I Foreign Intelligence. I FRANCE. A dreadful balloon accident is the only im- portant item of French news this week. At noon on Friday, Messrs. Gaston Tissandier, Croce Spineli, and Sivel, started from Paris in the balloon Zenith, with a view to make experiments in the upper strata of the atmosphere. In order to counteract the strength of the rarificatiou of the air above a certain height, the aeronants had provided themselves with bottles of oxygen, and it would appear that this means of safety led to disastrous results. On Saturday afternoon a despatch reached Paris stating that the balloon had taken ground near Tours, and that two of the aeronants were dead. It would seem that under the influence of a very hot sun the balloon rose, within an hour of its depai tare, to the tremendous altitade of 8000 metres (five miles English), when the aeronauts became senseless. The sole survi vor, M. Tissandier, recovered about two hoars later, when he saw M. Groce Spinelli casting the oxygen bottle away from him. He again became uncon- scious, and on the balloondescending, he fonndhis two companions black in the face, bleeding from the mouth and nose, lying stone dead at the bottom of the car. The balloon descended very rapidly, and fell in a farm yard at Ciron, four hours after its departure from Paris. M. Tissau- dier, the survivor, was badly hurt, bat had sufficiently recovered in the afternoon to send the following telegram to Paris Le Blanc, 12-8 p.m., April16. At one p.m yesterday reached an altitude over 8,000 metres fell into a state of utter prostration sun very hot. I recovered for a moment and saw the balloon was going down. Groce threw oxygen bottle away; then I fainted again. At three I recovered oar height was 6,000 metres. Sivel and Grace were black in the face, and their mouths full of blood. They were dead. Descent took place at Ciron at four. I suppose that during the second ascent we attained considerable altitude." It is supposed that the wo victims to their zeal injudiciously absorbed oxygen, and thus came by their dealh. Great commiseration is felt for them. GERMANY. I The German Government it is reported, has communicated to Brussels the opinion that the old international rules are no longer adapted to the new order of things in Europe and Germany, for her part, is prepared to lead the way with a revisal of her own laws. A suggestion is added that Belgium and other States should agree to discass and satisfactory settle the question at a congress. An analysis of the second Note addressed by Germany to Belgium is published in the Cologne Gazette. The chief poibt insisted on is the importance of Belgium and every other State reconsidering the basis upon which its relations with its neighbours are founded, in order to prevent such misunderstandings as have threatened to arise from what Prince Bismark considers the nndue facility afforded on Belgian territory to conspirators against liermany and himself. On Saturday the Upper House of the Prussian Diet adopted the Catholic disendowment bill without alteration and, apparently without discussion. The nobles used to indalge in a good deal of free criticism when measures of an ecclesi- astical character were brought before them, but they now seem to be brought under the Bismarkian spell as effectually as the members of the Lower House. Prince Bismark was prevented by a bad cold from attending the Lower House of the Prussian Diet on Monday on the occasion of the third reading of the bill for abrogating certain clauses of the Constitution which have heretofore secured certain privileges for the Roman Catholic Church in Prussia. Herr Windhorst, the leader of the Centre or Ultramontane deputies, made a speech, in which he denied the statement made by the Chancellor on Friday with respect to Cardinal Antonelli's alleged disapproval of of the formation of a Centre party. What the Cardinal referred to was the groundless report that the Centre members intended to agitate for the restoration of the temporal power. Herr Windhorst declared that he vind his friends were anxious for peace, which he thought was, under certain conditions, attainable. SPAIN. I The boy-King of Spain has taken another op- portunity of assuring his subjects that they will always had in him a father." He wants nothing so much as to preserve mutual affection between his people and himself and if the people every- where were inspired by the same desire, Spain might once more be happy. The 44 father's" fondness, however, is reciprocated only by a part of the family and we all know what is the fate of a house divided against itself. Carlism is at its last gasp—as it has already been a hundred and twenty time, according to those who have been trying hard to kill it and can't. The Pre- tender, if we are to believe the latest account, is seriously meditating flight into France, but has been told by the authorities of that country that they must decline affording him an bsylum. The ftct probably is that he still finds that Navarre agrees very wtll with him, and that there is no pressing necessity for loaking out for safer quar- ters elsewhere. RUSSIA. I The authorities of Cape Colony are losing no I time in currying oat the instructions of the Im- perial Government with reference to the "intern ment" in the colony of the so-called rebel chief Laugalibalele. The chief, it is stated, will be provided with a comfortable location, where, with such wives and relatives or friends as choose to join him, he may reside, not as a convict, but as in exile ou parole and under surveillance within the colony. AUSTRALIA. It was lavely stated that there had been large arrivals of Chinese immigrants in Queensland, but there appears to be plenty of room for them all. IRON. MIDDLESBOBOUGH, Tuesday. There was < large attendance of makers and merchants in th& Exchange to-day, but little business was done, as the pig iron trade was decidedly flat, and prices had a more pronounced downward ten- dency than last week. Consumers are every- where holding back, and nothing is likely to be done till quotations become firm again. Cleve- land pigs to-day have been quoted as follows :— No. 1, 62i 6d; No. 3, 57s 6J No. 4 foundry, 56s 6d; and forge, 55s 61, all less 1 per cent., but business was in many cases done at lower figures, especially for forward delivery. Makers are moderately supplied with orders for early delivery, and quite an average production of pig iron is turned oat. No alteration can be noted in the price of finished iron, the demand for whieh continnes steady. WOLVERHAMPTON, Wednesday. Sheets for galvanising were stronger in some wasea by 29. 6d. a ton. Makers demand from £ 11 15s. to £12 for singles, and offers of large orders by the galvanisers at a little less momy were promptly refused but this was the only case in which iron- makers were very strong or consumers had many orders to distribute. Coke was in increasing offer at a drop of 6J. per ton, prices ranging from 17a. 6d. to 22s. 6d. Galvanised sheets were firm at £22 for 24 gauge. Best coal dear. CONFERENCE OF IRONWORKERS.—The Council of the National Amalgamated Ironworkers' As- sociation have arranged the programme for their next conference, which will be held in Leeds afe Whitsuntide. They call the attention of the members of the association to what they term the unpleasant fact" that, in consequence tf the men of Merthyr being still on strike, there has been a considerable amount of money overdrawn. A3 in the case of the Amalgamated Association of Miners, who show a decrease of 23,000 members upon the year, there has also been a considerable falling off in the number of the members of the National Amalgamated Associa- tion of Ironworkers. This diminution the council attributes to "the spirit of discontent which has stalked abroad since the Dowlais and Rbymney men commenced the work of division after the Manchester conference about the sup- port of the unemployed. Tais unfortunate collapse, it is added, has gone on in Wales, Monmouthshire, Shropshire, and Staffordshire at such a rate as to defy all comparison with paat years." What shall the wages of the future be, and whether the same system as has heretofore- prevailed in adjusting wages shall be continued, will be discussed. The council say under this head-" Workmen north and south must do their best to avoid separation and splitting, to please the ignorant and gratify the employers, who would take advantage of their weakened condi- tion." Most important to the future success of the association is declared to be the getting of the nnder-hand s united in the association. Steps by which this shall be accompl shei are to be proposed and what has to be fione with the un- employed members in Wales will be considered also, What shall be done under the present circumstances to assist the members who are starving in South Wales ?" Under this head it is remarked, that if the unemployed are to be supported, the weekly contributions must be in- creased. It may be added that the meeting at which represen; ative iron masters and ironworkers will discuss the future scale of wages will coma off in London on the 4th of May, which will be the day before the next annual meeting of the Iron and Steel Institute begins.

THE COAL TRADE. THE bouTH WALES STRIKE.—In a letter ad- dressed to the Rev. Canon Jenkins, Lord Aber- dare says—" I will at once propose to you the course which I believe will not only be attended by immediate success, but, what is at least equally important, with ultimate healing. Let the men return to work at the proposed redustion- of ten per cent., with a declaration that they do so ia the firm confidence that tha good sense and good feeling of the masters will cause them speedily to propose a plan with respect to the announcement of future redactions or advance- ment of wages as shall be satisfactory to the men, and shall prevent the recurrence of such misunderstandings as have led to the present strike and lock-out. Such conduct on the part of the men would secure to them general esteem and sympathy, and would grea y strengthen the hands of those among tue wasters-whcw I know to be many-who are sincerely anxious to pursue a conciliatory policy towards the men. I am confident that the men would never have reason to regret their assent to this advice, nor I that I ventured to offer it."—On Monday morn- ing a large number of ironstone miners in the employ of the Dowlais Company and Mr Robert Crawshay, went to work, the works having been thrown open on the rate of wages paid in 1870. The colliers are not affected by this. A con- ference of delegates was held ou Tuesday after- noon, at Mountain Ash, but, contrary to the earnest desires of most persons, no amicable or conciliatory result was arrived at. The result of the conference was that no delegates should be sent to Cardiff to treat with the masters on Fri- day (yesterday). The tone of the meeting was that there should be arbitration or nothing. Thus the sad state of affairs is not likely to ter- minate soon. The masters were to meet on Fri- day (yesterday), and would then probably think tit, as was to some decree intimated a short time since, to insist on a still greater redaction than the 10 per cent.

AGRICULTURE. THE COEN TRADE.—The Mark-Lane Express says-" The wintry weather of the past week has greatly hindered free vegetation. Wheat, how- ever, comes to hand in a better condition and with scarcely any other corn in their possession, the deliveries of farmers have been nriusually free, the amount returned above 1874 being 20,242 quarters, and 16,. 4d. less money. We nave b-,t,l go-ld arrivals, too, of the expected foreign fleet, without the market being shaken, though the heaviness by which it has been char- acterised yet remains. A few places have noted better prices, but London remains at the bottom of the Doll. Paris has risen 2 francs for flour, or Is. 3d. per sack and the proviuces show in several places a rise of Is. per quarter. Through- out Europe there are complaints of the back- wardness of the season, and even in North Africa they have bad snow; still, the autumn- sown corn is considered to have passed through the tiial without danger. Belgium has been tendiug upwards Gorminy steady; and Dant- 21c helds best quality at 50s., c.f.i. New York, after a small advance, returned to the previous Week's rates." ?. .——————————

The men asked for 28s. per week,. or 6d per hour. The arbitrators awaided 5id per hour, which the representatives of the men accepted on their behalf. FIISXIXXOG SLATE QUARRIES.—The symptoms of a strike at one of the quarries, and probable lock-out of the whole quarrymen of the Festiniog district, have at length subsided. Thd employers have shown a most conciliatory and fair spirit to redress any real grievance, but have also evinced I a firm resolve to resist pressure, were it at- tempted to be applied by a few disaffected persona. The quarry in which some dissatisfac- tion existed was that owned by the Welsh Slate Company, but last week matters were finally I arranged, and the workmen are to carry on operations upon the old system, which was what they all along contended for. A good workman can under this system, it is said, earn with certainty 30s. or 35s. a week on the average. The men speak in high terms of the readiness of the managers to listen to their representations and to give due attention to them. Moderation and a discreet reticence were displayed on both sides, and it is hoped that the re la ions of em- ployers and employed will henceforth continue on a cordial footing.
