I MR LABOUCHERE is a man of good family and education. His literary career has been roving and adventurous. Truth, his last and most suc- cessful venture, owes much of its popularity to hints of the doings of high life, tit-bits of West- End scandal, gossip about persons who would be wholly uninteresting to the public but for the accident of their having a handle to their names. And yet Mr Labouchere politi- cally is determined to show himself foremost amongst the Radicals. He stood up boldly for Mr Bradlaugh, and now he is backing up Mr T. P. O'Connor in his endeavor to bring on a re- solution against the continued existence of the House of Lords. Mr Labouchere is disliked amongst the circles of society with which in his paper he professes so intimate an acquaintance and he knows it. Hence there is a dash of re- venge in having a smart rap at the nobility. Arrangements are being made to foment popu- lar opinion against the Lords by a grand demon- stration in Hyde Park on Sunday next. The mob will consist chiefly of Home Rulers. Irish- men are for the most part prepared to demon- strate for or against anything in the world. ———— A

EARL GREY is the object of as much vituper- ation from the Liberal party as the staunchest of the Tories. It is, indeed, only hereditarily that the Earl is a Whig, just as it was that Earl Derby was a Conservative. On great ques- tions Earl Grey has more frequently opposed than supported his party for many years past, and it would surprise no one very much if he were to go over to the opposition entirely be- fore long. His letter to Lord Redesdale on the Hares and Rabbits Bill was hardly less than a renunciation of the party of which he has been supposed to be a pillar. At the time not much account was taken of this letter by the less reflecting majority of the public, but there can be no doubt that it has acted as an en- couragement, not only to the Conservative party, but to the Old Whigs in the Upper House, after absolutely rejecting the Irish Compensa- tion Bill, to exercise their discretion, or indis- cretion, with unusual freedom, on the Em- ployers' Liability and the Ground Game Bills. Of course, there is a great outcry about this among the ultra Radicals but the easy going generality of the public are inclined to excuse the Peers this time under the circumstances. j

THE PUBLIC IS QUITE SUFFICENTLY OCCUPIED at this idle season in watching for every scrap of news respecting our military movements in Afghanistan, or in Candahar, as we may now limit the expression, and in following the de- velopement of what may prove either the tragedy or the farce of European intervention on the Albanian coast in behalf of Montenegro. It is, therefore, a great relief to find this long- protracted session at last really drawing to its end, and the freaks of Lower-House mal- contents and Upper-House 11 not-contents 12 II played out for the present. After so long pur- suing a stormy and contentious course, the session is imitating the proverbial exit of March in going out like a lamb." For instance, the Burials debate on Saturday was marked by an unwontedly genial and forbearing spirit amongst our jaded legislators. Mr John Bright was delicately anxious to soothe the feelings of his I old enemies, the parsons. Mr Fowler, of Wolverhampton, displayed an unexpected re- gard for the Houselof Lords, and particularly for the Bench of Bishops, whilst, on the other hand, Mr Beresford Hope was neither vehement nor offensive, but mildly expostulatory in his plea to be preserved from women-preachers. Sir William Harcourt opposed his own party by mistake, and withdrew his opposition with a blandness unusual to the man of varium et mutabik temper. The general feeling is that the Bill is an useful compromise. It -is freely admitted to be wholly illogical. The Noncon- formists argue that they have not only the right of burials in the churchyards absolutely at Common Law, which is the case but also with the absolute right to their own service. Either the Common-Law argument must be given up or else all services must be equally admitted, be they Christian or Secularist. MR P. J. SMYTH'S LETTER to the Freeman s IJ exposing the absurdity of Mr Parnell 8 land reform, deserves a degree of attention which it is to be feared it will not receive on the other side of the Channel. Mr Parnell's scheme, or rather the scheme which he parades before his ignorant fellow-countrymen—for he is far too shrewd a man to believe in its prac- ticability is, that the Government should buy up the whole of the land of Ireland, at a cost of two hundred-and-fifty millions, and that thus the tenants should henceforth hold directly from I the State. Even if the price required were not a fatal objection, itlis only too obvious that a few years of such a system would inevitably lead to rebellion. Rent would become assimilated to; taxation, and the hatred of the peasantry to the landlords would be transferred with tenfold bitterness to the State. Besides, as MR" S!»YTH justly observes, whereas now only about half the Irish proprietors are absentees, there would then be no resident proprietors at all, and therefore far less mone'v spent in the country than at pre- sent. Mr J. P. Smyth's idea is the favorite one of the extension of the Ulster Hight throughout; all the provinces. That is a fair and legitimate subject for political agitation, and it is what will most likely come to pass. It would be well if Mr Smyth took a more prominent position in Parliament. Once or twice in a session he de- lights and dazzles the House with an oratory which of its kind is almost unequalled. But he has practical good sense, which would make him a better representative of his party and his country than the political fanatics who affect to be the spokesmen of Irish opinion.

As is VERY OFTEN THE CASE when there are ¡ two parties to a question, the appointment of commissioners to enquire into the subject of higher and intermediate education for Wales has been severely criticized by churchmen and nonconformists. The former complain both of the presence of Mr Henry Richards and the absence of several they would wish to see ap- pointed, whilst the latter complain that only one nonconformist appears amongst the number, whilst their business relate to the welfare of Wales, where nonconformists number some seven-tenths of the population. Some find fault also with the selection, inasmuch as North Wales is entirely unrepresented, all the mem- bers of the commission being South Wales men. But instead of cavilling at the way in which this necessary work was done, we prefer congratu- latine the Principality that its just claim has been thus recognised. The need has existed for a long time, but no previous ministry could be induced to take any steps to meet it. Though Lord Aberdare is a churchman he is favorably inclined to nonconformists, and will we believe in this instance endeavour to look at the matter himself, and get the other members to view it in the interest of the nation apart from any de- nominational bias. Professor Rhys knows well the struggle a man has to go through in the absence of advantageous training. Mr Lewis Morris author of The Epic of Hades is a man in deep sympathy with Wales and the Welsh, and we trust our cause is safe in his hands. The others are men of ability and integrity. Instead of finding fault with the appointment, it would be well for all who can in any way assist these gentlemen to arrive at a wise conclusion.

—-v THE POSTMASTER-GENERAL has issued a notice to the P.O. Savings Banks in a few counties, of which Cardigan is the only one in Wales, that from the 13th inst. forms are to be issued to the public, with the view of encouraging small savings, whereon penny stamps can be placed until they amount to a dozen, when they can be deposited at the Post Office Savings' Bank as the equivalent of one shilling. This new mode of taking care of the pence will doubtless aid in promoting habits of thrift among our youth, though some pessimists fear it will also promote the abstraction of postage stamps from the desks of employers. We must, however, in all these things take the evil with the good. ■ ♦

PARLIAMENT IS ABOUT TO FINISH the work of a Session which has been unduly protracted, and in which much abortive labor has been per- formed and much obstruction endured, the former owing to the rejection of measures or their provisions in the Upper House, and the Home Rulers, who have assumed to themselves the status of a Third Party, and a few irrecon- cilable Conservative free-lances who have been ironicaly dubbed the Fourth Party. Struggling against the adverse and irritating influences, mischevious rather than powerful, Ministers have had a very arduous time of it since the re- assembling of Parliament after the general election but they may feel satisfaction that they have carried substantially or in a good part measures which their opponents, and even some of their friends, advised them to abandon in despair. These officials, who have for months worked hard in their offices by day, and in Parliament by night, being engaged daily for a number of hours that would frighten a mechanic, and the burden of which prostrated the ener- getic but veteran Premier, now certainly de- serve rest and relaxation, like soldiers who have fought through a long and harassing campaign. Let people of different political opinions think what they may of tho character and objects of the Ministerial work performed, everybody will agree that it has been arduous, that Ministers require repose and recreation on the breaking- up of Parliament, and that they now deserve to take a holiday for a time. But it is to be feared that there will be little relaxation for most of the members of the Government during the Parliamentary recess. They will be relieved of their tiresome night- duty but important day work will still remain demanding attention. The Afghan difficulty is as far of settlement now as it was six months ago-perhaps further, for it has broken out in a fresh place and though Roberts, even without the help of Phayre, may be able to retrieve British military credit by inflict- ing a defeat on Ayoob Khan, very difficult political arrangements will still press for speedy solution. The future position of Candahar will have to be determined. Whether it shall be constituted either a British dependency or a separate protected state, with one military ruler at Cabul, and perhaps another at Herat, ever ready to dispute possession of it, or whether all British hold upon it shall be relinquished to the detriment of the prestige of British rule in India, is a question that requires mature deliberation. Then even if Ayoob Khan be eliminated from the field of action altogether, there will be still the difficulty of coming to an understanding with the recognised Ameer, Abdurrahman, on the frontier question and the future relations of Afghanistan to our Indian Empire. This one matter would be quite enough extraordinary Ministerial work for a Parliamentary recess but there is also the Turkish perplexity coming to a crisis in one of its ramifications. Ministers have announced in Parliament that a joint naval demonstration in reference to the Montenegrin business has been determined upon, and that ships of war of the six Powers have been ordered to assemble in the Austrian port of Ragusa, near the Albanian coast. The difficulty here is not so much to coerce the Turks, who are no longer in posses- sion of the disputed territory, but to intimidate the Albanians, who dispute possession of it with the Montenegrins, as they threaten to oppose the transfer of some of the territory awarded by the Berlin Conference to Greece. It is not an easy matter to dispose of the claims of this newly-awakened but very old and distinct Albanian nationality, which vigorously protests against its territory being curtailed by Greek aggrandisement, or intersected by Montenegrin advance to the sea. But Ministers have even a more urgent and important matter claiming their special attention, in the present disturbed —not to say agitated-condition of Ireland, where they have to keep or restore the peace without the means of conciliation and pacifica- tion which they devised and the House of Commons sanctioned, but which the Upper House refused to approve. Altogether, there- fore, the Government demands sympathy for the anxiety cast upon it, and for the small prospect which its members have of needful relaxation.

ST. JAMES' CHCRCII CHOIR.—On Monday the members of the choir of St. James' Chnrch, Rhos- ddu, had a very pleasant excursion to the favorite summer resort of Llandudno. J. Calvert preached the funerai sermon of the late Mr E. Parry, who met with his death in the Bersham Colliery accident in Aligns: last. The text chosen for the occasion was J-K 7th chapter, 1st verse. The preacher first illus- trated the nature of the fact stated in the text, namely, That there is an appointed time to mail upon earth," and secondly, endeavoured to imprcs- upon his hearers the feeling which the contempla- tion of that fact ought to produce upon their minds. Mr Parry had been a member of the Primitive I Methodist Connexion for nearly seven, years and a local preacher for six.
