WHEREAS by an Act passed in the fession of the W eleventh and twelfth years of Her present Majesty's reign, chapter one hundred and seven, inti- tuled An Act to prevent until the 1st day of Sept. 1850, and to the end of the then session of Parliament, the spreading of contagious or infectious disorders amongst sheep, cattle, and other animals," which Act has since been from time to time continued by divers subsequent Acts, and lastly by an Act passed in the ses- sion of the twenty-eighth and twenty-ninth years of the reign of Her present Majesty, chapter one hindered and and nineteen, it isl(amongst other things) enacted that it shall be lawful for the Lords and other of Her Majesty's Privy Council, or any two or more of them, from time to time, to make such Orders and Regulations as to them may be seem necessary for the"purpose of prohibiting or regulating the removal to or from such parts or places as they may designate in such Order or Orders, of sheep, cattle, horses, swine, or other animals, or of meat, skins, hides, horns, hoofs, or other parts of any animals, or of hay, straw, fodder, or other articles likely to propa- gate infection, and to make any other Orders or Regul- ations for the purpose of giving effect to the provisions of the said Act, and again to revoke, alter, or vary any such Orders or Regulations and that all provisions for any of the purposes aforesaid in any such Order or Orders contained shall have the like force and effect as if the same had been inserted in the said Act and that all persons offending against the same shall for each and every effence forfeit and pay any sum not e xceeding twenty pounds, or such smaller sum as the said Lords or others of Her Majesty's Privy Council may in any case by such Order direct And whereas a contagious or infections disorder now pre- vails among cattle within that part of the United Kingdom called Great Britain, which disorder is generally design- ated as the Cattle Plague n And whereas an Order, dated the iird day of INovemoer 1865, has been made under the authority of the said Acts by the Lords of Her Majesty's Priuy Council, with a view to prevent the spreading to the North Western District of Scotland of a contagious or infectious dis- order generally designated the Cattle Plague," now prevailing in many parts of Great Britain And whereas it is expedient to make provision for the return of sheep belonging to persons who occupy lands within the North-Western District of Scotland, and which sheep are presently wintering without the said district: Now, therefore, the Lords of Her Majesty's Privy Council do hereby, by virtue and in exercise of the I powers given by the said recited Act, and by the several 1 Acts continuing the same as aforesaid, order as follows 1. In this Order the expression North Western District of Scotland shall be interpreted to mean and embrace the whole of the county of Argyll, in Scotland, and the whole of Scotland lying to the north and west of the Caledonian Canal. The words Local Author- ity shall mean the local authority under The Cattle Diseases Prevention Act 1866.' The word Inspector shall mean any inspector appointed under any Order made the authority of the recited Acts by the Lords of Her Majesty's Privy Council, or appointed under The Cattle Diseases Prevention Act, 1866." 2. It shall be lawful for any person who occupie lands within the North-Western District of Scotland to remove to such lands any sheep of which he is the owner, and which are presently wintering on farms without the limits of the said county, on obtaining a license signed by order of the Local Authority, and subject to the conditions contained in such license. 3. Every license for removing sheep into the North- Western District of Scotland shall contain a statement of the place in which such sheep have been wintering and of the route by which they are to be moved and no Local Authority shall sign, or authorize to be signed, any such license until a certificate, signed by an inspector, has been produced, certifiying that such sheep are free from disease and that the county in which such sheep have ben wintering is free from cattle plague. And no Local Authority shall sign, or authorize to be signed, any such license if the route, by which such sheep are to be moved passes through a with such Local Authority has reason to believe is infected with cattle plague. 4. This Order shall come into operation immediately on the publication there in the Edinburghof Gazette, and shall continue in force until revoked by any further Order. 5. Every person offending against this Order shall, in pursuance of the ssid Act, for every such offence forfeit any sum not exceeding twenty pounds which the Justices before whom he or she shall be convicted of such offence may think fit to impose. 422.
