LADIES AND GENTLEMEN, As the period for which I have had the pleasure of representing you "n the County Council will shortly expire, I again beg to solicit a renewal of your trust for another term of three years. I: must be a source of sati-faction to you as ratepayers that though the County Council was a new creation with- out experience of administrative County work, it has been able to carry on the business of this important County with efficiency and economy. The Public Works of the County, including Main Roads, Biidges, Public Buildings, &c., have been well maintained, and the entire Hata for the County has not exceeded Twopence in the £ for the year. Among other important questions demanding early attention will be the adoption by the Council of the pro- visions of the Allotments Act, whereby agricultural laborers and others may rent at an easy rate, small parcels of land for their own cultivation. This matter will have my earnest consideration. I have freely given you my best services, es ecially in matters relating to finance, on the County Council; and should I still retain your confidence, I am satisfied that the experience I have already acquired will be of material help to me in the efficient discharge of my ducies. The administration of the affairs of thecoun y was trans- ferred from Lbe Court of Quarter Sessions to the County Council three years ago, and it has proved to be of great advantage to the ratepayers the county rate was then 5d in the pound, it in now 2d in the pound a poition of this reduction is due to the increased grant from local taxation, the remainder to the greater economy exercised by the Council, the saving in the main roads alone amounting to upwaros of £ i,700 per annum. I had the honor of being appointed a member of the Joint Intermediate Education Committee, and a scheme h;i»been formulated. and submitted to the Caarity Com- missioners, which, I believe, will meet with your approval. ADIES AND GENTLEMEN,— At the request of a deputation repre-enting a consider- able body of the Electors of all classes in this Division, I have consented to come forward as a Candidate for your suffrages at the ensuing County Council Election. During the past three yeurs I have endeavoured to perform my duty as your representative, and to guard your interests, and I have been able, fortunately, to attend almost every meeting of the Council. As on the previous occasion, my candidature is strictly non-politital. Notwithstanding the attempts that are so strenuously being made to render Imperial politics the test in these elections, I am still most strongy of opinion that County Councils, which are administrative and not legis- lative bodies, should be elected on the common sense ground of personal fitness for the work entrusted to them, and, to my mind, it is both absurd and wrong to choose a man to look after county finances, roads, bridges, police, and other local matters, simply because he is a good ftudicil, or a good Tory Politics, I think, should be rigidly excluded from County Council deliberations, as tending to distract the Councillors from their proper work, and improperly conuming much valuable time.
