TO THE FREE AND INDEPENDENT ELECTORS OF THE BOROUGH OF DENBISH, AND TaB CONTRIBUTORY BOROUGHS OF RUTHIN, WREXHAM, AND HOLT. GSMTLSXEM, It having been announced tnat Parliament ia to be at once Dissolved, I hasten to redeem the promise I have already made to you, and now respectfully offer myself as a Candidate for your suffrages. Siaoe 1874, when 1200 Electors in thia Constituency affirmed the grea. principles of Constitutional progress,a Conservative Govern- ment has held the reins of power as I believe to the advantage and honour of the country. By a foreign policy, just and firm, Her Majesty's Minister., whilst securing the bless- ings of peace, have upheld the influence of Great Britain in Europe. They have, with a comparatively small expenditure, achieved in Afghanistan a mili- tary success, which will secure in the future the important Dependency of India from Russian aggression. The result of the coming Election is thus a matter of the greatest national moment. It will be for the Constituency to determine whether the policy of the present Government (a policy which I mast strongly support) is in the future to be maintained. Upon this issue depends, I firmly believe, the question whether the faith of treaties and the influence of England is to be upheld, and the peace of Europe thus preserved. Our traditional policy-since the days of Pitt and Canning has always employed the influence of this country in the interests of free- dom and civilimatin. There is now a party which desires to aubstirabe for this a policy of isolation which would repudiate our engage- ments, contract our renpous.biiities, and eu- dauger our Empire. If you do me the honour to return me to Parliament, I shall resolutely oppose a scheme so suicidal and so fatal to the beat interests of the nation. I shall support a policy which will main- tain the unity of the Kingdom at home, and the integrity of the Empire abroad. I shall, doubtless, have many opportuni- ties of statiug my opinions to you on the sub- ject of domestic legislation. Having for may years taken a deep in. terest ia the subject of education, the claims of Welshmen to an endowment for education in Wales, shall receive my warmest support. Amongst other matters which appear to me beet to deserve the attention of Parliament, and which would receive my eoj port, are the simplification of the laws telating to tenure and transfer of land, and an amendment of the Bankruptcy laws. Any well-considered measures, having for their object the improve- ment of the condition of the labouring elaases, shall have my warm and earnest support. As a neighbour, whose interests are identical with your own, I may safely promise to con- tinue to support any measures which concern your local institutions and the prosperity of your boroughs. TO THE FREE AND INDEPENDENT ELECTORS OF CARNARVON, BANGOR, CONWAY, PWLLHELI, NEVIN, AND CRMSCIETH. GENTLIUBK, The Dissolution ot Parliament places in your hands the opportunity of Electing one whom you may desire to repreieat you in Parliament. Influential members of the Liberal Committee of your Boroughs having invited me to become a Candidate for your suffrages, I beg respectfully to solicit your votes and support. At no time in the history of our country has it been more important than it now ie that Liberal Principles should be upheld. The consequence of the warlike and extravagant policy of the present Government have not yet been fully felt. The high scale of taxation and tho reduced state of our finances, owing to greatly increased ex- penditure at home and abroad, have largely contributed to intensify the depresaion-oommercial and agricul- tural-from which all classes have suffered. While the attention of the country was being distracted by an ex- citing Foreign Policy, unjust wars in South Africa and Afghanistan, Home Legislation has been neglected and postponed. Among the pressing questions which call for the early attention of Parliament, and which shall have my hearty support, is the Disestablishment and Disendow- ment of the Church, both in England and inWales. It is intolerable that, in this enlightened age, one religious denomination should be privileged and protected at the expense of all others. I am of opinion that the Imperial Government should extend to the University of Wales a measure of support equal to that granted to the Universities of Scotland and Ireland. I am also in favour of amending the Burial Laws, by opening our national Churches for the use of all Christian denominations; of assimilating the Borough and County Franchises; of a redistribution of seats; of Reforming our Land Laws with the view of simplify- ing its transfer of land, and thereby reducing the ex" pense as well as restricting the power of tyiug up land unduly. Local Option and the Clo3ing of Public Houses on Sunday shall receive my most strenuous support. I shall also vote for a system of local self-govern- ment in the counties, so as te place taxation and expen- diture in the hands of the ratepayers by means of County Boards. Gentlemen, should you elect me as your represen- tative, it will be my pleasing duty to support the general policy of the Liberal, Party, while watching carefully every opportunity to promote the interests of the Boroughs of my native county. The Liberal party at this moment have neither a Leader nor a Policy upon which they can place reliance, and they stand in the eyes of the world disunited and discredited by their dissensions. I TO THE ELECTORS Of THE I COUNTY OF MERIONETH. GinLRmiat, I have already informed you of the honour con- ferred upon me by my selection at the influential Meet- ing of County Gentlemen, held at Dolgelley, as a Can- didate for the representation of your County in Parlia- ment, and I hasten to redeem my promise of placing before you my opinions on the questions now engaging the attention of the Country. I bslieve that the best interests of this Country both at home and abroad are safe in the haatls of the present Government, and I shall give it my firm, but independ- ent support. I am ot opinion in common not only with the Conservative party, but with a large number of moderate and patriotic Liberals, that our polioy on foreign affairs since the accession of the present Admin i- r stration to power has been at once resolute and dig- nified; and that while it has preserved to us theinestim. able blessings of peace, it has restored our Country to the position due to a great nation. Representing as I do a large Landed and Mining interest in the Country, I have had many opportunities of witnessing the serious depression of trade, which commencing in America, extended over England and other European Countries. Our policy during the last six yews has neither caused nor aggravated that depres- sion, and I conscientiously believe that a reversal of our policy, which many Liberal Statesmen profess to desire, would inevitably impede that revival of trade of which now happily there are general and unmistakable signs Among the most pressing questions to be decided by the next Parliament is the subject of Local Taxation. I consider that taxation presses disproportionately on land, by which great injustice is done to the Farming interest, and all well. considered measures having for their object the Mlief of ratepayers from unequal bur- dens would have my active and earnest support. On this and other matters I hope during the contest to have an opportunity of explaining my views more fully. Among other measures to which I shall give my approval I may mention Mr Osborne Morgan's Burials Bill, which I am prepared to support to suoh an extent as will, I believe, meet all the reasonable require- ments of our Nonconformist friends. I should also support the Bill for closing Public Houses on Sunday, and I would vote in favour of a Parliamentary Grant towards the University College ef Wales. If you do me the honour of returning me to Parlia- ment, I trust your local interests will not suffer, and that I shall never forget or neglect my duties as your representative. I hasten to soKeit at your hands a Renewal of the Confidence, which, with to Overwhelm- ing a Majority, you reposed in me at the last election. I have had the honour of representing you in Parliament for nearly Twelve Years. During that time I have held frequent comiuanication with you on the chief topics of the day. My political opinions are oonscquently well known to you; and I feel assured that they are in almost complete accord with those of the great majority of the Constituents, All I need say in this Address is, that Six Years of Tory Rule have only served to deepen my attachment to the Liberal Party. aud greatly to strengthen my faith ill True Liberal Prin- ciples. These Six Years of Tory Rule have proved barren of all Useful Legislation; have resulted in an Enormous Increase of our National Ex- penditllre; and under Lord Beaconsfield's idfta- ence have committed the country to an unjust aDd Agressive Foreign Policy. I heartily desire that England may long retain a noble pre-eminence among the nations of Europe for her unselfishness her justice, and her love of peace. I as heartily desire that the unity and integrity of her own great Empire may be kept unimpaired. Bat experience seems to me to teach us, that to secure these results we must look to the growth and prevalence of Liberal Principles among the people, as well as to the Restoration to Power of a Liberal Govern- ment. I hope for an early opportunity of address- ing you personally on these and other subjects.
