The French Government has made a further slight concession by agreeing to reduce the military contingent for the year from 100,000 to 90,000 men.—The question of the plebiscite has been settled. The burden of M. Grevy's complaint in his interpellation about the Senatus-Consultuin was that the Emperor would become the only constituent power. M. Ollivier was pointed out in his reply that the power of appealing to the people was almost the only privi- lege which the Emperor had reserved. In all monarehial countries the power of making peace and war and of dis- solving Parliament belonged to the sovereign. The Minister announced the determination of the Government to submit the denatus.Consul turn to the approval of the people, in order that the same sanction might be given to constitutional as was iriven to autocratic Government.— The proceed n^s in the Corps Le^islatif were somewhat excited on Tuesday. In discussing the question of the pL-biscitum, M. Jerotne David asserted that the Emperor had a perfect right to appt al to the people, and even to con- fiscate political liberty. It is expected to follow immediately the vote of the Upper Chamber on the SenatuH-L'ousiiltum, that is to say, as early as may he after the 24th inst. SPAIN. MORE REVOLUTIONS. A vote of censure was passed in tne Cortes, on Saturday, upon the Minister ot Public Ins ruction for proposing to suppress religious educatiun in schools. The votes were- 78 for and 75 against the motion. It was rumoured in Madrid on Sunday that the censured minister intended to resign.—A strange scene occurred in the Cortej on Satur- day afternooa. The members were as i-tartled as they would have been by the suddtn appearance of an appari- tion. Senor Capdeviella, one of tiie leaders in the late Republican insurrection, was tried by a Council of War and sentenced to death. He escaped from Spain and fled to France, but when last lieaid of he was in Naples. On Saturday aftemoun, however, he unexpectedly turned up in the Cortes, and quhtly took possession of his old seat in the Chamber. At iir-t he repelled the entreaties of his friends to leave the place, but was ultimately persuaded to withdraw, and th., rumour at Madrid was that he had, with the connivance of the Government, recrossed the frontier, and so again escaped the penalty hanging over him. At any rate, there does not appear tj have been any official recognition of his presence.—The people of Bar- celoua made a vigorous effort. to resist the conscription, on Monday, but were, of course, overpowered. Driven from barricades at Sauz, they sought refuge in their houses, and then, the telegram teils us, order was completely restored." The means adopted for the restoration of peace were very effectual, but rather costly to human life. The houses were bombarded by the artillery. so successfully, indeed, that several persons were killed and many were wouuded. The insurgents are reported to have fortified themselves in Garcia. B ireeloualias ba. n proclaimed, and there have been what the Official Gazette describes as msign.ficant incidents" at Salamanca and some other places-A new pretender to the throng has, according to the Coirespondencia, appeared in the person of Prince Augustus of Saxc-Uoburg-Gotha, son-in-law of the Emperor of Brazil, and brother-in-law or Ceunt d'Eu. He appears to have at least one strong recommendation; for he ia reported to be one of the most wealthy Princes of Europe, aud this circumstance, our Spanish contemporary thinks, is worth consideration in a country involved in such pecuniary difficulties as Spain.-The Spanish Premier, General Prim, has sprained his ancle, and the acc dent having re-opened an old wound, he is confined to his bed. The general will think it a double misfortune that he is rendered inactive in the very midst of a ministerial crisis. INDIA. Sir Richard Temple made his Budget statement to the Council at Calcutta on Saturday. It appears from this statement that the working of the railways left a balance against the Government in 186'; 9 of R2,774,030 for 1809-70 this balance was only ^625,594. and in the coming year it is estimated there will be a surplus cf £ 163,440. In order to produce the much-desired equilibrium in Indian finance some large reductions are proposed, including X734,551 in the army expenditure, and over a million in the ordinary outlay on puUic works as compared with last year. The only change in taxation is that the income tax is to be raised from 1t to 3k per cent. The addition to the Indian debt during last year was four millions and a quarter sterling. Of this sum, however, a large amount yet remains to be expended on public works. The cash balances amounted to £ 13,500,000. tir Richard Temple proposes to raise a loan tor -22,000,000 in Eii-land.-The railway between Calcutta and Bombay was opened for through traffic on Saturday.—A somewhat myterious tele- gram was received from Bombay last week, containing the announcement that G. neral Gordoa had been suspended from the command of the Poonali division by the Governor of Bombay. The incident was reported to have given rise to much discussion, but no parziciilars were stated, and the gossips had a wide field for speculation. The Calcutta papers just received, however, throw some light on the sul jeet. One of them states, in effect. that the Secretary ot State for India had severely rebuked General Gordon for having remonstrated with the Bombay Government for ccclining to a-lmit him as a member ot the Local Legis- lative Council, during the time he was officiating as Commander-in-Chief at Bombay, before the arrival of Sir A. Spencer. CANADA. THREATENED FENIAN RAID. The Rod River settlers are said to be kept in a state ot terror by the insurgent Riel and his armed followers. Accord ng to the Toronto Globe, the only charge against the man Scott, who was executed a month ao by liiel's orders, wa- that he had escaped from prison and bad joined the movement against Riel's assumed authority.—The Canadian Government has been forewarned by Mr Thorn- ton of an intended Fenian raid along the wlule Canadian frontier on the 15th inst. The telegram making this announcement add* that the Canadian authorities are quite prepared to deal with such a movement if it be attempted. Looking at the lateness of the season an early movement of this kind is considered unlikely.

The Republican Governor of Connecticut, who was pro- posed for re election, has been beaten by Air English, a Democrat, 1Iy 1,OUO votes. The revolution in Veuezula is reported to be extending. According to advices received at New York on Wednesday the insurgents were moving on Caraccaa. Although the Republican party in the United States were defeated in the election of the Governor of Connecti- cut, they retam a majority, though diminished, in the State Legislature. The Viceroy of Egypt has concluded a new seven per cent loan for £ 5,000,000 sterling, notwithstanding, it is sa-d, the protest oï" the Porte. The terms are onerous, the contractors taking the loan at 70. A despatch from Prague announces that a serious encounter has taken place at Smarow, in Bohemia, between the troops and a body of workmen on strike. Several persons were killed and wounded. The Argentine Republic is rapidly becoming one of the most inviting fields for emigration by the industrious classes in various European States. We learn by the newly-arrived Brazilian mail that President Sarmiento is taking steps to found a new colony in Eutre Iios; and that the Government of Buenos Ayres was about to -irrange with 'Ir Webster and others for the colonisation of Bahia Blanca, paying the passage of 400 English families and giving them free land grants. The influx of immigrants, chielly Italians, was 6,000 per month, yet the rate of wages and labour did not perceptibly decline.
