his wife, Elizabeth Evans, who applied for a. separation order. Mr Wynn Evans appeared for the com- plainant and Mr Colbeck defended. Mr Wynn Evans said the parties had bsen married nearly thirty years, and had seven children living and seven dead. It seemed defendant had always treated his wife badly, and for the last four years it had been unbearable. Actually, about fourteen months ago, defendant pulled out a razor and tried to cut her throat, besides knocking her down and pulling her hair. On that occasion her son, who was now out in South Africa, interposed, and managed to save her from the defendant's clutches. Complainant took out a summons but withdrew it on his promising to treat her better in the future. She consequently weut back to live with him, but in about three weeks after- wards he continued his abuse, and on June 23i'd last, while sitting in the kitchen sewing, defendant went into the house about 10 50 p.m. under the innueace of drink, and, without any appiLrc??, e cause, struck her several times on the head, causing lumps as large as eggs. She was kept out nearly the whole of that night, and the next day the son made up his mind to take a small cottage, where he and his mother could live together. The cottage was procured, and com- plainant bad lived continuously with her son since the 18th of July. On Saturday week, September 29tb, defendant went to the cottage, and pointing to a flower pot in the window, told )1 the complainant, who was standing outside at the time, that it belonged to him. Complainant said it did not, whereupon the defendant put his fist through the window, picked up the pot, and struck the complainant a severe blow in the fore- head with it, stunning her, and inflicting a wound three inches in length. She bled profusely, and some neighbours went to her assistance. He understood from the doctor that it was a miracle her eye was not destroyed. Complainant was fifty-two years of age, and had to support herself and a little girl seven years of age. Complainant bore out the statements of Mr Wynn Evans, and pdded that one night defendant told her and her son that if they had not seen their bowels before they should see them that night. He had a razor in his hand.—Cross- examined She had not stripped the defendant's house of its bedding and clothing. From June 23rd until July 18th, when she left him, all she complained of was defendant's abusive language. Defendant had been very drunken in his habits. I Rowland Evans, son of the parties, Margaret Haycock, a neighbour, and Alberta Davies gave corroborative evidence. Mr Colbeck submitted that there was not sufficient evidence of persistent cruelty to entitle the woman to the separation asked for. After hearing the defendant, who admitted slapping the complainant on the side of her face, which was the only violence used towards her, The Chairman said the Bench were of opinion that the charge of persistent cruelty had not been proved, and therefore the application would not be granted. Eliza Parsonage charged her husband, Timothy Parsonage, farm labourer, Isycoed, with persistent cruelty, and applied for a separation order. Mr Wynn Evans represented the complainant, and Mr Stanley D. Edisbury the defendant. Mr Wynn Evans said the parties had been I married a good many years, and five years ago complainant took out a summons against the defendant for assault upon her. It appeared that he had treated her very badly ever since, though at the time he promised faithfully to treat her properly in the future. On one occasion she was found lying behind the door quite unconsoious, and scarcely a month passed in which he had not thrashed her. Last winter she wasinvariably compelled to sleep in outbuildings. She had seen the Vicar, whose exhortations to the defendant had been of no avail. On August 24th defendant charged his wife with misconduct, but I there was absolutely no truth in that he struck her, banged her against the dresser, and swore he would kill her. She went to her daughter's ¡ house at Sutton Green, and had been there ever since. f The complainant corroborated her advocate's statement, and in cross-examination said the J defendant h tel accused her -of stealing other people's thing-, which was not true. She denied having had anything to do with a, man named Beoley. Evidence was also given by Robert Parsonage, a son, who in cross-examination denied having seen his mother drunk, Edward Parsonage, son, and Edith Parsonage and Eliza Holmes, daughters. Mr Edisbury said deff-ndant had had a good daal of trouble with his wife, who was of intemperate habits, and cursed with perhaps a more terrible crime, if he might so call it, of baing unable to keep her hands off other people's goods. In spite also of being told th-.4i she must have nothing to do with a man named Betley, defend- ant found after Betley hf? left the neighbour- i hood that complainant had received two letters from him couched in terms which no married woman ought to recive. One word led to another, and it might be that a blow or blows were struck, but not to the extent that had been given them in evidence. Defendant corroborated these statements. The bench granted a separation order, and ordered the defendant to contribute 5s per week towards tho maintenance of his wife, and to pay the costs, 14s 61. l'OACmXG. Charles Johnstown, High-street, Sonthsea, was charged with trespassing in parsuit of gdome on August 26-,h, on lands in the possession of Mr F. W. Soames. Mr Arthur Acton prodecated,- Thomas Kiag, gamekeeper, in the employ of Mr j Soames, gave evideuce of seeing the defendant with two others netting and ferretting a couple of covers in the park.-There were twelve pre- vious convictions, and dtfendantwas fined Ll and 7s Gd costs, or three weeks' imprisonment. Ellis charged Edward Oldlield, Penygolli, Coedpoeth, with being drunk and disorderly on the highway at Coedpoeth on September 1st.— Defendant, who pleaded guilty, was fined 2j 6d and costs, 7s 61. I Defendant was in his employ &t the WeEtminster Colliery, and during the last three weeks had been receiving his money, aitiiongh he had done hardly any work. His reason for retaining his services was that he expectsd A large order, and as men were scarce he intended keeping him on until the work commenced. When the order was received, however, he left, causing him a. consider- able amount of loss aud iuconveuisncc. Defendant said he had been working for com- plainant off and on for the past nine years. When the work became slack, he had to leave at a minute's notice, and he certainly thought he was entitled to give the same notice if he thought th. titThe Chairman said there was no legal contract, and the Bench had no alternative but to dismiss the summons. I TRUANTS SENT TO INDUSTRIAL SCHOOLS. Mr R. J. Kendrick, clerk to the Brymbo School Board, said that at the last court an order was made against John James Glancy, the Lodge, Brymbo, that his son should be sent to the High- town Truant School. The boy being over a certain age could not be admitted into that institution, and he applied that the name of the school b3 altered on the order to that of the Chester Industrial School. The application was granted. Mr Cheetham applied on behalf of the school attendance committee of the Wrexham Union for an order to send a boy named John Lawlor, of 26, Acton Terrace, Rhosnessney, to the Bishop Brown Industrial School. An attendance order had been previously granted, but no improvement had been made in the attendances. He was perfectly satisfied that the pareuts had done their utmost to send him to school, but without result. The order was granted. I A FAMILY BQUABELE. I Sarah Ann Peters, Cross Lanes, Pentre Bruughton, charged Edward Peters, her husbaud, and George Peters; her son, with an aggravated assault. Complainant stated that on the 1st inst, when she returned home from Wrexham, Lcr son :1C-1 cused her of being the wore for drink. She denied his allegation, and took hold of him by the shoulder, whereupon be struck her in the face. Her husband it-ninedi-ttelvafterwirds struck her on the shoulder with a stick. She was afraid they might do her some bodily harm, and she had no desire to live with them any longer. P.C. Phoenix said that when he served the sum- mons upon Edward Peters, he said be was willing to allow his wife something if she would leave him. Defendants denied the offence, and the Chair- man remarked that the evidence was insufficielt to convict. Complainant applied for an adjournment in order that she might secure witnesses. The application was granted, the Chairman re- marking that he hoped some arrangement would be come to between the parties in the meantime.

MOLD. MONDAY.—Before Algernon Potts, Esq., (in the chair), H. Lloyd Jones, and William Catherall, Esqrs. THE FLINTSHIRE POLICE AND THE BREAD ACT. The Pantyfawnog Co-operative Society, Ltd., were summoned for selling bread otherwise than by weight, in coutravention of Section 4 of the Bread Act, 1863.—Superintendent Ivor Davies said that on the 21st ult. he visited the shop of the Society at Mynydd I^sa, aud asked for a 41b. loaf. An assistant handed him a loaf without weighing it, and which proved to be 11 ounces under four pound.—George Barlow, the Society's manager, said the offence was admitted. Upon the hearing of some school attendance cases, wherein penalties of 7s 6d were imposed, attention was called to the provisions of the Elementary Education Act, of last session, where- bv the maximum penalty for a breach of the Education Acts was increased from 5s to Rl. LICENSING APPLICATION. I Joseph Cope, of Bwlchgwyn. applied for a tem- porary authority to sell at the Foresters Arms, Wrexham-street. Excellent testimonials were produced, and the application was granted. THE CRATITC»E OF MICHAEL. Michael Rooney, farm labourer, of Saltney, I an elderly son of Erin, and the possessor of a delightful brogue, was charged in custody with being drunk and disorderly at Saltney on the previous afternoon.—Sergeant Adams stated that he received complaints from some passing cyclists, and was obliged to lock the defendant up for the night.—The defendant was so overwhelmed with gratitude at the hospitality exhibited towards him by the police authorities that he appeared oblivious of the fact that a breach of the law was laid to his charge. The Chairman He says you were drunk and disorderly. What have you to say ? The defendant: Didn't he take me into The Barracks ?" (Laughter.) He gave me bread and butter this morning and last night for breakfast. (Laughter.) The Chairman You are fined 2s 6d and lls 6!d costs, or seven days' imprisonment. The defendant: I don't want to go to goal. (To Sergeant Adams): I'll pay you to-morrow, and stand-you a pint. God bless you for your kind- ness. (Roars of laughter.) The old gentleman was allowed a week's time I in which to pay the amount, and he quitted the court after profuse expressions of gratitude to the justices and the police. I A CURIOUS CASE FROM TRYDDYN. I Charlotte Williams, the wife of John Williams, licensee of the Hand Inn, Tryddyn, Was sum- moned by Mary Jane Williams, married woman, of 6, Queen-street, Tryddyn, for an assault. The evidence of the informant was to the effect that at 7.30 p.m. on Thursday, the 4th inst., she went to the Hand Inn to fetch her husband, who she believed had been in the house for three hours. When she entered the house she saw her husband sitting in the kitchen fast asieep. The defendant was in the room, and there were also a number of men present, but she only knew two of them, viz., Abraham Ellis, schoolmaster, and John Jones, collier. Addressing the defendant she said, Are you not ashamed of yourself ? Do you call your- self an honest woman to supply a drunken man with drink ?" The defendant replied No," and rushing to her struck her a blow in the eye. She 4 then forced her into the passago and pushed her out. She went to t,he hoa.se of the local police- officer, but he was not at home. When at 10 15 —" after the titp was stopped"—her husband came home he was very drunk. Abraham Eilis, schoolmaster, of Tryddyn, who had been summoned by the iuformant to give evidence, stated that on the evening in question he was in the Hand Inn on electioneering business- The iuformant came in in an excited condition, and a quarrel ensued with the land- lady. The informant complained that her husband had been too long in the house, and that he had been there three hours. The defendant denied tins, and after soma further words she ordered the iuformant out, and pushed her into 1 the passage. At this point ho left the house, and as he passed them in the lobby one was pushing and the other resisting. He saw no more, in fact he saw there was going to be a bother, and he wont out in order to avoid being placed in the position in which he then found himself. No I blow wad struck. The informant's husband was in a huddled up position. Witness was of opinion thit he was in drink. He heard nothing said about the informant's husband, aud he didn't know whether Williams was drunk or sobar- He'd been drunk many times himself, of course." (Laughter.) The defendant, who elected to give evidence on oath, said that on the evening in question the informant cama in and accused her of keeping her husband in the house. She told the informant to go out, but she refused, and gave her a nasty tongue," so she pushed her out. The informant's husband had only beau in the house for half-an- hour, and was served with a lemonade. John Williams, licensee of the Hand, and the husband of the defendant, explained that the husband of the informant was a man wno walked sixteen miles every day, and as soon as he sat in a public-house he habitually dozed off to sleep. The Chairman said the evidence was of a con- flicting character. THE WATER QUESTION AT I CEFN. I A statutory meeting of theCefn Parish Council was held at the Acrefair Hoard School on Wednesday even- ing, when Alderman Christmas Jones presided over the following attendauoe of couucillors: -Iessrs H. Hunt, Benjamin Butterton, T. Davies. il.bert Lloyd, Edward Evans, James Mapp, lloo^i't Hopley, Edward Griffiths, William Davies, D. W. Roberts, W. L. Williams, Inward Hughes, and the clerk Mr E. R. Evans. A report of the deputation that waited upon the Water Company's Directors was given by Councillor D. W. Robert, pud was as follows :-The depata- tion consisting of Councillors Lloyd, Hopley, and Roberts waited upon the directors of the Cefn Water Company on the 8th August The directors haa present their consulting engineer, Mr F. Storr, Wrexham. The deputation was received with every courtesy, and the grievances were freely discussed. 1 The deputation had visited the following places:- Brown's Lane, Wynnstay Viovv. Rock Place, Rock Terrace, and Rock Lane (sixteen houses in all), and found that the water supply had been cut off from July 17th ta August 3rd in nine houses, and for about 14 days in seven houses. All the named dwellings had a supply from 12 p.m., to 6 a.m. They were only a few selected from the worst places situated at the summit of Cefn. The directors acknowledged these faets. 2 With regard to general complaint of cutting off the supply of water without notice, the directors said they generally sent a crier around to acquaint the public. 3. The quality-of that water. The com- pany stated that the water had been tested by an expert, and was pronounced to be one of the finest waters in that country, springing from sandstone on C-fa-y-Fedw Farm. 4 The deputation remarked that the Cefn P.C. had previously called attention to to the insufficient storage capacity to meet all the demands of the district during the summer months, I the last three summers especially. To this the com- pany replied, that they had moved in the matter, and had consulted a local engineer—Mr E. Lloyd Jones, who surveyed the laud with the view of adding another reservoir, but he finding diflicuties, advised the directors to consult a higher authority, so Mr Storr was approached with the view of over- comming the difficulties. 5 When asked what remedy or scheme they had under consideration for increased storage, the directors replied that—(a) The whole affilir was in the hands of Mr Storr. (b) We are experimenting with costly apparatus, which will be fixed to the inain9 up and down the district to find ont were leakages and waste occurs, and. in short, to take stcck of their water supply. (c) A pumping scheme 6 When will the improved scheme be com- pieted ? In about four moaths. 7 And with regard to getting a written guarantee that a better supply would be provided. This was said to be impracticable. Finally, the deputation recommended the council to accept this report as given, as they were of opinion that ttie directors were most auxiona to surinouut all difiicultiea in carrying out the neceasary remedy that will admit of a sufficient supply of water to all coiners. Councillor Hunt thought the report a very fair and reasonable one, but from the compauj's view he would like to make a few comments. The Water Company had expended on various works from 1894 to 1899 about zEI,030, and out of that X503 on reservoirs, and now they were putting down special apparatus in the mains at a cost of something like IP500 for the purpose of checking the consumption of water and more particularly to tind Ollt auy leakages. The Cefn Water Company, Mr Hunt continued, were not boand to give a constant water snppiy, as clause 27 of the Act read as follows The water to be supplied need not be constantly laid on nor under any pressure greater than can be sapplied by gravitation from the works. Iu Mr Whalley'e timj, when the New British Iron Company was supplied with water, the supply to the upper parts ot Cefn was cut cff entirely Irorn 9 am. to 5 p.m. in order to fill the New British Iron Company's pool. The population of Cfn Bycban and lihosymedre was 1.640, and of Acrefair and Otfu 3,725, making a tc-.al of 5,355. One thousand five hundred and ninety- nine houses, thirteen biewcries, and tne works for manufacturing purposes were now supplied with water. The works of Messrs Hughes anu Lancaster, Ilr J. C. Edwards (Trefynant aud Penybont), Mr Henry Wyndham, and the Pias'.iynastou Collieries were only supplied with water for drinking purposes, and all from the Sugnypwli Rdservoir. The water from the Gronwen and Gweruydd Reservoirs went to supply the inhabitants of part of Trevor Isa, and for trade purposes the works of Messrs Roberts and Maginnia, W. Coward and Co., and the Kuabon Foundry Co. Mr Hunt also remarked that since the present company purchased the Water Con pany, which they did simply because it was pirt of their estate, and not with a money m.ikin^ view, they httl: i not put one penny dividend in ti.oir pockets; still they intended doinu their very utmost to give a proper supply to one and all of their consumers. The Chairman The question now is whether tha Council consider they have had a satisfactory reply to a clearly expressed resolution from the Council. Councillor Batterton said that while he agreed with many things mentioned by Councillor Huut he could not help thinking that in the fae of that grow- ing population of the neighbourhood nothing will meet the wants other than another reservoir. The Chairman I do not care what measures are taken so long as there is a sufficient supply. Councillor Robert Lloyd remarked that he thought the Company had done the best they could, as Mr Storr told the directors that he could not conscientiously recommend them to spend any more money until they had ascertained the actual needs of the neighbourhood, and when this was done, the Company were prepared to adopt the best means possible for carrying out the work. (Hear, hear.) Councillor Hughes thought it rather hard that the people living in the upper parts should be deprived of all the privileges, and suggested thit the water should be cat off in the lower levels for P. few hours each day in time of dearth to allow the water to rise to the higher level. Several other councillors having expressed their satisfaction with the report, it was put before the meeting, and carried unanimously. The Chairman thought it should go from that Council that it set its face strongly against the waste of water-(heaohear)-and he was sure he voiced the meeting when he said they asked all consumers, through the Press, to be careful in the use of the water. They wanted them to have a sufficient supply for ordinary domestic purposes, but after that tuey should not waste any. (Hear, hear.) Mr Lloyd moved the following resolution-" That we as a Council co-operate with the Water Company as far as possible, and make an appeal to con- sumers of the water, with the object of preventing waste. This was seconded by Councillor Mapp, and carried. Councillor Griffiths bijought the matter of the firing of chimneys forward, and it was referred to the Dis- trict Council. Mr Butterton wished it to be made known to the public, through the Press that the road from Crane to the Cemetery was now open for all purposes. The Council had obtained the right some time ago. I- NORTH WALES COUNTIES LUNATIC ASYLUM. I A LONG ARBITRATION. On Friday evening the last sitting was held at Chester in an arbitration between Messrs C. 0. Ellison and Son, architects, Liverpool, and the com- mittee of the Denbigh Asylum. The proceedings occupied nine days, the arbitrator being Mr W. Emerson, president of the Royal Institute of British Architects. Mr M'Conkey, of Liverpool (instructed by Mr J. C. Parkinson, solicitor, Liverpool), appeared for Messrs Ellison, and Mr Hudson, of London (instructed by Mr W. H. Churton, solicitor, Chester), for the committee.

WREXHAM COUNTY COURT. I WEDNESDAY.—Before Hia Honour Sir Horatio I Lloyd. CONGRATULATIONS TO THE JUDGE. I Mr Hopley Pierce said that as senior local member of the profession present, he wished to say how very glad they were to see His Honour once more amongst them. They hoped to see him there for many years to come. His Honour said he was very glad to be back again. He had every reason to think that the Court had not suffered bv his absence, baciuse he thought he hAd been fortunate in getting an efficient deputy. He thanked Mr Pierce for his kind remarks. WORKMEN'S COMPENSATION ACT. Frank Jones, filler at the Gatewen Colliery, made application for an award under the Work- men's Compensation Act of 25 per week against the Broughton and Plaspower Colliery Company. Mr Wynn Evans was for the applicant, and Mr xlllen, of Wig in, for the respondents. jjli" Wynn Evans said the request was filed by a lad who was eighteen years ot ago, and who had had his thumb torn off in an accident at the respondents' colliery works. It appeared that the accident happened on the 39th of April. The applicant was working as a filler, and his thumb was torn off the right hand by a chain and a pulley. At that time he was earning 31s per week. Pajment undef the Act of 10s per week was m ids up to the 19th of Juno, when the applicant was told that he could do light work. Subsequently an agent of the respondents, or rather the Coal Owners' Association, named loan Williams, called upon the lad and told him that he muct take n in settlement, and'that if he did not take it he would get nothing. He was forced to take it. He (Mr Evans) did not object to the agent for the Amalgamated Coal Owners'Associa- tion calling and settling with the man, but he thought that the least they could do was to take the solicitor acting for him into their confidence before making a settlement of that kind. The loi? of the thumb meant a loss of 41 per day to the applicant. His Honour said he thought he was bound by the settlement, unless there had been some fraud. „r Allen We had no idea that any request for arbitration had been filed. His Honour gave CDsts up to the time of settle- ment. SALE OF A BUTCHER'S BUSINESS. Margaret W. Thomas, of Pentrefelin, married woman, brought au action against Shem Jones, butcher, for £ 21 lis 2d, value of goodwill, fixtures, etc. Mr A. E Orford appeared for the plaintiff, and Mr S. D. Edisbury for the defendant. Mr Orford said the action was brought by the plaintiff to recover the price of the goodwill, fixtures, and stock-in-trade of a shop which she formerly had at 11, Alexandra-road, Wrexham. Plaintiff carried on business as a grocer and butcher, and in July last she decided to dispose of the business as a going concern, and with that object in view she advertised iu the Wrexham papers, and also placed a notice outside the shop. Ultimately the defendant called upon plaintiff's husband with a view to purchase. The latter asked 115 for the fixtures and goodwill. They went to the shop together to look at what there was, and after seeing the various items he asked what plaintiff's husband would allow in respect to a glass case, knives, and sundry articles. lIe agreed to allow iC2; 913 was thereupon agreed as the price. It was also agreed, with regard to the stock-in-trade, that a valuation should be made, and this was done by Mr Lee, a brother-in-law of the defendant, at retail prices, with an allowance of 20 per cent. The vaiuation was made on the 21st of August, and defendant took possession the next day. Plaintiff herself, who had conducted the business in conjunction with her husband, attended the three following days at the shop and introduced the customers to him. Defendant said he would pay the following day, but he had not done so. The claim was made up of JE13 for the goodwill and fixtures, and iC8 odd for the stock- in-trade. In defence it was contended that defendant only intended to go in for butchery. No money was offered for the good-will. He effefed 25 for the fixtures, and plaintiff's husband accepted that. Afterwards, on plaintiff's husband pressing him, he offered to take the stock-in-trade on condition that the plaintiff would take them back if he could not sell them. The amount defendant admitted he owed had been paid into Court. His Honour held that there was no proper agteiment between the parties as to the price for the goodwill and fixtures, and he therefore gave judgment for these at £ 3. He also said lie thought the defendant undertook to take the grocery stock, and in &,res))act of this he gave judgment for the plaintiff for zEg lis, the retail valuation. less 20 per cent. A SOLICITORS' QUAIIREL. L 1 Mrs Mary dones, oi uuy nonage, rontsey, brought an action against Mr Wynn Evans, solicitor, Wrexham, for an order to redeem certain property, and also for an account. Mr S. Moss, M.P., barrister-at-law, instructed by Mr Poyser, was for the plaintiff, and Mr Evans defended his own case. Mr Moss said that application was made for an order to redeem cert tin property, and, if His Honour thought it was necessary, for an account The facts were as follow :—Plaintiff was a widow living at Ponkey, and she was also the owner of certain property at Ponkey. On the 28th of June, 1894, she mortgaged to the defendant certain property to secure the return of a sum of E100, and interest at five per cent. The defendant, being a solicitor, acted for himself and the plaintiff. The plaintiff said that in October, 1899, she received an unsolicited visit from the defendant at her own house, and on that date there were no arrears of interest due. and no notice had been given for payment of the mopey. Defendant advised her to sell the property, because he was selling some of the property adjoining. Plaintiff said she declined to consent to the sale of the property, and defendant left without receiving from her any instructions what- ever. There was a dispute as to that, which tiis Honour would have to settle. On the 23ch of October of tho same year, plaintiff for the first time saw that her property was about to be sold. She discovered it advertised for sale in the lVre.rlu;m Advertiser. She thereupon consulted I Messrs James and James, and they had an inter- view with the defendant, and also wrote a letter to him on the 2nd of November. The property was withdrawn from the sale. The plaintiff being dissatbfir-d, gave notice to the defendant on the 6th of November of her intention to pay off the mortgage, and nothing more was done until the 5th of May foilowiug, when the notice was on the eve of expiring. On that date Messrs James and James, who were then acting for the plaintiff, sent across to the defendant an engrossment of the transfer, and asked for a statement of the amount due to the defendant. They received a bill of costs amounting to JE9 03 lid. On examining the bill it was discovered that the costs of advertising the property for sale were included. There were also certain charges which could be said to belong properly to the mortgage charges, and there were also certain amounts for disbursements. The amount which could be properly allocated to mortgage charges came to 23 lis 2d. He con- tended that a solicitor had no lien upon the title deeds of property in mortgage to him after he had had tendered the principal and interest and costs forJ wifh tl-io morteaee. UllCWt J l-XA •» —- — o u The plaintiff, on being called, said she never authorised the defendant to sell the property. By Mr Wynn Evans She did not remember having mentioned to the defendant that she wanted to sell the property because she was going to live with the children. Mary E. Joues, daughter of the last witness, said she heard part of the conversation that took place in the house between plaintiff and defend- ant. She heard her mother tell the defendant that he had better not advertise the property for sale. Mr Percy .Tames, solicitor, of Messrs James and James, Wrexham, deposed to receiving a visit from the plaintiff. He received instruc- tions, in consequence of which he visited the defendant, and the property was ultimately withdrawn from the sale. After- wards he gave six months' notice to pay off the mortgage. When Mr Evans sent his bill of costs, he took exception to those items relating to the advertisement of the property, and tendered iCIO5 63, consisting of X100, principal; JE1 14s 5d, interest and JE3 lis 21, mortgage costs. The usual charge for a transfer was from 30s to 35s. Ev Mr Wynn Evans: He admitted that the diffid ence between them was JE2 83 5d, and that defendant asked for JE107 14s 5d. Mr Wynn Evans here said his actual out-of- pocket expenses amounted to JE1 16s 9d, which only left lis 8d as the entire amount he asked for his costs in the matter. This is an action," he continued, 11 practically brought by one pro- fessional man against another." Then to tho witness he said It is so, is it not, that 11s 8d is all that we are quarrelling about ?-Assuraing that you did not get full disbursements from the other clients, it would be so. Mr Wynn Evans, in giving evidence in defence, said he advanced Mrs Mary Jones 2100 on pro- perty at Rhos, which he had not seen until he went to see her. Mrs Jones called at his office to pay her interest from time to time, and when the interest was owin g in June, and she called with it, she happened to mention that her children were persuading her to sell one of the houses which she had built, and which was included in the mortgage with the other houses, and she was asked to go and live with them. Witness said he would be happy to advertise it for her if she wished it. She said she would think about the matter, and let him hear from her again. On the day in October, when he was at Rhos to see about other property he was adver- tising for sale, he thought, as he was passing the plaintiff's house, he might as well turn in and see the property upon which the mortgage money was lent, and tell plaintiff at the same time that if she wished to sell this house it would be a convenient opportunity to include it in the other sale. Mrs Jones opened the door, and showed him the house. He said, This seems a nice little house, Mrs Jones. You remember what you were saying about it at the office." Plaintiff said she had not thought anything more about it. Witness explained that he had got some other property at Rhos that he was about to advertise for sale, and he mentioned the date at which it would take place. He told the plaintiff that it would cost her less to put it in at this sale than by adver- tising the property by itself. Plain tiff seemed to hesitate, and then to think it would be a rather good idea. Then she said, There are one or tv.-o little things I should like to have done to get it to look all nice for the sale." Witness said. How long will it take you ?" and plaintiff replied, "A very few days will do that." Witness explained that the property would be advertised for thr-se weeks, and she then said, Very well," and she was quaite agreeable. Before leaving they had a talk about one or two other things, and as he was going away he said, Then, Mrs Jones, I may take it that I am to put this house in with the other property ?" to which she replied, Very well, yes." As soon as he got into his trap he told his clerk, and on the following morning he drew oat the advertisement. He heard nothing mote until November 2nd, when Mr Percy James called upon him and asked him to withdraw the property. He told him that he was surprised, and that he had received instructions to adweitise it for Mrs Jones; but the property was withdrawn. He had pot called up tb-j mortgage the mortgage Could have remained as far as he was concerned for another twenty years. Mrs Jones had paid him his interest, and he was not aware that there had been the slightest hitch or difficulty of any kind. He had no earthly motive to advertise Mrs Jones's house. He could not see how he could pick out this particular house out of two or three lots of property included in the mortgage. He held, either for himself or clients, a couple of hundred mortgages. Tho thing was an abominable lie; nothing more or less. He had put the pro- portion of the advertising as fairly as he could between his clients. It did not matter to him, 1 1- 1 L J nccause nis cu^nts, ine owners or tue other property, would pay the cost of the advertising. Eleven shillings and eightl)ence, and 11" 8d only,was i what he had asked all along for his trouble in the matter of advertising and withdrawing the advertisement. Mr James, Or Mr Poyser, or some- body had had 30s. After Messrs James and James or Mr Poyser had issued a writ, he wrote saying that it was not a pleasant thing for him to go into court, aud he was therefore prepared to waive the difference, and accept the amount which they had tendered. They, however, said No, you must pay the costs." When he saw that he was beiug blackmailed he said, Very well, we will fight it out." Everything he had done he had done for Mrs Jones's best interest, and all the costs that he had asked her to pay was lls 8d. Percy. Rathbone Hayes, clerk to Mr Wynn Evans, deposed to being with Mr Evans at Poukey when defendant called to see Mrs Jones. Mr Evans told him what had transpired, and the following day the advertisements were sent out. A loug legal argument took place as to whether Mr Evans was entitled to a lien upon the deeds of the property in this cA-c. His Honour said he would reserve his jadgment. Mr Wynn Evans I have at an early stage of this action told the other side that I am willing to accept the anuunt tendered. I ask your Honour to take that into consideration. They have gone on with the action in face of my offer. I don't know whether your Honour sees that. His Honour I have seen that long ago.

NORTH WALES TEACHERS AT LLANGOLLEN. An important meeting of teachers from all parts of North Wales was held at Llangollen on Saturday afternoon. Sir Theodore Martin, K.C.V O., presided, and was supported by Mr A. A. Thomas and Mr L. J. Huberts, H.M I., Acchdeacsn Wynne Jones, and a large gathering of leading educationists in the neighbourhood. SPEECH ill SIR THEODORE MARTIN. I Sir The-,dore Al,,irin, in opening the proceedings, said that Board schools had been on their trial for many years..They had cost, and were costing, the country very Targe suni3 of money, and they ware all auxioua to know if they were getting value for their money, and if the precious years of school attendance were well used. When they gave a child a knowledge of the three R's they only gave him the tools to work with. It was necessary, in addition to training the child's mind and considering its inclinations, that its morai training should aiso be kept in view. (Hear, hsar.) He often asked himself '• What has been done to teach decorum, tidiness, good manners, good Iziti-, gu'tge. the love of truih, aud self-respe--t (Cheers. ) Archdeacon Wynne Joncr followed with an address, in the course of which ae said that as one who had been brought into acaial connection with the volun- tary system he hoped the time was coming when there would be au entire sweeping away of all that had hitherto prejudiced the advance of the great cause they all had at heart. Too often side issues had been allowed to obaenre the main read. WALES BElIlD ENGLAND AND SCOTLAND. Mr A. A. Thomas, secretary of the Examinations 1 Board of the National Union of Teachert3 (London), pointed out. thit one great feature ot the elections which were goiug on throughout the country was the interest shown in tha question of education, in spite of the war. He had, he said, taken the trouble to read through some hundreds of the addresses issued by candidates, and had found that in the very large maj ority I of cases the education question found a prominent place. Very many references Were made to the need for increased facilities for commercial edtication, and he trusted that members on both sides of the House would redeem ttn-.ir promises by making the higher elementary school real and not a sham. In Wales, of course, they always had that enthusiasm for education. In spite of this enthusiasm, however, the foundation of tho Welsh education, the primary school, was in a parlous state. He quoted statistics to show that in the atteiida.-mn of i-hildr«-n_ in thp quality of the teaching staff, ancl in the size of the classes Wales was far behind Scotland, and even England, and as over 70 per cent. of the children in the intermediate schools came from el&meutary schools, the evil effects of this state of things would be felt thiough all grades of education. Not only the schools aud children but the teachers in public elementary schools were suffering under grave dis- ii.bilitic,3- note, for iaat ince, the low salaries paid and the slender tenure of the villuge teacher's cfifee. He advocated one central authority for all grades of education. RELATION OF GUOGRAPHV AND HISTORY. i'.Ir L. J. Roberta, one of the Welsh inspectors of schools, spoke at length on tile new Code. The new Code gave more power of initiative to the teacher it considered the personal charaotjri=tic3 of the child and above all it endeavoured to meet a variety of local needs. The Code of this year abolished once for all the spurious notion that education could be divided into water-tight compartments. After speak- ing of the teaching of the native tongue-English in some cases and Welsh in others in bi-lingual Wales —Mr Roberts proceeded to show how geography and history could be taught in relation to oue another. The child would first learn the topography of his immediate surroundings, and the historical associa- tions which were linked with these would awaken and stimulate the intelligence of the scholars. Imaginary journeys could be taken on maps, especi- ally along the Dee, from its source to its mounth, from the twin peaks of Arran." through Bala lake (recalling the tradition referred to by Tennvsou that the sacred Dee refused to pollute its waters with with those of the lake) through the country of Owen (jlynnwr. past Vaiie crucis Abbey and Dinas Bran, and the engineering feats of thefp.mous aqueduct anct viaduct ever the Dee to Bangor-Isy-Coed, with the memory of its 2,000 slaughtered saints; through Holt and Farndon, the lordly grounds of Eaton, to the Roman city of Chester and the broad sea. He favoured vieiting towns rich in historical interest, such as Llangollen. jSature's lessons could also bb given with unsurpassed opportunties, and the country would become, as Ruskin said, I- An oater uncovered classroom, a divine museum, utilised by the teachers." I THE DIGNITY OF THE SCHOOLMASTER. Sir lheodore said he had learned with satisfaction from the speeches of both gentlemen who had given address on the details of the system now substituted for the original system that that was a radically de- fective one. From his own experience as a boy at the High School, Edinburgh—there were 110 or 120 in his class,—and he might say he never had the slightest trouble to learn all the lessons that would enable him to keep in second, third, or fourth place ot the head of the class, but he could not express the infinite weariness of the instruction during the years he was at that school; in faet, it gave him the greatest possible distate in his mind of everything proffs-ied to be taught there. He agreed thoroughly in all that had been said as to the dignity of the school master's vocation. It was one to which he looked up at all time with respect, knowing that in the hands of the schoolmaster lay the future welfare of the country. It was to them they looked to teach the sons and daughters of England those things which had made England great, and which alone would keep the nation great.

WREXHAM TOWN COUNCIL. SANITARY COMMITTEE. A meeting of the Sanitary Committee was held on Wednesday, when there were prasent :-Ald. W. E. Samuel, presiding the Mayor, Councillor T. Jones, the Deputy-mayor (Mr J. Hopley Pierce), the Ex-mayor (Councillor R. Williamson), Ald. Dr. H. V. Palin, Councillors T. B. Taylor, T. Openshaw, and J. B. Francis, with Mr T. Bury, town clerk, Mr J. W. Rogers, deputy-town clerk, Mr J. W. M. Smith, borough surveyor. Dr. R. W. J. Evans, medical ofifcer of health, and Mr C. Moore, sanitary inspector. Councillor Edward Hughes wrote apologising for absence. The INSPECT m reported having served notices for the abatement of several nuisancas. The following cases of infectious diseases had been notified to him sinc3 the last meeting of the com- mittt-.e:-N,,)rth Ward-Scarlet fever, one case; South Ward—Typhoid fever, one case; East Ward—Typhoid fever, three cases West Ward- Typhoid fever, one case, and contiuued fever, one case. The number of p-itients in the hospital at the date of the last meeting was three, since admitted seven, total ten, died one, number now in hospital, nine. The"houses, bedding, clothing, &c., had been thoroughly disinfected, and every care taken to prevent the spread of the disease in every case. He had taken six samples of milk from various vendors in the borough for analysis. These he submitted to Mr W. Lowe, who re- ported that the whole were genuine, and free from 1 preservatives. I WHY ? Councillor MURLESS (to the Inspector) Do you vhit the Butchers' 'Ldarket ? The Inspector Yes, sir. Do you make personal visits to the stalls ?— No, but I go right around the market. I think it would be well worth your while going inside the stalls, to S3e whit is inside The INSPECTOR said that would be rather an unusual course to adopt. He had never done so yet, but if his suspicions were aroused he should do so at once. No action was taken in the matter. 1 THE PLAGUE. The CLERK submitted a printed circular from the Local Government Board in regard to the outbreak of bubonic plague, from which the following assuring extract is taken ^-Although local authorities should be on their guard against plague, it is not intended to suggest that there exists aay cause for alarm. There can be no doubt that in this country hygienic conditions and methods of dealing with infectious diseas i are far in advance of those of former centurk J, wherein plague was repeatedly epidemic in our populations they are in advance, too, as we believe, of those in localities abroad where plague has shown itself formidable in recent years. And in so far as, in our districts, these conditions and methods are now satisfactory and sufficient, there is the less likelihood of the spread of infection from plague cases casually imported. During the past fifty years there has occurred in England and Wales a large diminution uf mortality from most diseases of the infectious class, and in the same period typhus fever had declined almost to extinction. This latter disease is that which, as legards the condition under which it becomes prevalent, most closely resembles plague. There- fore, it may be confidently anticipated that the measures of sanitary improvement, of isolation and of disinfection, which have been found effectual against indigenous disease, such as typhus, will, if promptly and thoroughly brought to bear, be equally effectual against plague. Alderman PALIN remarked that the most likely sources of infection would arise in the common lodging-houses. It was agreed to hand over the circular to the Medical Officer of Health. A VISIT OF INSPECTION. Councillor FRANCIS drew attention to the fact that nearly eighteen months had elapsed since the whole Council had made a visit of inspection to the different parts of the town, and on his proposition it was agreed to make a tour of the borough at an early date. MEDICAL OFFICER'S REPORT. The Medical Officer of Health reported that, calculating from the Registrar's returns 123 births had taken plac during the quarter, as compared with 117 for the corresponding period of last year. The deaths of 68 persons were recorded. Adding ] the deaths of six persons who died in the work- house but were inhabitants of this borough, and one person who died in the Fever Hospital, and deducting the deaths of three persons who died in the Infirmary, beloneiug to the rural district, this equalled a death-rate of 17.1 per 1,000 of the inhabitants per annum, as compared with 18 8 last year. The ages at which the deaths took place were as follow :—Under 1 year of age 27, 1 year and under 5 years of age 3, 5 years and under 15 years of age 1, 15 years and under 25 years of age 5, 25 yearj and under 65 years of age 19, 65 years of age and upwards 6. Eleven ca.ses of infectious diseases had occurred during the quarter. Nine cases were removed to the Fever Hospital, and two were treated at home. In a court iu the West Ward, three cases of fever occurred, which were immediately removed to the hospital. The ash pit refuse was quickly removed and substquent disinfection took place. The drains were also flushed and disinfected, as was also the whole surface of the court. There were no particular reasons to account for the three cases, and the other inhabitants of the court showed no signs of sickness. One case of scarlatiLa notified during the quarter was probably imported j into the borough, as the child, three years of age, j had never attended school, but had been visiting a relative in the country, in the neighbourhood of which such a case existed. It was the first case of this type that had occurred in the borough for a period of fifteen weeks. The borough main- tained its reputation of being in a healthy and salubrious condition. The report was adopted. THE WATER AT THE SEWAGE FARM. The SURVEYOR presented a satisfactory report upon the cflluents of the town. As there were several matters connected with the working of the farm which might interest the committee, a visit paid by the committee now and then might be advisable. Considerable progress had been made with the laying down of the surface water drains along Pentrefelin and Watery-road. Councillor TAYLOR asked whether the well water at the farm was fit for domestic use. He was told that during the summer they had been carting the water from Wrexham regularly every week. The SURVEYOR said the water was analysed some twelve months ago, and found to be improv- ing in quality. It was true that the Wrexham water had been used in preference to the well water. Councillor FRANCIS said he thought the Council should visit the farm periodically. Though it i was an important property, he was afraid that there were some present who had never been to the farm. The CHAiR?x It is their own fault. After further remarks, it was resolved that the Surveyor present a general repurt upon the water supply at the farm to the next meeting.

EXTENSION OF THE WORK- MEN'S COMPENSATION ACT. I The Board of Agriculture have issued a leaflet, in which they call attention to the provisions of the Workmen's Compensation Act, 1330, the object of which is to extend to workmen in agriculture the henefits of the Workmen's Compensation Act, 1897. The new Act comes into operation on 1st July, 1901; and if, on or after that date, anv personal injury by accident, arising out of, and in the course of, employ- ment in agriculture, is caused to a workman, his employer will be liable to pay him comoenaation, snbject to certain nrorisions referred to below. But no employer is liable to pay compensation under the Act unless he habitually employs one or more work- man in agriculture. The expression agriculture includes horticulture, forestry, and the nse of land for aay purpose of husbandry, inclusive of the keeping or breeding of live stock, poultry, or bees, and the growth of fruit and vegetables. The amount of compensation payable is regulated by the provisions of the Act of 1897. In fixing the amount of the weekly payment, regard is to be had to the difference between the amount of the average weekly earnings of the work- man before the accident and the average amount which he is able to earn after the accident, and to any payment not being wags which he may receive from the employer in respect of his injury during the period of his incapacity. An employer is not liable to pay compensation in respect of any injury which does not disable the workman for a period of at least two weeks from earnin fnIl wages at the work at which he was employed. If it is proved tbat the injnry to a workman is I -L'- »u«.uut»uie to tne serious and wilful miscondact of that workman, any compensation claimed in respect of that injury will be disallowed. To meet cases of sub-contracting the new Act specially provides that where an employer agrees for the execution of any work in agriculture by or under a sub contractor, such employer shall be liable to pay compensation to any workman employed in the pnHH 5 !?? of the work, whether '? workman i° or not to obtain it from the sub-contractor himself I or not.
