Sandbach, Esq., it was unanimously resolved— "That the MAGISTRATES OF THE COUNTY OF DENBIGH, are desirous of marking their high sense of the very valuable services rendered to the County by John Heaton, Esq, as Chairman of the Quarter Sessions, for a period of more than Eighteen years, and also to express their admiration of the manner in which he has uniformly discharged the public duties of a Magistrate and a country Gentleman, and their respect for his personal worth, which has endeared him to them all. "That a Subscription be entered into for the pur- pose of presenting him with a Public Testimonial, to consist of a Portrait of himself, to Be placed in the County Hall, at Ruthin, and the surplus subscription to be laid out in the purchase of a piece of Plate. That the public be invited to join in this sub- eription. That the Subscriptions be paid in at the different branches of the North and South Wales Bank. That a Sub-Committee of the following Magig- trates be appointed to carry out the foregoing Resolu- tions — Sir W. W. Wvnn, Baronet, M.P.; F. R. West, Esq., M.P.; H. R. Sandbach, Esq.; H. R. IN commencing the publication of a WEEKLY NEWSPAPER, and sustaining the responsibilities, risks, and J. labors which such an undertaking involves, the Proprietor is wishful to lay before his anticipated friends the reasons which have induced him to publish, and the principles he purposes to advocate in the WKEXHAM AND DENBIGH WEEKLY ADVERTISER. „  We have long thought that the growing importance of Flintshire and Denbighshire, with tie p?pidous surrounding districts, both ill the principality and several of the English Counties, demand a permanent record of their local proceedings, as well as an exponent of their social and political views. We believe, too, that it might be made a valuable aid in the furtherance of those principles of political progress and social amelioration with which the foremost minds in the senate and the press are seeking to indoctrinate the people of this country. We shall be the firm and unflinching advocates of Progress in our political, social, and religious systems; ,aL n d, notwithstanding the great reforms effected of late years, we are deeply impressed that the time has arrived when still further changes must be inaugurated, the prudent, practical, and safe accomplishment of which we shall be the steady advocates and exponents. The social amelioration of the people will always be an object to which our columns will be thrown open, one great means of promoting which we take to be, the improvement of the dwellings of the Poor, combined with the introduction of judicious sanitary regulations, and "a knowlegde of common things." All efforts for the Education of the People, whether by Voluntaryism or by State Payment, will meet with our sympathies and no aid which we can lend shall be wanting to secure for the People an improved and truly National System of Education. Generally, we shall endeavour to assume and maintain an independent position on all questions which may come before us as iournalists-we shall eschew party, and acknowledge worth and goodness wWver it is to be found. We shall neither implicitly endorse the sentiments of LORD JOHN RUSSELL, nor DISRAELI, nor COBmoN nor BRIGHT as party leaders, nor bind ourselves blindly to advocate the opinions of the Manchester nor any other School; but any measure which, in our opinion, is calculated to promote the welfare of the People, will meet with our support, irrespective of the party fromwhom it may emanate. t As a Local Organ of public opinion, we shall endeavour to render the ADVERTISER worthy of the supped wbi?bwp Sk T are justific(l In asking for it; and by making It a faithml record of the events of this district, give to it an interest and claim to support which no other Paper can pretend to. Having had some experience in a smaller sphere as journalists, we shall be able to avoid some of the ipishaps and misfortunes of a too greeu youth, and bring to our new publication a five years experienc acquired in another kindred service. These then are the principles we propose to advocate, and the reasons which have induced us to enter the arena as journalists. It is now for the Public to award us that countenance and favor?hich we may merit; no effort ?.
