THE COST OF THE. AFGHAN WAR. The Indian Government has sent a despatch to the Secretary of state for India, showing that the cost of the Afghan war will probably exceed the estimates by at least four million, sterling. An appended minute from the Minister of Council for the Military Department explains the manner in which the estimates were framed, and the reasons which led the Military Department to believe them to be sufficient, and officially recommended the Finance Department to adopt them in the Indian Budget. The minute declares the Military department to be entirely responsible for the estimates, and states the chief reasons which led to the increased expenditure, and which were unforeseen when the estimates were made. Among these are the necessary purchase, instead of merely fbp hire* nfv » crrp^t. nmnortion transporting to the front supplies for six months and the enormous increase in the price of grain and all other supplies, famine prices prevailing both at the base and in Afghanistan. Higher wages had also to be paid to all camp followers on account of their dread of foreign service. The minute points out the necessity that arose for constructing works for the maintenance of the positions gained and the protection of the troops, in consequence of the pro- longation of the war beyond the time anticipated. The exhaustion of the local resources, and the neces- sity for frequently renewing the means of transport which had to be drawn from distant provinces of India, at constantly, increasing cost, are also dwelt upon. The despatch cf the Indian Government declares that the condition of the Indian Finances, apart from the war, continues to be thoroughly satis- factory, and that the estimates of revenue have been realised. The general financial position is good, as described in the Budget statement, and the despatch says that but for the war there would have been a surplus of X4,000,000, both in the past and present years.

The shopwoman named Costa, at a pork butcher's, about to wrap up some meat in a piece of waste paper, found two bank notes of l,000f. each, pasted between two leaves of an old book which had evidently belonged to some religious community, as they bore printed on them the rules of a monastic order and the names of the lady patronesses of an association for the propagation of the faith. Mdle. Costa gave up the notes to .her master, M. Andre, who first made enquiry of the dealer from whom he had purchased the waste paper, as to whether he knew from whom he had obtained it. but he did not. M Andre having in consequence manifested an intention to keep the money. Mdle. Costa in tho first instance had him called before tlie Chief Commissary of Police, when he offered her oOOf., declaring it was sufficient to reward the honesty of a shopwoman. This offer was refused, :tnd both parties instituted proceedings. The advo- cate of Mdlle. Costa argued that, as she had found. Uie notes, they belonged wholly to her, that of M. Andre maintained that they were his, as they had been found among papers belonging to him, or in. tny ease he had a right to half. Article 716 of the ■o<le provides for such cases, decreeing that a treiusure belongs wholly to the person who has found it on his own property but if fotip-d on the property ,.f another it belongs half to thefinller and half to. the landlord.
